The City of Cape Town is investi- gating claims of tenants hosting such parties in Allison, Katrina and Carol courts. Lessees apparently open their doors on weekend nights and, with an entry fee of R15, “visitors” are stamped on the wrist and allowed to party through the night. Liquor is also sold and there is a brisk trade as boerewors roll stands operate outside the doors. Carol Court tenant Mercia Berch says the partying continues into the early hours of the morning. “Initially I thought it was some- one’s birthday party, but it has been happening every weekend since the beginning of the year,” says an angry Berch. Pounding music makes it impos- sible to get any shut-eye, Berch continues. “I understand the organiser gets a DJ to play and even sells alcohol. It is disturbing to have the noise go on until 04:00 while the rest of us are trying to sleep,” she says. “When you try to quieten [the revellers] down, they are extreme- ly rude or ignore you.” Alison Court tenant Mohammed Cassiem says these events attracts the wrong crowd to their block. “It makes me feel very nervous and unsafe knowing there are peo- ple I don’t know walking around until early in the morning just a few doors away,” he says. “We don’t know the people com- ing to these parties and I have warned my children not to go there.” Heideveld Neighbourhood Watch spokesperson Ralph Pe- tersen says these events are being used as a cover for more sinister deeds. “It’s just another way to sell drugs. “It’s drinking, partying and smoking that goes on and many at- tending are those whom we know have been in trouble with the po- lice,” he points out. Ward councillor Anthony Moses says the Social Housing Unit, which deals with complaints about tenants who engage in illegal activ- ities from council-owned proper- ties, is investigating the allega- tions. He confirms that no parties or events which charge an entry fee may take place on council property without authorisation. “This is in contravention of their lease agreements and I can’t em- phasise enough how dangerous that is. There is a real risk involved – you could lose your home,” he warns. “This will not be allowed or en- tertained any longer. We will be training more neighbourhood watch members and, with that, in- crease patrols to identify problem units. The necessary action will be taken.” Moses says the number of homes operating as nightclubs is steadily increasing. “Residents are not allowed to trade or run businesses from coun- cil property. Action will be taken against those caught and found guilty of this.” Manenberg police spokesperson Lieutenant Ian Bennett says police have responded to complaints of unauthorised “fundraisers” at var- ious courts in Heideveld. “When these events are held, we are inundated with noise com- plaints. Formal applications need to be made to council before these parties can be held as they are in contravention of bylaws,” he says. “It is also illegal to sell liquor without a licence. Distemper alertDog owners are cautioned by authorities tovaccinate their pets against canine distem-per (CD).Last Tuesday, the Cape of Good Hope

SPCA issued an important reminder to dogowners to vaccinate all dogs including pup-pies against this aggressive disease.Wanika Rusthoi, spokesperson for the or-

ganisation, says CD is a virus that affects adog’s respiratory, gastrointestinal and cen-tral nervous systems, as well as the conjunc-

tival membranes of the eye.Noticeable signs of distemper include

shedding, thick mucus discharge from theeyes and nose, fever, lethargy and suddenvomiting and diarrhoea.“The virus does, however, have an incuba-

tion period of two weeks wherein symptomsare not noticeable, and some dogs are able

to be carriers of the virus without showingsymptoms themselves,” says Rusthoi.“Infection is preventable through up to

date vaccinations.”She urges dog owners to ensure their pet’s

vaccinations are up to date, including an an-nual booster vaccination.“Pet owners who take their dogs for walks

in public areas like parks or beaches, shouldmake sure to visit their vet annually for abooster vaccination against this, and otherviruses which can affect their dog’s health,”she says.Rusthoi says the Cape of GoodHope’s Gor-

finkel Animal Hospital in Grassy Park hasbeen placed under quarantine for the nextfourweeks.Non-emergencies are referred toother animal welfare organisations wherethe facilities are unaffected.

rands.The money isn’t for day-to-day needs.

These donations will help her give herdaughter the gift of hearing.KylenCornelius has to raise amammoth

R57 000 to cover the costs of a cochlear im-plant for her one-year-old daughterAzaria.Second-hand items such as clothes and

bric-a-brac has helped her raise R3000.But themeagre amount raised has not af-

fected her deep-seated belief that, one day,her daughter will be able to hear hermoth-er’s voice.“Everyone would like their offspring to

be healthy and to provide everything theycan for their children. But financially I’mjust not able to,” she says.“Even though I know I won’t be able to

afford the implant, I can’t just sit at homeand wait. I started selling anything I

can to help my child. I know it’s not

much, but every little bit helps.”After various tests to see why her one-

year-old daughter’s speech was impaired,it was discovered that Azaria suffers froma hearing disorder.As a single parent earning a living doing

casual jobs, it will take years for her toraise the amount of money needed for theop.But helpful locals have lent a hand.Surrey Estate resident Rashied Isaacs

says he answered a knock at his door andwas touchedwhen he heard Cornelius’ sto-ry.“She was asking for old clothes to sell.

I saw the desperation on her face and gaveher money towards the amount she re-quires,” he says.“What struck me was that she told me

how she has to pluck up the courage everyday to go fromdoor to door, asking for usedgoods.”Cornelius initially refused to take the

cash, insisting on second-hand items infear that people would think she was a conartist.“But I convinced her to take the money.

She gave me her mom’s number, which Iphoned. She confirmed her daughter’s sit-uation was legitimate.”Isaacs encourages anyone who is by the

means to make a donation to help the littlegirl hear.“We shouldn’t only stand together as a

community when things are bad. I wouldlike to appeal to any company or organisa-tion to help this mother. Even when it iscold and raining, she still walks every dayasking for assistance.”Cornelius says that at this stage, every

Following months of delayed paymentsand some empty South African SocialSecurity Agency (Sassa) accounts, debt

has started to pile up for some Manenbergresidents.Community worker Soraya Samson says

she deals with many complaints from resi-dents every month and little has been doneto correct the problem.“Theworst affected case I am dealingwith

now is 62-year-old Jennifer Liebenberg whohas had this problem since last year. Onemonth she gets her pension and the next it’sonly half and then sometimes she gets noth-ing at all,” she says.Together, they have retained all the state-

ments, which were shown to People’s Post.One statement proves that the transactionwas effected for Liebenberg’s pension. Buta few seconds later funds were withdrawnfrom the account. In some instances it isR350 and other times R1 000, the followingmonth R1 350 is withdrawn from her ac-count.Samson says: “We were told to go to the

Sassa complaints office in Maitland, but it’sso closed there that I doubt even the presi-dent would be able to get in. We really hadbad service and still no one can tell us whatthe reason is or why she doesn’t get hergrant.”Liebenberg says she doesn’t know who to

blameorwhere to turn. “If I could only knowwhere the money was going, I’d be satisfied.But now I am so confused and the debt is pil-ing up because I have to borrow from peopleto make ends meet. My grant is my onlysource of income and it is really affecting usnot to have a stable amount every month,”she says.After numerous attempts, Sassa hasmade

no comment and People’s Postwas unable toobtain a response at the time of going toprint.Samson adds that she accompanied Lie-

benberg to the shop where two of the trans-actions had been made and they viewed thesurveillance footage, recorded at the ATM.“We saw that at the time of the deductionsthat no one was at the ATM so we are reallyconfused,” she says.Liebenberg is equally stumped.“I only draw my money at one shop but

on the receipts it says I drew it at an ATMin Nyanga and at two stores I never visit.How can this be?” she asks.She says in the last year the deductions

and withdrawals total over R4 000.“No one knows my PIN other than me.

When I went to the office last year they toldme they can see that someone drew themon-ey with an incorrect PIN. This is the worstpart of it because I don’t understand how itcan be accepted if it’s the wrong PIN,” saysthe frustrated pensioner.This isn’t the first time questionable de-

ductions were made from Sassa grants. At the time, directorof customer services at Pick n Pay JonathanAckerman confirmed the supermarket doesnot charge any fees for the withdrawal ofSassa grant payments. Sassa then informedpensioners it had “launched an investiga-tion,” forwarding complaints to service pro-vider Cash Paymaster Services.Despite numerous enquiries, Sassa never

clarified the reason for the deductions. ButLiebenberg says she does not fall into thatgroup. “My deductions are a lot more thanthose and no one can tell me why. I havemadecriminal cases thatwerenever investi-gated and Sassa officials can’t explainwheremy money is going to. I don’t know whereto go orwhat to do to get the answers I need,”she says.Samson says Liebenberg always collects

her grant at the same shop and the shop as-sistant has offered to be a witness.Liebenberg says although she has tried on

numerous occasions to contact Sassa officesthey always turn her away.“Why does Sassa not want to investigate

the issue? They are telling me they have ap-pointed a private investigator who willphone me but that call never came. I am leftwithmore questions than answers and there

State evidencefound in backyardA Heideveld man (35) was arrested

after police recovered stolen Stateproperty in his backyard.

Police were conducting routine pa-trols and searching hotspots in the areaon Wednesday.

While inspecting a property in CarolCourt, they entered the backyard andfound items linked to a police investiga-tion, says Manenberg police spokesper-son Lieutenant Ian Bennett.

“He was not their main focus, but theyconducted a search of the immediate ar-

ea and his backyard dwelling. On search-ing the back room they found a police-is-sued bulletproof vest, bank cards and amedical organiser,” he says.

The man is linked to a Worcester case.A case of possession of stolen propertyis currently being investigated.

The man was arrested and is expectedto appear in the Athlone Magistrate’sCourt.

Hijackings up by 200%Motorists, especially those living in Ronde-bosch East, have been warned to be alert.This comes after an increase in vehicle

theft and hijacking, police confirm.Lansdownepolice spokespersonSergeant

Nkululeko Mnyaka says the increase hasbeen flagged as a crime trend in the pre-cinct.“The last hijacking incident happened

two weeks ago where three men attemptedto hijack three cars in the precinct on thesame night. These are crimes we need toclamp down on, so we are using Facebookas a means of broader communication,” hesays.At a recent Community Policing Forum

In an attempt to make further educationmore accessible, UCT is looking online togrow classes.With the university’s facilities only al-

lowing for just over 26 000 students, virtualclassrooms are now allowing the universityto make learning available to more stu-dents, across the continent.

This follows on a report from the Centrefor Higher Education Transformationwhich found 2.7 million school leavers arenot accessing education, training or em-ployment.

The university recently launched threepostgraduate diplomas online to enable stu-dents across Africa to study with interac-tive support.

The Across Africa programmes, offeredby UCT’s Faculty of Commerce, in partner-ship with GetSmarter, combine the use ofa flexible and interactive online educationplatform with face-to-face learning.

Across Africa managing director JacquesRousseau added: “Having road-tested theAcross Africa online education platformmyself in teaching a class of 1 500 students,it is clear that students appreciate – andgreatly benefit from – the opportunity towork on their own schedules, as well as toreceive peer and instructor support virtual-ly on-demand.”

Due to the nature of the online learningplatform, a large group of students can beaccommodated at any given time.

While the course is currently focused onpostgraduate studies, undergraduate pro-grammes are soon to follow, says Get-

Smarter chief academic officerRob Paddock.

“We will be introducing eightnew courses into market by 2015, to add to our current portfolio of55 courses (90% of which are pre-sented in conjunction with UCT),as well as our expanding our post-graduate programmes post-2015,in partnership with the universi-ty,” he says.

GetSmarter offers extensivepayment plans for their shortcourses and postgraduate pro-grammes to allow students to payfor their studies over a certain pe-riod of time, Paddock says.

The course will start in Febru-ary and the university has al-ready received around 200 appli-cations.

Online system to aid in enrolmentsThe provincial education department haslaunched anonline system to simplify pupilenrolments.

Work started on the School AdmissionsManagement Information (Sami) systemlast year and saw the first implementationon 8 August to manage enrolment of pupilsfor 2015.

The systemmakes it easier for schools tokeep track of applications and share infor-mation with other schools and officials.

The education department developed thesystem in collaboration with the Centre fore-Innovation (CEI) to tackle the challengesof out-of-date information on pupil place-ment, tracking information on areas mostunder pressure, and the need to crosscheckmultiple waiting lists.

Provincial education minister DebbieSchä fer says the system is theway forward.

“Having information such as this availa-

ble to us will greatly assist us in not onlyensuring pupils are placed before the 2015school year starts, but will also assist inplacing pupils who enrol late,” she says.

The system will show the number ofavailable places at a school, and thenumberof applications per grade at school, circuitand district level.

“The new system has simplified the proc-ess considerably as schools can nowuse thesystem to capture applications on a central-ised database,” Schäfer adds.

The system can also generate lists of pu-pils accepted at more than one school andparentswill haveuntil Friday 26Septemberto decidewhich school theywould like theirchild to attend should they be accepted atmore than one.

Schools will not have to re-enter pupil de-tails for 2015 if they have already capturedthem in Sami.

Insufficient draining is causing residentsliving in Addax Crescent, Bridgetown towade ankle-deep in water whenever it

rains.This has also caused waste to spill out of

the drains, leaving little room to navigatealong the road, according to residents.

A neighbour, who wishes to remain anon-ymous, says: “Not only is it an effort to walkand drive through the water when it is sohigh, but it is dangerous too. People slip, getinjured by tripping in potholes and cars al-so get damaged.”

Janice Robins says when it rains it is upto council to clean the roads if there iswaste.

“Not only is it the deep water that’s aproblem, but it is what comes out of thedrain that gets me sick. It’s muddy in theroad, there is a horrible smell of humanwaste and papers push up everywhere,” shesays.

“It happens regularly and council doesn’talways respond fast enough. We residentsend up cleaning up and I don’t think it isfair towards us ratepayers.”

Resident Keith Collison says there aresome areas which require a more urgent so-lution to the drains than others.

“In some areas it is very bad. I need tosweep the water out of my driveway whenit rains. Here are far to few drains in someof the roads and when there is heavy rain

it floods badly,” he says.“Even if the problem is addressed gradu-

ally, starting with the most affected streets,I think it will already make a big difference.

Ward councillor Suzette Little says plansto address the flooding in the ward are inthe pipeline.

“The problem has been referred to therelevant departments who are working ona proposal. We are aware of residents’ con-cerns and we will be focusing on finding asolution,” she says.

“These are very old drain systems whichhave been in use for many years. There hasbeen the need for an upgrade for a longtime. There is a lot of work and money thatgoes into repairing and replacing a drainsystem but it’s something that can’t beavoided.

Bridgetown Civic Association chairper-son Bradley Peters says he has receivedcomplaints from residents asking him to re-solve the matter.

“This is nothing new. The drains havebeen giving problems for years, it isn’t onlyhere. We have identified a few streets in thecommunity which require a better drain-age system. This is a relevant issue that hasbeen raised and we have discussed it withcouncil.

“We have identified this as one of theproblems we have placed on our businessplan for the area for this financial year. Un-less the drains are properly serviced or re-placed the problem will just re-occur,” hemaintains.

You can’t just say what you like. Not in person – for thosewith courage – and certainly not via social media.

Too many people think – mistakenly – that Facebook,Twitter and Instagram allow individuals and groups freereign to speak their mind. Not so.

This is the thinking of unintelligent cowardice thathides behind security settings. Anonymity on social me-dia is an illusion.

It is also a domain that, contrary to any attempts at se-crecy or even use of code language, can and is circumvent-ed.

How so? Because, free speaker, people talk. Even thoseindividuals some may consider close associates spill thebeans when their own safety, job security or status in soci-ety – however imagined – is threatened.

Who, then, stands on the side of the free speaker? Lookaround you and count them. Perhaps not even one?

There have been court cases in which people who ventvia social media have been brought to book.

A group of Strandfontein girls have found out how de-meaning others can be when their photos were used onFacebook to harm their character.

The photos were found to have been sourced from thegirls’ own Facebook posts and reused elsewhere withouttheir permission or even knowledge. This Facebook pagehas subsequently been closed.

Is there really such a place or space where people cansay just as they please? Hardly likely when the aim is todemean, break down the character of another for whatev-er criminal or petty reason, or simply because they thinkthey can get away with it.

The hour glass turns against such actions. Beyond thesheer childishness of it, there is a resident evil that re-sides within the character of a person who seeks redressthrough social media. Then, again, if Facebook is youronly friend, such people should seriously look in the mir-ror. Actions, like cyber-bullying, have consequences.

Disgusted at bus driver’s actionOn 17 July the driver of bus 4791 close to Ath-lone Police Station was almost the cause ofme and my family being in what could havebeen a fatal accident.

Apart from speeding he overtook me on abend. Although there were two lanes he tookthe bend at such a speed and in doing socame into our lane forcing me to brake to en-sure my family remains alive. He did noteven have the decency to apologise.

I would love to know where you find yourdrivers as I have seen an increase in baddriving from Golden Arrow bus drivers.They have no regard for human life and asa company you have a social responsible to-wards the public. This kind of driving is ab-solutely unacceptable.

Golden Arrow’s drivers undergo inten-

sive training and complete certified testingto ensure they are properly qualified totransport people on a public service.

Unfortunately when they have passedtheir test and are out on the road, a smallminority of drivers feel it is no longer neces-sary to drive in the manner expected ofthem. This is unacceptable and we are justas appalled as Mr Julius.

We have various measures in place tomonitor driving behaviour, but there will al-ways be some incidents that fall through thecracks, that is where passengers and thepublic play a vital role.

District Six: plea for justiceI write this with sadness and sorrow in myheart. I listened to many other peoples’s sor-row and pain as we peacefully picketed inHanover Street on Saturday.

It was indeed a great injustice for us, thepeople of District Six, and I’m sure many oth-er people of other areas who had also force-fully been removed.

In District Six we lived in peace and har-mony with one another, regardless of ourcreed, traditions and race.

I attended St Marks School, part of theland CPUT is currently occupying.

Though I’m Muslim we attended St MarksChurch every Friday or Thursday, and wesimply could not wait for these days becausewe would only return after the maths period.

I have such good memories as a child liv-ing in District Six.

I look up at Table Mountain and I clearlyremember as a child when the white clouds

descended, our parents uttered these words:“Daar kom die wit tafeldoek oor die berg.”

I always tell my children that we grew upin the shadow of Table Mountain.

Then I look at the students arriving bybus, some of them are not from Cape Town,and I wonder if they know anything aboutour suffering and pain when we were force-fully removed, and the history of DistrictSix, not to mention that we once lived therein peace and harmony.

Please don’t get me wrong, I have nothingagainst the students. I’m all for education.Education is power, and these young peopleare determined to learn.

We just want justice to prevail and live inpeace and harmony in District Six. Thoughwe know things will never be the sameagain, just to live in our beloved District Sixagain will bring so much joy and happiness.JAMINA SALIE

We now havea whole settlement of houses and all nation-alities. Why must we tolerate people urinat-ing in front of our doors? Prostitutes are be-ing dropped off and picked up in front of ourdoors. I wish City officials will swop homeswith us for a weekend and experience whathell we are going through. People getmugged and are robbed. Belgravia is theNew York of Cape Town.

ASDCape Townhave lifted theirmaidenEngen Knockout Challenge trophy af-ter beating Liverpool-Portland FC in

the tournament final at the weekend.The Claremont-based side scored one goal

to none to be crowned the Cape’s best under-17 team at Stephan Reagan Sports Complexin Westridge, Mitchell’s Plain on Sunday 24August. The lone goal came from the boot ofstriker Caleb Sampson.The 11th edition of the tournament, of

which People’s Post is the print media spon-sor, saw 16 teams from across the peninsulavie for the coveted title, hefty cash prize andtrophy.The final was an evenly contested affair,

despite ASD, who were the losing finalistslast year, dominating both the territory andpossession statistics throughout the match.The local lads fromPortlandwere the first

side to bother the goalkeeper in the firstquarter, as a strike from outside the boxwassaved by ASD goalkeeper Darren Johnson.The shot brushed Johnson’s fingertips andwent out for a corner.The corner kick was punched out by the

goalkeeper as he moved out of the box and

the deflection fell into the lap of a Liverpool-Portland player, who struck a shot on thevolley.But his shot hit the crossbar.In the secondquarter,ASDagaindominat-

ed the statistics and started to put the pres-sure on the Liverpool-Portland defence.While they managed to penetrate the defen-sive line, their attacks on goal were dealtwith by the Liverpool-Portland goalkeeper,who was the team’s stand-out performer.At the death of the first half, ASD threat-

ened to score again, but the Liverpool-Port-land ’keeperwas again up to the task, savinghis side from going into the half-time breaka goal down.The second half continued as the first,

with both teamsmanaging to break throughthe other’s defence, but their weak shots ongoal were easily kept away from the net byboth goalkeepers.Twelve minutes into the half Liverpool-

Portland and their fans were celebrating asthey thought they had scored the openinggoal when a shot found the net.But their celebrations were short-lived as

referee Jerome Damon blew his whistlewhen the assistant referee found the “goals-corer” to be offside.A fewminutes later, the tournamentmade

history as the first female referee, NoleneSwarts, took over the whistle from Damonwho was injured during the course of thematch.And it was just five minutes later that

Sampson sunk the hopes of Liverpool-Port-land and their supporters, bringing an endto their dream run.ASD will now represent the Cape at the

EngenChampsofChamps inSoweto inOcto-ber. They will take on PE Sundowns, Ama-Zulu, Harmony Academy, Supersport Unit-ed Academy and Bidvest Wits Juniors, whoall won the Engen Knockout Challenge intheir respective regions.This year’s Cape Town Challenge lived up

to its theme of Be Your Best, as several play-ers stood out throughout the weekend. Hel-lenic FC’s Riyaaz Ismail was named the de-fender of the tournament for his modern-style of play, marshalling his team andaiding on attack when necessary.The best striker was Glendene United’s

Jody Jansen, who scored eight goals, heldthe ballwell and ran into spaces. Hewas alsothe tournament’s top goalscorer.Johnson, who conceded only three goals

throughout the weekend, was named goal-keeper of the tournament, while ChippaUnited’s Heinrich van Zyl was rewarded for

the tournament’s first hat-trick and quick-est goal.The player of the tournament was also

named thebestmidfielder –AtlanticNacion-al’s Robyn-Lee Baatjies walked away withboth accolades.Grassy Park’s Crusaders FC won the fair
