PSI for commercial re-use How to create a fair market ?
Rolf NordqvistChairman
Re-use of public information
• eParticipation (open data for citizens)
• eGovernment ( public data used by authorities in smart public services)
• Non-commercial re-use (universities, research institutes …………… )
• Commercial re-use
The Information Market
• The same as other markets where companies sell products and services
• Owners want return on their investments
• For that you need a persistent profit
• Marketing and sales are very important
Business processes

Dataset for packaging solutions
To day
• Difficult to get an overview of available public information
• PSI holders claim intellectual property rights Conditions restricts use of information.
• Difficult to understand the pricing process
• Re-dress mechanisms are timeconsuming

The market needs
• Access to re-usable raw data
• No competition with PSI Holders
• Less intellectual property rights connected to public data (=less restrictions for re-use)
• Fair pricing , preferable marginal cost pricing
Five stars PSI Countries • A special national regulation for PSI
re-use• A clear defintion of the public task• A regulatory authority for
supervision of the market• Resourses to support re-use of PSI• A simple, clear process for re-dress
Five star PSI Holder
• Information about assets on web page• A person/unit responsible for contact• Solutions for raw-data delivery• Resources to support the re-users• Pricing based upon marginal cost
Summary
• We need to create a better climate between PSI Holders and re-users
• And strive for a WIN-WIN situation
• Companies need to understand how an authority works and the PSI holders need to understand how the market works
But it will take some time……….
