Romanian Culture •In the past Romania was one of the leading manufacturers of API equipment (e.g. Drilling rigs, Pumps, Valves, etc ).
•In more recent times this has declined and some of the manufacturers have allowed their API licenses to lapse / expire and one of the goals that OMV Petrom has is to ensure that all oilfield equipment manufacturers in Romania that supply equipment to OMV Petrom or OMV Petrom service providers shall have an API license where it is applicable.

items for the purpose of this presentation
Inspection in Romania We have to ask ourselves the question what is and why do we
perform inspections?
The answer to the above question if performed properly, Is inspection plays a significant role in the Romanian Oil Industry
and makes it a much safer place to work.

Inspection in Romania cont’d An Inspection performed correctly (in accordance with a documented
procedure which complies with the relevant International, National & Company Standards) and performed by a certified and competent person can detect and remove from Service Equipment that could cause in the worst case; a fatality or at best case NPT to Petrom. Neither of which
anyone wants.
We, at Petrom have embarked on the following course of action to ensure that we have a minimum amount of NPT and enforce our policy of nobody
gets hurt or injured

The 2nd Topic that I would like to present is Certification, there are many types of certification:
Certification from the OEM which determines that the equipment has been
manufactured to both International Standards and/or OEM Standards where applicable. This Certification can be a CoC (Certificate of Conformity) and/or MTC (Mill Test Certification)

Inspection and Certification in Romania Load Test Certification - this is to ensure that the equipment that is
being lifted (baskets, containers etc…) has been manufactured and tested in accordance with International Standards (ISO, LOLER DNV etc…) and is safe to use.

Maintenance Certification: OEM performs maintenance once the equipment is returned to the workshop from the installation or another
location and is maintained in accordance with the documented and approved maintenance procedures ( NDT / NDE / UT examination ). These checklists/reports are the certification that the equipment is fit for purpose.

Pressure Testing: Pressure Containing Equipment prior to being sent to the Field and after any maintenance shall be pressure tested at both low and high pressures and these tests shall be clearly documented on a Pressure Test Chart, signed off by both the OEM and the Company Representatives.

Conclusion
If we all work together and perform inspection according to the documented procedure utilising
competent and qualified personnel and have all our equipment properly maintained and certified then Romania will have a very safe and successful Oil
