As I write this, no date has been set yet for this public meeting, and it may not happen for a very long time, but the earlier we can get our “new bridge wish list” into the County, the better our chances will be. It will be paid for with 50% grant and 50% Penny for Pinellas money, and right now they are planning on spending $4,220,000 to replace that bridge, but not starting construction until 2018. The single most important thing you can do right now to increase your future property values in this entire area

is to send emails ASAP urging the County Commissioners to replace the existing “Functionally deficient in need of replacement” San Martin Bridge with one that is taller, wider, longer and safer. (email addresses are provided below.) The County is right now in the preliminary design & engineering phase and this bridge is currently in the Metropolitan Planning Commission’s 5 year Design and Construction phase. City staff has suggested that Pinellas County hold public meeting(s) in the area to obtain the neighborhood’s comments and concerns regarding the bridge replacement.

d.) 83rd Ave N/ Patica / San Martin Blvd would be greatly enhanced as an evacuation route.

Council Member Kennedy’s CornerThank you for the privilege to contribute to your quarterly newsletter.

Rio Vista Park UpdateThe City of St. Petersburg has officially started demol-

ishing the old Rio Vista Elementary School to build a park. The demolition started earlier this year and is about 70 percent complete. A post demolition survey will be com-pleted by mid April which will allow us to complete the Civil Engineering, Electrical and the remaining park de-velopment plans by late April. Construction bids are ex-pected to be advertised in May with Council approval of award by July. If all remain on schedule, construction is slated to begin either in August or September. The City of St. Petersburg would like to thank you for your patience, support, and vision to this worthwhile asset in the District 2 community.

San Martin Bridge North Bay TrailPinellas County has determined the San Martin Bridge

over Riviera Bay is functionally obsolete and is need of replacement. The County is in the process of seeking grants to assist with the funding. Currently, the recom-mended funding for construction is slated to begin in 2018 depending on grant requirements, right-of-way and per-mitting. The County will hold a public meeting to obtain comments and concerns regarding the bridge replacement.

I will keep you abreast as new de-velopments occur and will work to ensure the Riviera Bay Civic Asso-ciation is contacted regarding the meeting notice.

1st 2013 Cleanup For “Adopt-A-

Mile” Follow-Up

Seven great people showed up on Sat, Feb 23rd to

pick up trash along 83rd Ave from 4th St to the San Martin bridge. I’d like to Thank Toni Michalove, Pete & Lynne Boyle, Don Steer, Dave & Donna Hoover, & Donna’s Dad Marty Fairbank, who was visiting from Maryland. It was especially heart-

warming to me that almost everybody there expressed their sympathies to my Father-in-law for having to put up with me as his son-in-law. We sent 3 people toward the bridge and 4 people toward 4th St, and we were done in about an hour and half. We collected a total of 59.7 lbs of trash & debris, then I separated and recycled 3.4 lbs of alum, 4.5 lbs of plastic, 12 lbs of glass and 13.2 lbs of steel, keeping over half of the total weight, 33.1 lbs, out of the landfill and only leaving 26.6 lbs of actual trash to be thrown away. Recycling is a great thing that I wish everybody did more of. Hope to see more of you at our next cleanup on April 6th.

Brief Recap From Our Feb 21St Meeting

Free pizza was donated by Pai-sano’s Pizza. Police Ofc Cory

Crawford gave area crime report and tips/warnings about criminal activity in our area. New area Codes inspector Thaddeus Mitchell intro-duced himself and gave very helpful tips about code enforcement.

Fossil Park Fire Dept gave area service report and a “heads up” about St Pete’s EMS changes – (full presentation at our April 18 meet-ing) – followed by a very informa-tive Power Point presentation from St Pete’s Housing Authority by Audra Butler and RBCA resident Robyn Adams.

Speaking Of Clean-Up Efforts……

On Feb 21st, Prez Dave & Donna received a plaque from “Keep Pinellas Beautiful”, presented by Pinellas County Commissioners Karen Seel, Charlie Justice, John Morroni and Norm Roche. It reads, “Director’s

Award presented to David & Donna Hoover - In recognition and sincere appreciation for your leadership and ef-forts in support of Community cleanups for 7 years in the Riviera Bay area. These community cleanups were a success because of your devotion and personal commitment to improving the quality of life in Pinellas County.

For the past 4 years the Suncoasters have invited St Pete neighborhood associations to enter a float in

the Grand Prix/Festival of States Illuminated Night Pa-rade. The RBCA has won 1st prize every year. Last year they had 2 categories, best illumined and best overall, and we won both with the Rocket Ship Car we rented (rocketshipcar.com – also parade on youtube.com). We

Volunteer At The Grand Prix – March 22, 23, 24

Lizz Singh a RBCA Resident is organizing a fund raising project for Jamerson School PTA and is looking for Volunteers to help sell food and beverages at

the Grand Prix in downtown St. Petersburg. All volunteers need to be 18 or over. You will be required to wear a Jamerson t-shirt and hat that will be provided for

7th Annual Pre-Easter Egg Hunt & Ice Cream SocialThurs, March 28Th – Doors Open 6:15Pm – Hunt At 6:30pmNew Location – St Pete Presbyterian Church – 600 83Rd Ave Ne.

The Easter Bunny will be hiding plenty of goody filled eggs inside the hall for

us again this year and all you need to bring to join the hunt is your own Easter basket or something to collect your eggs in. The number of eggs you get to collect will de-pend on the number of kids that will be hunting, AND, you get to keep the Bunny ears we give you.

The Hunt will be followed again this year by our Ice Cream social with Chocolate and Vanilla Haagen Dazs ice cream generously donated by RBCA residents Christine & Mark Prendagast. The RBCA will provide all the fix’ins so all ya gotta do is have a sweet tooth.

All we require is you be a RBCA mem-ber to participate, so if you aren’t already a member, pay the $10/family yearly dues that night or you can mail in $10 to 163 87th Ave. N., St Petersburg, FL 33702 before that night.

On April 6th, around 8:15-8:30 am, WE NEED AS MANY VOLUNTEERS AS WE CAN GET to

meet at the boat ramp on Sunlit Cove Drive NE to sign in, pick up supplies, and pick a location to clean-up. COFFEE, DONUTS & BREAKFAST SANDWICHES will be supplied to get the day off to a great start and LUNCH will be provided around noon after the event. We usually have a great turnout for this event and we

have collected “Keep Pinellas Beautiful” record break-ing amounts of trash in the past.

The city drops off 2 industrial dumpsters on both sides of the ramp entrance on Fri and after our Cleanup event on Sat, if there is still room available in either dumpster, Riviera Bay residents are welcome to throw in any trash, old furniture, wood, etc they may have ly-ing around. During the Cleanup, we also separate all the aluminum, plastic, glass & steel recyclables, so if you have anything metal for disposal, please call Prez Dave at 579-3644 before you throw it in the dumpster.

Everyone is welcome, and anyone with a boat or pick-up truck is especially encouraged to participate. We need volunteers for:

• Cleaning the canals of debris and bringing it back to the boat ramp – we need to report trash weight col-lected.

• Cleaning the area at the 83rd Ave/San Martin Bridge.

• Posting signs on storm drains.

• Land clean-up along 4th Street N between 98th and 78th Ave N., Rio Vista Park, George Hedke Park, area behind Starbucks, area at the end of 92nd Ave N, area north of 98th Ave N & 2nd Str., area around the stores on 4th Str. N. and our Adopt A Mile 83rd Ave N/NE from 4th Str to San Martin Bridge.

• We will have dumpsters, bags, gloves, etc, every-thing needed for a productive day.

• Boy Scout and Girl Scout troops welcome. • Great for high school community service hours!Hope to see you there!!!We also need someone to go around and take pictures

of this event or if you have a group, please feel free to take any pertinent pictures yourselves to submit to us. Some of them will definitely end up in our newsletter!!

MAIN REQUIREMENT: You don’t need a power-boat, canoe, kayak, paddleboat, or even an inner tube to help, just bring along a desire to help the neighborhood become a better place for everybody to live.

This year we applied for and received a grant from Tampa Bay Estuary to add “Removal of Invasive Plants”. Each year we try to add or improve our ap-proach to the clean-up. We are looking for a local li-censed Arborist or tree removal business.

Last year we had more Boy Scouts and Represen-tatives from Brighton Preparatory School than we had neighborhood people. Please come out and help us clean-up YOUR neighborhood.

Riviera Bay Park Update

Site should be cleared in about 30 days or no later than the end of March. A post demolition survey

will be completed by mid April which will then allow us to complete the Civil Engineering, Electrical, and the remaining park development plans by late April. Plans will then be submitted to Permitting by late April or early May. We ex-pect to have the construction bids advertised in May and anticipate taking the award of the construc-tion contract to City Council by July and start construction either Aug or Sept.

From the city: The center en-trance arch of the Rio Vista School building has been carefully sal-vaged from the demolition of the former school building. The de-molition contractor was asked to selectively demolish around the arch so that we could further ana-lyze the feasibility of retaining this element.

This photo was taken from the demolition site. The foundation of the arch will still need to cut out from the foundation and slab of the building which it is tied to. While salvage of the arch is technically feasible, please consider the follow-ing:

• Despite the quality or condition of the remaining arch my primary concern would be for structural integ-rity against wind load

• An unbraced masonry structure would need struc-tural reinforcing, and this would be costly and may be

simply unrealistic from an engineering perspective (we did not budget for this in the plans for the park).

• The stand alone arch could detract from the other-wise passive nature of the park and it may become an attractive nuisance with regard to climbing

• Regrading around the arch may not be consistent

with the final intended grades of the park We believe there is a clear cut, cost effective way to

pay homage to the old school by saving the two west corners, cutting them down to bench height and cap-ping them with a stone coping. We would also con-struct a small plaza near the location of the arch and install a graphic story board of the building and the site.

Curb Side Recycling

Waste Pro, Inc. is now offering recycling services for residents of St. Petersburg at a cost of $3.75

per month, paid annually ($45). Residents who sign up will be able to place newspapers, cardboard, metal and aluminum cans, glass and plastic at the curb for weekly recycling. Containers will be supplied by Waste Pro. For information, call Waste Pro at 727-873-0800. Resi-dents who had previously contracted with WSI must call Waste Pro to continue their service and receive new recycling bins.

Unfortunately, litter in our water-ways and on our beaches lasts a long time, often years. Litter, espe-cially plastics, takes many decades to several hundred years to break

down, thereby threatening wildlife and public health for generations. Consider how long it takes for items commonly found in our waterways to breakdown:

• Cardboard box, 2 weeks• Orange peel, 2-5 weeks• Banana Peel, 2-5 weeks• Newspaper, 6 weeks• Apple core, 2 months• Wool sock, 1-5 years• Cigarette filter, 1-5 years

• Plastic bag, 10-20 years• Tin can, 50 years• Foam plastic cup, 50 years• Aluminum can, 80-200 years• Disposable diaper, 450 years• Plastic bottle, 450 years• Fishing line, 500 years• Glass, I million years• Rubber tire, infinity

As you can see, the natural items take a shorter time to decompose, and the manmade items (often the more pervasive and abundant) take much longer.• Recycle Your Old BatteriesDon’t just throw your old batteries in the trash to end up in our landfills. We will have a collection bucket at each RBCA General Meeting to collect old batteries for recycling.

Community Service Hours

Our canal cleanup is the perfect opportunity for a lot of kids to work alongside their

friends and family to get those Community Ser-vice hours needed to graduate while actually seeing the positive difference they make in their community. We are also looking for Boy Scout, Cub Scout and Girl Scout Troops that may want to participate.

If you can’t participate at the canal clean-up and still

need community service hours, please call me at 579-3644 we can always find volun-teer help. Whether it’s walking the streets picking up trash in the neighborhood, help-ing to deliver newsletters or flyers, helping

stuff Easter eggs, helping at a neighborhood event, re-searching the history of the neighborhood, or even pro-viding help for one of our Christmas candle distribu-tors, we’ll find something for them to do to earn those hours.

New Fossil Park Fire Station Captain

Fire Captain Robert Nugent has been reassigned from Fossil

Park Fire Station # 7 to Station # 11. It has been a pleasure working with Captain Nugent and we wish him well at his new station.

Our new Fossil Park Captain is Brett Ciskoski. He has been very active in the associations at his past station and sounds like a great guy that will be a fantastic addition to the Fossil Park station. We’ll see if we can get him to our April 18th meeting to introduce himself.

County To Add Fluoride March 1, 2013

The Pinellas County Board of County Commissioners ap-

proved the addition of fluoride to the county water system beginning March 1, 2013. The level of fluoride will be adjust-ed to 0.7 parts per million, a level recommended for optimal dental health. The 0.7 ppm concentration can reduce the amount of cavities in children’s baby teeth by as much as 60% and tooth decay in adults by nearly 35%. Water fluoridation is listed by the Center for Disease Control and the Surgeon General as

one of the top ten greatest public health achievements of the 20th century. The e q u i p m e n t for fluoridat-ing Pinellas

New Water Restrictions

Effective March 13th until the end of July, Pinellas residents

will be restricted to watering lawns one day a week and only before 8 am or after 6 pm on that day. The last number of street addresses de-termines which day to water on the new schedule. The pace of life today demands we all be in a hurry; it's the nature of the beast. This hurried lifestyle that drives us is unfortunately creating a poten-tially dangerous situation in some of our neighborhoods. We speak of speed-ing. We're not talking 4 laps of Daytona qualifying speed, just that 5 miles over the limit stuff. Speed that's just fast enough that you can't react in time to the little kid, pet, walker, jogger, cy-clist that suddenly is RIGHT THERE. In our neighborhood, we have many households with young children. These kids, operating within the comfort zone of their own yard and neighborhood, sometimes let their guard down when it comes to traffic. Some are riding bikes, have those little battery-powered scooters, are walking their dogs, play-ing in their driveway, doing things that kids do. Mix that with a speeding car and we have a recipe for a large bucket of disaster. Nobody wants to be respon-sible for any form of accident least one involving a child. The speed limit sign around the corner says 25 MPH. Good enough for me... if I wanna go 130 I just drive over the bridge. The Gandy Grand Prix we call it.
