PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
Driver behavior is key:• Primary factor in two-thirds of crashes• Contributing factor in more than 90% of
crashes• Hardest to study; the thing we know the
least aboutOpportunity - Naturalistic Driving Study (NDS):• Miniaturized sensor technologies and
increased computing capacity: can observe real-world driving
• Crash, pre-crash, near-crash, and “normal” driving data
Safety: Strategic Rationale
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
SAFETY: Naturalistic Driving Study & Roadway Information Databases
NDS Data
RID (GIS)
Data from 3,542 volunteer drivers and their vehicles in six sites using passenger cars, vans, SUVs, pickups
New data collected 12,500 centerline miles consistent
across six sites. Acquired data (DOTs, others) on 200,000 centerline
miles with varying conditions: roadway, weather, traffic ..
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
What is in the NDS Data Set?
• Demographic Questionnaire• Driving History• Driving Knowledge• Medical Conditions and Meds• ADHD Screening• Risk Perception• Frequency of Risky Behavior• Sensation Seeking Behavior• Sleep Habits• Visual, Physical, and Cognitive Test
Results• Exit Interview
Participant Assessments
• Make, Model, Year, Body Style• Vehicle Condition• Safety and Entertainment Systems
Vehicle Information
• Face, Forward, Rear, and Instrument Panel Video
• Vehicle Network Data• Accelerometers/Gyros, Forward
RADAR, GPS• Additional Sensor Data
Continuous Data
• Characterization of Trip Content• Start Time and Duration of Trip• Min, Max, Mean Sensor Data• Time and Distance Driven at Various
Speeds, Headways• Vehicle Systems Usage
Trip Summary Data
• Crashes, Near Crashes, Baselines• 30s Events With Classifications• Post-Crash Interviews• Other Crash Data
Event Data
• Subset of participant drivers• Call time and duration• Call type (text, call, pic, etc)
Cell Phone Records
• Matching trip GPS to roadway database
• Roadway classifications• Other roadway data
Roadway Data
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
• Four data sources:– Newly-collected mobile van data– ESRI GIS information– State roadway inventory data– Supplemental data: weather,
work zones, safety campaigns, FRA at-grade railway crossings
• Will allow for driver behavior to be associated with physical environment on 12,000 centerline miles
Roadway Information Database (RID)
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
• Formal advisory committee• Chaired by Joe Schofer, Northwestern U.• Main recommendations:– Take a phased approach– First phase of 4-5 years as experimental
period– Develop user communities– Look at potential long-term, sustainable
technical and institutional structures
• Agreement among primary partners that TRB should manage Phase 1
Long Term Stewardship Committee
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
• MOU among FHWA, AASHTO, NHTSA, TRB
• 5-year Cooperative Agreement between FHWA and TRB
• It is an experimental, proof of concept phase to work out data access procedures, value of the data, and to determine a long-term operations and data access plan.
Phase I Implementation Program
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
• Safety Data Oversight Committee: establishes policies
• Expert Task Groups– Data Access: data availability and technical
issues – User Community Development: communication
and the needs of the user community
• TRB staff: manage committees and contracts; conduct studies and background research
• National Academies of Sciences Institutional Review Board: Oversight of human subjects protection procedures
Phase I Oversight and Governance
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
• Virginia Tech Transportation Institute– Houses and manages the NDS data base– Makes NDS data available through Data Use
Licenses, contracts with data users, and data set preparation
– Manages InSight Web site– Manages a secure data enclave for viewing of
personally identifiable information
• INTRANS at Iowa State University– Houses and manages the RID data base– Makes the RID data base available to users
• TBD: – Confidentiality disclosure risk assessment– Identification of low-risk public use data sets
Phase I Contractor Roles
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
• FHWA– Funds 11 test users under the Implementation
Assistance Program (IAP) – Establishing the Safety Training and Analysis
Center (STAC) • To train and assist selected users • Pilot site for a second secure data enclave
• AASHTO Safety Task Force– Monitors the IAP tests– Provides feedback to TRB and FHWA on the
Safety data program
Phase I Partner Roles
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
• Types of data available :– 5.41M trip summaries – 4,250 crash/near crash events– 32,500 baseline events– Processed variables for radar, alcohol sensor,
etc.– Roadway database linking variables
• ~1000 registered users of InSight web portal– 80% from US internet domains – 10% from European countries– 10% from the rest of the world – 50%+ from academia
InSight Web Portal
PHASE 1 OF SHRP 2 DATA IMPLEMENTATION & OVERSIGHT
• Behavior on curves• Rural intersections• Speed limits, roadway
geometry, and driver behavior
• Closely-spaced freeway interchange ramps
• Roadway departure• Animal/vehicle collisions• Behavior in work zones• Behavior in inclement
weather• Driver
distraction/inattention• Speeding; Road rage; Driver
fatigue; Seatbelt use• Autonomous vehicle safety
systems• Vehicle safety defects• Crash risk and driver health• Fuel economy and vehicle
operating costs• …
• FHWA, NHTSA• State DOTs• Universities: professors,
graduate students• Auto manufacturers• Insurance company• Hospital• National Institutes of Health• …
