Thieves and vandals have de-scended upon GF Jooste Hos-pital.
The government facility hasbeen vacant since July in prepara-tion for a R785m upgrade.
But in the past four months,crooks have started carrying awaysections of the hospital, demolish-ing the structure to carry away thebricks.
Cables have been ripped fromthe walls and window frames havebeen removed. No metal detail re-mains in the hospital.
The on-site work at the govern-ment facility was planned to beginin early 2015.
But if ongoing gang violence isnot resolved, contractors may onlybe on site by 2016, confirms provin-cial heath department spokesper-son Sithembiso Magubane.
He says the department is nowemploying additional security, butinsists it is costing extra fundswhich have not been budgeted for.
“The department has employedtwo security guards to patrol thepremises during the week, but thegrounds are big and they can’t beeverywhere at once. Due to recentincidents of vandalism we willhave to improve security at the fa-cility and extend the patrol hoursto includeweekends during the fes-tive season,” he says.
Not only is the additional securi-ty going to cost extra, butmanyma-terials that were going to be usedduring constructionalsohave to bereplaced, Magubane continues.
“We are in the process of clear-ing all salvageable items andmate-rials from the hospital to use in therenovation. Many of the sections
we were planning to simply up-grade will now have to be demol-ished due to the extensive damage.
“Some building materials whichhave already been brought on sitehave also been stolen,” he says.
According to the department’soriginal plan, construction wasscheduled to begin in 2013. Thework was planned to take 36months.
The hospital will now be com-pleted by 2018/2019.
“We hope to have a contractor onsite as soon as possible but safetyand security of workers will haveto be considered too,” Magubanesays.
Manenberg police spokespersonLieutenant IanBennett says activi-ty on the site is a big concern.
“The festive season is approach-
ing and resources will bestretched. Additional security atthe hospital should be a priority aspolice will not be able to patrol andwatch the site,” he says.
“We receive regular complaintsfrom residents living around theproperty of theft and vandalismtaking place at the hospital anddrawing more criminals to the ar-ea.The longer thehospital remains
vacant, the bigger the problem isgoing to get.
“For thieves this is a treasure.There are a lot of things to steal andwe can’t allow that behaviour. Itwill have a negative impact on sur-rounding properties too.”
Once the reconstruction of thefacility is completed, it will pro-vide a full range of district hospitalservices for patients living in theKlipfontein area, with specialistoutreach and support.
In the interim patients and staffof GF Jooste Hospital are being ac-commodated at the new HeideveldTrauma Unit which opened in Ju-ly.
Alison Page (83) says althoughshe is grateful for being able to re-ceive free treatment at a govern-ment hospital, the upgrade needsto be completed quickly withoutfurther delay.
“It is a mission for us to get toHeideveld while GF Jooste is righton our doorsteps. Services aren’tmuch better at the trauma unit, es-pecially because it is being over-crowded to accommodate peoplefrom many areas,” Page argues.
Gerald Adams says travelling toHeideveld is an inconvenience.
“Sometimes they are unable tohelp you at the trauma unit and re-fer you to Groote Schuur,” he says.
That never happened at Jooste.Travelling costs money.”
Magubane says they are current-ly waiting on supplies, at a cost ofR92 000, to replace the vandalisedmaterials.

Medication inshort supplyCertain medication is currently in short
supply at Western Cape health facili-ties.
This comes as a result of the late awardingof pharmaceutical tenders by the nationalDepartment of Health as well as the removalof contracts of coded medicines not listed inthe National Essential Medicines list.A statement released by the provincial
health department onWednesday 12Novem-ber states many of the new contracted sup-pliers are also unable to increase their pro-duction immediately tomeet the demands oftheir contract with national government.Provincial health minister Theuns Botha
says these stock-outs are affecting all dis-tricts and sub-structures in the province.The department is currently doing its best
to manage the shortages and the medicinedepot is allocating any available stock assoon as these are received.“Thismeans the depot is currently provid-
ing limited amounts of stock daily to ensuregreater distribution to all districts and sub-structures. Themedical depot is also repack-ing certain medicines available in bulk intosmaller patient-readypack sizes so these canbe distributed more widely,” Botha says.To support this distribution strategy, fa-
cilities have been requested not to placelarge orders, but rather to replenish stockmore frequently.In addition, the health department is also
sourcing medicines off-contract and is en-gagingwith contracted suppliers to expeditedelivery by air shipment, or to procure stockfrom alternate suppliers at additional cost.
Botha insists the department is also proac-tively interacting with the pharmaceuticalindustry on an ongoing basis to source allavailable medicines required by facilities.Furthermore, the department has re-
leased guidelines advising on alternativemedication that may be used safely in cer-tain cases when stock is unavailable.Patients are also encouraged to ensure
that they use all existingmedication in theirpossession,which iswithin the expiry dates,before requesting a repeat prescription.This will assist the department in ensuringthat all facilities have access to the medica-tion that is available.Botha has informed the health minister
and the national Department of Health inwriting of the knock-on effect of the lateaward of tenders and the deletion of itemsfrom contracts.“I apologise for the inconvenience that
will result during this time but earnestly re-quest the full cooperation of all those affect-ed tominimise the impact of the unfortunatesituation,” he says.While it is difficult to estimate when the
supply of medication will be normalised, hesays it is expected that intermittent shortag-es can be expected for the next two monthsdepending on the ability of the contractedsuppliers to meet the needs of provinces.Patients experiencing any problems are

Appeals made in the tendering processare the cause behind the delay in con-struction at the Hazendal Infill hous-
ing project.But Hazendal residents are standing firm
in their efforts to get housing as soon as pos-sible.The construction of the houses is estimat-
ed to cost R90m and will be built in accord-ance with the new building specificationsfor government-subsidised housing.The land is situated along the N2 and Jan-
Smuts Drive.To date 105 beneficiaries have been ap-
proved in the Hazendal project.The Hazendal project has 153 housing op-
portunities available.Mayoral Committee member for Human
Settlements SiyabulelaMamkela says in De-cember 2013 the City of Cape Town adver-tised a tender for the construction theHazendal housing project.“Following the evaluation of the tender
and subsequent recommendation to appointa contractor, an appeal was received duringthe appeal process. This appeal was upheldby the City of Cape Town’s Legal ServicesDepartment and this tender is now being re-advertised,” he says.“If no valid appeals are received with the
second tender process, we estimate that acontractor could be on site by February 2015and the project could be completed byFebru-ary 2017.”Beneficiaries of the housing project are all
currently backyard dwellers who are insist-ing to get proper housing as promised.Resident Ahmed Joey says he has been on
council’swaiting list for years andwants hisown place to call home.“My children are all grown up and have
their own children. Two of my children stilllive with me and I don’t want my grandchil-dren to grow up in the same circumstancesas my children. I want something better forthem.We’ve never had our own toilet or run-ningwater in our house. The house has beendamaged in a fire and by flooding,” he says.Joey says they live in difficult circum-
stances andwould just like to be treatedwithdignity.“If there are anymoredelays in theproject

Iknow my surround-ings andmy commu-nity. I just want aplace with better liv-ing conditions. Iwould rather pay formy own councilhouse than live inmy siblings’ homesor rent by someone who spends my moneyon alcohol or drugs.”Backyarder Olivia Jackson says she does
not mind the wait because she is unable toafford her own property.“It is at this stage not clearwhen construc-
tionwill begin, but it is only amatter of timenow. Every development is subject to delaysas there are many factors which influencea housing project of this nature. People needto be patient, but the City should also beopenwith us and communicate better,” saysJackson.But Hazendal Ratepayers’ Association
chairperson Hilton Langenhoven says basicfacilities should be constructed in the areabefore more houses are built.“This is one of the last pieces of vacant
land in Hazendal. If this gets turned into aresidential development, we will never getthe community facilities we have been ask-ing for for the last few years,” insists Lan-genhoven.He believes the City of Cape Town has
failed Hazendal residents.“If there is an influx of residents into the
area and additional facilities will be neededin the area to accommodate them. I am con-
cerned that council will not be able to ad-dress the needs of this growing communitywhen theyhave failed todeliver to thosewhohave been living here for so many years,”he says.Langenhoven says there is a great need for

Call for renewalsThe provincial Liquor Authority urges allliquor licence owners to renew their licenc-es before the end of the year.
According to the amended provincial Liq-uor Act, all licence holders need to renewtheir licences annually.
Renewal notices are issued to the licenceholder before the end of October each year.It serves as a reminder to the licensee to paythe renewal fee, as well as stating theamount due.
However, even if the notice was not is-sued, the licence holder remains obligatedto pay the renewal fees on time.
Once paid, the licence is automatically re-newed until 31 December of the next year.
If the renewal fee is paid in January, thelicence holder will be slapped with a 50%penalty fee; if it is paid in February, the re-newal fee is subject to a 100% penalty fee.
Thereafter, the licence holder has one fi-nal opportunity to pay the renewal fee, butwill need to apply – in writing – to the chiefexecutive before Tuesday 31 March by com-pleting Form 24. Change is on the horizon for residentsof Athlone.Provincial minister of Community
Safety Dan Plato says never before has theprovincial Department of Community Safe-ty, the Provincial Commissioner’s Officeand national government stood on one plat-form to take a stance against crime.But on Saturday 22 November the three
structures will unite at Vygieskraal Stadi-um to launch this year’s 16 Days of Activ-ism for theNoViolence againstWomen andChildren campaign.Residents from across Cape Town will be
transported by bus to attend the event thataims to bring hope and encouragement tocommunities from crime-ridden areas.“It will be the first time while I am in of-
fice that these three offices will partner to-gether for such a big event.Wehave seriousproblems in our communities and we haveto stop talking and act now.Wewant to con-centrate onAthlone but there are times likenowwhere we want to invite other commu-nities too and focus on major issues collec-tively in order to make major impact,” hesays.“We need the community to see that na-

during 16 Days of Activism will not be theonly time that issues of abuse and violenceare addressed.“We need the authorities to have more
work done throughout the year and not justspend a lot of money highlighting it duringthis period. Whatever promises are madeduring this time needs to be followedthrough so that we can make a positive im-pact on decreasing crime in our communi-ties,” Doe adds.Athlone Police Station commander Colo-
nelKrisjanVerwant says the safety plan forthe day has been finalised as well as the ac-tion plan for the 16Days ofActivismperiod.“Abuse and violence is a big concern and

Residents in Belthorn Estateare fed-up with crime in theirarea.
Following a spree of housebreak-ins over the past twomonthsand a lack of faith in the local po-lice, Belthorn Estate residentshave decided to take ownership oftheir streets and beef up security.With the festive season rapidly
approaching, residents have decid-ed to start their own street watchesand in addition have agreed to con-tribute a monthly fixed amount toemploy the services of a private se-curity company to combat oppor-tunistic thieveswho have been tar-geting households.The private security company
will add to the efforts of the neigh-bourhood watch.Belthorn Estate Civic Associa-
tion chairperson Clint Lakay sayswith this neighbourhood streetwatch project, as referred to by res-idents, he hopes to help residentsfeel safer and comfortable in theirhomes.“We have taken a pro-active ap-
proach by employing this 24-hoursecurity as well as introducingstreet watches. Residents are offer-ing their own time to assist theneighbourhood watch and patroltheir own street.“We have a very active neigh-
bourhood watch in the area whowill continue patrolling, but mostof the members work and we re-quire extra security during the
day,” he says.Lakay says in light of the escalat-
ing crime and lack of manpower,extra security has become a priori-ty. “With theholidays approaching
it is a critical time of the year tohave additional security. It will al-so be a good time to test the projectand see if it is affective. Residentswill be spending money and we
want to make sure it works or elsewe will have to explore alternativeoptions to improve security,” hesays.The decision for extra security
measures comes as a result of resi-dents “not being satisfied with po-lice presence” in the usually quietsuburb.“Here is only one sector van pa-
trolling in this entire vicinity andit is a large area for one vehicle toservice,” he says.“They take long to respond to a
call and aren’t able to patrol oftenenough for thieves to be scaredoff.”Bethorn Estate Neighbourhood
Watch chairperson Carl Jacksonsays he is excited about the project,and feels it will have a positive im-pact on crime prevention.“It is always difficult to get peo-
ple on board with a project likethis, especially if they have tospend money. Testing the projectin a smaller area makes it easierand, if successful, it will help con-vince the rest of the greater com-munity to buy into the idea,” hesays.Athlone police spokesperson
Constable Zita Norman says it issad when residents feel police arenot coming to the party and chooseto invest in private security com-panies. “We are constantly work-ing to improve police presence inall areas. Our current crimehotspots are Belgravia, BelthornEstate, Rylands, Gleemoor andCrawford. Funds are being sourced to implementCCTV cameras in Manenberg.Ongoing gang violence, robberies
and theft have made allocating funding forthis project a priority.Mayoral Committee member for Safety
and Security JP Smith confirms the City ofCape Town has been trying to source fundsthrough the Mayoral Urban RenewalProject to implement cameras in the areafor months.“We have been exploring various ave-
nues to try and come up with the fundingneeded to install the CCTV cameras. WhileI know they will make a phenomenal differ-ence in a high-crime area like Manenberg,it is a very expensive resource and unfortu-nately this is not the only area where theyare needed,” he says.“We have spoken to police and local com-
munity structures to try and determinewhere the cameras are needed. We haveidentified five spots and are in the processof securing funding for five cameras, whichwe hope to have up by mid-2015.”Manenberg Police Station commander
Brigadier Andre van Dyk says due to limit-ed resources, implementing CCTV camerasin the area will make a big difference toservice delivery.“Police stations across the country are
battling with a shortage in vehicles and of-ficers.Wehavemultiple incidents daily andare not able to respond to all incidents atthe same time or as fast as we would like.Cameraswill help tomonitor activity in thearea and provide police with critical infor-
mation regarding crime trends and pat-terns,” he says.In addition to a lack of resources, Van
Dyk says police also struggle to get witness-es and residents to come forwardwith infor-mation to make successful arrests.“If we have cameras it will make it easier
to arrest suspects without having to com-promise the safety of frightened residents,”he says.Resident Eloise Speelman says gangsters
rule the area and will find a way to operatewithout being detected. “I don’t know howeffective the cameras will be. I hope theywill make a difference but these criminalsare ruthless and smart. They have friendsin the police force and always manage towork below the radar. They will find a wayto operate around the cameras too,” shesays.Resident KennyOliphant says he isn’t in-
terested in cameras.“Police knowwho the troublemakers are.
Why can’t we just get all of them out of thearea? Save the money of the cameras andchuck them all in jail,” says Oliphant.Manenberg Community Police Forum

Abeaconofhope towomenandchildreninneed of a safe havenarenow inneedof their own saving grace.
Place of Hope in Lawrence Road is a resi-dential centre for abused women and theirchildren that has been part of the Crawfordcommunity for more than a decade.Clients are referred to the facility by so-
cial workers, the police and various othercommunity organisations.The women are allowed to stay for about
sixmonths andduring this time theypartic-ipate in a programmewhich includes coun-selling, life skills, job skills and other ena-bling activities.The aim of the programme is to empower
the client so they can become emotionallyand economically independent and be re-integrated into society to live a meaningfullife in peace and dignity, says facility man-ager Jamie-Lee Kleinsmith.Due to the increasing costs of living and
a withdrawal of sponsorships, the facilityhas been facing an uphill battle to keep thedoors open for the past two years.If they are not able to secure funding by
early next year they will have to considerclosingdownand this,Kleinsmith says,willbe heartbreaking to women who depend ontheir services.“Abuse is a very scary reality to many
people inAthlone and surrounding commu-
nities. We have room for 50 women and 50children at any given time and it is very ex-pensive to make sure everyone is fed andcomfortable,” she says.“We also make sure the children are able
to go to school. Most of our income for oper-ational cost are received from sponsors andfundraising. But in the last two years wehave lost three very big sponsors and havehad to spend savings to repair fencing andother items damaged or stolen during bur-glaries.”The financial strains have become un-
bearable and reached a climax with the fa-cility being unable to pay their electricitybill.As a result the electricity has been
switched off. They currently receive dona-tions of food and clothing but limited finan-cial aid to pay their bills.“It is sad to see how the place has gone
down. We are trying our best to make dowith what we have, but are struggling. Weknow companies are all struggling but wewould like to appeal to anyone for any as-sistance to keep our door open,” she says.“If we are unable to get funding by next
year we will have to close down and I hateto think what will happen to all the brokenwomen and children who find themselvesat our facility.”If you would like to help the facility,

therefore very important.The database, which is protected, up-
dated and audited, is necessary to preventqueue-jumping and to ensure that theCity’s service and housing delivery pro-grammes are not jeopardised by the pro-liferation of unplanned settlements.Mamkeli says the database is a key pil-
lar of the City’s efforts to provide housingopportunities as a means of enabling re-dress.“I urge residents to find out whether
they qualify for a subsidised housing op-portunity. If they are already registered,they should please make sure their per-sonal details areupdated regularly,whichthey can now do online,” he explains.“We do everything in our power to pro-
vide interim relief to residents who areawaiting a housing opportunity and to en-sure there is fairness and transparency inthe housing process.“But we also need residents to work
withusand to take responsibility forwhatis required of them.”Residents who wish to make use of this
new service must have their own validcellphone number.During the application process, a one-
time pin number will be sent via SMS.This cellphone number will also be re-
quired in future to update the online ap-plication.Other vital information that residents
should have ready prior to registering isthe full names of the applicants and theirspouse (if applicable) as well as their IDnumbers.Applicants should also provide their
marital status, marriage type, full namesof their children (if applicable) with IDnumbers, full address, details of any disa-bilities within the household, employ-ment status as well as income.After the application has been submit-
ted, the human settlements directorate’shousing information branch will verifythe information.If the information is correct and the ap-
plicant qualifies for a housing opportuni-ty, the applicationwill formpart of the da-tabase.The applicant will then receive a post-
card acknowledging the applicationwhich will include the registrationnumber and application date.If the information is incorrect, an offi-
cial will phone the applicant and assist incorrecting the information on the applica-tion.The applicant must keep their informa-

Just four FreeCall lines were installedacross the city in 2009.
Last week Heideveld Library becamethe venue for one of 103 FreeCall lines to beinstalled in disadvantaged areas.
The call line makes it possible for resi-dents to contact the City of Cape Town andreport complaints, faults, vandalism andtheft.
Heideveld community worker AnitaJosephs says service delivery in the wardhas been a problem this year and she hopesthat the new FreeCall line will help resi-dents.
“Not everyone has access to a cellphone orhas money to use a public phone. The newcall line makes it easier for residents to logtheir complaints with the relevant depart-mentswithout having to depend on thewardcouncillor,” she says.
Resident Ahmed Dixson says it is nice tosee Heideveld residents benefiting fromcouncil services.
“I think this new FreeCall line will helpa lot of people, I just hope it doesn’t getabused. Somemight try tomake other phonecalls from the telephone. But I hope thatdoesn’t happen.Wewant services that makeour lives easier and it is our responsibilityto make sure it is successful,” says Dixson.
The City is aware of the limited landlineavailability and the high costs of cellphonecalls. This led the Corporate Services Direc-torate to install FreeCall lines in publicamenities in less advantaged areas whichresidents can use to contact the City. Whena resident picks up the handset, theywill im-mediately be connected to the call centre atno cost. The call centre agent will respond
in the language preferred by the caller, logthe service request, and provide the callerwith a reference number.
Mayoral Committee member for Corpo-rate Services Xanthea Limberg says con-necting communities is part of this adminis-tration’s commitment to redress, to enablethe City to improve service delivery, espe-cially to poorer communities. “Our Custom-er Relations Department continues to im-prove its call centre operations to ensurethat residents can communicate with theCity – resulting in better service delivery.Thus far the department has greatly in-creased the City’s capacity to respond tocomplaints, repair faults and monitor serv-ice delivery – in the quickest time possible,”he says.
The top five sites that have recorded thehighest number of calls made via the Free-Call lines for the period January 2012 to Oc-tober 2014 were Lwandle Housing Officewith 9 280 calls, the Langa Housing Officewith 5 601 calls, the Hanover Park HousingOfficewith 4 530 calls, Nyanga Zolani Centrewith 3 982 calls and Retreat Housing Officewith 3 931 calls.
FreeCall lines are available in communi-ties across the city fromAtlantis andMamreto Manenberg, Bishop Lavis, Hanover Park,Mitchell’s Plain, Brown’s Farm, Retreat,Ocean View, Hout Bay, Dunoon, Philippi,Langa, Nyanga and Gugulethu.
While usage has been high in some areas,in other areas it has been very low.
“We are committed to making progresspossible for our communities and ask youngand old to make maximum use of the Free-Call lines in their areas to communicatewith the City – be it to report water leaks,sewer blockages, damaged street lights andtraffic lights, potholes, power failures, serv-
ice requests or account enquiries. We alsourge residents to report criminal behaviourand acts of vandalismwhereCity infrastruc-ture is involved. In line with our commit-ment to building a caring city, more Free-Call lines will be installed during this finan-cial year in the poorest andmost vulnerablecommunities across the city,” added Coun-cillor Limberg.

There’s nothing quite like a belly full of warm food.It’s a sensation that leaves us feeling safe, warm and
content. We celebrate with food. We console one anotherwith food.But for over half the homes in South Africa, this is a
foreign concept.A survey by the Human Sciences Research Council
(HSRC) carried out last year found only 45.6%of the popu-lation is food secure – all members of a household havingaccess to foodat all times –withoneout of fourhouseholdsexperiencing hunger.But it is children who bear the brunt of suffering from
this food insecurity.A lack of nutrients can stunt growth and lead to physi-
cal illness and disorders. And no child can learn whileexperiencing the ache of hunger pains.The study revealed an increase in stunted children,
compared to similar research carried out in 2005.The HSRC found a third of children said they did not
have food at home to put in their lunchboxes. This despitethe majority of children knowing the importance of eat-ing a healthy meal before school.But there are ways to fill these bellies.Non-profit organisations such as the Peninsula School
Feeding Scheme provide nutritious meals to school chil-dren, helping them to grow and learn. StreetSmart assistsstreet children through donation from participating res-taurants. FoodBank collects food from retailers and sup-pliers, distributing these to those in need.But there are organisations even closer to home that
need your support. Local soup kitchens ensure childrenhave awarmmeal in their tummies, with community andschool vegetable gardens a great way to ensure food ison everyone’s table.Next time you fill your shopping trolley with groceries,
spare a thought for those who have less than you.Let’s all become proactively involved in preventing an-
other child going to sleep on an empty stomach.
Kudos for diligent policeDearColonel Verwant, onThursday 23Octo-ber my faith in humanity was restored.I was robbed of my cellphone on Wednes-
day 22 October at 17:00 in the parking lot inTemple Road, Gatesville.I visited Virgin Active Gym andwhile get-
ting a tip for a carguard, he stole my cell-phone from the inside pocket of my vehicleand ran off.I was told by one of the other carguards
to come back to the parking area around20:00 that day as the perpetrator would beback as his sleeping place is adjacent to theparking lot. It turned out to be fruitless andhe never turned up.Later I went to the parking lot to see if I
could find him. It was my intention also toreport the theft at Athlone Police Station asI was informed the perpetrator is wanted bythe police and that his photograph is dis-played at the police station.When I arrived at the parking area there
was no sign of him.Fortunatelywhile talking to oneof the car-
guards, our conversation was overheard byanother carguard who informed us the per-petrator was guarding cars in Hazel Road,around the corner from Temple Road. As wewere rushing to apprehend him, a police ve-hicle on patrol pulled up.I stopped the police officers and spoke to
a Constable Jacobs, the driver. I told himwhat had happened the previous day andshowed him in the direction of the perpetra-tor.He immediately drove there, I pointed out
the perpetrator and Constable Jacobs appre-hended him.He told me to go to the police station in
Athlone to open a docket of theft. I was at-tended to by Constable Z Gela, who showedsuch compassion.He tookhis time andmademe feel at ease while he continued with hisjob. I want to commend him for that.While the docket was being opened, Con-
stable Jacobs came to the station to informme the perpetrator had admitted to stealingmy phone from the car and also who he hadsold it to.Constable Jacobs then left to try and re-
cover the phone. I admit I hadnohope of eve-ry recovering my cellphone. Upon his re-turn, Constable Jacobs informedme the per-son who had bought my phone would bereturning it later that day and that I shouldcall him later the afternoon. Itwaswith suchtrepidation that I made the call at 15:00. Tomyutmost surprise, the phonewas returnedby the person who had bought it the day be-fore.I want to commend Constable Jacobs for
the outstanding police work he performed.If it was not for his diligence and persever-ance and going the extra mile, the perpetra-tor would not have been in custody and myphone recovered from the person who hadbought it. Constable Jacobs did not hesitatewhen I called on him for assistance.We always read negative publicity about
our police services in the media, hence thereason I write to show that good work is be-ing done by our police officers.Constable Jacobs, I salute you! I wish to

garding the last wishes of her late husbandwho died a few weeks ago.During my talks with this lady she said
her late husband had mentioned that if hedies she will be reasonably well cared for fi-nancially.She stated he had worked for four years
at a company on a permanent basis and theonly financial blessings was her late hus-band’s two weeks’ pay and she had receiveda small funeral policy with which she laidhim to rest.She statednobody informedherof anyoth-
er financial benefits.She searchedeverywherebut therewasno
will, no note or any other document left byher late husband to guide her to any otherfinancial benefits.I examined the pay slip which showed no
other deductions except a small amount forUIF.I took the lady to the bank her husband
dealt with and insisted the consultant digdeep into the late husband’s banking ac-count.We discovered payment for a life poli-cy.The consultant gave me the name of this
insurance company andupon enquiry foundno such company existed.I went into the bank details of the late hus-
band’s status on Google and discovered thatthe late husband had indeed had a policywith the bank and they never knew he haddied.You can imagine the joy and excitement
the wife expressed and she is now busy withher rightful claim.This story is not for me to look good. This
story is that all of us have to leave clearwillsor instructions to our loved ones of what todo in the event of us passing away.This story could not have ended happily
ever after because the wishes of the late hus-band was not placed in a will.This is an appeal to all who deal with com-

Seniors geared for disasterAs part of the 2014 InternationalDisaster
Risk Reduction campaign, the coun-cil’sDisasterRiskManagementCentre
is assisting old-age homes with their emer-gency planning.Elderly residents at a number of facilities
owned and operated by the Cape PeninsulaOrganisation for the Aged (CPOA) are beingprepared for emergency situations, as partof an emergency planning project being runin collaboration with the City of CapeTown’s Disaster Risk Management Centre.The projectwas inspired by theUnitedNa-
tions Office for Disaster Risk Reductioncampaign around the role of older people indisaster risk reduction. As a result, DisasterRiskManagement has committed to helpingthe CPOA with emergency planning andevacuation procedures for old-age homesand retirement villages.Effective emergency management is diffi-
cult in any situation and becomes evenmorechallenging when issues like mobility andfrailty are brought into the equation, saysMayoral Committee member for Safety andSecurity JP Smith.“It is therefore paramount thatwehelp en-
sure that our facilities for older people arenot only up to code in terms of, for example,fire safety, but also that both residents andstaff are aware of what to do should therebe a need to evacuate the premises,” he says.The first phase of the project was rolled
out at Avondrust Court in Rondebosch, Ar-cadia Place in Observatory, Erica Place inAthlone, Lilyhaven Place in Bonteheuwel,Fernbridge in Diep River and ConstantiaPlace in Constantia.“Many people think that disaster risk
management begins when a disaster hap-pens, but the reality is thatmuchof ourworkhappens behind the scenes, with educationand awareness,” Smith says.“This includes safety drills and exercises
to ensure that our staff, but also residents,are as prepared as possible in the event ofan incident. Concerns over a lack of supporters,most of theplayers in the top league being over 30 anda general decline in numbers has brought
softball in the province under the microscope.However, those in-the-know say there are chal-
lenges facing the sport, but they claim these chal-lenges are being addressed.WesternProvince Softball Federation chairper-
son Lee-Roy Toerien admits crowd numbers havedwindled over the past few seasons.“There is no doubt there are less spectators at
games. There are a combination of reasons forthis; firstly, finances are a problem... people rath-er spend their money at home. Also, the standardof softball hasn’t improved, yet we are still thestrongest [union] in the country,” he says.“People also like innovation and there isn’t a
lot of ‘newness’ in softball. It is something we areconcerned about and we have looked at ways totry and improve it, but it’s difficult without mon-ey.”Another area of concern is that youngsters are
not moving through the development ranks to fi-nally reach the top leagues, Toerien explains.Currently there is only an under-13 league for
juniors.Former softball administrator and current in-
ternational umpire Noore Nacerodien believesthis is anarea thatneeds to be addressed to ensure
the longevity of the sport.Nacerodien tellsPeople’s Post: “There are youth
teams at clubs, but only at under-13 level. Thereis no under-17 league and the youngsters don’t fil-ter through to the senior teams. It’s brilliant thatwe have school teams, but if we have 20 teams outof 1500 schools in the province [that is notenough]. InPretoria theyhave 216 schools playingsoftball. Every club has to have a junior team, butthe clubs and the schools need to work together[if we are going to get the sport growing again].”Toerien, though, says the sport is growing on
the school-front.“Youngsters are coming through in big num-
bers throughout the Cape Metro,” he says.“We have 30-odd [schools competing at the mo-
ment and it’s] growing all the time. That’s thanksto the Mass participation; Opportunity and ac-cess; Development and growth programme,where provincial government employed sport-specific coaches at schools.“We will look at junior leagues once the num-
bers suffice. Currently these youngsters make upthe third and fourthdivisions [of senior leagues].”The recent upgrade of the softball pitch in Bish-
op Lavis was a necessity as, Nacerodien believes,the sport has become too centralised. “Softball istoo centralised and that is a major factor [con-cerning the decline in numbers],” he says.“We should consider playing in Bishop Lavis
and Wynberg to decentralise the sport.”
