To recognize the Murdock Grant participants for their work with the Partners in Science program that provides professional development for high school science teachers. This experience is passed on to students as teachers share scientific discovery.

CALL TO ORDER President Lehrman called the meeting to order at 6:30 p.m. followed by an opening statement on policy and procedure. FLAG SALUTE Mr. Lehrman introduced Ochoa Middle School Principal Jacqueline Ramirez who then introduced ASB officers President, Ines Tellez; Vice President, Sabrina Balderas, and Treasurer, Desiree Gutierrez. Ms. Ramirez also introduced ASB Advisor Ester Chavez who was in attendance. The students then led the flag salute. Parents and families were introduced and the Student Representatives to the Board presented each student with a Pride of Pasco pin. Superintendent’s Choice – Adrian Valencia – “Cazi Azul” – New Horizons High School Ricardo Castaneda – “Tiger” – Chiawana High School Salma Aguilar-Alvarez – “Whimsical” – Delta High School Ramiro Pulido – “Water under the Bridge” – New Horizons High School Carline Inglis – “Blue or Purple” – Pasco High School Art teachers: Ken Merrick (CHS), Sue Edmunson (DHS) Kristi Baker (PHS), Randi Cruzen (PHS), and Saul Martinez (NHHS) Mr. Edinger also recognized students Pasco Delta students who competed in a three-day Student Innovation Challenge sponsored by DLR Group (Architecture and Engineering) and won the award for best presentation. These students will receive scholarships from the DLR Group. Delta students: Anthony Chung, 10th grade Annalisa McKinney, 10th grade A.J. Rodriguez, 11th grade Tina Tran, 11th grade Delta teacher: Michael See and DLR Group. Megan Mackenzie was present and awarded each student with a $200 scholarship for educational pursuit. APPROVAL OF MINUTES Mr. Christensen moved to approve the minutes of the regular meeting of March 14, 2017 minutes as presented. Ms. Lancon seconded the motion; the motion carried. AGENDA REVIEW Mrs. Whitney stated that there were no additions or changes to the agenda. There will be an executive session according to RCW 42.30.110 (1)(g) Personnel, (1)(b) Real Estate and (1)(i) Litigation. AUDIENCE COMMENTS Mr. Lehrman explained that questions and comments are welcome after each report pertaining to the topic covered at that time. He then opened the floor for comments on any other topics. There were no general audience comments. COMMUNICATIONS All board members attended the Community Forum on parent involvement on March 23, from 6:30 to 8:00 p.m. at Livingston Elementary. Although they had hoped for a larger number, they were all pleased with the information that came out of the meeting regarding what is working and what could be improved. Board members thanked all those who attended and Mr. Lehrman invited anyone else who has comments or ideas to feel free to email or call the superintendent and/or board members. Dr. Richardson reported that he attended a very informative Spanish language bilingual education session at the PAC Conference, Saturday, March 18. He also attended a district-wide 6th grade band festival last Saturday and was very impressed with the level of performance from these students, specifically a performance of a “Star Wars” piece. He made a presentation Friday to AVID students at Stevens Middle School. He shared his enthusiasm for the program and what great things the students are doing toward college and career readiness.

Mr. Christensen reported that he did a facilities walk-through at Stevens Middle School and observed classroom programs. He commented on what a great job our people do of maintaining our buildings. Although there are definitely challenges at SMS it is maintained well and still looks pretty good. He stated that legislators are still in session and things are still up in the air. The Senate capital budget did come out and $80M is budgeted for projects, unfortunately our early learning project was not one of those projects that was funded. Next week the House capital budget comes out and hopefully our project will be included. We have a better chance there and it is another shot at funding. He is hopeful. Mr. Mendoza congratulated friends from NHHS on their success at the art show. He expressed his admiration for all the work that went into their art projects and his desire for their success as they move forward with their careers. He reported that he would be meeting with the counselor tomorrow to prepare for expectations as he finishes his senior year. Miss Lace reported that she worked as a volunteer with the Pasco High School blood drive last Tuesday, where 28 people donated which they considered a great success. She was also able to help 9th graders register and prepare for their freshman year, answering questions and helping ease their minds about next year. Ms. Lace also attended a Jazz concert at PHS and congratulated the dance team for placing at the state dance competition. Mrs. Phillips congratulated Chess students on making it to the state competition, commenting on how good Chess is at developing minds and using reasoning skills. She reported that she was able to hear some incredible ideas on how to find more highly capable students in poverty and how to help our kids become the very best they can be. She participated in the Chiawana High School clean up event last Saturday from 9 to noon and was pleased to see how many students came out to pick up trash, sweep and do other odds and ends. She was impressed for them to have taken ownership of their school. Mr. Lehrman reported that he and his family attended the Curie STEM Science day that Ms. Nelson and her team put together. He thanked Ms. Nelson and the many volunteers and community members that had projects that helped learning enrichment. He reported that Delta students took a field trip to visit the test facility where Mr. Lehrman works. As a chemical engineer himself he understands that not everyone is going to study the harder sciences and math and it is good for students to know that there are many jobs they can get, i.e. pipefitters, electricians, operators, business people, and all of them use STEM in their everyday work helping us run this test facility. It is a real eye-opener to see the vast array of jobs that are available. These partnerships are appreciated. Mr. Lehrman stepped into the first Community Builders meeting briefly, where volunteers were working on a recommendation for a long-term facilities plan. Board members decided that they would not participate in these meetings as a group. They will receive the information when the process is complete. If other board members would like to visit for a few minutes, they may feel free to do so. Mrs. Whitney acknowledged Carson Bergstrom, previous student representative who is in the audience tonight, home for Spring Break. She also congratulated Pasco High School Principal Raul Sital for being awarded Administrator of the Year by the Washington State Dance and Drill Coaches Association on Saturday. It is a great honor. 1st Reading Policies: Policy 4100 Confidential Communication and Policy 4411 District Relationships with Law Enforcement and Government Agencies – Ms. Thornton reported that over the last several months the district has been asked to provide information to staff, students, and families regarding the ways in which confidentiality of student information is protected by law and policy, and the ways in which the information could be accessed legally by outside government agencies. Through this process, the policies 4100 and 4411 have been updated and revised to clarify roles and responsibilities. If there are no questions about the proposed revisions, we will be returning April 11 for a second reading. Immigration fear and anxiety with current changes. Schools are not allowed to inquire about immigration status. Focus on Data: Outrageous Outcomes – 9th Grade On Track – Mrs. Whitney provided the board with the rationale, baseline benchmark data and key actions associated with meeting our 9th Grade On Track outrageous outcome. The board’s governance model identifies Results Policies, which define the outcomes for our direct clients (students) by clarifying the expected organizational outcomes. These policies provide a framework for decision-making and focus. Based on the existing District Strategic Improvement Plan, which was developed through a collaborative process using:

survey results from over 10,000 students, parents, and staff; input from 201 parent, student, and staff focus groups, and 160 summit participants

The school board worked with district staff and building principals to identify 5 outrageous outcomes for Pasco School District. Results Policies 100% of all 3rd graders will read on grade level in their language of instruction 100% of students will pass Algebra by the end of 9th grade 100% of students are engaged in extracurricular activities 100% of 9th graders will end the school year on track for graduation 100% of students graduate and have a career path Discussion followed. AUDIENCE COMMENTS Kyle Ehlis, 4th grade teacher asked if data was available for ages 1 to 3. Mrs. Whitney confirmed that it is available on OSPI’s report card website. The regular meeting will include a 1st reading of the graduation policy, a curriculum adoption recommendation for PE, Art and Spanish World language, and approval of the 2017-18 board meeting calendar. EXECUTIVE SESSION The board went into executive session at 7:37 p.m. according to RCW 42.30.110 (1)(g) Personnel; (1)(b) Real Estate; (1)(i) Litigation. The session is expected to take approximately 60 minutes and will include no action. Assistant Superintendent and Legal Counsel Sarah Thornton will be joining the board. Policy 2410 contains the locally adopted high school graduation requirements. The policy is being adopted to reflect the change in state law requiring 24 credits to graduate, beginning with the class of 2021.

INSTRUCTION  

High School Graduation Requirements  

The Board shall award a regular high school diploma to every student enrolled in the district who meets the requirements of graduation established by the district. Only one diploma shall be awarded with no distinctions being made between the various programs of instruction which may have been pursued.

 The Board establishes the following graduation requirements which, as a minimum, satisfy those established by the State Board of Education:

*Arts—1 of the 2 credits may be a Personalized Pathway requirement that aligns with the High School and Beyond Plan. **World Languages— Up to 2 credits may be a Personalized Pathway requirement that aligns with the High School and Beyond Plan. ***Total Credits—Up to 2 credits may be waived based upon a student’s unusual circumstances. The board may approve additional graduation requirements as recommended by the superintendent. In addition to the minimum credit requirements for the applicable high school program, to earn a diploma each student must:

1. Complete a High School and Beyond Plan; 2. Pass content-based state assessments, depending on the graduation year, if required by state law.

 High school credit will be awarded for successful completion of a specified unit of study, which means:

1. Earning a passing grade according to the district’s grading policy; and/or 2. Demonstrating proficiency/mastery of content standards as determined by the district.

 A student will receive a certificate of academic achievement if they earn the appropriate number of credits required by the district, complete the high school and beyond plan and meet content-based state assessment requirements.  Students qualifying for special education services will earn a Certificate of Individual Achievement after passing assessments determined by the student’s Individualized Education Plan (IEP) team to be appropriate for the student based on their learner characteristics, post-secondary goals and previous testing history.  The superintendent shall develop procedures for implementing this policy which include:  A. Recommending course and credit requirements which satisfy the State Board of Education

requirements and recognize the desires of the citizens of the district;  B. Determining which courses satisfy particular subject area requirements and whether a

particular course may satisfy more than one subject area requirement, including a process for determining the credits the district will recognize for courses taken through another program recognized by the state (another public school district, or an approved private school) or those courses taken by students moving into the state from another state or country. Decisions regarding the recognition of credits earned before enrolling in the district will be based on the professional judgment of the high school principal or designee based on an evaluation of the student’s former program and demonstrated knowledge and skills in the discipline for which credit is sought. The decision of the principal may be appealed to the superintendent within fifteen (15) school days;

and members of the public;  D. Providing for a waiver of graduation requirements for an individual student when

permitted. All state graduation requirements must be satisfied unless a waiver is permitted by law;

 E. Granting credit for learning experiences conducted away from school, including National

Guard high school career training;  F. Granting credit for correspondence, vocational-technical institutes and/or college or

university coursework the district has agreed to accept for high school credit. State law requires that the district award one high school credit for every five quarter-hour credits or three semester-hour credits successfully earned through a college or university, except for community college high school completion programs where the district awards the diploma. Tenth and eleventh grade students and their parent(s) or guardian(s) shall be notified annually of the Running Start Program;

 

G. Granting credit for work experience;  H. Granting credit based upon competence testing, in lieu of enrollment;  I. Granting credit for high school courses completed before a student attended high school, to

the extent that the coursework exceeded the requirements for seventh and eighth grade;

J. Counseling of students to know what is expected of them in order to graduate.

K. Preparing a list of all graduating students for the information of the Board and release to the public;

 L. Preparing suitable diplomas and final transcripts for graduating seniors;

M. Planning and executing graduation ceremonies; and

N. Developing student learning plans for students who are not successful on one or more components of the statewide assessments.

 In the event minimum test requirements are adopted by the Board, a student who possesses a disability shall satisfy those competency requirements which are incorporated into the Individualized Education Program (IEP). Satisfactory completion of the objectives incorporated into the IEP shall serve as the basis for determining completion of a course.  A student shall be issued a diploma after completing the district’s requirements for graduation. A student shall also be advised that he or she may receive a final transcript if requested prior to July 1 following graduation.  However, a student’s diploma may be withheld until the student pays for any school property that has been lost or willfully damaged. Upon payment for damages, or the equivalency through voluntary work, the diploma will be released. When the damages or fines do not exceed $100,

the student or his or her parent(s) or guardian(s) shall have the right to an informal conference with the principal. As is the case for grieving a short-term suspension (3320), the principal’s decision may be appealed to the superintendent and to the Board of Directors. When damages are in excess of $100, the appeal process for long-term suspension (3320) shall apply.  Graduation requirements in effect when a student first enrolls in high school shall be in effect until that student graduates unless such period is in excess of ten (10) years.  In the event that other forms of corrective actions are imposed for violations of school rules, the student may be denied participation in graduation ceremonies. Such exclusion shall be regarded as a school suspension. In such instances, the diploma will be granted.

BACKGROUND: This is a continuation of our process to review and revise board policies.

Over the last several months the district has been asked to provide information to staff, students, and families regarding the ways in which confidentiality of student information is protected by law and policy, and the ways in which the information could be accessed legally by outside government agencies. Through this process, the policies 4100 and 4411 have been updated and revised to clarify roles and responsibilities.

COMMUNITY RELATIONS Confidential Communication Pasco School District officials, employees, and volunteers are expected to maintain confidentiality of student information unless disclosure of the information is allowed or required by law, or required by judicial order. The following expectations are established to assist district employees in making appropriate decisions regarding confidential information and/or communications:

A. Information contained in a student’s cumulative record, including written and electronic information, is confidential and will only be disclosed to outside parties through the custodian of student records. Information obtained through the records custodian shall remain confidential and shall be used only for the purpose that its access was granted.

B. The release of information regarding employees and volunteers is governed by state

law, collective bargaining agreements, and district policy.

C. While certain professionals may have a legally privileged confidential relationship, such as attorney-client communications, school employees, including counselors (except licensed psychologists), do not possess a confidentiality privilege.

D. A staff member is expected to report information given by a student when there is a

reason to believe that a crime has been or will be committed, or when there is reason to believe the health or safety of students or staff is in jeopardy.

E. School officials may provide designated student directory information to law enforcement agencies, child protective agencies, and health department officials consistent with the Family Educational Rights and Privacy Act of 1974, state law, and district policy and procedure.

F. Staff are prohibited from releasing confidential non-directory student information without written permission from the parent/guardian. This includes inadvertent disclosures of confidential student information in personal and professional communications, including electronic communications and social media.

COMMUNITY RELATIONS District Relationships with Law Enforcement and other Government Agencies Cooperation between the district and law enforcement agencies is important to maintaining health and safety in district schools and facilities. District staff are charged with protecting the rights of students to attend school free of substantial interference, and are also expected to cooperate with law enforcement officers carrying out their lawful duties. For these reasons, the district expects school staff to cooperate with law enforcement agencies as required by law, consistent with their legal and professional responsibilities. The primary responsibility for maintaining proper order and conduct in the schools is that of staff. Staff shall be responsible for holding students accountable for infractions of school rules, which may include minor violations of the law occurring during school hours or at school activities. Where there is substantial threat to the health and safety of students or others, such as in the case of bomb threats, mass demonstrations with threat of violence, individual threats of substantial bodily harm, trafficking in prohibited drugs or controlled substances, or the scheduling of events where large crowds may be difficult to handle, law enforcement agencies will be called upon for assistance. Information regarding major violations of the law shall be communicated to the appropriate law enforcement agency, consistent with district policies and procedures regarding confidentiality of student information. The district will strive to develop and maintain cooperative working relationships with the law enforcement agencies. The superintendent or designee will meet with law enforcement, child protective authorities, and health department officials to establish agreed-upon procedures. Such procedures should address the handling of child abuse and neglect reports and cases, the handling of bomb threats and incidents of violence, arrests by law enforcement officers on school premises, the availability of law enforcement personnel for crowd control purposes, the process for investigating possible criminal activity by students, reporting of communicable disease cases and investigations, and other matters that affect school, law enforcement, and other agency cooperation. Such procedures shall be made available to affected staff and periodically revised. The board has typically canceled the first regular meeting in July due to board members’ vacation schedules and the second regular meeting in December due to winter break.

As the board discussed, we will hold a Study Session only on November 28.

OBJECTIVE:

To obtain approval to the amendment to the 2014 Delta High School Program Cooperative Agreement.

BACKGROUND:

Since approval of the final Delta High School Program Cooperative Agreement between Kennewick, Pasco, and Richland School Districts in 2014, the program has been permanently located to a building in the boundaries of Pasco. Accordingly, the amendments would name Pasco as the host district and fiscal agent for the program, and name Pasco as employer of classified employees hired after the transition.

AMENDMENT TO DELTA HIGH SCHOOL PROGRAM COOPERATIVE AGREEMENT

WHEREAS, Kennewick School District No. 17 (“Kennewick”), Pasco School District No. 1

(“Pasco), and Richland School District No. 400 (“Richland”), together “the Parties”, are parties to an April 2014 agreement authorized by RCW 28A.225.250 and Ch. 392-135 WAC governing the Delta High School interdistrict cooperative program (“the Agreement”); and

WHEREAS, Section II(A) of the Agreement designates Educational Service District 123 (“ESD

123”) as the host district for the program; Section II(B) of the Agreement designates ESD 123 as the fiscal agent for all revenues and expenditures of the program; and Section III(A)(3) of the Agreement designates ESD 123 as the employer of record for all Delta High School Program classified staff; and

WHEREAS, the Parties have determined that conditions have materially changed since the

approval of the Agreement; and WHEREAS, Section X(H) allows the parties to amend the Agreement in writing by mutual

agreement of all three parties; NOW, THEREFORE, THE PARTIES DO HEREBY AGREE AS FOLLOWS:

1. The language in Section II(A) of the Agreement shall be deleted and replaced with the following: The Pasco School District will serve as the host district for the Program so long as the Program is located within the boundaries of the Pasco School District.

2. The language in Section II(B) of the Agreement shall be deleted and replaced with the following: As the host district, Pasco School District will serve as the fiscal agent for all revenues and expenditures of the Program which are not borne directly by the participating school districts of the cooperative, unless otherwise stated in this Agreement. The fiscal policies and procedures for the Program shall be developed by the Superintendents’ Council in conjunction with the Pasco School District.

3. The language in Section III(A)(3) shall be deleted and replaced with the following: The Superintendents Council will determine annually the number of full-time equivalent classified staff to be hired for the Program. The Pasco School District will be responsible for employing all Program classified staff, and said staff shall be subject to the policies and procedures of the Pasco School District.

4. The language in Section III(A)(5) shall be deleted and replaced with the following: The Parties will develop procedures for assigning and compensating substitute teachers in case of absence of a TOSA assigned to the Program.

5. The language in Section III(A)(6) shall be deleted and replaced with the following: All volunteers in the Program shall be subject to the policies and procedures of the Pasco School District, including required criminal history background checks. The Pasco School District agrees to, at a minimum, require each volunteer to undergo a name and birth date criminal history background check through the Washington State Patrol. The Parties may develop separate procedures for placement of students in practicum and internship opportunities as part of the educational program.

6. Written notice of the amendments to the Agreement shall be provided to ESD 123 within ten (10) days of execution of the Parties.

7. The amendments in (1) through (5) shall take effect on a date certain to be agreed by the Superintendent’s Council, between July 1, 2017 and September 30, 2017.

8. Any Delta classified staff member who is an employee of one of the Parties prior to the date determined per paragraph (5) will remain an employee of that party and will not be affected by this agreement.
