Description: REGIONAL TRANSIT FRAMEWORK PLAN -- Berkeley, Charleston, Dorchester Council of Gov-ernments (BCDCOG), is seeking to hire a transportation planning and engineering design firm to develop a Re-gional Transit Framework (RTF) that will help guide long range transit decisions in the future. The resulting plan should take into account both short and medium term concepts already developed in a Comprehensive Opera-tions Analysis, while developing long term scenarios detailing future transit demands in the region. BCDCOG is seeking firms who have expertise in transit planning, experience with local political and land use issues, and experience working with the SCDOT. The purpose of this RFQ is to allow BCDCOG to assess the professional qualifications of the firm, its understanding and awareness of the region’s overall goals, and its ability to com-plete the project in a timely matter. The preparation of this document will allow for collaborative public involvement of local stakeholders, including local residents, neighborhood associations, governmental entities, members of the business and industrial community, and freight and transportation providers who should all be involved in a meaningful and productive manner throughout the preparation of this plan. All required federal and state guidelines applicable to an effort of this nature will be followed. The consultant will provide research, planning, design and engineering services suf-ficient to accomplish the goals of this project. In addition, the consultant shall be required to ensure that the pub-lic is properly notified regarding the proposed study and given the opportunity to provide input throughout the planning process. The consultant will coordinate activities with the Planning Director and staff of the BCDCOG Planning Department. The current Long Range Plan (CHATS 2035 Long Range Transportation Plan) is available for viewing on the BCDCOG website at http://bcdcog.com/long-range-transportation-plan/ which has a section dedicated to transit.
