EXPLANATORY NOTES
This report describes the palay and corn crop situation for
January-December 2015. Likewise, it presents the outlook for January-
June 2016 based on farmers’ standing crop and planting intentions. The
estimates and outlook are the results of the January 2016 round of the
quarterly Palay and Corn Production Survey (PCPS) of the Philippine
Statistics Authority (PSA).
The report includes information on monthly prices of palay, rice,
corn and fertilizer; and cumulative actual and normal rainfall. Data on
prices are sourced from the Weekly Cereals and Fertilizer Price
Monitoring (WCFPM) of the PSA. Rainfall data are provided by the
Philippine Atmospheric Geophysical and Astronomical Services
Administration (PAGASA).

Weather Situation and Outlook1
October-December 2015 Situation
The El Niño condition in the tropical Pacific remained strong.
International climate prediction models suggest that the on-going strong El Niño
condition is approaching its peak during the Nov-Dec-Jan 2015/2016 season and
may gradually weaken from February 2016. Transition to ENSO-neutral condition
is expected by May-June-July 2016 season.
The weather systems that affected the country during the period were
Inter-tropical Convergence Zone (ITCZ), low pressure areas (LPAs), Northeast
(NE) monsoon, ridge of high pressure areas, tail-end of the cold front, easterlies
and the passage of six (6) tropical cyclones (TCs) over the Philippine Area of
Responsibility (PAR), namely; Severe Tropical Storm (STS) “Kabayan” (Oct. 1-
3); Typhoon (TY) “Lando” (Oct 14-21); TY “Marlyn” (Nov 22-25); Tropical
Depression (TD) “Queenie” (Nov. 26-30); TY “Nona” (Dec 11-17) and TD
“Onyok” (Dec 16-18). TCs Kabayan and Lando made landfall in the province of
Aurora and brought heavy rainfall along their tracks. The slow movement of TY
Lando caused flooding and landslide incidents in many parts of Central Luzon,
CAR, Cagayan Valley and Ilocos Region.
January-March 2016 Outlook
The period is the peak of the Northeast (NE) monsoon season, locally
known as “Amihan”. Tropical cyclone activity is however at its minimum.
Weather systems that may affect the country are the NE monsoon, tail-
end of a cold front, trough of LPAs, ITCZ, easterlies, ridge of high pressure areas
and one (1) to two (2) tropical cyclones that are likely to develop/enter the
Philippine Area of Responsibility (PAR). Cold surges are expected during the
period.
Rainfall outlook indicates that below normal to way below normal rainfall
conditions will likely be experienced due to the ongoing El Niño affecting rainfall
pattern that may lead to very dry conditions over large areas of the country.

HIGHLIGHTS
Palay and corn production for calendar year 2015 were lower by 4.31% and
3.24%, respectively, compared to the 2014 levels. The decrements were attributed
to the lower area harvested and yield brought by insufficient water supply, dry
spell/drought, and adverse effects of Typhoons “Ineng”, “Kabayan”, “Lando”
and “Nona”.
Likewise, palay and corn production for the first half of 2016 is foreseen to be
lower by 1.48% and 0.17% compared to its respective levels in 2015.
1.1 PALAY
Calendar Year 2015 Estimates
Palay production for calendar
year 2015 was 18.15 million
MT, 4.31% lower than the 2014
output of 18.97 million MT.
Harvest area was lower by
83,445 hectares or by 1.76%.
Yield dropped from 4.00 MT per
hectare last year to 3.90 MT per
hectare this year (Tables 1-3).
All regions other than Bicol
Region, Western Visayas,
Zamboanga Peninsula and
Northern Mindanao recorded
significant reductions in
production (Tables 4-6).
July-December 2015 Crop
Production for the period July-
December 2015 at 9.83 million
MT was down by 7.19% from
last year’s level of 10.59 million MT. Harvest area contracted from 2.64
million hectares to 2.59 million hectares or by 1.83%. Yield declined from
4.01 MT per hectare to 3.79 MT per hectare or by 5.47% (Tables 4-6).

The October-December 2015 production at 7.27 million MT was 3.78%
lower than the 2014 level of 7.56 million MT. Harvest area expanded by
3.90%, from 1.87 million hectares in 2014 to 1.94 million hectares this year.
Yield reduced from 4.05 MT per hectare to 3.75 MT per hectare or by 7.40%
(Tables 4-6).
o In Central Luzon, the
decrease was attributed to
the adverse effects of
Typhoon “Lando” that
resulted to the totally
damaged areas and reduction
in yield especially in the
provinces of Nueva Ecija,
Aurora, Bulacan, Tarlac and
Pampanga.
o In Caraga, area harvested
decreased due to insufficient
water supply during planting season. This could be attributed to the
damaged National Irrigation System (NIS) main canal in Andanan,
Bayugan City in Agusan del Sur, scheduling of irrigation water release in
Agusan del Norte, and insufficient rainwater in Surigao del Norte and
Surigao del Sur. In addition, there were also reports of rice black bugs
incidence and rat infestations that caused reduction in yield.
o In CAR, drop in area harvested and yield were due to the adverse effects
of Typhoon “Lando”.
o In CALABARZON, insufficient water supply during the vegetative stage
of the crop, and the occurrence of Typhoon “Lando” brought significant
reductions in the regions’ output. Moreover, there were incidences of rice
black bugs, tungro and rodents in Laguna.

The January-June 2016
probable production may reach
8.20 million MT, 1.48% lower
than the 8.32 million MT output
in 2015. Harvest area may reduce
by 1.91% from 2.06 million
hectares in 2015 to 2.02 million
hectares in 2016. However,
yield may improve from 4.04 MT
per hectare to 4.05 MT per
hectare, or by 0.44% (Table 7).
Based on standing crop, probable
production in January-March
2016 will be 4.15 million MT,
4.98% below the 4.37 million
MT output in 2015. Harvest area
may contract from 1.15 million
hectares in 2015 to 1.10 million
hectares in 2016, or by 4.25%.
Yield may go down from 3.80
MT to 3.77 MT, or by 0.76%
(Tables 8-10).
Probable reductions in
production are expected in all regions except Eastern Visayas, Central
Visayas, CALABARZON, Caraga and Davao Region.
o In Central Luzon, unrealized plantings last quarter due to insufficient
water supply and damaged areas caused by Typhoon “Nona” may result
in lower area.
o In Cagayan Valley, probable decrease could be attributed to the lower

o In MIMAROPA, harvest areas may contract due to the damages incurred
by Typhoon “Nona” in Mindoro Occidental and Mindoro Oriental, and
unrealized plantings due to insufficient water supply which were
observed in Palawan, Romblon and Marinduque.
o In Ilocos Region, expected negative growth could be attributed to
insufficient water supply and shifting to vegetables in Ilocos Norte.
o Lesser plantings were observed in Iloilo due to early closure of irrigation
systems, and insufficient rainfall may contribute to lower production in
Western Visayas.
o In Zamboanga Peninsula, probable decrease could be attributed to the
insufficient rainfall in Zamboanga del Norte and movement of cropping
to the second quarter of 2016 in Zamboanga Sibugay.
Based on farmers’ planting
intentions, the April-June 2016
production, harvest area and
yield are foreseen to increase by
2.37%, 1.03% and 1.33% from
their respective levels in 2015
(Tables 8-10).
o In Cagayan Valley,
movement of cropping from
the first quarter of 2016 to the
second quarter of 2016 due to
the late release of irrigation
water, and plantings of damaged areas due to Typhoon “Nona” may
expand the harvest area.
o In Northern Mindanao, replanting of more areas is anticipated due to
sufficient water supply from the previously rehabilitated Communal
Irrigation System of National Irrigation Administration (CIS-NIA) in
Malaybalay, Bukidnon. Yield in Misamis Occidental may improve due
to availability of subsidy for high yielding variety seed.
o In SOCCSKSARGEN, probable more plantings due to no cut-off
scheduled in the irrigation water release in South Cotabato.

Calendar Year 2015 Estimates
Corn production for calendar year
2015 reached 7.52 million MT,
3.24% below the 2014 output of
7.77 million MT. Harvest area
contracted to 2.56 million hectares,
1.90% lower than last year’s 2.61
million hectares. Yield declined
from 2.98 MT per hectare to 2.93
MT per hectare, or by 1.37%
(Tables 11-13).
July-December 2015 Crop
The July-December 2015 output
was 4.14 million MT, 3.56% below
last year’s 4.29 million MT.
Harvest area increased to 1,516.9
thousand hectares, 0.03% higher
than last year’s 1,516.4 thousand
hectares. Yield was down by
3.60%, from 2.83 MT per hectare
in 2014 to 2.73 MT in 2015 (Tables
14-16).
The October-December 2015 corn
production was 1.73 million MT,
6.04% lower than the 2014 output
of 1.84 million MT. Harvest area
was lower by 1.29%, or from 642.8
thousand hectares in 2014 to 634.5
thousand hectares this year. Yield
per hectare dropped from 2.87 MT
to 2.73 MT or by 4.81% (Tables
14-16).

The regions which contributed substantial increment in production were
Cagayan Valley, Davao Region, ARMM, CALABARZON and Central
Luzon.
o In Cagayan Valley, negative growth in area harvested was traced to the
insufficient soil moisture during planting time, and shifting to cassava,
tobacco and sugarcane, while, lower yield was attributed to the adverse
effects of Typhoon “Lando” and “Nona”.
o In Davao Region, dry spell and lesser releases of yellow corn seeds from
DA and LGUs in all provinces resulted to lower production in the region.
o In ARMM, intense heat due to dry spell caused lower production
specifically in Maguindanao.
o In CALABARZON, limited plantings due to inadequate rainfall, shifting
to sugarcane and the damaged brought by Typhoon “Lando” led to lower
production in Cavite. There was lesser application of fertilizer due to dry
weather which resulted to stunted growth of the crops and smaller cobs
developed in Batangas.
o In Central Luzon, Typhoon “Kabayan” and “Lando” brought totally
damaged areas and negative effects in yield in Aurora, Nueva Ecija and
Pampanga.
January-June 2016 Forecasts
The January-June 2016
production is expected to
decrease by 0.17%, from 3.38
million MT in 2015 to 3.37
million MT in 2016. Harvest
area is foreseen to be lower by
209 hectares, or from 1,045.04
thousand hectares to 1,044.83
thousand hectares. Yield may go
down from 3.24 MT per hectare
in 2015 to 3.23 MT in 2016
(Table 17).

The January-March 2016 forecasts on standing crop indicate cutbacks in
production, harvest area and yield by 6.53%, 4.21% and 2.42% from their
respective levels in 2015 (Tables 18-20).
Cagayan Valley, Northern
Mindanao, Western Visayas,
CAR and Central Luzon are
expected to contribute to the
bulk of decrement in output.
o In Cagayan Valley,
probable decrease could be
attributed to the damages
brought by Typhoon
“Nona” in flood prone
areas in Cagayan and
Isabela. Shifting to cassava
in Quirino may bring
contraction in harvest area. In Nueva Vizcaya, more areas that were
planted to locally produced Open Pollinated Variety (OPV) seeds may
cause yield to drop.
o In Northern Mindanao, intense heat and insufficient rainfall will result to
lower area and yield in the western municipalities, some part of Gingoog
and Magsaysay, Misamis Oriental. There were shifting to vegetables in
Camiguin, pineapple in Balingasag and Jasaan, and cassava in Claveria,
Misamis Oriental.
o In Western Visayas, CAR and Central Luzon, lower outputs are foreseen
due to insufficient rainfall and dry spell.

MT output in 2015. Harvest area
may expand by 9.08% from 329.8
thousand hectares in 2015 to 359.7
thousand hectares in 2016. Yield
per hectare may improve from
3.07 MT to 3.23 MT, or by 5.17%
(Tables 18-20).
o The probable increment could
be attributed to the movement of cropping from first quarter of 2016 to
second quarter of 2016 and replanting of damaged areas in Cagayan
Valley.
o In SOCCSKSARGEN, more areas are expected to be planted to corn due
to sufficient soil moisture, seed assistance from DA-RFU XII and
additional areas from the dried portions of the marsh land may increase
the regions’ output.
o In Northern Mindanao, farmers are anticipating more plantings due to the
onset of rainfall during the first quarter of 2016 and availability of seed
subsidy from DA-LGU.
o More plantings are expected due to availability of high yielding variety
seeds from the Department of Agriculture in Bicol Region and Davao
Region.

2.1 PALAY/RICE
The average farmgate price of
palay in 2015 was P17.98 per
kilogram, 10.61% lower than last
year’s average price of P20.11.
Average monthly price peaked in
January 2015 at P18.5 per
kilogram and lowest in
November at P17.41 (Table 21).
At wholesale, average price of
rice for calendar year 2015 was
P38.33 per kilogram, 3.35%
higher than last year’s P39.66 per
kilogram. Average monthly
prices from March 2015 to
December 2015 were consistently
lower than their respective
records in 2014 (Table 21).
This year’s average price of rice
was down by 1.72% or from
P42.33 per kilogram in 2014 to
P41.6 in 2015. Monthly retail
prices exhibited downward trend
from P42.56 per kilogram in
January 2015 to P41.11 in
December 2015 (Table 21).

Yellow Corn
The January-December 2015
average farmgate price of yellow
corn dropped by 4.04%, from

The January-December 2015
retail price of yellow corn
averaged P22.51 per kilogram,
1.21% higher than the 2014
record of P22.24 per kilogram.
Monthly retail prices exhibited
downward trend from June 2015
to December 2015 (Table 23).
White Corn
The 12-month average farmgate
price of white corn in 2015
dropped by 7.09%, from P14.64
per kilogram last year to P13.61
per kilogram. Monthly prices
were increasing during the
months of January to July then
continuously dropped until
December 2015. Price settled at
its lowest level of P12.03 per
kilogram in December 2015
(Table 24).

2.3 FERTILIZER
In 2015, the 12-month average
dealers’ price of urea fertilizer
was P1,048.44 per bag of 50
kilograms or 4.17% lower than
last year’s average price of
P1,094.10 per bag. Monthly
prices were generally
decreasing from P1,031.49 per
bag in December (Table 25).

below the 2014 quotation of
P1,029.66. This year’s monthly
prices ranged from P1,016.98 per
bag in January to P993.53 per
bag in December (Table 25).
In 2015, the 12-month average
delears’ price was P1,184.65 per

The accumulated actual decadal rainfall for calendar year 2015 was
33,048.7 millimeters, 18.5% lower than the 2014 level of 40,560.0
millimeters and 12.1% lower than the normal rainfall condition for the
year (Table 26).
All Regions other than CAR, Ilocos Region, Cagayan Valley, Central
Luzon and NCR received way below normal rainfall.
Western Visayas recorded highest drop in rainfall at 925.68 millimeters
compared with its normal rainfall condition followed by Zamboanga
Peninsula at 683.41 millimeters and CALABARZON at 552.67
millimeters. On the other hand, CAR received 458.92 millimeters more
than its normal rainfall condition.
