We have completed our fall yard waste

pick-up for the season, and what a season it has been! This year, we had to endure an excep-tionally wet fall, equipment breakdown and early snow. Although these issues made the process more difficult, our maintenance staff was out there on a daily basis trying to pick up leaves, many times having to first find them after they were buried by snow. A special note of thanks goes to our seasonal staff members who stayed lon-ger than anticipated to help us complete this year's yard waste pick-up. Collectively, the entire maintenance department did an outstanding job and we greatly appreciate their efforts!

Our next curbside service will be for Christmas trees, and they will be picked up on Mondays, Wednesdays and Fridays, from December 28 – January 25, excluding January 21 for Martin Luther King Jr. Holiday. Please remove all decorations and tree stands. Trees left in plastic bags

will not be picked up.As I have mentioned in pre-

vious articles, the “Radisson Structure” at the entrance of Willett Parkway is in poor con-dition. It was built in 1974 and has undergone several repairs and minor renovations over the years. The size of the structure is much larger than it may appear, as you are noticing it from your car driving into or out of the community. After evaluating its current condition, it is in need of more than just a makeover. It has been determined the struc-ture will need to be thoroughly renovated and it is perfect timing to undertake this project. The community will be celebrating its 45th Anniversary in 2019, and we would like to have the struc-ture completed as part of our anniversary celebration.

We are working with an architect not only to develop plans on renovating the struc-ture, but to also redesign the community entrance. The archi-tect is working on a vision of potentially incorporating this his-torical structure with a properly

lit American flag display, at our main community entrance. We are zeroing in on the final design and are looking forward to shar-ing this with the community in 2019.

The Radisson Community Telephone Directory is pub-lished every few years, and a full directory will be print-ed and distributed early next year. If your household would like to be listed in the directory, you must complete a Resident Membership Registration (RMR) form by January 31, 2019. If you have already completed this form, you can check the accura-cy of your listing by viewing the online version of the Community Telephone Directory. That can be found on the Members Only side of the website, on the Home page. If you find any changes necessary, please complete a new RMR form. The new RMR form overrides any previous forms. The exact data that you enter (spelling, phone # and the order of family members as listed) is used for the directo-ries. We expect the printed 2019 Community Telephone Directory to be delivered before spring, and expect this one to be in cir-culation for a minimum of 2 – 3 years.

A special thank-you goes out to Jeanine Downes and the Recreation Committee for host-ing such a wonderful Children’s Holiday Event last weekend. Due to the popularity of this event, they created a second party to ensure more children

and their families could attend. The evening had an “Elf” theme with crafts, a short movie and of course, a visit from Santa and Mrs. Claus! Also, winners of the Home Decorating Contest and Children’s Coloring Contest were determined after this issue went to print, so we will be announc-ing the winners in the 12/28 Reflections eMail Bulletin and on our Facebook page.

This holiday season, the RCA Office was again a drop-off loca-tion for many charitable organi-zations. We asked the communi-ty to help us make our collection boxes overflow with donations and the response was more than we could have hoped for. Thank you to everyone that contrib-uted generously to any, or all, of our recipient organizations.

As year-end approach-es, we ask that you consider the Radisson Community Foundation for your year-end donation. Monies raised by our recently formed 501(c)(3) orga-nization, will go towards pur-chases for the greater good of the community. However, there is no need to wait for a spe-cific fundraising event to make a donation to this fund. Donations may be made in memory of a loved one. Currently, we are not set-up to receive donations online or electronically, but you may pick up a form in the RCA Office to submit a donation.

On behalf of the Board of Directors and staff, we all would like to wish you and your family a Safe and Happy Holiday Season!

As per the Radisson Declaration of Protective Covenants, Conditions and Restrictions, property owned by the Radisson Community Association is Common Property. The extensive paved pathway system throughout Radisson is one of the most notable pieces of RCA Common Property.

During the winter months, the pathways are plowed routinely Monday – Friday. On Saturday, the pathways are plowed when we receive 4” of snow, or greater. The pathways are not plowed on Sunday. Please note, the path-ways are not salted and there may be some slippery areas. Please use caution when enjoying a winter walk.

Smiles for the Season

Radisson Nursery School News

This month brings lots of excitement, joy, and smiles from our preschoolers as they talk, learn, play, and discuss all of the reasons this season brings them joy.

In our 2’s class the chil-dren were busy creating their own special gift for their loved ones. They have been working hard on their fine motor through sticker art, painting and stamping. Their creative masterpiece for their loved ones is proof of this.

Our 3’s class has been in the holiday spirit with their Special Guy Night event at the start of the holiday sea-son. The children came back to school at night with their special guy and spent the evening, listening to a story, singing some of their favor-ite school songs, and creat-ing a beautiful winter scene on their own canvases. We just love this event because the children find it so neat to come back to school at night and the special guys love it because they get to make memories and expe-riences with their special someone.

Students in our 4’s class

have been busy little elves this month. They first kicked off the holiday season by creating and eating their very own friendship soup. Each child was to bring in an ingredient for their friend-ship soup. Throughout the week the children and teachers have been prepar-ing for this soup by making their own placemats and crafts, as well as, help pre-paring their feast by count-ing, cutting, stirring, and adding all of the ingredients into their soup pot. This activity not only reinforces their counting and number skills, but also demonstrates how the native americans and pilgrims worked togeth-er to create a feast that all can enjoy and be thankful for. This is a topic the chil-dren have been talking about all month, so having an activ-ity that mimics what the chil-dren have been discussing helps

make a connection between real life and self.

2019 Budget Process Yields Historically-LowRate and a Few Surprises

A Column by Onondaga County Legislature Brian F. MayAs Chairman of

the Legislature’s Ways and Means Committee, my top priority is to lead the County’s budget process. The approved budget establishes the County’s agenda for the coming year—fiscal and other-wise. Thanks in part to a solid initial budget proposed by the Administration and incredible support from our legislative staff, my colleagues and I deliv-ered a finished product aligned with the needs of taxpayers.

The 2019 budget process was also full of surprises. County Executive Mahoney resigned. Chairman Ryan McMahon was appointed the post by vote of the Legislature. A week later, Dave Knapp of LaFayette was elected Chairman and I was elected Majority Leader by my caucus. If you see me on the street, please don’t ask, “Who’s on first?” because I’m still not sure...

Here are a few things I am sure about: Since joining the Legislature, I’ve watched Chairman McMahon grow as a leader, colleague and friend. I am very confident Ryan will do a great job in his new role, which includes a promising partnership with the Legislature. As for County Executive Mahoney, she

always did what she believed was best for our community. Sometimes we agreed, some-times we didn’t—but I always respected her conviction for the beliefs she held. I wish Joanie all the best in this next phase of her career.

Getting back to the bud-get, the Legislature estab-lished three goals for the ini-tial budget presented by the Administration, which pro-posed a 1-penny rate reduc-tion, use of $1.5 million of Fund Balance and a $30 increase to the annual sewer rate. The goals we set—and were accomplished—were as follows:

1. Eliminate the proposed use of Fund Balance. My col-leagues and I made extensive budget cuts to eliminate the use of fund balance and create allowances for essential pro-grams such as Air One, the Ag Council, veterans support, Tick & Lyme Disease man-agement, pay-as-you-go road work, Drug Task Force, Cornell Cooperative Extension, home-less assistance programs, pub-lic safety programs and Canton Woods Senior Center, in our own back yard.

2. Improve our Cash Position (liquidity). Extensive discus-sion and scrutiny was given

to County programs and initia-tives requiring reimbursement from other entities, such as New York State. Our liquidity affects our ability to borrow and maintain one of the best bond ratings in New York. The result was a strong message that timely and efficient sys-tems and processes for reim-bursement are a priority going forward. Commitment to this objective will be critical as the County takes on $16 million in spending associated with new mandates for the incarceration of 16- and 17-year old minors in 2019.

3. Reduce Debt Service. The Legislature built on its custom of evaluating proposed capital projects for the coming year at the onset of the budget pro-cess. We also evaluated the effect of the proposed debt on future budgets and our abil-ity to borrow. Though about 75 percent of the total debt is mandated and associated with Onondaga Lake clean-up, our total debt is well below the allowable threshold and we are seeing a positive down-ward trend in borrowing.

We reduced the proposed sewer rate increase to $24.97 and adopted the increase for two highly strategic reasons. First, infrastructure across the

County is aging and requires constant maintenance, if not replacement. The cur-rent sewer rate is lower than communities of comparable size and our system must be adequately funded to stay compliant with regulatory demands while protecting natural resources. Second, and perhaps more importantly, is to provide new infrastruc-ture assistance and partner-ships with local municipalities where all stakeholders, espe-cially ratepayers, stand to ben-efit. I am particularly excited about our future commitment to towns and villages in this meaningful way.

Ultimately, my colleagues and I approved a budget fea-turing greatly-refined structur-al spending, eliminated the use of fund balance and improved upon a historically-low prop-erty tax rate and levy. There is also a new County Executive and I look forward to what the future holds in this new chapter in County government. Snow Removal Reminders and Mailbox Repairs

SNOW REMOVAL:Each winter we get a number

of calls and emails about snow removal. The public streets of Radisson are owned by the TOL and maintained by the Town of Lysander Highway Department, not the RCA. Please contact the TOL with any questions, concerns or complaints related to snow plowing, pot holes or

other street maintenance at 315-635-5551.

As stated on their web-site, the Town Highway Department’s top priority is reacting to the prevailing weath-er conditions to maintain public safety on roads in Lysander. As a courtesy to residents, the Highway Department will pay for repairs/repair damage that can be verified as having been caused by snow removal opera-tions. Please contact them in a timely manner so the area can be examined as soon as is

practical.Many residents choose

to hire a private plow service to keep their driveway clear. Please remind your service per-son to place snow onto your property as it is removed from your driveway. If the service company causes damage to a mailbox (yours or a neighbors), please ask them to contact the RCA Office to make arrange-ments to cover the cost of repairs.

MAILBOX REPAIRS: If your mailbox is damaged for any reason, the RCA will make the necessary repairs. There is a form on our website to initi-ate a work order request, or you can call the office to begin the process. Maintenance staff will evaluate the damage and determine what work is needed and your homeowner’s account will be charged for the replace-ment parts needed.

BILLING: If your mailbox was damaged by a plow, first com-plete the work order request,

SNOW SAFETY TIPS AND COURTESY REMINDERS:

• Keep trash and recycling totes in your driveway, back from the road and away from the path of the snowplow.

• It is illegal to leave snow in a roadway.

• There is no overnight park-ing on any Lysander streets.

• Be considerate of snow removal equipment and allow as much room as possible when driving near them.

• Educate your children to the dangers of making tunnels and playing on or near roadside snow banks.

Attention Property Owners:There are approximately 300+ fire hydrants

located within the Radisson Community. Keeping them cleared of snow decreases the amount of time that it takes for the hydrants to be accessed in an emergency. If there is a fire hydrant located on your property, for the safety of your family and neighbors, please keep it free of snow.
