Residents say the shooting was between members of the G-Unit gang and the Hard Livings. A resident, who asks not to be named, says the incident will spark an all-out war in the area. “The other gang will want to re- taliate and the community will be caught in the middle,” she says. “We are going to be living in fear because we don’t know who is go- ing to be next. Innocent people will be affected.” Constable Zita Norman, spokes- person for Athlone police, says the incident took place shortly after 21:00 on Wednesday. “Police were called out to the scene in 7th Avenue where a 34- year-old man was shot in the left thigh, right leg and head,” she says. “A suspect has been arrested and charged with attempted mur- der and appeared at the Athlone Magistrates’ Court on Monday. In- tensive patrols are being conduct- ed in the area.” Another resident, who also did not want to be named, is fed up with the shroud of violence suffo- cating the community. “Even though there are periods when there are no shootings, the gangs are still operating because in that time they are planning their next move,” he says. “Innocents will be affected the most because the gangs can kill a family member if they can’t get who they are looking. What is hap- pening is sad because some of these gang members are people we grew up with, but we chose a different path in life.” Hanief Loonat, the chairperson of the Western Cape Community Policing Board, says the gangsters’ days are numbered. “The shootings have to stop. On behalf of the police, we are warning the gangs that we will not allow them to take ownership of the streets,” he says. “We can’t allow the community to live in fear. We will have to start removing the firearms from the wrong hands by means of conduct- ing stop-and-search operations and raiding the houses that the com- munity know as problem houses. We must make sure that these gangs are off our streets and are taken to jail where they belong.” An outraged resident says the only way to win the fight against gangsterism is for parents to take a stand against their children who are part of gangs. “If we as parents protect our chil- dren and deny that they are part of gangs even though we benefit from their gang activities, we will not move forward,” he declares. The gang violence is about ex- panding drug turf and the situa- tion will escalate because the other gang will want vengeance, he in- sists. “This has been coming on for a while because the two men in- volved never got along from a young age. The fact that they be- long to rival gangs is worse be- cause friends of the one who got shot will want to get even.” Norman says the gangsters will not be allowed to keep the commu- nity in fear. “The community and police have joined hands to take back the streets. The intensive patrols will make sure no gang war breaks out,” she says. SMALL businesses are the backbone of theSouthAfrican economy.Many of these busi-nesses operate from people’s homes in sub-urbs across the city.

The City of Cape Town is on a mission toregulate businesses such as tuck shopswhich run from people’s homes, by creatinga new zoning scheme called the Cape TownZoning Scheme.

This will allow and establish home indus-tries,whichwill rezone properties onwhichthese businesses are situated.

In March this year the Home IndustriesBylawof 1985was repealed by theCity alongwith 266 other bylaws and policies thatwerecreated before 1994.

The City’s Mayoral Committee memberfor Economic, Environmental and SpatialPlanning Garreth Bloor says these bylawsand policies did not aid the City’s strategyof redress and economic development.

“We want to open up the economy formore people to develop themselves. In thepast the bylaws and policies prevented peo-ple from becoming economically active,” hesays.

“The Cape Town Zoning Scheme is al-ready in effect and applies to the entireCapemetropolitan. There is no specific criteriafor people to qualify for this zoning scheme.

“There is no law against opening a tuck-shop in any area; people are free to open upshop as they see fit when their propertiesare zoned to do so,” he explains.

“Individuals in this positionneed to applyto the City to have their properties rezoned.There is noblanket cost for process, becausevarious aspects such as erf size andwhetheran impact assessment is required for theproperty, will need to be calculated to deter-mine the cost.

“The applicant will then hand in their ap-plication for rezoning to their district office,who will immediately give them a quote onthe cost.”

Tuck shop owner Ameer Ismail says he isaware of the Cape Town Zoning Scheme andhas no grievances with the process.

“I think it’s a good thing and away for theCity to regulate informal trade,” he says.

“People should not object to this if they’reusing their tuck shops for the right reasons– this zoning scheme won’t harm them.”

Meanwhile salon owner Maxwell Johan-nes is not pleased with the City’s approachto home industries.

“This process is not good, because it in-volves a lot of things such as paying tariffsfor rezoning and asking neighbours for per-mission.

“I don’t own this property and my neigh-bours are rude and don’t like me, so theywill object to my request to have a salonhere. It’s best that people be allowed to dotheir own thing, and not have to complywith these new regulations.”

Chief training officer at DTB TradingGreggFick sayshe spendshis timeassistingtuck shop owners with registering theirbusinesses, but has concerns and reserva-tions with the new zoning scheme.

“The City needs to remember there arepoor people who rent properties from themand others who are not South African citi-zens, but who own tuck shops or lease a sec-tion of the land from which they operatetheir businesses from as their source of in-come,” he says.

“Thousands of people have tuck shops onproperties they don’t own. Will they be ableto rezone the properties they don’t own?”

Bloor says an impact assessment will bedone for tuck shop owners who don’t ownthe properties from which they’re operat-ing.

“Only property owners may apply for re-zoningor changeof landuse. If the applicantis not the owner, theyneed to obtain apowerof attorney from the owner, before the appli-cationwill be accepted. If this is granted theCity will speak to the neighbours to get per-mission for tuck-shop owners to continuetheir businesses,” he says.

Fick believes tuck shop owners want tocomply with the City’s bylaws, but he saysthe application forms are too difficult forpeople to understand and complete.

“I don’t understand why the City does notsend staff to educate people about the newzoning scheme. The South African RevenueService and theDepartment of Trade and In-dustryusually send fieldworkers to commu-nities to explain things in basic terms topeople. Why can’t the City do the same?”Fick asks.

“Unemployment in our communities isvery high and tuck shops are often people’sonly source of income. If these business areshut down, people will be out in the street.”

COUNCIL tenants living in the TemporaryAccommodation Village in Manenbergwhile their triple-storey flats are being up-graded are suffering sleepless nights as thefull might of winter descends.

The residents are complaining that theconverted containers assigned to them areleaking and they have had to mop up waterfrom last weekend’s rains.

Resident Faried Brown says he does notknow how he will cope when more rainydays descend on the Mother City. “I had tomop up water from the bathroom and kitch-en. The leaking starts in the bathroom andthe water comes to the bedroom,” he says.

Brown fumes that he and other residentsspent most of that weekend without electric-ity. “On Saturday, the electricity was gonefrom midday until 22:00 and on Sunday theelectricity was off for three hours,” he says.

“We were left in the dark during the coldweather. We could not even cook anymeals.”

Shaheed Visagie is another outraged resi-

dent andbelieves the containers areunableto withstand winter’s fury.

“If the containers are giving people prob-lems now, how will people survive duringthe heart of winter? There are elderly peo-ple living here. Something needs to be doneas soon as possible,” he says.

“When the upgrades started we knewthat we will get better houses. While we arewaiting for the upgrades to be completed,we are faced with poor conditions. Some ofthe residents were stuck in their house be-cause there were pools of water outsidetheir doors.”

Hershal Diene, another resident, says heunderstands that the containers are only atemporary home until upgrades on OndineCourt are finished, but in the meantime liv-

ing in the containers is a healthhazard. “There are rats hereand they are causing damage tosome of the people’s belong-ings.”

Diene also says he is not sureif other personal belongingsthat are locked in other con-tainers are damaged.

“Our furniture and someclothing is in other containers.Weareworried that those itemscould be damaged because wedon’t know if those containersare leaking are not.”

Tandeka Gqada, the MayoralCommittee member for HumanSettlements, says weather-proof strips were installed atthe bottom of the doors to pre-vent water seeping throughduring rainfall.

“If any reports are loggedwith any site staff then the nec-

essary arrangements are made to ensure thefault is dealt with as soon as possible – usuallywithin under an hour. Faults reported out-side of normal working hours are addressedin the morning. All tenants were issued anemergency contact list including the Commu-nity Liaison Officer,” she says.

Gqada refutes the claim that the electrici-ty problem was caused by the heavy down-pour to hit the Mother City. “The engineerattending to the problem reported that thegenerator shut down due to somebody tam-pering with the controls of the unit,” shesays. “The necessary emergency repairswere carried out and the power was restoredto the temporary village on the same day.

“The unusually high rainfall received hadcaused some ponding where the temporaryaccommodation units were established. Ar-rangements have been made to install raisedpathways and to channel the runoff to thestormwater drainage.”

ANGRY parents are sending outa stern warning to pupils aboutbuying pink sweets from astranger.And while the reported inci-

dents have happened a few kilo-metres away, the culprits havenot yet been caught.Some parents in the Greater

Retreat and Grassy Park areashad to rush their children tohos-

pital after the little ones con-sumed a pink sherbet-like sweetsold by an unknown man outsidethe school gates.In a mad panic, Alvinia Wil-

liams rushed her daughter to Vic-toria Hospital on Friday 31 Mayafter the child became seriouslyill hours after buying and con-suming the sweets outside Louri-er Primary School in Retreat.“The school first rushed her to

the day hospital and then I no-

ticed she was actually gettingworse.“She couldn’twalk, she looked re-

ally bleak in her face and hertongue started swelling,” the dis-tressed mother says.When the doctor’s report arrived,

Williams was stunned to learn thattraces of ecstasy was found in herdaughter’s system.“Whoever is doing this is really

sick. They are targeting small chil-dren who are crazy about sweets.That is the sick part of this wholething,” she says.Her daughter is recovering, but

Williams still worries about thesafety of other pupils.

Grassy Park mother Naseeghah,who chose not to name her son’sschool, also wishes to warn otherparents.Two weeks ago, her eight-year-

old son bought sweets from a manstanding a fewmetres from the mainentrance of the school.Her son had consumed about four

sweets from the packet before col-lapsing outside his Grassy Parkhome.“I watched him from the window.

He arrived with his friends like nor-mal and all of a sudden he collapsed.His friends rushed over to help andwhen I got there, he was turningblue,” she sobs.At the hospital, Naseeghah was in-

formed that traces of the drug wasfound in her son’s system.“That person should burn in hell

and parents must be warned aboutthis,” says the seething mother.“I couldn’t believe it and I ques-

tioned his friends about it. They saidhe bought some sweets from a manat school. They explained it was a

pink sweet in a see-through packetand that was the only thing he hadafter school.”Naseeghahhadnot openeda case

with police due to the lack of evi-dence.Kevin Southgate, the chairper-

son for the Steenberg CommunityPolice Forum, finds it shockingthat children are being targeted.“I believe that people do these

sort of things to get the childrenhooked onto the drugs,” he says.However, he explains that inci-

dents such as these should raisequestions around the people sell-ing goods outside schools.“Unfortunately, everybody has

to be painted with the same brushhere, although we do know thereare people who are genuinely try-ing to make a living,” Southgatesays.

THE days of smokers puffing ona cigarette on a stoep or the side-walks outside restaurants or cof-fee shops may soon be numbered.The new regulations on smok-

ing in public places and outdoorsare in the final stage before beingpromulgated.So says Joe Maila, spokesper-

son for health minister Dr AaronMotsoaledi.“Our legal team is reviewing

the regulations. I cannot confirmwhen it will be disclosed, but it isin the absolute final stage of theprocess,” he says.The proposed regulation was

published in the Government Ga-zette in March last year, afterwhich it was made available forpublic comment.The proposal includes that no

one may smoke within 10m of adoor or window of a restaurant;

schools or areas where childrenare cared for; stadiums, sport are-nas, playgrounds or zoos; healthfacilities; outdoor eateries orbars; areas which serve as out-door locations; undergroundparking or walkways; and on abeach within 50m of someoneswimming in a demarcated area.Restaurant owners would be

held liable for anyone smokingwhere it is not allowed.They have to ensure there are

no ashtrays available in sectionsof the restaurant where smokingis prohibited.Restaurants will be allowed to

introduce a smoking area on thepremises.However, no food or entertain-

ment can be provided in this sec-tion and it may not be close to apavement or area with constantfoot traffic.No children under the age of 18

will be allowed and smokers are

to be discouraged from lingeringin the demarcated smoking areabeyond the time it takes to smokea cigarette.Professor Michael Herbst, the

head of Cansa’s health division,said second-hand smoke is veryharmful.“Very few people smoke with-

out a filter. At least this is some-thing that protects you against ar-senic, nicotine and carbon diox-ide. The smoke from the front endof the cigarette contains all theseharmful substances.Without a fil-ter non-smokers are exposed toit,” he says.“There is also third-hand

THE OWNER of a propertyon the corner ofCarringtonAvenue and GrasmereStreet in Athlone has beenwarned about the state ofhis erf.This comes after resi-

dents from neighbouringstreets were anxious aboutmounting safety andhealthrisks about the propertyandalerted theCity ofCapeTown’s Problem BuildingUnit.The property is owned by the Isaacs fami-

ly, who have a transport business in the ar-ea, and are now developing it into a home.A resident, who asks not to be named,

says the property was “vacant” for 20 yearsand was becoming a health issue for her.“People were dumping at the property andrats were coming out of the house,” shesays.Richard Bosman, the executive director

for the City of Cape Town’s Department ofSafetyandSecurity, says theCity’sProblemBuildings Unit recently inspected the prop-erty. “The owner was interviewed and is-sued with a first notice (notice of intentionto declare this building a problem building)under the City’s ProblemBuilding Bylaw of2010.”Abdush Isaacs says the property used to

be a motor spare shop and was never va-cant. “My father ran the motor spare busi-ness from here but that business closed. Wehave been using the property as a storagefacility for our business. We are renovatingthe house on the property so that my elder

brother can live there.” he says.A worried teacher from a nearby pre-

school, who spoke to People’s Post on condi-tion of anonymity, says she is happy thatsomething has been done about the proper-ty. “The house has been used by vagrantsin the past. They used to sleep there. Peoplewere afraid to walk past the house becausemany people have been robbed there,” shesays. “The dirt from the house blowing upto our premises is not healthy for the kidsat the school.”Another resident, who also requested not

to be named, also vented his worry aboutthe property.“For some time, the propertywas used as a dumping site; people woulddump rubble, plastic and nappies on theproperty. There are rats coming out of theproperty due to the dirt dumped there,” hesays.Bosman urges the community to report

any derelict houses to the City. “Residentscan either contact the Problem BuildingsUnit on 021 710 8023/8394 or make a C3 com-plaint via 0 021 400 1111,” he says.

SMALL-SCALE fishermen can lookforward to paying very little or noth-ing when they re-apply for fishingrights.Desmond Stevens, the acting depu-

ty director-general of the Depart-ment of Fisheries, said the possibili-ty is being driven by the department.He presented a proposal to the Par-

liamentary Portfolio Committee forAgriculture, Forestry and Fisheriesabout the progress of the awarding offishing rights.The rights of eight sectors expire

on 31 December.The Small-scale Fishing Policy, as

well as amendments to theAct of Liv-ing Marine Resources, was recentlyopened for comment. These amend-ments and the policy aims to official-

ly acknowledge small-scale fisher-men.Stevens said the department sim-

plified the application process.In the past application forms con-

sisted of more than 30 pages and wasdifficult to complete. The forms willbe shortened to just five pages and of-ficials will be on hand to assist withcompletion.“We also aim to make the applica-

tion fees more affordable. In the pastit cost between R5 000 and R8 000.We’re considering making this costsignificantly less,” Stevens said.“We are currently negotiating

with theNationalTreasuryabout theamount. We are also consideringcharging nothing, with regard to theimplementation of small-scale fish-ing policy.”Meriam Phaliso, ANC MP, wel-

comed this step. “It will cancel outthe middleman who exploits people,leaving them with just paper quo-tas,” she said.Amendments to the Act of Living

INSTEAD of a painful operation to examineglands and tumours, Groote Schuur Hospi-tal patients can now undergo a modern pro-cedure.

The University of Cape Town (UCT) spon-sored an endo-bronchial ultrasound scan-ner to the hospital, making Groote Schuuronly the second hospital in both the privateand public sector to have the machine in thecountry.

The instrument can be used to examinelymph nodes, or any tumour or growth,near or in the tranchea, said Professor Keer-tan Dheda, head of pulmonology at UCT andGroote Schuur Hospital.

It uses an ultrasound to form a viewthrough a small camera at the front of anendoscope.

It acts as a guide for the doctor to deter-mine where a biopsy must be conducted.The biopsy is a small sample of the affectedtissue which will be analysed.

The affected phase in lung cancer canthen be diagnosed accurately and quicker.

The patient is placed under a light seda-tion which does not require anesthesia.

The procedure is only 45 minutes and thepatient can be discharged the same day.

It can also be used to diagnose TB and sar-coidosis, a disease which causes chronic in-fection in the lungs and lymph nodes.

Up to 90% of patients will no longer haveto undergo surgery, but be examined withthe instrument.

Dheda said the instrument has alreadybeen used to diagnose, among others, lungcancer, TB and sarcoidosis in three pa-tients.

health questionnaire before testing youriron levels to make sure they are highenough for you to donate.Once you have successfully completed the

questionnaire and iron testing, you areready to take a seat and relax.It only takes one small prick to start your

donation process and less than half an hourlater you have saved three lives.The Western Province Blood Transfusion

Service is a non-profit, independent organi-sation operating in the province, supplyingsafe blood and blood products to all commu-nities in the region, from Cape Town toGeorge.Marlize Mouton, a spokesperson for the

service, says less than 1.5% of the WesternCape’s population donates blood. Yet re-search has indicated that 75% of the prov-ince might need a blood transfusion duringtheir lifetime. “We desperately need to in-crease this percentage this year by recruit-ing 5 000 new active donors on top of regulardonors who enlist annually,” Mouton says.Although many people register to donate,

very few people are regular donors.Blood expires and therefore we needmore

people to become regular donors,” she says.June is National Blood Donor Month and

countries worldwide will celebrate WorldBlood Donor Day this Friday.“Various events will be taking place all

around the world on the day to raise aware-ness on the desperate need for safe blood andblood products,” Mouton says.“It is also a time to thank those voluntary

blood donors for their gift of life to thou-sands of unknown recipients.”She says they have 96 emergency blood

banks and need about 700 units of blood perday to meet the demand for blood at hospi-tals in the Western Cape.“Even in this technologically advanced

era, blood cannot be manufactured. Thereare no artificial replacements for this life-sustaining substance we all need,” she says.

Reza Price (15) was diagnosed in 2009with Severe Aplastic Anaemia, a very rarelife-threatening blood disorder.The condition occurswhen thebonemar-

row fails to produce red blood cells, whiteblood cells and platelets.A decrease in the production of these

blood cells puts the patient at a higher riskof bleeding, fatigue and infections.Price’s mother, Zeenat, says he receives

blood transfusions every week and some-times twice a week. She explains his plate-let counthasneverbeenover five in the lasttwo years, while the normal platelet countshould be between 140 and 420.“This is where this service has basically

become our saviours, literally acting asmyson’s life-blood,” Price says.Mouton explains that the collection of

safe blood remains an ongoing challengeand the ever increasing demand remainshigher than the supply. “No one can ex-clude themselves fromeverneedingabloodtransfusion, be it for emergency treatment,trauma, severe shock, burn wounds andmany other medical conditions.”These conditions include leukaemia,

anaemia, and haemophilia, she adds.Alex Adams, a financial administrative

officer who works close to the Long Streetblood donor clinic, donates blood every twomonths in his lunch time.“I first started donating because my col-

leagues were doing it but also becauseblood is so scarce,” he says.“There is never enough blood, there is

never enough donors and it is for a goodcause, especially with accident rates beingso high,” Adams explains.He says he has donated nine times previ-

ously and has never experienced side ef-fects after a donation.Mouton points out that donors and recip-

ients are their first and foremost priority.“The service ensures both donor and recip-ient safety,” she says.Everyyear the service collectsmore than

140 000 units of safe blood, used to impactthe lives of more than 420 000 people.Mouton says red blood cells can be stored

for 42 days before they expire and thereforeit is important that donors donate regular-ly.“If you have registered to be a donor you

can donate every 56 days,” she adds.

cans will cough up more for over the nextthree months due to the weakening rand.The weak rand is disadvantageous to con-

sumers.It especially has a negative impact on im-

ported products, said Professor JohanWille-mse of the University of the Free State’s De-partment of Agricultural Economics. Thiscomes after the rand plummeted to R10,28 tothe dollar recently, amid fears of unrest inthemining industry and indications that theinterest rates in the developed world maystrengthen. The rand has been trading at be-low R10 since the major drop.It was recently reported that the weaker

rand would lead to a bigger profit for export-ers, but imported products are more expen-sive. So the price of which products will in-crease?Willemse said the prices of a number of

products will rise in the next three months.“We import all our rice, so rice will be veryexpensive. We also import half of the grainused for bread products, so bread prices willrise,” he said. “Then we have the debateabout imported chicken, so the price of chick-

en will also increase. South Africa imports350 000 tons of chicken annually.“Two-thirds of our cooking oils are im-

ported, so those prices will also increase. Inaddition, wheat and maize will also rise.These increases have a ripple effect on eggan dairy farmers, because feeding becomesmore expensive. “Wehave become anet-im-porter and that means that the problem israther serious – everything we buy is di-rectly more expensive.”Willemse said South Africans will only

feel the impact on their pockets in the nextthree months. The increase is expected tobe between 30% and 40% of the base price.

“It’s a bad place for the country to be in,because salaries will not be increasing.”According to Dawie Klopper, an invest-

ment economist at PSG Consulting, import-ed vehicles – as well as the parts which aremostly imported – jewellery and furniturewill also be more expensive.The diminishing rand also has a psycho-

logical impact on consumers, he added.“The rand is seen as the share price of the

country, so when the rand is not well, thecountry is not well. It is followed by a nega-tive sentiment.”It also has an impact on the inflation rate.

“It will prevent the interest rate from de-creasing and people who have borrowedmoney will select lower interest rates,”Klopper said. The rand’s trading value alsohas an impact on the petrol price. “Despitethe drop last week, the price may again in-crease next month.”People’s Post took to the streets to hear

THE Tafelsig High School Alumni Asso-ciation hope a newly-founded tourna-mentwill help grow rugby inMitchell’s

Plain and stop the area’s “moral value fromdeclining”.The inaugural Thabiet Rossier Legacy

Cup, founded by the Association, will takeplace on Monday 17 June and feature Tafel-sig and seven other under-19 teams.Mark Skriker, former chairperson of the

Association and tournament organiser, saysthe tournament aims “to celebrate ThabietRossier’s life, but we also want to invigoratesport in this area”.“There is than one alumni association in

Mitchell’s Plain. Beacon Hill has one and

Mondale also has one,” he says.“Weare trying to encourageall the schools

to form alumni associations, because we areconcerned there is a declining moral valuedue to the social challenges.Wewant to keepthe youth busy with constructive activities.There is a league but rugby has died out inthis area, especially at primary school lev-el.”Rossier was one of the pioneers of the

Tafelsig High Alumni Association and ateacher at Spine Road and Glendale Highschools who died in April.Skriker says Rossier was “well known in

sporting circles”, having played rugby forSilvertree RFC, UWC and SKWalmers RFC.He also played cricket for United CricketClub.

Rossier also played and coached at Caledo-nian Roses RFC, one of the eight teams par-ticipating in the tournament.The other teams hoping to stake their

claim on the title are Tafelsig, Spine Road,Princeton, Strandfontein, Portland, Len-tegeur and Beacon Hill.The winning team will take home R5 000

and a floating trophy.“Caledonian Roses will be one of the fa-

vourites. A school like Spine Road Highplays against some of the strongest schoolsevery Saturday, so they will also be one ofthe favourites,” says Skriker.“Lentegeur has a host of Collegians play-

ers, so theywill be strong aswell, while Port-land and Strandfontein are also very good.”All the participating schools currently

compete in the Mitchell’s Plain VukaLeague, while Roses participates in the WPSchools Rugby leagues. Spine Road plays inboth.Skriker, who coaches the Tafelsig under-

19 team, says the Association took control ofrugby at the school after three yearswithoutthe sport being played.He adds that the Thabiet Rossier Legacy

Cup will be an annual event. The tourna-ment will take place at Spine Road HighSchool on Monday 17 June.Entry will be free to pupils from partici-

sion before the seven-day window closes ontomorrow (Wednesday 12 June), Glendenecoach Duran Francis says his side do nothave time for a break ahead of their trip toJohannesburg.“The period before the play-offs start is so

short, thatwewill start preparing for Johan-nesburg as soon as possible. The boys needto get used to the conditions up there,” hesays.“It has been a very long season. It started

almost a year ago, but this is a part of thebusiness andwe just have to try and prepareas best as possible and have a successfulplay-offs.”No date has been set for the play-offs as

yet, but it is believed it will take place overthe penultimate or last weekend thismonth.
