Q: This is thefirst year I havenoticed a drip linerut in the yardbelow my gutters.Is this because ofthe heavy rains?Are my gutterstoo small? I havestandard sizedgutters, and whenI checked the gut-ters and thedrains they arenot clogged.
A: The best solu-tion is to have six-inch gutters anddownspouts on yourhome, but if the roofpitch is steeper thanan 8/12 pitch (a12/12 pitch is a 45-degree angle) thereis still a good chancethe rainwater canflow past the guttersin a heavy down-pour. If you have acovering on yourgutters to keepleaves and debrisout, this may add tothe overflow prob-lem.
Make sure yourgutters are properlysecured, draintoward the down-spout and, as a ruleof thumb, that youhave at least onedownspout for every20-25 feet of gutter.There is no way toovercome a heavydownpour, you justhave to maintain theerosion or drip lineand hope this is nota yearly event.
More often I havenoticed homes
where the down-spouts end next tothe foundation witheither plastic or con-crete splash blocks.This is not accept-able unless thedownspout drains toa well-drained hardsurface such as adriveway or patio. Itis very important,and code in mostjurisdictions, toextend the drains atleast five feet fromthe foundation(InternationalResidential CodeSection R801).
When a founda-tion is planned, thearea excavated is atleast 2 feet widerthan the width ofthe footings that areto be poured. Whenconstruction is com-plete, the excavatedareas are backfilledwith loose soils,gravel or othermaterials. In mostcases the soil back-fill is not as com-pacted as it shouldbe and will settleover time.
This means runoffwater will find itsway into the founda-tion through theloose soils or gravel.The downspoutsmust be extendedaway from the foun-dation and allowedto drain downhill toa ditch, stream orother collectionpoint. Check yourdownspouts and adddrain tiles either onthe surface or burythe tiles so that theydrain by gravity todaylight.
A few weeks ago, Iasked for feedback onspring green-up inthe landscape.Thank you to thereaders who providedhelpful feedback.While many of us(myself included)don't know exactlywhich crapemyrtlecultivars we have inour landscapes, itsure looks like thishad little to do withdieback anyway.
General consensusis that this specieswas probably dam-aged in our first hardfreeze back lastNovember.
Crapemyrtles havelong been considered“marginally hardy” toour part of the worldand it's understoodthat every once in awhile we will have ahard winter that killsthem back to theground. This year
was unusual in thatthe dieback has tend-ed to be very spotty,even within a singleplant. Regardless ofexactly how, thepoint is many of usare now dealing withunsightly plants.Here are someoptions for you toconsider.
• Selectively prunethe dead materialout. While this maybe the best optionfrom an aestheticpoint of view, it canbe terribly time con-suming.
• Cut the plant
back to the groundand regrow it com-pletely. While thismay be seen as dras-tic, it is fairlystraightforward. Ifthis is the option youchoose, do this fairlysoon. These plantsbloom on the currentsummer's growthand if you wait untillate June or July tocut it back, the plantwill not bloom foryou this summer.You can speed thevertical growth along
if you leave only afew shoots to regrowand keep the otherspruned off.
• Do nothing. Ifyou choose to donothing with theplant, it looks inmost cases they willprobably go aheadand fill out, it mayjust take a bit longerthan normal to lookOK.
While there is verylittle that could havebeen done to avoidthe issue this year, ingeneral, keep the fol-lowing in mind oncrapemyrtles:
• Avoid late sum-mer nitrogen fertil-ization. Excessivelate season growthdoes not have time toproperly harden offfor winter.
• Avoid fall/winter
pruning. Pruning toosoon will only makethe plant more sus-ceptible to winter dieback.
• Mulch is alwayshelpful.
• In extremely drywinters, a few water-ings can be helpful.This is especiallytrue for new planti-ngs.

Dear Angie:How can I tell if ahouse still has oronce hadasbestos?

Dear Beth: Theonly reliable way toknow if your homecontains asbestos isto hire an environ-mental consultingfirm or asbestosbuilding inspector.They’ll take finger-nail-sized samplesand test them in alaboratory.
You can’t see orsmell asbestos, butexposure to loosefibers can cause lungdisease. The natural-ly occurring, flame-retardant mineralfibers are too smallto identify without amicroscope, so don’tbelieve anyone whoclaims you have
asbestos but hasn’tdone testing.
Inspection andtesting costs rangefrom $100 to $750,depending on howmany areas youwant an inspector tocheck and how easyit is to collect sam-ples.
It’s trickier to becertain if your homeever containedasbestos. Most often,you won’t knowunless someone dis-closed the informa-tion or you’vechecked the originalbuilding documents.However, signs thata home may havecontained asbestosinclude:
– An outline of oldflooring tiles in a 9-by-9-inch pattern.Most floor tiles ofthis size usedasbestos.
– Pipes that aren’tinsulated but havewhite or gray insula-tion remnants, par-
ticularly on the fit-tings.
It’s possible to findasbestos in almostany area of a home,and the older ahome, the higher therisk that asbestoslurks somewhere.Many homes built 20or more years agocontain asbestos, soyou’d be wise toarrange an asbestossurvey before ahome project thatmight disturb possi-ble asbestos. Such asurvey, which shouldbe done by a profes-sional trained in bestpractices regardingasbestos, can costfrom $250 to $500.
However, if mate-rials suspected ofcontaining asbestosare in good conditionand won’t be dam-aged or disturbed,it’s best to leavethem alone. That’sbecause asbestos isnot hazardous iffibers are encapsu-
lated or otherwiseunable to bereleased. Concernfocuses on friableasbestos. Friablematerial crumbleseasily and breaksdown into particlesthat could beinhaled. Widely usedproducts that maycontain friableasbestos includeinsulation, acousticalplaster, paper prod-ucts and spacklingcompound.
Examples of non-friable materialsinclude siding, floortiles and roofingproducts. However,these can still be arisk, such as when anon-friable materialis sawed or sanded,thereby releasingsmall particles.
Some asbestosservices companiescover the cost oftesting and inspec-tion if you choose tohire them for abate-ment, the term used
for removing, encap-sulating or other-wise rendering yourhome free of anyhealth threat fromasbestos. However,because of conflict-of-interest concerns,it’s illegal in somestates for the samecompany to both testand abate asbestos.Removal costs vary,depending on thesize of the abate-ment area, but jobstypically range from
$300 to $3,500. Inaddition, most statesrequire abatementcontractors to obtainpermits before per-forming work, andpermits can costfrom a few hundredto a few thousanddollars.
Asbestos abate-ment requires spe-cialized methods ofcontaining the area,removing materialsand ensuring no con-tamination.
The federal gov-ernment, as well assome local and stategovernments, pro-vides training cours-es for asbestos pro-fessionals. Whenhiring an asbestosservice, ask for proofof EPA-approved orstate training. Localand state healthdepartments may beable to provide list-ings of licensed pro-fessionals.

How to tell if your home contains asbestos

Relatively fewparents have to paygift taxes on thecash they give tohelp their offspringpurchase a house.
DEAR MR.MYERS: I amplanning to buymy first home thissummer, and myparents havepromised to giveme some moneyto help with thedown payment.Will this create abig IRS bill for"gift taxes"?
ANSWER:Probably not. Yourmom can give youup to $14,000 forthe down paymentand your dad cangive you another$14,000, regardlessof whether they filetheir taxes jointly orseparately, withouttriggering the feder-al government'snasty gift tax. Ifyou're married, theycould give yourspouse another$14,000 each andstill no taxes wouldbe owed.
Most down-pay-ment gifts from par-ents fall far belowthe government'sthreshold. But ifyour folks give youeven more, they'llhave to file IRSForm 709, UnitedStates Gift (andGeneration-Skipping Transfer)Tax Return, to paythe tax by nextApril 15.
When you eventu-ally apply for amortgage for ahome you want tobuy, the lender like-ly will ask you andyour folks to sign aformal "gift letter"stating that themoney is truly a giftrather than a loanthat must be repaid.The lender mighteven ask that yourparents provide doc-umentation, such asbank or stock-bro-kerage statements,to show where themoney came from.
They won't beable to deduct thegift because you'renot a bona fidecharity.
Though you don't
plan on buying ahome until summer,it would be wise toask your parents ifthey could manageto give you thedown-paymentmoney now so youcan immediatelydeposit it in yourown checking orsavings account.That's because thelender you eventual-ly choose will proba-bly check theaccount's averagedaily balance:Depositing the cashnow will raise theaverage and helpimprove yourchances of gainingloan approval.

Even amechanic listeningto his engine canpick up the slight-est sounds thatdon’t belong. Thisdemonstrates whyintimacy lies at theroot of how not tokill your succulentswith kindness.
For everyone wholoves that greatsucculent look, or ifdrought has led youto these plants, youmay already havehad trouble grow-ing them. Thecause of death isoverwatering, afterwhich rot sets in,and the plants lit-erally melt downinto a gushy rotten
mess. The problemis knowing whenthey want waterand when theydon’t.
For you to under-stand the “when towater” question,you need to knowhow succulents aredifferent from ordi-nary plants. Thechief characteristicis specialized cellsthat hold moistureready rather thanderiving new mois-ture daily from thesoil. After they arewatered, succulentstake up moistureuntil every succu-lent cell is fullyhydrated. Overtime, they utilizethis stored mois-ture, graduallyreducing the hydro-static pressureinside the cells andtissues within theplant. In betweenwater applications,the roots prefer a
dry, airy soil, whichis why they aretypically grown inporous potting soilsfor cactus and suc-culents.
Problems arise inwetter or morehumid climateswhen soils don’t dryout in betweenwater applications.They also occurwhen the drainhole in a potbecomes blocked orif it was too smallto begin with. Potsdesigned for succu-lents often havenumerous holes forthis reason.
To know when towater them, youmust learn how totell when hydrosta-tic pressure is low.Your clues are bothtactile and visual.
1. PHYSICALTOUCH
When your newlywatered succulentis fully hydrated,
it’s in the “hardbody” stage.Squeeze it gently toget a feel for howhard the individualplant becomes, andlet this serve as abasis for futurecomparison. Whenthe internal mois-ture is used up, thewhole plant willgradually softendue to loss of pres-sure. They actuallyyield to your touch.Beware of thosewith only someparts softening, asthis can indicateinvisible rot isspreading intohealthy tissue.
2. VISUALCHANGE
Every succulentplant when fullyhydrated will standup to its full heightand form, whichcombine to createattitude. Manyalter their overallattitude when
internal pressuredrops low enough.For example,Pachypodium’s longthin stalk will liter-ally fold in half,then once watered,it straightens rightback up again ashydrostatic pres-sure returns.Others will showslight wrinkles onthe skin caused byreduced interior tis-sue volume.Drooping leaves,sagging tips or sub-tle leaning are allchanges of attitudecaused by lowinternal moisture.
3. WATERINGMETHOD
In my experience,there are a lot ofproblems causedwhen succulentsare watered from
the top down likeordinary pottedplants. Water trav-els down the edgesof the soil mass andout the bottom,leaving too littlebehind for ade-quate uptake.Succulents oftenrot right at the soilline due to thiskind of watering.For easily handledpots, simply setthem in a pan ofwater so the soilinside can wick upthe water throughthe drain hole.When the moisturewicks up to the sur-face of the soil,take the pot out ofthe water and let itdrain. This methodensures that theentire soil mass,not just the edges
are fully moistened.The notion that
cactus and succu-lents need little orno water hascaused manydeaths by dehydra-tion. Others diewhen we treatthem like tradition-al plants thatdepend on perpetu-al soil moisture.Always rememberthat most of themoriginate in habi-tats with occasionalheavy rain eventsfollowed by extend-ed periods ofdrought.Fortunately theyspeak to us in thesilent language oftouch and appear-ance, which tell youclearly whenthey’re dry enoughfor a drink.

Q: When sellingmy home, thehome inspectorrecommendedthe chimney –which we haveused for years –get a new linerjust for the waterheater.
This will costseveral hundreddollars that Ican’t reallyafford. Is thisnecessary? Thewater heaterworks just finethe way it is.
A: I wish I hadmore information(e.g. where thewater heater islocated in thehome, does the fur-nace vent with thewater heater?).
Over the years Ihave seen severalinstallations wherethe water heaterand the furnacewould share a
metal flue pipe thatwould then vent toan older clay chim-ney lined with claytiles. The exhaustgases from the twounits would oftenbe warm enough todraft to the outsidethrough the colderclay flue pipe.
When a newhigh-efficiency fur-nace is installed, itwill be ventedthrough a PVC(polyvinyl chloride)plastic pipe througha sidewall and thewater heater will beorphaned to vent byitself.
The gases from awater heater arenot hot enough tovent through a coldchimney and willspill out of the drafthood on the waterheater. If this hap-pens too often andthe water heater isin a restricted areaor small room, thespilled gases canproduce carbonmonoxide.
Carbon monoxidecan be fatal in high-er concentrations.
By adding a flueliner to the chim-ney, the flue gaseswill remain warmand will rise to dis-perse to the outsideenvironment. Allflues and applianceventing installa-tions should be per-formed by a quali-fied HVAC techni-cian who under-stands ventilation.Other contractorsmay not under-stand proper venti-lation techniques.
A flue pipe musthave a positive risestarting at theappliance andextending upwardto the main chim-ney connector.
If there is a dipin the flue pipe orif, at any point, itturns downward,the appliance willnot vent properlyand can producecarbon monoxidecontamination.

Dear Victoria:There are severalreasons why yourquestion doesn’t lenditself to a one-wordanswer. And it defi-nitely illustrateswhy we continuallyencourage con-sumers to do theirhomework beforehiring and to insistthat a solid, detailedcontract is in placebefore a projectstarts.
In general,though, if a contrac-tor has acted correct-ly, created a thor-ough contract andcan justify the addi-tional costs, you’llprobably need to paythem. However, if hedidn’t alert you tohigher costs untilfinal payment wasdue, you may not.
It’s not unusualfor price-inflatingchanges to occurduring a project.During the tear-outphase, a contractormay discover dry rot,frayed wiring orother problems thatmust be addressedfor safety and code-enforcement reasons.The homeowner mayalso request upgrad-ed fixtures or otherchanges that addtime or money to ajob.
Because changescan and often do
occur, a good remod-eling contract willprovide a process forhow to handle them.Usually, this meansthat before a changeis begun, the contrac-tor and client sign awritten agreement
that lists the reasonsfor it and the associ-ated cost. Requiringa change order beforea revision or additionproceeds, even if ittemporarily haltswork, is central toavoiding the kind of
sticker shock you’reexperiencing.
