FARMINGTON, N.M.—NewMexico’s decision to expand Med-icaid has been a lifesaver forKevin Gibson but a conundrum forhis nurse practitioner.

The 46-year-old Mr. Gibson thisyear got coverage under the plan,went for a checkup and learned hehad prostate cancer. Before 2014,Medicaid rules wouldn’t have con-sidered him needy enough for eli-gibility. But the expansion, tied tothe federal health overhaul, madehim eligible, and last month Med-icaid paid for robotic surgery totreat his cancer.

For his nurse practitioner, JodiPadgett, the surge of Medicaid en-rollees like him creates new op-portunities, because some over-worked local doctors are turning away newbeneficiaries who then visit her practice. But Medic-aid, the health plan for the poor funded by state andfederal dollars, pays far less than private insurance.Mr. Gibson’s visits paid about $80, compared with

about $160 for a patient with pri-vate insurance. Her profits arenarrowing as she takes on moresuch patients, and she may even-tually need to turn away addi-tional beneficiaries.

Baker Hughes subsequentlysaid it has “engaged in prelimi-nary discussions with Hallibur-ton.”

Halliburton and Baker Hughesare the second- and third-largestoil-field services companies inthe world by revenue, respec-

tively, behind Schlumberger Ltd.Such companies help energy

producers, from Texas wildcat-ters to national oil companies,find and extract oil-and-gas de-posits by selling equipment,renting tools, supplying laborand building worker camps infar-flung drilling fields. Oil-fieldservices companies provide thedrill bits that can be steeredmiles underground with preci-sion, as well as fleets of trucks

that pump fluids for hydraulicfracturing of shale rock—meth-ods that have powered the U.S.drilling boom.

WASHINGTON—The JusticeDepartment is scooping up datafrom thousands of mobile phonesthrough devices deployed on air-planes that mimic cellphone tow-ers, a high-tech hunt for criminalsuspects that is snagging a largenumber of innocent Americans,according to people familiar withthe operations.

The U.S. Marshals Serviceprogram, which became fullyfunctional around 2007, operatesCessna aircraft from at least fivemetropolitan-area airports, witha flying range covering most ofthe U.S. population, according topeople familiar with the pro-gram.

Planes are equipped with de-vices—some known as “dirt-boxes” to law-enforcement offi-cials because of the initials ofthe Boeing Co. unit that pro-duces them—which mimic celltowers of large telecommunica-tions firms and trick cellphonesinto reporting their unique reg-istration information.

The technology in the two-foot-square device enables in-vestigators to scoop data fromtens of thousands of cellphonesin a single flight, collecting theiridentifying information and gen-eral location, these people said.

People with knowledge of theprogram wouldn’t discuss thefrequency or duration of suchflights, but said they take placeon a regular basis.

A Justice Department officialwould neither confirm nor denythe existence of such a program.The official said discussion ofsuch matters would allow crimi-nal suspects or foreign powersto determine U.S. surveillancecapabilities. WASHINGTON—President Ba-rack Obama will announce asearly as next week executive ac-tions to overhaul the U.S. immi-gration system, a move thatwould bring the fractious policydebate to a boil and test theWhite House’s already tense rela-tionship with the incoming Re-publican majority in Congress.

Mr. Obama’s moves are ex-pected to offer work permits andsafe harbor from deportation forseveral million illegal immigrantswith deep ties to the U.S., peoplefamiliar with the matter say. Theywould also likely make more visasavailable for high-tech workersand redirect immigration enforce-ment from the interior of the U.S.to the border.

The timing of an announce-

ment isn’t settled, and the WhiteHouse is still debating whether tomove quickly or wait until mid-December. Mr. Obama has prom-ised to act before the new year.

Executive action on immigra-tion—and the GOP response toit—could undercut post-electionvows from both parties to worktogether on policy, including tradeand corporate taxes. Immigrationhas quickly emerged as a sore

point between the White Houseand the GOP.

“We’re going to fight the pres-ident tooth and nail if he contin-ues down this path. This is thewrong way to govern,” HouseSpeaker John Boehner of Ohiosaid Thursday.
