RANDWICK CITY COUNCIL TRAFFIC COMMITTEE
The following information is provided so that you may be aware of the structure and
operation of the Randwick City Traffic Committee.
The Randwick Traffic Committee is a Committee of Randwick City Council
but not one set up under the Local Government Act.
Council has been delegated certain powers, from Roads and Maritime
Services (RMS), with regard to traffic matters upon its local roads. A
condition of this delegation is that Council must take into account the
Traffic Committee recommendations.
Recommendations in this document may either activate the formal
delegation from RMS to the Council, or not activate this delegation. Items
which activate the delegation are indicated with the initials (AD) below the
heading.
There are four permanent members of the Traffic Committee, each of
whom has a single vote only.
The members are: the NSW Police Service, Roads and Maritime
Services (RMS), the Local State Member of Parliament (for the
location of the issue to be voted upon) and Randwick City Council.
Randwick City Council welcomes the public to attend and speak at its
Traffic Committee on issues of concern.
If the Local Member disagrees with any of the Traffic Committee
recommendations, they may appeal to the RMS or the Minister for Roads.
If the Police or the RMS disagrees with any of the Traffic Committee
recommendations, or Council’s resolution on any Traffic Committee
recommendation, they may lodge an appeal with the Sydney Regional
Traffic Committee for determination. The appeal must be lodged in writing
within 14 days of the notification to the members of Council’s decision on
the recommendation.
Any action relative to any issue under appeal must cease until the matter
is determined.
The Sydney Regional Traffic Committee is chaired by an independent
chairperson and submissions and representations are welcomed from all
interested parties.

4.1 ALISON ROAD/DUTRUC STREET RANDWICK (C) Linemarking

The intersection of Alison Road and Dutruc Street was identified as a site for the 2016-
2017 National Black Spot Funding Program. As part of the funding submission to RMS a
concept design for a roundabout at the intersection was proposed.
During detailed design it was discovered that particular site constraints, namely the
gradient from Dutruc Street to Alison Road, made the provision of a roundabout
impractical, and so the project was withdrawn from the Black Spot Funding Program.
Whilst funding from RMS is not available, due to the inability to meet the required RMS
benefit-cost ratios, the intersection is in need of some remedial measures.
It is proposed to install prominent linemarking along Alison Road and Dutruc Street, at
the intersection, to reduce the carriageway widths as per the following plan.

Such an installation will likely induce slower speeds along Alison Road, introduce better
corner turning discipline and improve, to a degree, the ‘crossability’ of the road for
pedestrians.

Traffic Committee Recommendation:
That linemarking be installed along Alison Road and Dutruc Street, Randwick, at the
intersection, to reduce the carriageway widths as per the attached plan.
4.2 ARTHUR STREET, RANDWICK (C) Traffic Device - Shared Zone

As part of the Sydney Light Rail Project, vehicle access to property No. 36, 38, and 42-
44 High Street will be redirected to a newly constructed access lane off Arthur Street,
Randwick.
This will be a permanent arrangement as vehicle access will be obstructed by the new
Light Rail infrastructure.
The new access lane has been constructed by Transport for NSW (TfNSW), who are
requesting implementation of a 10 km/h Shared Zone along its length. The lane has a
“T” shape with a total length of approximately 42.3 metres long (16.5 metres east-west
and 25.8 metres north-south). Traffic flow is two-way and the road width is
approximately 6 metres (filleted at the T-intersection).
TfNSW has stated, due to the limited land space available, that the laneway cannot
accommodate a dedicated footpath for pedestrians, and this is considered undesirable
in terms of pedestrian safety, despite expected low pedestrian volumes.
TfNSW state that the installation of a 10km/h Shared Zone would provide a safe
environment for pedestrians who use the lane.
The lane will be maintained by RMS.

Ms Chase Cameron (UNSW) asked for clarification that the laneway would first be
administered by Randwick City Council and subsequently passed to RMS. Mr Ben Borger
(RMS) confirmed that the laneway will become the responsibility of RMS.
Traffic Committee Recommendation:
That the Randwick Traffic Committee support the implementation of a 10kmh Shared
Zone along the length of the new local access lane off Arthur Street, to the rear of Nos.
36, 38, and 42-44 High Street, Randwick.
4.3 BROOK STREET/CARR STREET, COOGEE (C) Signage, Parking - P15

The developer of the proposed childcare centre at 125 Brook Street Coogee
(DA/660/2014) has requested the use of eight on-street parking spaces for pick-up and
drop-off zones.
They have requested five parking spaces (P15 7:30-9:00am, 3:00pm-6:00pm Mon-Fri;
No Parking 9:00am-6:00pm Mon-Sun, Authorised Vehicles Excepted), a 28.8m length,
on the east side of Brook Street north of the intersection with Carr Street.
There is an existing 17.4m length of “No Parking, 9:00am 6:00pm, Authorised Vehicles
Excepted” on the east side of Brook Street, north of the intersection with Carr Street.
The developer has also requested a further three parking spaces (P15 7:30-9:00am,
3:00pm-6:00pm Mon-Fri), over a 27m length that encompasses the vehicle access, on
the north side of Carr Street to the east of the intersection with Brook Street.

4.4 HENDY AVENUE, SOUTH COOGEE (C) Signage, Parking - Works Zone (D02941246 - LH) (AD)
Council has received an application for a Works Zone for works for 29 Hendy Avenue,
South Coogee. The resident is requesting a total of 9m of Works Zone be installed at the
frontage of 25, 27 and 29 Hendy Avenue, South Coogee to facilitate vehicles for
construction on the property.

Traffic Committee Recommendation:
That:
1. 9m of Works Zones, split into two sections of 4m and 5m, 7:00am-5:00pm, Mon-
Fri, 8:00am-5:00pm Sat, be installed at the frontage of nos 25, 27 and 29 Hendy
Avenue, South Coogee; and
2. The Standard Works Zone Conditions apply, as detailed in Item 7.
4.5 KING STREET, RANDWICK (C) Signage Parking - No Stopping

Concerns have been raised about continual parking in the No Stopping area on the
southern side of King Street, west of Church Street. Vehicles stopped in this location
obstruct vision of oncoming traffic to the left when motorists are turning right from
Church Street.
The No Stopping zone is directly in front of a café and drivers are illegally parking to
quickly buy coffee. This matter was referred to the Rangers who have been monitoring
the area however they are not able to be there at all times. The situation was
investigated and it seems unlikely, due to the convenience of the space in front of the
café, that marking or Ranger enforcement will deter the behaviour.
It is proposed that a physical barrier/raised kerb be instated to prevent parking in the
No Stopping zone. To reduce the likelihood of ‘quick double parking’ it is proposed to
replace the two existing half hour parking spots on King Street with a ‘No Parking, 5
minute limit driver may leave vehicle’ restriction. An additional 2 half hour parking
spaces are proposed to be located in Church Street adjacent to the existing parking
restricted area.

Mr Eric Graham (STA) requested a copy of the physical barrier/raised kerb/planter
design. Mr Ben Borger (RMS) questioned the proposed No Parking, 5 Minute Limit,
Driver May Leave Vehicle suggesting that this was the same as a P5 min parking
restriction. Mr Kyle Wells (RCC) explained that it was not intended to promote the area
as a parking zone. It was agreed to change the restriction to P5 min parking only.
Mr Ben Borger (RMS) noted that the existing parking arrangement on the approach to
the pedestrian refuge was incorrect. Council will review the current parking
arrangements on Church Street, on approach to the pedestrian refuge.

4.6 MOVERLY ROAD, SOUTH COOGEE (C) Linemarking

Council has recently resurfaced Moverly Road, South Coogee, between the intersection
of Macleay Street and Henning Avenue, overlaying existing concrete slabs with asphalt.
Whist this has improved the surface it has removed the informal delineation which was
formed by the join in the concrete slabs.
In order to improve delineation it is proposed to mark this section with BB lines. As
Moverly Road is 12.8m wide with a curved alignment with a designated bus route it is
not possible to mark the area with bike shoulder lanes due to width constraints.
Mr Darren Price (RCC) advised that following representation from cyclists, Randwick City
Council will be investigating the installation of a cycle lane northbound along Moverly
Road.

That this matter be deferred until further investigation has been undertaken and
reported back to a future Traffic Committee meeting.

4.7 WENTWORTH STREET, RANDWICK (C) Linemarking

It has been reported that vehicles moving between King Street and Stanley Street are
effectively cutting the corner and often travelling on the wrong side of Wentworth Street,
Randwick.
The intersections of Stanley Street and Wentworth Street, and, King Street and
Wentworth Street operate as two individual ‘T’ intersections with a 20m gap. In order to
reinforce this priority it is intended to mark a section of double barrier (BB) lines on
approach and between the intersections.
This proposed linemarking will serve a dual purpose of limiting the inappropriate through
movement and defining the travel lanes on Wentworth Street. The width of Wentworth
Street in this section is 10.8m and the installation of BB lines will not effect on street
parking.

Street, Randwick.
4.8 TUCABIA STREET, SOUTH COOGEE (C) Event - Road Closure - Temporary

South Coogee Public School will be holding their biennial fete, the “South Coogee Public
School Fiesta” on Saturday, 18 November, 2017.
For the last fete, held on 14 November 2015, the Randwick Traffic Committee approved
a temporary closure of Tucabia Street between Nymboida Street and Macleay Street, for
the hours 7am-4pm (2015.10.04.14).
The School P&C have requested consideration of a road closure of Tucabia Street,
between Nymboida Street and Macleay Street on Saturday 18 November 2017, from
8am-4:30pm. This will help facilitate deliveries and the arrival of rides and emergency
vehicles that will be on display on the day, as well as for pedestrian access when entering
and exiting the fete. The main pedestrian entrance on the day will be on Tucabia Street
between Phillip and Nymboida, near the pedestrian crossing.

Mr Ben Borger (RMS) requested that the Traffic Control Plan (TCP) be submitted to RMS
for approval.
Traffic Committee Recommendation:
That Tucabia Street, between Nymboida Street and Macleay Street, South Coogee, is
temporarily closed to traffic on Saturday, 18 November, 2017, between 8am and
4:30pm, subject to the following conditions:
1. The Council prepares a Traffic Control Plan (TCP) in accordance with the relevant
guidelines and standards showing the location of barricades, ‘Road Closed
Ahead’ signs, and other relevant signs, be submitted to RMS for approval;
2. The Council shall close the roads in accordance with the approved traffic control
plan, unless otherwise directed by Police;
3. The applicant shall not occupy the carriageway or footway of the road until the
road closure has been effected, in accordance with the approved plan;
4. All traffic control devices will be installed in accordance with Australian Standard
1742.3;
5. No fixtures of a permanent nature shall be located on the public way;
6. At all times, access to adjoining premises in the proposed street closure shall
be maintained to the satisfaction of the Emergency Services (ie at least a 3
metre wide 'clear path' shall be retained - clear of any installation - in the event
that emergency services access is required). All services (fire hydrants etc.)
shall be kept free of any obstructions;
7. All barriers and signs associated with the road closure shall be removed at the
times nominated to reopen the street to traffic;
8. The applicant shall be responsible for the reimbursement for the cost of repair
of any damage caused to the public way, or as a result of the activities;
9. The applicant shall comply with any reasonable request or direction of City
Rangers, other Council staff or the Police; and
10. Council reserves the right to cancel or amend the conditions of approval at any
time.
4.9 CLIO LANE, MAROUBRA (M) Signage, Parking - No Stopping

Council has received a complaint from a resident regarding the obstruction of sightline
when emerging from Clio Lane, onto Maroubra Road, Maroubra.
There are currently no restrictions on Maroubra Road either side on the laneway and it
is proposed that line marking be installed to highlight the No Stopping zone, as per
specification, to allow clear sighting of oncoming traffic on Maroubra Road.

1. Ten metres of yellow No Stopping linemarking be installed on the south side of
Maroubra Road, both east and west of Clio Lane, Maroubra; and

Lane, south from Maroubra Road, Maroubra.
4.10 MOVERLY ROAD, MAROUBRA (M) Signage, Parking - Works Zone (D02961022-LH) (AD)
Council has received an application for a Works Zone for works for 756 Anzac Parade,
Maroubra. The applicant is requesting a total of 12m of Works Zone be installed at the
frontage of 756 Anzac Parade, Maroubra on Moverly Road to facilitate vehicles for
construction on the property.

That:
1. 12m of Works Zone, 7:00am-5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be installed
in Moverly Road, at the frontage of 756 Anzac Parade, Maroubra; and

4.11 MILITARY ROAD, MATRAVILLE (M) Signage, Parking - 2P and Mobility Impaired Person’s Parking Space (MIPPS)

Council have received a request from Eastern Suburbs Memorial Park to install a limited
section of parking restrictions adjacent to the cemetery and crematorium administration
centre on Military Road.
The restrictions are intended to improve access to the area by preventing long term
parking, and providing a dedicated space for patrons with limited mobility.

6.1 VARIOUS LOCATIONS (C) Buses - Other

Mr Eric Graham (STA) requested that Council write to Council’s construction people
stating that they object to any construction along bus routes, during a.m. and p.m. peak
periods. He stated that bus services were recently disrupted during the installation of a
pedestrian facility along Carrington Road due to construction occurring during peak
periods.
Mr Darren Price advised Mr Graham that he would inform Randwick City Council’s project
engineers and request that the Council’s contractors endeavour to restrict works on bus
route to off-peak time.

6.2 MAROUBRA ROAD, MAROUBRA (M) Road Safety

Mr Anthony DeMartino (resident) raised a question regarding road safety treatments for
Maroubra Road, Maroubra.
Mr Kyle Wells (RCC) replied that sections of Maroubra Road is currently being
investigated, with the intention to submit a funding application for road safety
treatments. The applications submitted this year are for funding in the 2018/19 financial
year.

6.3 UNSW - TRAFFIC AND PEDESTRIAN MANAGEMENT PLAN (C)

response to the UNSW Traffic and Pedestrian Management Plan.

Mr Serge Jancevic (resident) also addressed the Committee regarding a number of
matters.

7. Schedule of Conditions
The following standard conditions may be referenced within these papers.
7.1 WORKS ZONES
That:
a. The applicant be informed that if they intend to use traffic controllers for
activities associated with the Works Zone, such activities must comply with a
formal Traffic Control Plan (to be held on site following preparation by
person/s with the appropriate RMS authorisation) and that any traffic
controllers utilised must have current appropriate accreditation from RMS;
b. The Council be given authority to replace the Works Zone with a No
Stopping zone if the operator (or their sub-contractors): i. compromise pedestrian safety, or
ii. add significantly to traffic congestion in this area, or
iii. allow access/egress to/from the site which creates safety
concerns or traffic flow delays, or
iv. does not ensure that the Council fees payable for this
private use of the public road are met,
with the zone being reinstalled once the issue of concern is
properly addressed;
c. The Council Rangers enforce the restriction; and
d. Authority be given to the Council to remove the Works Zone and reinstate
the previous restrictions, when the applicant advises that it is no longer
required.
