The 194
th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher
Education (NCTE) was convened on 10th – 11
th September, 2015 at Conference Hall, ERC, NCTE, 15,
Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were
present at the time of the 194th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them
about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the
permission of Chairperson, Dr. Prabhu Kumar Yadav (Convener) presented the Agenda before the Committee
for its due consideration and appropriate decision.

ERC Meeting is confirmed.
ATTENTION!
1. The committee unanimously decided that the institution may reply in response
to the decision of the committee uploaded on the ERC website without waiting
formal letters from the office of ERC. The replies so received will also be
considered by the committee.
2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per
programme. (See ERC website for detail).
3. The institution need to submit list of 10 schools for internship and school based
activities duly approved by District Education Officer.
4. Institutions must give the affidavit for consent / willingness for number of units
either one or two if it was not submitted earlier.
5. The institution shall comply with the additional facilities required (additional
built-up area, additional staff, additional funds etc) for the SECOND UNIT as
prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014
before 31.10.2015.
6. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any
course or training in Teacher Education without obtaining recognition or
permission under this Act, the qualification in teacher education obtained
pursuant to such course or training or after undertaking a course or training in
such institution, shall not be treated as a valid qualification for purposes of
employment under the Central Government, any State Government or
University, or in any school, college or other educational body aided by the
Central Government or any State Government.
7. The Committee suggested to prepare Data Bank for the teachers.
8. The institution needs to install Fire Safety equipment and submit
the Fire Safety Certificate if not submitted earlier.

objection certificate issued by the concerned affiliating body. While submitting the application, it
has to be ensured that the application is duly signed by the applicant on every page, including
digital signature at appropriate place at the end of the application.
(ii) As per Clause 7(1) in case an application is not complete, or requisite documents are not attached
with the application, the application shall be treated: incomplete and rejected, and application fees
paid shall be forfeited.
Taking the above Clause of the Regulation 2014 into consideration, the Eastern Regional Committee observed
as follows:
(i) The application is not duly signed by the applicant on every page.
Hence the Eastern Regional Committee decided as follows:
As per the Clause 7(1) of the Regulation 2014 the application is incomplete and hence it is rejected.

The application is incomplete and hence it is rejected.
Moreover the applicant institution has crossed the limit of two maximum basic units; hence no further
additional intake is permitted as per Regulation 2014 as stated above.

agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received
from the NCTE Hqrs. from time to time, latter No.F.50-02/2015/NCTE/N&S/Pt.II dated 30.05.2015, the
minutes of Regional Directors meeting held on 24.07.2015, the Eastern Regional Committee observed as
follows:
(i) As per Clause 7(2) of the NCTE Regulation 2014, the application shall be summarily rejected under
one or more of the following circumstance.
(a) Failure to furnish the application fee, as prescribed under rule 9 of the National Council for
Teacher Education Rules, 1997 on or before the date of submission of online application;
(b) Failure to submit print out of the applications made online along with the land documents as
required under sub-regulation (4) of Regulation 5 within fifteen days of the submission of the
online application.
Taking the above Clauses of the Regulation 2014 into consideration, the Eastern Regional Committee observed
as follows:
(i) The hard copy of the application was not dispatched within the stipulated date i.e. 15.07.2015
from the date of making online application.
Hence the Eastern Regional Committee decided as follows:
As per Clause 7(2)(b), the application is summarily rejected.

(i) The institution is already recognized for 04 basic units, it has already crossed the intake limit
as prescribed by the NCTE Norms.
Hence the Eastern Regional Committee decided as follows:
As per the Sub Clause stated above under Regulation 2014, this application is not permitted.
