September 2019 Meeting Date: Due to the fact the regular meeting date in September falls on Labor Day, Melcher motioned, Bieber seconded, AIF to hold the September 2019 meeting on Wednes- day, September 4th at 7:00 p.m. 1st Reading of Ordinance 2019-1 2020 Appropriations Ordinance: FO Kiecker presented the 2020 Appropriations Ordi- nance and explained changes. Melcher motioned, Bieber seconded, AIF, to ap- prove the 1st reading of Ordinance 2019-1 2020 Appropriations Ordinance. Election Workshop: FO Kiecker re- quested board approval to attend SDML’s Election Workshop on September 19th in Fort Pierre at a cost of $105.39 ($25.00 registration and $80.39 mileage). Bieber motioned, Melcher seconded, AIF to pay expenses and allow FO Kiecker to attend Election Workshop. SDML Annual Meeting: SDML An- nual Meeting/fall conference will be held October 8-11 in Aberdeen. Registration cost is $100.00 per individual attending. Registration is due by September 20th. Further discussion tabled until September 2019 meeting. Taxation Policy Meeting: FO Kiecker has been appointed to the SDML Taxation and Revenue Policy Committee and will be attending a meeting in Fort Pierre on Thursday, August 15th. There is no cost to the town for her participation. Dump Truck: Discussion held regard- ing the dump truck which is inoperable at this time. Trustee Schnaible will check on different possibilities of replacement/ repair and report back at the September 2019 meeting. Maintenance Department Report: It was reported the lagoon has been sprayed for weed growth around the ponds by the county. Other Business that has come to the at- tention of the Board: FO Kiecker reported Hydro Klean will be coming August 13th to finish cleaning the middle third of the city’s sewer system. President Buechler noted no part as been found for the road grader, but the search continues. Business from the citizens that has come to the Board: Concern has been raised by residents regarding the pot holes and the need to have them taken care of. Concern was also expressed about indi- viduals who have not mowed/cleaned up their properties after receiving multiple notifications from the city to do so. Mos- quitoes are also an issue and FO Kiecker will arrange for spraying this week. Bowdle Healthcare Surplus List Fishing Update for The Missouri River in South Dakota We’re looking at a week of 70’s and 80’s with lots of sunshine. Passing storms in the last week or two have left some damage in their wake, but the fish are still biting. It’s almost time for school to start again, so consider planning a quick fishing getaway to the Missouri River in central South Dakota. Enjoy the beautiful weather and good luck catching! In the Mobridge areas, the fish- ing is great. Depths are anywhere from 15-25 feet of water, with some anglers fishing out to 40 feet depend- ing on the day and where the fish are. Heavy bouncers and plain hooks with crawlers are working pretty well, with anglers pulling fast – around 1.5 mph. Some anglers are also having success with leeches and minnows. At Akaska, anglers are fishing in depths of 15-20 feet around the Swan Creek area. Crawlers and minnows are the current bait of choice. Beau Schilling drew the winner of the weekly South Dakota Walleye Classic Festival gun drawing at the Akaska Tavern & Bait Shop. Pat Weisgram, 10th No bids, so far, put in for the track for next year's season is causing concern among racers, especially Dylan, 20 and Dawson Zabel, 17, of Selby who now travel 100 miles every Friday night to Aberdeen and if no one takes over the track it will mean going further to race which takes more time out of their farming. Pasture Tour Near Roscoe Pasture Tour Scheduled near Roscoe The Edmunds County Conserva- tion District, Ducks Unlimited and USDA-NRCS would like to cordially invite you to a Pasture Tour Tuesday, August 27, 2019 at Jonathan & Sheena Rohrbach’s. Registration starts at 8:30 with the tour starting at 9am and concluding at 12pm. Morning refreshments and a light lunch will be provided. Attendees can find the tour one of two ways from Roscoe: 5 miles North & 5.5 miles East or from Beebe Corner: 5 miles North & 1.5 miles West. Once there, Jonathan will discuss the his- tory of the operation, his experiences, and the benefits he has seen through rotational grazing. SDSU Range Specialist, Pete Bauman, and NRCS Grazing Specialist, Jenita Qualm, will discuss the benefits of rotational grazing, including plant diversity, fly control, simplistic fencing strategies, and livestock integration on cropland. A grazing stick demonstration will also be conducted to help livestock manag- ers conduct production estimates on their own operations. Lastly, Kent Vlieger, NRCS Soil Health Special- ist will demonstrate the Rainfall Simulator.
