OMB Assessment Activities

Purpose OMB has issued the final version of its EA Assessment Framework

v2.0 to serve as the criteria by which DOI will be graded on its enterprise architecture completeness, use, and results

The DOI Enterprise Transition Plan (ETP) deliverable is intended to demonstrate progress and associated results (e.g., improved mission performance, reduction in redundant systems) in migrating from our As-Is to the Target architecture

Status: BLM EA team will be participating with the DOI EA through review of draft ETP and delivery of relevant EA documents starting the end of January with a final delivery of February 28, 2006

Future Work: BEA team expects to participate with the DOI EA team on a yearly basis to update the ETP deliverable to the OMB

National Monitoring Strategy Purpose: Enhance the efficiency and effectiveness of BLM’s assessment,

Status and Future Work: Presented BPR briefing to Steve Tryon, the National Monitoring strategy Program Manager, on 10 Jan 06. Made tentative plans to do a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and follow-up BPR briefing to his work group in Washington DC in February. Plan to use BPR techniques to enhance the effectiveness of the monitoring pilot projects that are being launched in FY06.

Human Resources Lines of Business Purpose: Ensure the most efficient and effective processes are

implemented in the conversion of the employee Official Personnel folder, which will introduce records that are accessible from electronic forms (eForms); the project will also promote a comprehensive electronic personnel data repository covering the entire life cycle of the Federal employee

Status and Future Work: Met with HR SMEs in September 05 for strategy session; plan to hold initial BPR workshop in February 06, pending final project approval from the WO-700 AD, Marliyn Johnson; future work for FY06 includes As-Is baseline workshops, and To-Be workshops that will be attended by various HR SMEs

GovernanceProject Status

NWFEA Purpose: To develop a national wildland fire enterprise architecture

program including (methodology, repository, as-is structure) Status and Future Work:

- NWFEA project is continuing with use of the National Wildland Fire Enterprise Architecture Organizational CONOPS, delivered in December, ’05.

- Current / continued activities include: a multi-agency review of current Capital Planning, Acquisition, C&A policies and

procedures for the DOI, Forest Service Development of the NWFEA Communications Standards and Plans Development of a Wildland Fire Specific Methodology for Business Transformation

ES&R Purpose: To standardize the system of data collection, to share the data

in a consistent and usable format and to provide the ability to share data and plans across BLM district offices.

Status and Future Work:- Continue to support testing of the ES&R Pilot system at various sites in NV,

UT, AK and AZ- Enhance the ES&R Pilot system using the input from lessons learned by this

year’s testing- Support an introduction to the ES&R Pilot system at the Seed Processing

Workshop- Re-host the Pilot system to the Linux/Apache and Oracle Servers- Evaluate adding Geospatial capabilities into the ES&R Pilot as ArcIMS is

added to the Linux/Apache servers- Evaluate the extraction of inventory data from the Pacifica system used by the
