RIVERSIDE WATER TREATMENT PLANT HIGH SERVICE PUMP STATION IMPROVEMENTS

BID OPENING DATE: OCTOBER 24, 2019
This Addendum forms a part of Contract and clarifies, corrects or modifies the original Request for Bids, dated September 12, 2019. Acknowledge receipt of this addendum in space provided on Bid Form. Failure to do so may subject bidder to disqualification. Questions and Clarifications
1) Sheet C105. Please clarify callouts utilizing the symbol for fencing detail A1/C114 in the area around the 54-inch suction line (north of the pump station) and the backwash meter vault (adjacent to Colcord Ave.). a) The fence callout for both of these locations is for reference when re-installing fencing after
construction of the 54-inch suction line and the 24-inch backwash line. These locations do not require new fencing if the existing fencing can be re-installed to pre-construction conditions. New fencing will be required if the existing fencing is damaged.
2) Sheet C105. Please clarify the note regarding the relocation of the existing sliding pedestrian
walk through gate near the existing surge valve. a) The existing sliding walk-through gate is located approximately in line with the existing surge
valve hot box and shall be moved approximately 10-15 feet closer to Colcord as shown on Sheet C105.
3) Sheet C105 – Callout - Approximate Limits of Class A HMAC Pavement. A lot of the existing
paving is going to be damaged beyond repair. This area is surrounding the Pump Station, Electrical Building, All Misc. Transformers, HVAC Pads, Sidewalks, etc. Will Asphalt Paving be installed in this entire area? If so, please clarify what pavement section is required. a) All utility trench cuts shall be repaired with the appropriate surface replacements as shown on
detail A1/D104. Pavement damage to the area around the pump station, electrical building, etc. (approximate limits of pavement repair) shall be repaired with 8-inches of TY-A Grade 1-2 Flexible Base per TxDOT Item 247 (with prime coat & tack coat) and 2-inches of D-GR HMAC TY-C SAC-B PG 64-22 per TxDOT Item 340. All subgrade, base, and surface course shall be properly compacted per the specifications.
4) Sheet S103. There are only two steel columns shown for the electrical building at Gridline B. Are
those the only two columns in the building? a) Yes, this is a wood frame building and these are the only two columns.
5) Sheet S104, S105, S106. Is metal decking intended to go in the electrical building? It is
referenced as key note 5.2. a) Metal decking is not required for the electrical building. Delete key note 5.2 on Sheet S104,
S105, & S106.

6) Can Boesch Vertical Turbine Pumps be added as an approved manufacturer of Vertical Turbine Pumps (Section 43 23 31) for this project? a) Approved manufacturers shown within Section 43 23 31 – 2.1.A will not be changed.
7) Section 07 21 19. This section calls for Polyurethane Spray Foam Insulation, where is this to be
utilized? a) As shown on Sheet S104 key notes 7.1 & 7.2, contractor may utilize either batt insulation or
spray-foam insulation under the roof.
8) Section 09 90 00 – 1.1.C.4. This section calls for protective coatings to floor surface of chlorine building, where is this to be utilized? a) Delete this reference. There is not a chlorine building within this project.
9) Sheet E101. There is a Pad Mounted Metering Unit and a Utility Transformer each on concrete
pads. Per note # 1, it says to reference specification 26 02 10 but this specification is not included. Please clarify and provide details for these pads a) Specification 26 02 10 is included. The Oncor Appendix with details and requirements is
located after Section 26 03 90 – SCADA but before Section 26 22 31 – Electric Induction Motors. Additional electrical concrete details are included on Sheets S112 & S113. Oncor is only furnishing and installing the primary conductors, the transformer, the metering cabinet and the conductors between the transformer and the metering cabinet. The contractor is responsible for all the underground conduits, which include the 5 kV primary conduits, the 4160-volt secondary conduits, the transformer pad and the metering cabinet pad.
10) Sheet M100 & Detail A11/M108. Please clarify what is required for the 3 - 30" flexible
connections adjacent to the discharge header gallery (30” to Gholson, 30” to PP1, 30” to Hillcrest) a) These three flexible couplings shall be Victaulic Style W77 AGS (or approved equal) with
fusion bonded epoxy coating and stainless-steel bolts, nuts, and washers.
11) Sheet S102 & M100. There is a concrete slab/pad on the south side of the pump station for the surge valve piping, please provide additional detail on this slab. a) See attached revised drawings and attached new Sheet S111A for additional detail.
12) Sheet S102. Please provide a structural section view cutting through all pump cans.
a) See attached revised drawings and attached new Sheet S111B for additional detail.
13) Section 40 20 14 – C200 Steel Pipe – 2.1.E.19.a - Coating. Current specifications require Cement Mortar coatings per AWWA C205, can AWWA C210 Epoxy coatings be considered for Pump Station Piping and AWWA C222 Polyurethane coatings be considered for the Yard Piping? a) Epoxy Coating per AWWA C210 for Pump Station Piping and Polyurethane Coating per
AWWA C222 for Yard Piping are acceptable alternatives to Cement Mortar Coating per AWWA C205.
14) Section 40 20 14 – C200 Steel Pipe – 2.1.E.19.b - Lining. Current specifications require Cement
Mortar linings per AWWA C205, can AWWA C210 Epoxy linings be considered for Pump Station Piping? a) Epoxy Lining per AWWA C210 is an acceptable alternative to Cement Mortar Lining per
AWWA C205.
15) Will there be an instrumentation schedule provided with Tag names? a) No.
16) Sheet E117 & M100. Please confirm that a pressure transmitter and pressure gauge is to be
provided for each pump typical of 7? a) Yes, drawings show this correctly.

17) Sheet E117 & M100. Please confirm the location of the 4 pressure transmitters shown on the
discharge header? a) Drawings show this correctly. One transmitter on 30” line to Hillcrest, one transmitter on 30”
line to PP1, one transmitter on 30” line to Gholson, one transmitter on 24” line for Backwash.
18) Sheet M113. Pressure Sustaining Valve Piping. Please confirm line size for insertion flow meter a) Drawings show this correctly. Line size through vault is 16” diameter.
19) Sheet M112 & M110. Please confirm that an insertion mag meter is to be installed.
a) Drawings show this correctly.
20) Sheet PID 1. Please confirm that flow meters for all pumps are shown correctly. a) Drawings show this correctly.
21) Sheet E123. Please confirm if float switches or electrodes are to be installed at storage tank.
a) Electrodes are to be provided.
22) For PLC panel Riverside HSPS in the Electrical building, is there an Ethernet switch specification along with panel detail of HMI? a) Provide Allen-Bradley #1783-MS10T with type SC connect.
23) Where is the GST Control Panel to be located?
a) As shown on Sheet E113, GST Control Panel is next to the PLC.
24) Is there a fiber optic specification? a) Section 26 01 30.
25) Is programming software using existing?
a) All PLC programming for the City shall be by Control Panels USA.
26) Sheet M112 – Detail H1. Please confirm the plan view dimensions of the meter vault. a) 10’-0” long by 10’-0” wide.
27) Sheet C112. Do you have further information regarding existing buried pipe? 24" new valve in the
middle of the road, 24" Venturi meters (2 ea.) very close to existing building, 30" tee removal very close to clear well and fence? a) The City of Waco has provided the below depth information based on their knowledge of the
existing piping shown on Sheet C112. Contractor will be responsible for verifying exact depth of existing piping. Existing 24-inch piping on southwest side of existing clearwell has approximately 24-
inches of cover from ground to top of pipe. Existing 24-inch piping on southeast side of existing clearwell is shallow as the top of the
existing gate valves are visible sticking up above ground. Existing 30-inch piping on north side of existing clearwell where tee (from pump) is to be
removed is approximately 5-feet deep from ground to top of pipe.
28) Sheet C112. Can the power lines above the work area be de-energized during a plant shutdown? a) The City is willing to consider working with the contractor and Oncor to accommodate de-
energizing the overhead electric lines in this area for weekend and/or after-hours work. No coordination with Oncor has been conducted to date by the City regarding the feasibility of de-energizing these lines.
29) Sheet S106. Please clarify note 9.1 regarding exterior cementer plaster wall finish.
a) Note 9.1 can be deleted and is not required.
