Figure 1 A police dog is a valuable and indispensable tool used in the performance of modern day policing. The K-9 is capable of locating criminals who have otherwise escaped arrest and is willing to sacrifice their safety to protect their handler and the citizens of our community. The Sunnyside Police Department handled 12 felony eluding cases, over 229 drug arrests, countless number of alarm calls and burglary calls and many more calls where a K-9 would have been a great tool. If the City of Sunnyside starts a K-9 program Officers will be able to get more drugs off the street, locate criminals that have fled from the scene and search buildings faster and safer. The K-9 can be used in the Schools and used to locate missing/ lost children. The K-9 would also be a great tool for the City Jail.

Benton County is the latest department to receive a K9 from this program and I have not heard any complaints! *NOTE: We will not be able to get an exact price until we are able to commit for her to get a dog That will work for our program.

MANDITORY TRAINING

Police dogs are generally selected at 12-24 months of age. Each K-9 team is initially required to complete at least 400 hours of training to attain their generalist (patrol) dog and handler ratings. To attain a dual purpose K-9 the handler and the K-9 will have to attend an additional 240 hour narcotics course. (WAC 139-05-915) The training is to include, but not limited to : Philosophies/theories of police canine; Legal and liability aspects, including applicable department policies; Public relations; Care and maintenance; Obedience and control; Tracking; Trailing; Area search; Building search; Evidence search; Pursuit and holding; and Master protection The K-9 team is required to train 16 hours a month and keep records of all training. These records must be retained for a period of one year from the date the canine is removed from active service unless a longer retention is required by statue or ordinance. Prosser P.D., Kennewick P.D., Pasco P.D. and Yakima P.D. get together the 1st and 3rd Monday of each month to complete the State 16 hour training requirement each mouth. Kennewick P.D. has a certified Patrol Dog instructor and Prosser P.D. has a certified Narcotics Dog instructor. If Sunnyside starts up a K-9 team, Sunnyside has been invited to attend the training classes. THE FOLLOWING ARE OTHER LOCAL AGENCYS THAT HAVE K-9 TEAMS IN PLACE. Benton County: 1 dual trained K-9 and they are in the process of training and certifying a second K-9. Prosser P.D: 1 dual trained K-9 team Kennewick P.D: 1 Patrol K-9 team Pasco P.D: 1 patrol K-9 team and 1 dual trained K-9 team. Yakima P.D: 2 patrol K-9 teams and 2 dual trained K-9 team. Wapato P.D: 1 Narcotic K-9 team.

CONCLUSION This was put together to hopefully assist with the decision to put fourth the plan for a K-9 team. A K-9 team would greatly assist Sunnyside Police Department, Sunnyside City Jail, Sunnyside School District and other surrounding agency’s. If given the opportunity I feel that I could get donations to cover a large portion of the necessary items needed to start a K-9 Team. As I was doing the research for the K-9 team I have talked to several K-9 handlers and they have recommended Suzanne at Von Grunheide Shepherds. I have talked to Suzanne at Von Grunheide Shepherds and they do not charge for the 400 hour class. Von Grunheide will also guarantee the dogs hips and shoulders. If the K-9 does not pass the State standards course for any reason Von Grunheide will replace the K-9 free of charge to the Department. Shane Hellyer from Prosser P.D. is a State certified instructor for K-9 Narcotics and he said if Sunnyside starts up a K-9 Team he will certify the K-9 team in Narcotics for free. The initial cost of the K-9 and the Necessary Equipment is the only cost to the City of Sunnyside. The Patrol K-9 training and the Narcotics training are free of charge. Officer S.
