Priced reduced 108 center St. • Manning 2 Story, 4 bedroom, C/A, Gas F.A. heat, Up- dates done 1998 or later, spacious living area & great location board of supervisors office, carroll, iowa Monday, December 12, 2011 The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, December 12, 2011 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Marty Danzer, eugene Meiners, Dan Nieland, Mark Beardmore, and Neil Bock. Motion by Nieland, second by Meiners to approve the agenda as presented. On roll call, all voted aye. Motion by Beardmore, second by Bock to approve the minutes of the December 5, 2011 board meeting as writ- ten. On roll call, all voted aye. Rhonda Mart gave an annual report on New Hope. New Hope serves 91 individuals from Carroll County. Mart reviewed programs offered by New Hope, and talked about the Plaza Drive building which houses the Bargain Shoppe and New Hope enterprises. Mart also talked about projects that are planned for 2012, and grant funds that have been received for some of those projects. Jim gossett, Steve Schulz, Jim auen, and Nick Bad- ding were present to discuss FY13 funding for Carroll area Development Corporation. The group requested $57,120 for FY13, a 5% increase over the current year. CaDC is the economic development group for Carroll County, recruiting and promoting new and existing busi- nesses in the county. Kristen Young, interim director of the Breda Day Care, met with the board to request FY13 funding of $6000, the same as current year funding. The funds would be used towards the cost of remodeling a bathroom. The center currently serves 32 children and has been open twenty years. Chad Jensen, CeO of New Opportunities, reviewed programs offered by the agency which serves a seven county area. Requested funding for the Carroll County Family Development Center for FY13 is $12,980, the same as current year funding. The county also pays New Opportunities for substance abuse prevention and treat- ment services. Jim Burns and Rick Hunsaker presented the FY13 funding requests for Region XII Council of governments. Membership fees will be $0.80 per capita. For Carroll County this will be $16,652.80. Funding for transit ser- vices will be $0.48 per capita for FY13, which will be $9,991.68 for Carroll County. Western Iowa Transit Sys- tem is also continuing the capital match program to help meet the Federal requirements for vehicle replacement. The match will remain at $0.05 per mile for the County for a Region XII vehicle. That amount will be approxi- mately $3,400 for FY13. Board then discussed a request from Region XII to join the county’s health insurance plan. all Supervisors voiced a desire for more information before a decision is made. Motion by Beardmore, second by Bock to approve claims for payment. Motion by Bock, second by Nieland to approve a real estate purchase and exchange agreement with New Cooperative, Inc., as revised by County attorney John Werden, and to authorize the chair to sign said agree- ment. On roll call, all voted aye. The agreement will be sent to New Cooperative, Inc. for approval by that en- tity. The county is exchanging part of the county main- tenance shed property in glidden for other property in glidden owned by New Cooperative, Inc. The property to be exchanged will be surveyed before conveyance. Motion by Bock, second by Meiners to approve a plat of survey for Parcel a of the Ne1/4 Section 12-85-36. On roll call, all voted aye. Board reviewed property and liability insurance re- newal rates. Motion by Meiners, second by Bock to ap- prove raising the deductible from $5,000 to a $10,000 for property insurance, with all coverage, property and li- ability, by ICaP (Iowa Communities assurance Pool). On roll call, all voted aye. The insurance is acquired through Mid-Iowa Insurance. Bock reported on a meeting with glidden officials and Jim Bagley from Raccoon Valley electric Cooperative re- garding future paving of Sherwood avenue, which runs north of glidden to High View addition. The road is 23% county and 77% city of glidden. Bock also reported on 2nd Judicial meeting in Mason City, and noted that ISaC University will be held January 18th and 19th in West Des Moines. Nieland reported on Conservation board meeting and upcoming M&M RC&D meeting. Meiners reported on New Opportunities, CaDC, eFSP meeting, YeS Center, and USDa letter. Danzer reported on road paving meeting in glidden, Region XII meeting, and exit interview with state audi- tors. They have three children: Ryan (graduated from Notre Dame), Tyler (Junior at USC), and Abby (Senior at Xavier Prep in Phoenix and committed to play volleyball at University of Kansas). My brother has two children, Dominic (Junior at Briar Cliff) and Triston (Basic Military Training in South Carolina), both graduates of IKM-Manning, 2009 and 2011 respectively.” Nelsons at the 2011 IKM-Manning graduation: Jeannie, Triston (senior), Joyce, Chris, Dominic Aaron was born in Iowa City, Iowa, but moved to Manning when he was five years old. Like most people in Manning, his first teacher was Mrs. Virginia Dethlefs. Aaron reflects on his youth, “I remember always being in trouble in elementary school for talking too much (nothing has changed). I played flag football and pee-wee basketball as well as being involved in Cub Scouts. My favorite thing to do when I was little was to go to my grandpa’s farm and collect eggs or pick apples from the trees. His farm is where Merlyn Irlbeck and his family live.” Aaron continues, “I got my first job in Fifth grade, cleaning the kitchen of Saunder’s Steak House (no longer there) on Saturday mornings. I worked for about 4-5 hours and earned about $9.36 after taxes. You aren’t allowed to work at that age any more! As I got a little older, I began to help out in the kitchen preparing side dishes and eventually some of the main courses.” “Around the time I was in junior high, I also worked at the REC Center, helping Dave “Howard” Kusel with general maintenance such as stripping the floors and reconditioning them. I was young, but never had an issue with hard work. I loved playing at the REC Center and had many good times with kids my age as well as with Howard. He was always there to play games with us and keep us entertained.” Craig Bogatzke, Nate Bandow, John Wittrock, Dan Renze, Aaron Nelson: 1983 Seventh Grade Basketball athletes sitting on the stage of the Rec Center. “During my freshman year of high school, I got a job working at Casey’s General Store, which I kept until I graduated in 1988. I went from stocking shelves and sweeping the driveway to making pizzas (they didn’t have pizza and donuts until around 1986).” Back to school. Aaron began playing four sports (football, basketball, baseball, track) as well as weekend bowling league while in junior high. Ken Stripling was one of his favorite teachers. Aaron always liked math, which Ken taught, but also loved his sense of humor. Aaron and some of his classmates went to Ames, Iowa, for Math Counts competition when he was in Eighth Grade, which he believes was the first time for Manning Schools. Aaron’s class had really good athletes and everyone predicted them to do well in football. This came to fruition, until having an injury riddled team and a triple OT loss to IKM to keep Manning out of the playoffs. Aaron believes IKM went on to play for the state championship. Aaron Nelson Aaron continued to play all sports in high school. He proudly reflects back, “Floyd Forman and Jim Keegan were great role models and I couldn’t have asked to play for better coaches. They pushed us to get better every day, but were always fair (except they didn’t pass enough!). I played receiver and safety, can you tell? Brad Benton was one of my favorite teachers. Again, I really liked math. Brad was young (I think 23) and right out of school and easy to relate with. I graduated MHS Salutatorian in 1988. I’ve always been thankful that I was able to do well in school, because my days usually consisted of going to school, straight to practice and then straight to Caseys for work until about 11:30 pm which made it tough to balance sleep and studies. That may be the reason I don’t sleep much to this day.” Aaron stays in close touch with several of his friends, but particularly Eric Kelderman (lives in Kansas City) and Russ Sturm (lives in Avoca). They had many fun and crazy memorable times growing up. Keith and Sharon (Schrum) Kelderman have always been like second parents to Aaron, being gracious hosts to Aaron and his family whenever they come back to Manning (Aaron’s mom moved away from Manning after his freshman year of college). Aaron Nelson & Dan Renze - ready for Channel 2 taping of the “Splish Splash” video at the Rec Center. Aaron continues, “Some other favorite memories in high school were working on projects for Channel 2. Making videos, sports commentary and other community events. I can remember having a great group of teachers who really challenged me academically. I got to go to the Drake Relays in the 4x100 my junior year, as well as the State Track Meet in the 400m low hurdles. I wish I knew what I know today and I would have pushed myself more in the preparation so I didn’t have such a miserable performance at state. At least I didn’t finish last!” In 1988, Aaron began college at Iowa State University. He graduated in December of 1992. During the four years at college, Aaron worked as a student athletic trainer, which provided him with the tools for the strong foundation he has today. His first college job, besides working sports camps, was flipping burgers at Wendy’s the summer between his freshman and sophomore years. Later summer jobs took him to Des Moines and Ankeny where he worked in a physical therapy clinic. “Like my feelings for Manning, I have a strong bond and commitment to Iowa State.” Aaron continues, “As an FYI, “Jeff Hornacek introduced me to the profession of athletic training and was the one who helped solidify me attending Iowa State. My sister also played a strong role as she was also an ISU graduate. They both knew I was interested in studying medicine, but also knew I wasn’t familiar with the athletic training profession. My introduction to the ISU staff immediately made me want to choose that career path.”

board of supervisors office, carroll, iowaMonday, December 12, 2011 The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, December 12, 2011 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Marty Danzer, eugene Meiners, Dan Nieland, Mark Beardmore, and Neil Bock. Motion by Nieland, second by Meiners to approve the agenda as presented. On roll call, all voted aye.Motion by Beardmore, second by Bock to approve the minutes of the December 5, 2011 board meeting as writ-ten. On roll call, all voted aye. Rhonda Mart gave an annual report on New Hope. New Hope serves 91 individuals from Carroll County. Mart reviewed programs offered by New Hope, and talked about the Plaza Drive building which houses the Bargain Shoppe and New Hope enterprises. Mart also talked about projects that are planned for 2012, and grant funds that have been received for some of those projects. Jim gossett, Steve Schulz, Jim auen, and Nick Bad-ding were present to discuss FY13 funding for Carroll area Development Corporation. The group requested $57,120 for FY13, a 5% increase over the current year. CaDC is the economic development group for Carroll County, recruiting and promoting new and existing busi-nesses in the county. Kristen Young, interim director of the Breda Day Care, met with the board to request FY13 funding of $6000, the same as current year funding. The funds would be used towards the cost of remodeling a bathroom. The center currently serves 32 children and has been open twenty years. Chad Jensen, CeO of New Opportunities, reviewed programs offered by the agency which serves a seven county area. Requested funding for the Carroll County Family Development Center for FY13 is $12,980, the same as current year funding. The county also pays New Opportunities for substance abuse prevention and treat-ment services. Jim Burns and Rick Hunsaker presented the FY13 funding requests for Region XII Council of governments. Membership fees will be $0.80 per capita. For Carroll County this will be $16,652.80. Funding for transit ser-vices will be $0.48 per capita for FY13, which will be $9,991.68 for Carroll County. Western Iowa Transit Sys-tem is also continuing the capital match program to help meet the Federal requirements for vehicle replacement. The match will remain at $0.05 per mile for the County for a Region XII vehicle. That amount will be approxi-mately $3,400 for FY13. Board then discussed a request from Region XII to join the county’s health insurance plan. all Supervisors voiced a desire for more information before a decision is made. Bock reported on a meeting with glidden officials and Jim Bagley from Raccoon Valley electric Cooperative re-garding future paving of Sherwood avenue, which runs north of glidden to High View addition. The road is 23% county and 77% city of glidden. Bock also reported on 2nd Judicial meeting in Mason City, and noted that ISaC University will be held January 18th and 19th in West Des Moines.Nieland reported on Conservation board meeting and upcoming M&M RC&D meeting. Meiners reported on New Opportunities, CaDC, eFSP meeting, YeS Center, and USDa letter.Danzer reported on road paving meeting in glidden, Region XII meeting, and exit interview with state audi-tors. Hornacek family: Jeff, Tyler, Abby, Stacy (Nelson), Ryan Aaron continues, “My sister is married to Jeff Hornacek, former Iowa State Cyclone and NBA All-Star. They have three children: Ryan (graduated from Notre Dame), Tyler (Junior at USC), and Abby (Senior at Xavier Prep in Phoenix and committed to play volleyball at University of Kansas). My brother has two children, Dominic (Junior at Briar Cliff) and Triston (Basic Military Training in South Carolina), both graduates of IKM-Manning, 2009 and 2011 respectively.”

Aaron was born in Iowa City, Iowa, but moved to Manning when he was five years old. Like most people in Manning, his first teacher was Mrs. Virginia Dethlefs. Aaron reflects on his youth, “I remember always being in trouble in elementary school for talking too much (nothing has changed). I played flag football and pee-wee basketball as well as being involved in Cub Scouts. My favorite thing to do when I was little was to go to my grandpa’s farm and collect eggs or pick apples from the trees. His farm is where Merlyn Irlbeck and his family live.” Aaron continues, “I got my first job in Fifth grade, cleaning the kitchen of Saunder’s Steak House (no longer there) on Saturday mornings. I worked for about 4-5 hours and earned about $9.36 after taxes. You aren’t allowed to work at that age any more! As I got a little older, I began to help out in the kitchen preparing side dishes and eventually some of the main courses.” “Around the time I was in junior high, I also worked at the REC Center, helping Dave “Howard” Kusel with general maintenance such as stripping the floors and reconditioning them. I was young, but never had an issue with hard work. I loved playing at the REC Center and had many good times with kids my age as well as with Howard. He was always there to play games with us and keep us entertained.”

“During my freshman year of high school, I got a job working at Casey’s General Store, which I kept until I graduated in 1988. I went from stocking shelves and sweeping the driveway to making pizzas (they didn’t have pizza and donuts until around 1986).”Back to school. Aaron began playing four sports (football, basketball, baseball, track) as well as weekend bowling league while in junior high. Ken Stripling was one

of his favorite teachers. Aaron always liked math, which Ken taught, but also loved his sense of humor. Aaron and some of his classmates went to Ames, Iowa, for Math Counts competition when he was in Eighth Grade, which he believes was the first time for Manning Schools. Aaron’s class had really good athletes and everyone predicted them to do well in football. This came to fruition, until having an injury riddled team and a triple OT loss to IKM to keep Manning out of the playoffs. Aaron believes IKM went on to play for the state championship.

Aaron Nelson Aaron continued to play all sports in high school. He proudly reflects back, “Floyd Forman and Jim Keegan were great role models and I couldn’t have asked to play for better coaches. They pushed us to get better every day, but were always fair (except they didn’t pass enough!). I played receiver and safety, can you tell? Brad Benton was one of my favorite teachers. Again, I really liked math. Brad was young (I think 23) and right out of school and easy to relate with. I graduated MHS Salutatorian in 1988. I’ve always been thankful that I was able to do well in school, because my days usually consisted of going to school, straight to practice and then straight to Caseys for work until about 11:30 pm which made it tough to balance sleep and studies. That may be the reason I don’t sleep much to this day.” Aaron stays in close touch with several of his friends, but particularly Eric Kelderman (lives in Kansas City) and Russ Sturm (lives in Avoca). They had many fun and crazy memorable times growing up. Keith and Sharon (Schrum) Kelderman have always been like second parents to Aaron, being gracious hosts to Aaron and his family whenever they come back to Manning (Aaron’s mom moved away from Manning after his freshman year of college).

Aaron continues, “Some other favorite memories in high school were working on projects for Channel 2. Making videos, sports commentary and other community events. I can remember having a great group of teachers who really challenged me academically. I got to go to the Drake Relays in the 4x100 my junior year, as well as the State Track Meet in the 400m low hurdles. I wish I knew what I know today and I would have pushed myself more in the preparation so I didn’t have such a miserable performance at state. At least I didn’t finish last!” In 1988, Aaron began college at Iowa State University. He graduated in December of 1992. During the four years at college, Aaron worked as a student athletic trainer, which provided him with the tools for the strong foundation he has today. His first college job, besides working sports camps, was flipping burgers at Wendy’s the summer between his freshman and sophomore years. Later summer jobs took him to Des Moines and Ankeny where he worked in a physical therapy clinic. “Like my feelings for Manning, I have a strong bond and commitment to Iowa State.”

Aaron continues, “As an FYI, “Jeff Hornacek introduced me to the profession of athletic training and was the one who helped solidify me attending Iowa State. My sister also played a strong role as she was also an ISU graduate. They both knew I was interested in studying medicine, but also knew I wasn’t familiar with the athletic training profession. My introduction to the ISU staff immediately made me want to choose that career path.”
