Tourism Situation Report MUNICIPALITY OF PRESIDENT ROXAS, CAPIZ BRIEF HISTORY and GEO-PHYSICAL CHARACTERISTICS President Roxas was originally the small community of Lutod-Lutod, Barrio Aranguel in the old town of Pilar. Sitio Lutod-Lutod was a cogonal and shrubby area where a variety of trees, game birds and animals abound. Inhabitants in this area are minimal, “less than what your fingers could count” according to stories. During the heyday of sugar production in Visayas, it was discovered that the plains of Lutod-Lutod where very suitable for sugar cane plantation. In 1924, the first sugar mill was installed right at the side where the Central Azucarera de Pilar (now Capiz Sugar Central) now stands. Elizalde and Co. acquired the sugar mill which improved production and became one of the biggest sugarcane producers in the Philippines. The burgeoning sugar industry resulted to rapid influx of population in Sitio Lutod-Lutod. The inhabitants were either employers or workers of the sugar central and the sugarcane haciendas. The progress of the sugar industry also gave rise to the emergence of the small-scale industries, merchants and retailer groups. Eventually, Lutod-Lutod became a big community and a stable source of income for the municipality of Pilar. Former Pilar Mayor Don Braulio M. Patricio, Jr. whose wife was the talented Bonifacia Roxas, cousin of President Manuel A. Roxas, initiated the creation of a separate town. Through the help of his compadres Tio Feling Asis and Sebastian Corro and his nephew, Attorney Pacifico Patricio Pacis, mobilized the people’s initiative petitioning the creation of the municipality of President Roxas. From 1948-1949, the Municipal Resolution separating President Roxas from Pilar was intensely debated until finally affirmed and approved by the Town Council in 1949. In congress, Representative Ramon Arnaldo and Senator Oscar Ledesma co- sponsored the House Bill creating a new municipality from the territories of Sitio Lutod- Lutod, Barrio Aranguel and the neighboring coastal and mountain barrios in the area. On June 14, 1949 by virtue of the enactment by the joint session of the Congress and the Senate of the Philippines. Republic Act 374 was signed into law by Philippine President Elpidio Quirino, making the sitio as the new Municipality of President Roxas. The municipality was named in honor of President Manuel A. Roxas (a renowned Capiceño) and was officially inaugurated on November 30, 1949. RA 374 provides for …the conversion of sitios into barrios and its separation from the municipality of Pilar. The barrios include Aranguel, Culilang, Pandan, Pinamihagan, Quiajo, Sangkal, Pondol, Marita, Madulano, Jaboyana (now Viscaya), Cabugcabug, Goce, Badiangon, Bayuyan, Agbolo (now Manoling), Ibaca and Elizalde (Poblacion)”. The seat of government was placed at Barrio Elizalde in the Poblacion, which was the former Sito Lutod-Lutod. Barrio Carmencita, Cubay, Sto. Niño and Pantalan were later created. Barrio Hanglid was created after 1970.

Tourism Situation Report

MUNICIPALITY OF PRESIDENT ROXAS, CAPIZ

Land Area The total land area of President Roxas based from the data of the Land Management Bureau of the Department of Environment and Natural Resources is 77.88 sq. km. or 7,788.00 hectares, representing 2.94% of the total land area of the Province of Capiz. President Roxas has 22 barangays. Barangay Badiangon is the largest with an area of 1,381.800 hectares while the smallest is Barangay Hanglid with an area of 25.200 hectares, or 17.74% and 0.32% of the total land area of the municipality, respectively.

It is 36 km. away from Roxas City, the provincial capital. It is bounded on the north by the municipality of Pontevedra and the Tinagong Dagat Inlet, on the east by the Visayan Sea, on the west by the municipalities of Maayon and Pontevedra, and on the south by the municipalities of Pilar, Capiz and Sara, Iloilo.

Political Subdivision President Roxas is one of the 16 municipalities in the province of Capiz. It has 22 barangays, 6 of which are coastal and 5 are lowland and 11 are upland barangays. It belongs to the first congressional district of the province of Capiz. Niño Cubay Culilang Vizcaya Seasons The climate of the municipality of President Roxas is divided into 2 seasons, dry and wet. Dry season begins in the early part of January up to later part of May, while the wet season starts from June and ends on the month of December. Rainfall Rains occur in June until December but at its heaviest in the months of October and November. This is brought by the humid air of the southeast monsoon. Climate This municipality falls under the Type III climate condition, where monthly rainfall varies slightly throughout the year. Typhoons Like all municipalities in the Province of Capiz, President Roxas is not prone to typhoons. It is visited by an average of 5 typhoons a year but with minimal destruction to properties and crops, except in cases where flashfloods occasionally occurs.

Soil Types Based on morphological studies, the municipality has four types of soil namely: Alimodian clay loam, San Rafael loam , Sara clay loam and Hydrosol. Brief Description

Liktinon Falls is a natural waterfalls located within the forest areas of Brgy. Bayuyan, President Roxas, Capiz. It has two known levels. The first level is 8 to 9 feet tall and is inclined. The swimming area spans 40 to 60 meters and has a depth of 13 to 16 feet. The water is cool and clear since the base of the area is made of rocks. The surrounding forest area adds serenity and relaxation to those who swims on its water. The second level is taller, about 11 to 14 feet tall. The area is located above the few hikes above the first level and it is seldom visited. The trek going up to Liktinon Falls is an adventure itself since you have to endure the jumping from one gigantic rock formation across another. The locals named the place to describe the path going up the waterfalls, which in local dialect expresses the action as “Naga liktin-liktin.” (To jump from one place to another), hence “Liktinon”.

Brief Description

Brgy. Aranguel is one of the pre-Spanish settlements in Northern Panay (Capiz and Aklan Area). After a Spanish settlement was established in Pan-ay, and the Parish of Sta. Monica was founded in 1581, several “Visitas” were instituted in strategic nearby settlements including “Aranguen”. The old church is believed to have been built sometime in 1590 to 1610 (although this date is still debatable and may change depending on further historical research results). It was unfortunately destroyed by the Japanese during World War II.

Brief Description

May 1 (Labor Day) is the feast of St. Joseph the Worker, patron saint of President Roxas, Capiz and town’s annual municipal and religious fiesta (April 28-May 3). The highlight of the festivities is the “Sina-ot” – a Street Dancing and Dance Exhibition contest showcasing colorful Caribbean Costumes and Latin dance steps presented by different participating tribes. Festival was conceived and conceptualized by the former Mayor Ramon C. Locsin with the able assistance of Jonathan Diosaban and other coordinators patterned to the famous Masskara Festival of Bacolod City. The competition has two segments. The first segment is the street dancing with all tribes performing simultaneously at the one-kilometer national road traversing the Poblacion. The second segment is the Dance Exhibition by tribe at the jam packed President Roxas Civic Center. Generous prizes await the champion, the first runner-up, and the second runner-up.

Brief Description

The “Pasyon ni Kristo” (Passion of Christ) is a religious tradition in the municipality of President Roxas done every Holy Wednesday in commemoration of the trials and sufferings of Jesus Christ to save mankind from the sins of the world. The theatrical play depicts the last days of Jesus Christ and it is divided into three segments. The first part covers the triumphant entry in Jerusalem, Last Supper, Scenes from the Garden of Gethsemane, the arrest, the mock trials, the scourging of the pillars and the final verdict of crucifixion given by Pontious Pilate. The venue for this part is the President Roxas Civic Center. The second part portrays the Way of the Cross along the 2 km National Highway going up to the Bo-ac Cemetary that represents the Calvary. Most of the spectators inside the President Roxas Civic Center follow the long procession up to the Bo-ac Cemetery. The third part is the Crucifixion at the Bo-ac Cemetery. Right after the scene, a Jesus Christ appears on another hill on the left side of the crucifixion site signifying his resurrection. This tradition shows the strong faith and love of the devotees. All actors the theatrical show are volunteers. It gathered strong followers and generous donors that contributed to success and ensures the continuity of the production every year. The “Pasyon ni Kristo” was first presented in 1975 produced and organized by the play’s first director, Mr. Dan Alcantara.

SPORTS, RECREATIONAL AND CONVENTION FACILITIES

Several recreation and sports facilities are available in the municipality.

President Roxas Roxas Civic Center – the center is the venue of most activities

held in the municipality. It can also be a venue of sports event such as

badminton, basketball, volleyball, table tennis and other indoor games.

President Roxas Peoples Park – is the lane in front of the business stalls located

along the National Road. Concrete benches and tables were constructed in there

including “Inasal” kiosks. Families go there every afternoon to savor the unique

“Lutod-Lutod Inasal”.

President Roxas Public Plaza – located in front of the Municipal Hall, the public

plaza is a perfect venue for open public gatherings and events. It has a childrens

playground, beach volleyball court, fountain area, Picnic area and

jogging/walking area.

The municipality has 2 small convention centers which can accommodate 50 to

100 persons: RSL Training Center and DA Agricultural Training Center. This

training centers are suitable for small group gatherings, seminars, trainings and

other special occasions such as wedding, reunions and birthday parties.

The following are existing destinations and events that can be a tourist site or attraction

for the Municipality of President Roxas, Capiz.

On the other hand, further study and planning are needed in order to establish Eco-

parks in Forest Areas in upland barangays and River Cruises along mangrove areas in

coastal barangays. Once developed, these areas can attract local, domestic and foreign

tourists. Culinary tourism also has the potential to flourish in the municipality especially

on sugar based food stuffs, given the fact the only Sugar Mill in the Province of Capiz

can be found here.

Finally, there is a need to establish a souvenir and handicraft industry in the

municipality. These items can be indigenous or can be made out of recycled materials.

With the help of the community and the support of the LGU and NGO’s, these plans are

not impossible to realize.
