Background
The Ministry of Home Affairs issued “Guidelines for Phased Re-opening (Unlock 1)” as per
Order No 40-3/2020-DM-I (A) on 30 May, 2020. The Order laid out the Governments proposed
model for easing lockdown restrictions and reopening the economy. While states have been
instructed not to further dilute the guidelines, they may continue to impose further
restrictions basis the situation on ground.
Phased re-opening of areas outside the Containment Zones
In the areas outside the Containment Zones, all activities will be permitted, except the
following, which will be allowed, with the stipulation of the following Standard Operating
Procedures (SOPs) to be prescribed by the Ministry of Health and Family Welfare (MoHFW),
in a phased manner:
Phase I
The following activities will be allowed with effect from 8 June, 2020:
i. Religious places/ places of worship for public.
ii. Hotels, restaurants, and other hospitality services
iii. Shopping malls
Ministry of Health and Family Welfare (MoHFW) will issue Standard Operating Procedures
(SOPs) for the above activities, in consultation with the Central Ministries/ Departments
concerned and other stakeholders, for ensuring social distancing and contain the spread of
COVID-19.
Phase II
Schools, colleges, educational/ training/ coaching institutions, etc will be opened after
consultations with states and UTs. State governments/ UT administrations may hold
consultations at the institution level with parents and other stakeholders. Based on the
feedback, a decision on the re-opening of these institutions will be taken in the month of July,
2020.
MoHFW will prepare SOPs in this regard, in consultation with the Central Ministries/
Departments concerned and other stakeholders, for ensuring social distancing and contain
the spread of COVID-19.
Phase III
Based on the assessment of the situation, dates for restarting the following activities will be
decided:
i. International air travel of passengers except as permitted by MHA.
ii. Metro Rail.

iii. Cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars,
auditoriums, assembly halls and similar places.
iv. Social/ political/ sports/ entertainment/ academic/ cultural/ religious functions and
other large congregations.
The purpose of this document is to map the activities in states / UTs while rolling out the
first phase of the Unlock 1.0.

Assam
Additional Restrictions
• City buses, intra & inter district buses allowed with 50% passengers under ASTC
only.
• No vehicles can stop in containment zones or buffer zones.
• People reaching state by flights to be put on mandatory 14-day quarantine.
Passengers to be distributed equally in-home quarantine and government
quarantine.
• Inter-district transportation restriction on sale of pork.
• Fish and Poultry from West Bengal or via West Bengal only through special
permission.
• Hotels, Restaurants, and other hospitality services to open from 8th June with
50% capacity at any given time.
• Pillion riders on 2 wheelers prohibited.
Additional Relaxations
• Film and Video shooting in public areas allowed from 1st June.
• Parlours and barber shops open from 1st June.

Chhattisgarh
Additional Restrictions
• Shops apart from Hotels & restaurants, Malls, club houses can only operate till
1900 hrs.
• Night curfew from 1900 hrs to 0700 the next day.
SOP to be followed by passengers coming to Chhattisgarh via domestic flights and
normal trains from other states
• Passengers coming from different states needs to register on portal

• After landing at the airport the passenger to be sent batch wise - 20 passengers
in a batch.
• Hand baggage and check in baggage to be sanitised by the state authority.
• Passengers showing the symptoms to be sent to kiosks, after the sample
collection they will be sent to the isolation centre.
• Those passengers tested positive to be sent to government quarantine centre /
home quarantine / paid quarantine centre depending upon the situation for 14
days.
• Passengers coming from trains to be dispersed batch wise (2 bogies in a batch)
after the scanning producers.
• Passengers travelling to airport must have boarding pass for travellers as well as
e-pass for the driver to enter the premises.
Guidelines for action in respect of persons / workers returning to Chhattisgarh
• Collectors of all the districts have been requested to maintain all the essential
details of the individuals who are willing to come back to Chhattisgarh from
different state.
• Based on the provided details the migrants and their family members will be kept
in quarantine centre organised by the State Government.
• Holding area / medical camp will be arranged by the local authorities at the
borders for the migrants coming from neighbouring states by the respective state
busses to Chhattisgarh.

Order from office of Transport Commissioner regarding SOP for inter district
movement of city buses
• Buses will operate following all the precautionary guidelines and will stop only at
pre-defined stoppages.
• While travelling in the bus; driver, conductor and passengers must compulsorily
wear the masks.
• It is mandated to maintain the social / physical distance in the bus.
• For inter-district travels all the passengers must get the e-pass from the link

• For inter-state travels people must get an e-pass.
Delhi
Containment Zone
• Lockdown shall continue to remain in force in the Containment Zones till June 30.
• In the Containment Zones, only essential activities shall be allowed. There shall be
intensive contact tracing, house-to-house surveillance, and other clinical
interventions, following the guidelines of MoHFW.
Additional Restrictions
• Hotels and other hospitality services, except those meant for housing
health/police/government officials/healthcare workers/stranded persons
including tourists and those used for quarantine facilities, and running of canteens
at bus depots, railway stations and airports, shall remain closed.
• All religious places/places of worship shall be closed for public. Religious
congregations are strictly prohibited.
• Spas shall remain closed.
• Social distancing to be maintained in all cases. If social distancing is not
maintained by any shop, then the said shop shall be liable to be closed.
• Construction activities shall be permitted wherever the workers are available on-site or
could be transported to the site from within the NCT of Delhi.

Activities permitted with Restrictions
• Restaurants shall be permitted to operate kitchens for home delivery and takeaway of
food items.
• Intra-State (within NCT of Delhi) movement of buses (DTC as well as Cluster) shall be
permitted with the condition that not more than 20 passengers shall be allowed at one
time inside the bus.
SOP for Busses
• The Transport Department shall deploy an adequate number of bus marshals
inside each bus for maintaining social distancing inside the bus and restricting the
number of passengers to 20.
• Buses, boarding shall be allowed only from the rear door while de-boarding shall
be allowed only from the front door.
• Before entering the bus, each passenger shall be screened through a thermal gun
on 'best effort' basis.
Goa
Additional Restrictions
• Hotels in the state would continue to remain closed till 30th June.
• Goa issues advisory for gradual relaxations in lockdown norms from June 8 : Goa
Health Ministry has compiled a comprehensive list of dos and don'ts, which spell
out precautions that need to be taken in various aspects of life, including in public
places, dealing with house-help or using public transport.
• No Exit Permit required to leave the State: The District Magistrate, North Goa
issued order that no "Exit permit" is required from the Government of Goa to exit
the State. The person or persons intending to go out of Goa has to obtain
permission from the concerned destination district/State as applicable.
• There would be no inter-state bus transport to neighbouring States of
Maharashtra and Karnataka.
• Hotels in the state would continue to remain closed till 30th June.
Additional Relaxations
• The state has already reopened several sectors, including manufacturing
industries, public transport, shops, private establishments, and markets, as part
of relaxations made during the third phase of the lockdown.

Gujarat
Activities permitted with Restrictions
• Educational Institutions (only admin work allowed)
• State Transport Buses to operate across the state with 60% capacity, in
Ahmedabad & Surat – 50% capacity
• Only family member allowed as Pillion rider on 2-Wheeler – Masks compulsory
• In small cars - Driver + 2 passengers and in big cars - Driver + 3 passengers
allowed
• Private Buses – with 50% capacity with no passenger standing and general
SOPs declared for ST buses
• Auto Rickshaws (Driver + 2), Cabs (5 seater cabs – Driver + 2 ), SUVs or larger
Cabs (seating 6+ - Driver +3)
• Tea Coffee Stalls, Liquor Shops, Pan Shops (only Takeaways)
Additional Relaxations
• To be opened from 8th June: Street Vendors – at designated places.
Haryana
SOPs for Inter-State Travel in Haryana
Department of State Transport, Haryana has released SOPs for inter-state travel in
buses of Haryana Roadways, as mentioned below.
• The buses being employed for ferrying passengers should be fully sanitised
inside out.
• Sanitiser bottles must always be kept inside the buses and must be used by the
bus staff from time to time at regular intervals.
• The wearing of masks by everyone aboard the bus and on bus stands must be
strictly adhered by all. All passengers should carry sanitizers with them.
• The passengers intending to undertake travel must carry their identity proofs
and tickets, in either electronic mode or physical form.
• The bus staff as well as passengers must have Arogya Setu app downloaded in
their mobile phones while they travel with all relevant details filled in. The app
should always be functional.

• It must be ensured that the staff and passengers are free of COVID symptoms.
If any such person is aboard, he or she must immediately be de-boarded and
sent home and the people in contact with him / her must be home quarantined
for 14 days.
• While passengers are boarding, their thermal screening must be ensured by
the staff deployed there. No passenger should be allowed to board if he / she
is running high temperature. The staff doing thermal screening must wear PPE
kit while doing the screening and should sanitise themselves properly and
adequately.
• The number of passengers aboard one bus shall not exceed 30-35 depending
upon extent of purchase of multiple tickets.
• Passengers must follow COVID protocols and shall maintain physical distancing
at bus stands and in the bus, not spit inside the bus or outside and at bus stands
and other public places, cover their faces while sneezing and coughing.
Himachal Pradesh
Additional Restrictions
• No movement of persons shall be allowed from 2000 hrs to 0600 hrs daily except
for essential activities and morning walk/run within locality on foot from 0500 hrs
to 0600 hrs.
Activities permitted with Restrictions
• Pass shall be required for coming into the District Hamirpur by vehicle from any
other state as per State Government Order No. Rev(DMC)(C)20-2/2020-COVID19
Dated 31.05.2020.
• For daily/weekend commute through inter-state barriers by persons who work in
offices/establishments within district, pass shall be required from District
Magistrate/Concerned SDM.
Karnataka
Additional Restrictions
• Hotels, restaurants, and other hospitality services have been disallowed (except
for the running of canteens in bus depots, railway stations and airports).
• Shopping malls are not allowed to open.
• Access to religious places/places of worship for public are not allowed.

Kerala
Activities permitted with Restrictions
• Besides the car driver, three passengers can travel in a four-wheeler
Interstate Movement
• Those coming from outside the state will have to register with the government's
'COVID Jagratha portal' and travel after taking pass.
• For train journey, passengers coming with return tickets from other states need
not undergo quarantine.
Lakshadweep
Additional Restrictions
• Extension of Lockdown till 30 June, 2020
Activities permitted with Restrictions
• Department of Education-UTL-Kerala university is schedule to conduct the final
semester Degree/PG exam at the allotted Exams centres at Kavarathy,
Lakshadweep for the students of the University who have returned from Kerala
to various Islands during the lock down.
Madhya Pradesh
Activities permitted with Restrictions
• One-fourth of the shops in the urban areas of Indore, Ujjain, Neemuch and
Burhanpur will be opened turn by turn. One-third of the shops in markets of
Bhopal will open turn by turn. Half the shops in Dewas, Khandwa Municipal
Corporation and Dhar.
• All government and private offices will be opened in Indore, Ujjain and Bhopal
Municipal Corporation areas with 50 percent employees.

Maharashtra
Additional Restrictions
• Religious places / places of worship for public are not allowed to operate
• Barber Shops, Saloons, Beauty Parlours are not allowed
• Shopping Malls, Hotels, Restaurants and other Hospitality Services are not
allowed to operate.
• Malls and market complexes are not allowed to open.
Activities permitted with Restrictions
• All Municipal Corporations of MMR Region, including MCGM, MC of Pune,
Solapur, Aurangabad, Malegaon, Nashik, Dhule, Jalgaon, Akola, Amravati and
Nagpur, which were Red-Zones, additional activities are allowed in Phased
manner excluding containment zones. Activities permitted in earlier orders will
continue to be allowed.
• June 03 onwards - Outdoor physical activities like cycling/ jogging / running /
walking between 5am - 07 pm permitted.
• Services of plumbers, electricians, pest-control and technicians, Garage and
Workshop for vehicles with prior appointment.
• Govt offices which were not operational are allowed to function at 15%
strength or minimum 15 employees
• June 08 onwards - All private offices can operate with up to 10% strength or
minimum 10 employees.
• E-Com for non-essential goods is allowed in Red zone but not in containment
zones.
• No indoor activities will be permitted in the stadium.
• Inter-district bus service orders will not be permitted.

Manipur
Additional Restrictions
• Guidelines of lockdown 4 extended till June 30 and till further orders.
• Passes needed for private vehicles to ply.
• Night curfew 6 pm to 6 am in most districts but DCs of districts are coming up
with local level orders.
Activities permitted with Restrictions
• Odd even for vehicles carrying goods.
• Home delivery of essential commodities only from 6 am to 2 pm by local shops.
• Wholesale shops to operate all days except Sunday.
• Only essential services like hospital, govt officials engaged in COVID duties,
essential services etc exempted.
• Standalone shops to open between 0600 hrs - 1400 hrs
Meghalaya
Additional Restriction
• All shops from fixed premises are allowed except barber shops, beauty
parlours and salons.
• 50% of private and public transport allowed to operate
• 4 wheelers with only 2 passengers, and pillion riding with female or child below
12 years allowed
Mizoram
Additional Restriction
• Public transport allowed carrying passengers of 50 percent capacity.
• Markets and shops to open between 1000 hrs – 1700 hrs.
• Essential commodity selling shops and other commodity shops will open on
alternate days.
• Private vehicles to ply as per odd even arrangement.
• All borders remain sealed except for Assam & Tripura borders, where stranded
people are also being brought in. Inter-state border at Kanhmun kept open.

Nagaland
Additional Restriction
• Odd Even system of vehicles movement only in Dimapur town (This is applicable
only in NH29 & Dimapur town).
• Shops in rural areas allowed to open but in towns restrictions continues.
• Private offices allowed to operate only in Dimapur and Kohima with 50% staff
Odisha
Additional Restriction
• Odisha Government orders complete shutdown on Saturdays and Sundays in 11
districts - Ganjam, Puri, Nayagarh, Khurda, Cuttack, Jagatsinghpur, Kendrapara,
Jajpur, Bhadrak, Balasore and Bolangir.
• All Shopping Malls will remain closed till 30th June.
• There would be no permission for any kind of religious, political or, any other form
of congregation people till 30th June 2020.
• The curfew timings are from 1900 hrs to 0700 hrs the next day.
Rajasthan
Additional Restrictions
• Hotels and Malls to remain closed till 30th June.
• All religious places/places of worship shall be closed for public to remain closed
till 30th June.
Additional Relaxation
• All Monuments, Forts and Museums have been reopened to the public from 1st
June. SOPs on required steps to open the monuments have been issued to all the
concerned superintendents.
Sikkim
Additional Restrictions
• Strict restriction on inter-state movement.
• Shops to open on alternate days as per government’s schedule

• Private vehicles and cabs allowed to operate in odd - even fashion.
• Inter district movement is allowed but controlled in private vehicles with max
capacity of 50%.
• Inter-district cab movement is prohibited.
Tamil Nadu
Additional Restrictions
• All religious places/places of worship shall be closed for public. Religious
congregations are strictly prohibited.
• Tourists travel to Nilgiris District, Kodaikanal and Yercaud tourist places will be
prohibited.
• Hotels, restaurants and other hospitality services, expect those meant for housing
health/police/Government officials/healthcare workers/stranded persons
including tourists and for quarantine facilities are not permitted
• Shopping malls to remain closed.
• Inter-state public transport to be non-operational.
Activities permitted with Restrictions
• IT/ITES are permitted to operate with at least 20% to work from home. In areas
falling under the jurisdiction of Greater Chennai Police (GCP), IT/ITES are
permitted to operate with company provided transport at 20% strength subject
to a maximum of 40 persons.
• In areas falling under the jurisdiction of Greater Chennai Police (GCP), all private
offices are allowed to function at 50% strength. However, work from home shall
be encouraged to the extent possible.
• All showrooms and large format shops (including jewellery and textiles shops)
except in shopping malls are permitted to operate with 50% staff strength without
air conditioning and limiting the number of customers to five at a time to ensure
social distancing.
• Restaurants shall be permitted to function with effect from 8.6.2020 with dine-in
facilities with 50% of seating capacity maintaining social distancing. Air
conditioning shall not be used even if it is available.
• Tea shops & Restaurants (parcel along till 7.6.2020), vegetable shops and
provision shops, are permitted to function from 0600 – 2000 hrs. Other shops

including Liquor retail vending (TASMAC) shops are permitted to function from
1000 - 2000 hrs. In Greater Chennai, liquor shops to remain closed.
• Rental vehicles and taxis including cab aggregation are permitted with not more
than three passengers, excluding the driver.
• Public transport is permitted through Government and private buses subject to
total seating capacity limited to 60%. Public transport is not permitted in the
following areas: Kancheepuram, Tiruvallur and Chengalpattu districts and within
the Chennai Police Commissionerate limit.
Tripura
Additional Restrictions
• Market complexes and malls to remain closed.
• Inter-district movement restricted and permission needed from District
authorities.
• Night curfew 1900 hrs to 0700 hrs next day.
Uttar Pradesh
Additional Restrictions
• Prohibition on entry of people from containment zones / hotspot areas in Delhi
to Gautam Buddh Nagar and Ghaziabad will remain.
• Night curfew 1900 hrs to 0700 hrs the next day
Activities permitted with Restrictions
• All government offices will operate with 100% workforce. Staggered timings will
be followed- 0900 – 1700 hrs, 1000 – 1800 hrs, and 1100 – 1900 hrs to limit the
spread of coronavirus.
• All markets will remain open from 0900 – 2100 hrs on a rotational basis.
Supermarkets may open with conditions of social distancing and other
precautionary measures. Weekly markets allowed in rural areas.

Uttarakhand
Activities permitted with Restrictions
• Govt has permitted all business and commercial activities in red zones, only from
0700 hrs – 1600 hrs while in orange and green zones it has been allowed from
0700 hrs – 1900 hrs.
West Bengal
Additional Restrictions
• Mandatory institutional quarantine for two weeks for the returnees on Shramik
Special trains/ Special trains from COVID-19 hotspots.
• Migrant workers reaching their homes in tea estates of West Bengal would not be
allowed to stay in home quarantine but kept in quarantine centres in each tea
garden.

Assam • Incoming passengers to undergo Institutional quarantine for 7 days.
• Pregnant women, elderly persons above 75 years, person due to attend funeral of immediate relation, children below 10 years, divyang, immediate relative of hospitalized patients, people pre-existing health conditions are exempted from this requirement.
• Post completion of institutional quarantine, Passengers to remain under Home quarantine for 7 days
• Declaration form prescribed by state to be filled by passengers at arrival.
Bihar • No requirement
Chhattisgarh • Passengers to remain under home quarantine for 14 days
• All arriving passengers in must have E-pass downloaded with them.
• Passenger to registration from http://epass.cgcovid19.in
• These forms will be collected on help desk counters of health ministry at arrival hall and passengers will be released based on information written on these forms.
Delhi • All international passengers to be placed under Institutional quarantine for seven days on arrival.
• Passenger to be placed under Home quarantine for seven days.
