S ummer 2020 is now upon us! The long warm sunny summer days will help to

refresh our spirit as we have responded to and have learned a lot about the

COVID-19 pandemic. PGME learners, Faculty, Program Directors, Administrators

and other stakeholders have devised and developed strategies around providing

safe in-person clinical care to our patients. We have adapted to how we teach and

learn in the “new normal” of Postgraduate Medical Education. Even exam-taking

has changed.

For the 2020-2021 academic year, PGME programs will conduct most of our

educational sessions, including Orientation through virtual/remote methods such

as Zoom, UMLearn and Entrada. In fact, many learners seem to prefer the remote

method as it helps to minimize the travel requirements to attend sessions.

We will work hard to provide the learning experiences necessary for all

postgraduate learners to reach your goals and our mission: To provide an

outstanding education to our postgraduate health care learners in a culturally-

B efore we all take a break to enjoy some well-deserved summer vacation, we would like to

remind programs of the important timelines and new resources available to programs as we countdown to our PGME Accreditation site visit in the November of 2021.

The CanRAC site visit is confirmed for November 21-26, 2021. Be sure to save the date in your programs. Residents, Program Director, Department and Section Heads, Faculty and Teaching Staff will be called upon to attend meetings during this week.

The Accreditation Team is currently working on the Pre-Survey visit, which will occur in the spring of 2021. The pre-survey visit will be a two-day visit where representatives from the Royal College of Physicians and Surgeons of Canada and the College of Family Physicians of Canada will meet with Programs to review the CanAMS instrument and provide guidance on how to prepare for the onsite review.

August 2020—The PGME Accreditation Team will be requesting progress reports from all RCPSC Programs outlining the program response to weaknesses/areas for improvement that were identified in the last Royal College/CFPC Accreditation visit (2014) and last Internal Review. Emails will be sent to Royal College programs in next few weeks. September 2020—The PGME office received an update from the Royal College today informing us that they will be releasing an updated version of the CanAMS instrument to programs in September 2020. The new instrument is promised to be user friendly, organized by Standard and easier to navigate in. Data from your current instrument will be transferred over by the Royal College. Any attached documents will need to be reloaded by the program. Because of this change we are extending our deadline for programs to have their CanAMS instrument ready for review to October 30, 2020.

October 2020—The External Review of the PGME Office has been rescheduled for October 15 and 16, 2020. The PGME office has been busy preparing for this two day review which has included an in-depth review of the PGME Governance, committees, policies and related procedures. We are calling on Department Heads, Program Directors, Program Administrators, Resident Representatives and other Senior Leadership to attend and participate in some of these meetings. We ask you all to accept your meeting invitation as your input is key to a successful review. If you did not receive an invitation, please email us: [email protected]

December 2020—SAVE THE DATE!

The first PGME Accreditation Boot Camp is scheduled for December 14, 2020. The Boot Camp is a whole-day interactive preparatory event with a hybrid (plenary and World Café) format. The purpose of the Boot Camp is to create awareness of accreditation standards, build a sense of community, provide examples of successful initiatives as well as recognition of faculty, residents and staff achievements. We will be calling on Department/Division Chairs, Program Directors, Site Directors, Program Administrators, and Residents to attend and participate. The second PGME Accreditation Boot Camp will take place on September 10, 2021, Save the date!

The impact of COVID-19 on residency education is ongoing.

Please be assured that the Royal College is working with us,

and indeed, all programs across the country to address the

impacts on PGME learning environments.

At times, the impact to our school may seem minimal, but

that could change depending on the course of this pandemic.

Please remember that it is not expected that things will roll out perfectly from day 1 – as the implementation of CBD has always been a learning process. If adjusting for Covid-19 is a concern, please see “Defining a ‘Permissive Launch’ in the context of COVID-19” (RCPSC, May 2020). Should you have questions or need of support, please feel

free to contact the RCPSC, the PGME office, and the Office of

A new academic year is upon us and I know you are

busy preparing for new trainees. The purpose of my

letter is to ensure you have an accurate understanding

of the aims, structure and the requirements of Core

Curriculum (CC).

Please read the following carefully: All trainees who

are to finish their training by June 30, 2021 should

complete any outstanding core by Friday, January 1,

2021. Dr. Yaffe will not be signing off on the FITER of a

resident who has not completed core requirements.

*Foundations of Professionalism is a new Core Curriculum course as of July 1, 2020 replacing the existing Resident and

the Learning Environment. If a trainee has not done the previous RTLE session then they would complete the new

Foundations of Professionalism but if they have taken RTLE then they would not need to take the new course.

Core Curriculum consists of 10 elements: 5 online courses and 5

live lectures/seminars.

Residents are registered to their required Core Curriculum courses at

onset of training. PGME tracks Core Curriculum courses in Entrada.

Your Administrative Assistant can see your resident’s profile in

Entrada. Currently, Entrada does not allow resident access to their

profile online. However, each resident of the 2021 cohort has

received a personalized letter explicitly outlining their core

requirements.

PGME notifies program administrators in advance of all live lectures

and seminars. PGME aims to provide adequate lead-time and

multiple offerings to allow all trainees to incorporate these

educational events into their schedules.

Take time to learn the Core Curriculum list of elements. This is

necessary to effectively communicate with trainees and PGME. You

need to know what is in the curriculum. The name of the course or

seminar essentially describes the topic covered. Trainees can access

the course synopsis together with objectives on UM Learn. Unless

otherwise specified, the live (in-person) lectures will be delivered by

Zoom until further notice.

The term Core Curriculum was selected to reflect that

learning objectives of this curriculum are relevant to

all learners and thus are most effectively developed,

delivered and administrated by PGME.

Some faculty and students have misinterpreted this

term to imply that the courses only apply to trainees

in the early or “core” years of training i.e. not

applicable to sub specialty residents joining UM after

completing their core years of training at another

institution. This is inaccurate. Perhaps best to think of

this curriculum as “the common curriculum”.

Some of the courses were developed in response to

deficiencies identified during accreditation of

programs. More recently, courses have been

developed to educate the postgraduate learners

regarding contemporary issues in health care.

Courses/lectures are developed by the Office of

Educational and Faculty Development (OEFD) or by

stakeholders in resident education. All elements of

the curriculum have been approved by the PGME

Executive Committee.

1. Can my resident get a waiver for a course or lecture/

seminar?

A waiver is considered on an individual basis. The most likely waiver is for elements of the Teaching Development Program 1 and 2. (TDP0 is mandatory for all residents. It is taken annually regardless of level of education). The resident requesting a waiver needs to contact PGME at the onset of training and provide documentation of taking this course. If the conditions cannot be satisfied, the Resident is advised to take the course. Deadline for waiver requests is September 30 of the first training year at UM. Waivers will not be considered thereafter.

2. My resident could not accommodate a lecture/seminar and

there are none scheduled before their completion date. What

should I do?

All live lectures and seminars are offered twice yearly with long lead-time. However, circumstances may arise where a trainee has been absent for prolonged periods. In these circumstances, the Program Administrator should contact the Core Curriculum Lead. The resident will be directed to self-study materials and requested to submit written reflections for marking.

3. Why is my resident unclear regarding Core Curriculum?

PGME explains Core Curriculum during orientation. This mandatory session is held yearly at the end of June. All residents starting a new program, regardless of level of training, are required to attend this orientation. If a sub-specialty resident has been given dispensation from the mandatory orientation, please ensure you accurately orient them to Core Curriculum requirements.

4. Why are my trainees taking this course?

A Program Director may request exemption of an element of core curriculum in their program. This requires consideration of CanMeds roles and accreditation standards. If you are considering applying for exemption for you trainees for any course/lecture please discuss with Drs. Yaffe and Skakum to ensure that by doing so you are not deleting an important element of an accreditation standard in your Program. A Resident cannot apply for exemption.

“Dr. Cheryl ffrench of the University of Manitoba is one of five Canadians recognized for their contributions to improving the lives of resident doctors in Canada. Dr. Cheryl ffrench, an emergency room Physician and Assistant Professor with the University of Manitoba’s Max Rady School of Medicine, is being honoured nationally for her contributions to improving the wellness of Resident Doctors in Canada. Dr. ffrench is receiving the RDoC Puddester Award for Resident Wellness, staff cat-egory. She shares this award with Dr. Alyssa Lip, a Resident Physician at the University of Calgary.”

Dr. Cheryl ffrench is an Emergency Room Physician in Winnipeg, Manitoba. She is also an Assistant Professor, Director of Simulation, and the Program Director for the FRCPC-EM Program in the Department of Emergency Medicine of the University of Manitoba’s Max Rady College of Medicine. Dr. ffrench is known as a mentor and a leader who is deeply committed to ensuring a positive learning environment and to improving resident education as a whole. In 2019, in response to the death of a former resident in her training program, Dr. ffrench led the creation of the first all-day Post-Graduate Medical Education Resident Retreat, which allowed all resident doctors training at the University of Manitoba to focus on their wellness through workshops and activities. The success of the Retreat has resulted in a commitment for it to occur every year. For her efforts in medical education and resident wellness, Dr. Ffrench has previously been recognized as a Health Science Centre Educator of the year several times, and in 2017/2018, received the PARIM On-Site Educator of the Year from Manitoba’s resident doctors. Dr. Ffrench is the first individual from the University of Manitoba to receive an RDoC Award. Congratulations!

About Resident Doctors of Canada

Resident Doctors of Canada (RDoC) represents over 10,000 resident doctors across Canada. Established in 1972, it is a

not-for-profit organization providing a unified, national voice for our membership. RDoC collaborates with other

national health organizations to foster excellence in training, wellness, and patient care.

About the RDoC Awards

Through its Awards Program, RDoC honours individuals who have contributed to improving various elements of the

lives of resident doctors in Canada. There are currently three awards bestowed annually in the following categories:

(a) wellness, (b) medical education, and (c) service to resident doctors.

Past recipients have included Resident Doctors, Program Directors, Postgraduate medical education (PGME)

administrators, and organizations that support Resident Doctors. RDoC award recipients gain both national and local

recognition for their efforts.

As we welcome the incoming residents this year, we recognize the challenges they may be facing starting residency, for many in a new city, in the midst of a pandemic. To that end, our office has offered a series of drop in zoom calls, in the weeks leading up to July 1 and throughout July.

University of Manitoba Resources During COVID-19

Some incoming PGY1s, due to challenges with booking the MCCQE1 exam, are scheduled to write the exam in the coming months. Please ensure they are protected from call the night before and given the day off to write the exam.

The PGME Annual Resident Forum (formerly the PGME Resident Retreat) will occur virtually this year, in order to accommodate physical distancing and group size requirements. Programs have identified dates for their residents to participate, either:

March 2, 2021 12:00 - 5:00pm

Program/Fellowship Rotation Review The PGME Office and Entrada Team conducted a review of all rotations in Entrada in terms of Active/Inactive & Naming. Having current, standardized rotation lists will be beneficial when Programs are completing their curriculum maps and schedules each academic year. We realize this review happened during a busy time of year and would like to thank programs for their support as we worked through this process. Reminder that all New Rotations must follow the below Guidelines & Process:

Entrada End of Rotation Evaluation Distribution & Report The Entrada End of Rotation Evaluation Distribution & Report feature went live in June and is ready for use by programs. Instructions on how to use this feature were emailed out to programs and are also available in the PA Community on Entrada. The purpose of this new feature is to capture feedback on how home program residents felt about their off- service rotations. Programs were able to pull out an Aggregate Rotation Evaluation Report under Assessments and Evaluations through the Entrada platform previously, but the system did not allow programs to differentiate between the on/off service trainees. This new feature will allow the home program to pull out an aggregate report and also allow them to pull out an aggregate report for their home residents under the “my learners only” filter.

Report Features:

· Programs are able to pull out an aggregate report on off- service rotations · Host programs are able to pull a report with both on/ off service resident feedback

The new incoming residents received a demo of the community at the June 29th orientation. The community houses all of the presentations and handouts from the orientation and also provides a quick access to other valuable resources including Exams, Core Curriculum, Student Affairs and Wellness, etc. We have made it an open community available to all Residents, Program Directors and Program Administrators and encourage everyone to go in and take a look.

RESIDENT RESEARCH

The goal of the University of Manitoba Clinician Investigator Program (CIP) is to improve the health of society by providing the next generation of medical and surgical specialists with the leading-edge graduate research training necessary to become successful clinician scientists.

Below you will find a brief introduction to our new CIP trainees and their research interests:

Dr. Alwyn Gomez is a fourth-year Neurosurgery resident here in Winnipeg. Originally from Halifax, he completed a BSc (Hon) in Chemistry and Mathematics at Saint Mary’s University prior to undertaking his undergraduate medical education at Dalhousie University. He is currently a PhD student in the Human Anatomy and Cell Science Department at the University of Manitoba and works under the supervision of Dr. Fredrick Zeiler. His thesis work focuses on non-invasive methods of analyzing cerebrovascular reactivity in moderate and severe traumatic brain injury patients .

Emma Markstrom, a second year Gynecologic Oncology Fellow at the University of Manitoba, completed her residency in Obstetrics & Gynecology at the University of Manitoba in June 2019. Prior to this she attended medical school at the University of Ottawa. She is bilingual and completed her Bachelor of Science & Medical school in French. Emma has a special interest in health advocacy & quality improvement. As demonstrated by winning the award for best project in Women’s Health advocacy from the Gynecologic Oncologists of Canada AGM in 2017. She will be starting her Masters in Community Health Sciences at the University of Manitoba this fall.

Dr. Sylvain Lother is a Critical Care and Infectious Diseases Physician enrolled in the MSc program through Community Health Sciences at the University of Manitoba. His research interests lie predominantly in the study of infections that lead to critical illness. With the emergence of COVID-19, Sylvain has engaged in pandemic related clinical trials to investigate potential therapeutics to prevent or improve outcomes from COVID-19. His thesis will evaluate the risk factors that drive progression of COVID-19 to critical illness, through the mentorship of Dr. Ryan Zarychanski and Dr. Yoav Keynan.

DR. GARRETT JOHNSON, GENERAL SURGERY RESIDENT— CIP 2020

Dr. Garrett Johnson is a General Surgery resident at the University of Manitoba, where he previously completed both his BSc in microbiology, and his MD. He is beginning his first year with the CIP program paired with an MSc in the Department of Community Health Sciences. Garrett is passionate about Research, as he feels it is a powerful method to generate broad and lasting change to positively affect patients and to improve healthcare and healthcare delivery as a whole. His thesis will focus is on improving communication between Endoscopists and Surgeons through establishment and implementation of quality indicators for endoscopic documentation and

localization of colorectal tumors, supervised by Dr. Ramzi Helewa, and Dr. Malcolm Doupe.
