INTRODUCTION

On March 01, 2006 a Memorandum Of Understanding (MOU) was signed by Mr. Rainer

Kuhnle, Institutional Development & Training Adviser (IDTA), RDP-25 / RIIP-IST, LGED,

PMO, Dhaka and Director, BRAC Mr. Ahmed Najmul Hussain for undertaking Road Safety

awareness for School Students under LGED’s RIIP-RDP-25 in Barisal and Khulna Division.

Accordingly BRAC commenced the project activities on 15.03.2006.

The statistics reveal that Bangladesh has one of the highest fatality rate in road accidents. At

least 10 to 12,000 thousand people loose their lives due to road accident every year. Majority of

accidents take place on highways. The upazila roads of LGED are not affected by road accidents

at present as highways. But after the present widening and repair works, these roads are likely to

be scenes of high speed and increased motorised and non-motorized traffic. Besides the new

good roads offering better communication will generate trips increasingly of local inhabitants to

cities, markets, growth centers etc. for trade, education, business. This will expose the local road

users to more accident risks. Their lack of road safety awareness particularly of pedestrians and

drivers of rural transports like rickshaws, auto rickshaws and human haulers will be threats to

road safety in future unless actions are not taken right now to improve road safety awareness.

This project therefore has been designed and implemented by BRAC to provide road safety

awareness to the most vulnerable section of pedestrians i.e., the students of the selected

educational institutions situated beside the project roads. Road safety training for local

NGO/CBOs was included in the project with a view to develop road safety institutions at local

level – a very important need for sustainability of road safety initiatives at grass root level.

An assessment of the impact of this awareness project was carried out in a small scale, which has

shown positive results.

OBJECTIVE

To improve road safety awareness of students of educational institutions situated beside

selected upazila roads of LGED with a view to reduce their risks of road accidents.

To develop capacity and awareness of local NGOs/CBOs enabling them to assist the

communities to plan, manage and maintain their own road safety initiatives and help

establish their linkages with road safety institutions and service providers.

SCOPE OF WORK

Under the RIIP/RDP-25, LGED is constructing/reconstructing/rehabilitating 106 upazila roads in

Barisal and Khulna Divisions. These roads are expected to carry high traffic after completion of

the work. Through this project during 5 months from March to August 2006 the students of

educational institutions situated within 500 metres at either side of 14 upazila roads have been

made aware about safety. Name of the project roads with length, number of educational

APPROACH AND METHODOLOGY

Reconnaissance of the 14 project roads was carried out through extensive visits. For this the

project staff had to visit these roads, built up areas and villages along the roads, talk to teachers,

students, shop keepers and villagers to obtain information about local road accidents, knowledge

and behavior about use of road and discuss with engineers / consultants of the particular LGED

projects about the road design and engineering facilities to be provided.

Providing training on road safety to teachers and students of educational institutions situated

beside the selected project roads is very cost effective. For this the project staff visited selected

educational institutions along the road and discussed with the teachers and students. Two

teachers from each educational institution were selected to receive training on road safety.

For educational institutions having less number of students one teacher was selected. The trained

teachers in turn were used to provide road safety training to the entire students of their

institutions, using the training flipcharts.

For sustainability of community driven initiatives it has been experienced in the country as well

as abroad that local NGOs who live close to local communities and work at grass root level can

play major role in improving road safety awareness at community level in the following way:

Through using the flip chart and posters received from this project, they will make

different local groups of road users aware on road safety

Would take active role and participate in any road safety activities organized by URSC,

DRSC, Road authorities, Police etc.

Will be involved in the implementation of this project on voluntary basis, act as bridge

between the community and road safety service providers like URSC, police, LGED,

hospitals/clinics, transport associations etc.

Contribute in sustaining road safety initiatives locally with support and sponsorship from

local philanthropists, private sector businesses etc.

Be encouraged to apply and become member of URSC in the slot of NGO membership

Will be capable to submit project proposal for improving local road safety to NGO

Foundation or other donors/fund providers with technical support from BRAC

Be included in BRAC’s Road Safety-NGO Network and keep constant contact with

BRAC for updates on road safety good practices, materials etc.

Since it was a community centric project, a certain amount of flexibility in the implementation

process had to be resorted for coping with some unavoidable and changed circumstances.

IDENTIFICATION OF TARGET GROUP

The review of accidents revealed that lack of knowledge of students about road safety

particularly on safe walking and crossing of roads are main reasons of road accidents involving

students. Besides, the local community and community based organizations i.e., NGOs and

CBOs engaged in various socio economic activities living at grass root level are well placed to

make the road users aware about road safety but they are not aware themselves in this regard.

Considering the prevailing lack of awareness as mentioned above the following were selected as

target groups of the awareness campaign:

Teachers and students of selected road side educational institutions

Selected local NGO/CBOs

STAFF AND OFFICE

The following staff assigned/placed by BRAC were involved in the implementation of the

project. They operated from the Project Field Office established at BRAC Area Office,

Churamonkathi, Sadar Upozila, Jessore and BRAC BDP Patuakhali Regional Office, Shiuli

Mansion, Choto Chourasta, DC Office Road, Patuakhali. The Project Head Office was located at

PROJECT INTERVENTIONS

Road Safety Institution Building and Capacity Development at Community Level

Selection of NGO/CBO: It is important to build institutions and develop capacities at

community level for undertaking road safety education at large scale and to make it

sustainable. Hence the local NGO/CBOs having socio economic activities within the areas

beside the selected upa zila roads have been identified following a selection criteria as given

below:

Be local organisation having office, staff and executive committee

Having registration / affiliation with appropriate authorities

Have track record of implementing socio economic development activities locally

Not involved in any active party political activities

Willing to work for road safety as member of Road Safety NGO Network

A total of twenty community level institutions (one each from 8 roads below 12 km length

and 2 each from 06 roads over 12 km length) comprising nine NGOs and eleven CBOs have

been selected.

List of selected NGO/CBOs is given as annex – 02.

Road Safety Training of NGOs: Two separate residential training courses have been

conducted at Barisal and Jessore as described below:

Barisal: The training course at BRAC Training and Resource Centre, Barisal was held

from 17 April to 19 April 2006. It was attended by 17 executives coming from 5 local

NGOs and 4 CBOs. The Field Coordinator based at Patuakhali attended the course. The

participants reported for training on 16 April 2006.

Jessore: The training course at BRAC Training and Resource Centre, Jessore was held

from 22 April to 24 April 2006. It was attended by 21 executives coming from 4 NGOs

and 7 CBOs. Mr. Md. Abul Hussain, MD&RSS, LGED Jessore and Mr. Azmot Ali, Field

Coordinator, based at Jessore attended the course. The participants reported for training

on 21 April 2006.

The idea of this exhaustive training was to develop capacity of the executives of NGO/CBOs

in a way so that they can train communities independently at their working areas. Besides,

they are expected to actively participate in the project activities particularly in kick off

rallies.

Road safety trainers of BRAC have conducted majority of training sessions. However,

resource persons from Consultants, Police, BRTA and medical profession have been

involved in taking classes on their subjects of expertise. The following resource persons

conducted training on the subjects as mentioned:

Road safety trainers of BRAC having completed training needs assessment (TNA) developed

this 3 days road safety-training module. The training module and handouts developed in

Bangla were used by trainers and given to the participants for their future use. After the

training, certificate of successful participation were awarded to the trainees.

Suitable IEC Material Developed

The necessity of using appropriate information, education and communication materials for

road safety awareness campaign is important. The existing IEC materials of BRAC used for

road safety awareness campaign were slightly modified as per project requirement, reprinted,

sent to field project offices and extensively used for the project. The flip chart and posters are

described below:

Flip Chart: A comprehensive and well-researched road safety training flip chart, complete

with trainers guide at the back of each page has been produced. The flip chart having 14

colourful pages provides information and instruction on road vocabulary, types and parts of

road, safe walking and crossing rules, dangerous places on road not to use for crossing,

consequences of illegal uses of road/footpath/shoulder, traffic signs, road markings,

importance of visibility at night, children safety practices, good practices for public transport

passengers, needs and ways of post accident Medicare, how to lodge accident information to

police and claim insurance compensation etc. The flip charts were distributed to each

NGOs/CBOs to enable them to use these for training their beneficiaries and staff on road

safety. These were used for training of the teachers and students of the selected educational

institutions. The members of URSC, DRSC, LGED officers and consultants were provided

with flip charts as well. A total of 350 flip charts were used for this project and 850 more

made available to RIIP-IST/RDP-25.

Posters: Posters for road safety awareness are useful as it is big, readable from distance due

to its larger fonts and more portable for using in rallies as festoons. 2 existing posters used

for road safety awareness campaign by BRAC - one on safe walking and one on safe crossing

of road were printed and distributed to educational institutions for using as training materials

and for keeping hung within each classroom so that students can benefit from seeing those

regularly. These tin mounted posters were distributed to URSC, DRSC, LGED officers,

consultants, leaders of local transport associations, selected shops, restaurants and offices for

awareness and display. A total of 5084 posters were used in this project and 916 more posters

were made available to RIIP-IST/RDP-25.

On 24 April 2006 German Country Programme Evaluation by BMZ comprising

of Dr. Ute Eckhardt, Mission Member, Mr. Peter Palesch, Country Director GTZ,

Mr. Christoph Isenmann, Country Director KfW, Dr. Mahbuba Nasreen,

Professor, Dhaka University, Mr. Abdus Shahid, Project Director, RDP-25, Mr.

Rainer Kuhnle, Adviser IDTA, RDP-25 and other senior officers of LGED, and

Consultants visited BRAC Training and Resource Centre, Jessore. They

observed a class of the last session of the 3 days training course and appreciated

the skill of the trainer and the trainees’ participation. The certificates of

participation were awarded to the trainees by Dr. Eckhardt, Mr. Palesch, Mr.

Isenmann and Dr. Nasreen. At the end Dr. Ute Eckhardt and Mr. Abdus Shahid

addressed the trainees. Pictures on the visit are enclosed in Annex – 01.

Education for Students of Roadside Educational Institutions

The campaign initially covered 126 educational institutions comprising secondary, primary,

KG schools and madrasahs. After the campaign started demands for undertaking similar road

safety awareness for students came from many other adjoining educational institutions.

Considering the eagerness and the benefit, it was decided to bring these additional

institutions within the campaign. Consequently the total number of educational institutions

covered finally rose to 143.

Teachers’ training: A total of 258 teachers of these educational institutions were put

through the planned 2 days long road safety training at venues centrally located beside each

project road. The road safety trainer of the project trained two selected teachers of each

institution. Only one teacher however was trained from each community primary and KG

schools since the number of their teachers and students were much too less. They received

the training spontaneously and with lot of enthusiasm. Teachers from few institutions even

attended the training before getting permission to do so from their authorities. The training

module included local road safety situation, walking and crossing rules, traffic signs, traffic

law, first aid, lodging accident information to police, introduction and about how to use IEC

materials, and claiming insurance compensation. The project Manager supervised the training

to ensure quality. MD & RSS and RSOs attended different training sessions. TEOs and ATOs

attended number of the training sessions. The participants were awarded certificates for successful

completion of training. Lunch, snack and traveling allowances were given to the participants.

Teachers training schedule with number of teachers trained and Certificate are given in

Annex – 04 and 06.

Students’ training: The trained teachers imparted road safety training to the entire students

of their respective institutions as per plan they made during their training. The teachers told

the students to convey these road safety messages to their parents, brothers, sisters, friends

and neighbours. A special drive styled as Rapid Action Campaign (RAC) to re-convey the

vital road safety lessons like safe walking and crossing road, dangerous places on road, use

of road safety engineering facilities, importance of visibility at night, traveling by bus/auto

rickshaws safely was undertaken in addition to the lessons imparted to the students by

teachers before. Project Field Coordinators conducted the RAC with the help of partner

NGOs. Road safety posters and flip charts were used for the RAC. Two posters were

provided for each class of the project schools for keeping hung within class rooms with a

view to remind the students of rules regarding safe walking and crossing of road. It however

may be mentioned that the countrywide strike called by the teachers affected the smooth

training of students particularly at some of the high schools. And as a result the quiz

competition scheduled to be held among the students on their acquired road safety

knowledge could not be held as well. The partner NGOs have been requested to arrange the

training that could not be conducted due to the teachers’ strike.

Mohammad Nazmul Hasan of Clas– V, Roll- 3, Gournadi Model Government Primary

School was adjudged as Student Road Safety Ambassador. This was in recognition to his

acquisition of excellent knowledge on road safety he demonstrated during a visit of the

Project Adviser to the school on 01.8.2006. As a token of appreciation and encouragement,

he was rewarded with a certificate and Taka 1000 in cash.

Kick off Event

Kick off events were held beside each project road as per plan prepared in consultation with

DTL and MD & RSS. The participation was encouraging. Number of participants of these

kick off events was 490 in Barisal Division and 372 in Khulna Division in average. Members

from different communities, teachers, students, NGO/CBO representatives, Chairman/

Members of Union Parishad and government officers of Upo zilla and District level like

XEN LGED, Assistant Engineer LGED, TNO, TEO etc. took part in the kick off events. MD

& RSS and RSOs of GITECH attended all kick off events while TL and DTLs attended a

few.

The participants of kick off events initially gathered at a ground of local High/Primary

Schools where selected speakers discussed road accident problem prevailing in the country,

road safety problems of the residents, measures that could be taken locally etc. Local road

accident victims were invited to narrate their experiences during these discussions.

Audiocassette containing road safety messages and good practices were played through

microphone during the events. Leaflets printed with different road safety good practices were

distributed to the participants. Training sessions of rickshaw pullers on road safety and

distribution of reflective stickers for attaching at the back of their vehicles for visibility at

night could be held at 3 places in Khulna division and 1 place at Barisal division during the

event. After the discussion the participants joined a road march wearing colourful caps and

paraded on the project road carrying placards, festoons, banners with road safety messages

and slogans. Besides, posters containing instructions on how to walk and cross road safely

were distributed to roadside shops. The participants were served with light refreshments after

the kick off events.

ASSESSMENT

The objective of the assessment was to appraise the impact of the project. Through assessment

BRAC aims to improve its road safety programme and show the benefits of the project to the

stakeholders and sponsors. It may however be mentioned that the constraints of extremely short

duration of this project, scanty resources added with interruptions like teachers’ strike, 1st

quarterly examination and summer vacation were not favourable to the awareness campaign.

Assessment of the level of road safety awareness of students before and after the awareness

campaign was carried out through interview using structured questionnaire containing 7 basic

questions on safe use of road. Same students were interviewed both before and after the

campaign selected from the project schools. Considering the variations in the location, state of

repair, vehicular traffic and nature of trips, students of all the selected schools situated beside the

14 project roads were brought under the assessment. In the pre campaign assessment, 300

students were selected at random comprising 150 of primary school (76 girls), 130 of junior/high

schools (66 girls) and 20 of madrasahs (9 girls). In view of the closure of junior/high school and

madrasah due to prolonged strike of junior/high school and madrasah teachers’, students of these

institutions were not included in the post campaign assessment. Hence number of students

interviewed after the campaign were 148.

Walk on right side of the road having no footpath: During pre campaign assessment 59%

said it is safe to walk on left side of

Unsafe spots for crossing road: 90% of respondents could not mention any of the 4 unsafe

spots i.e., road bend, inter section, bridge, in front or behind parked vehicle included in the

questionnaire during the pre campaign assessment. 9% knew bridges and road bends are not

to be used for crossing. During the post campaign assessment, 87% mentioned road bend, 55%

inter section, 52% bridge and 46% front or behind of a parked vehicle as unsafe spots for crossing.

Safe crossing road: A sequence of four steps is required to be followed for crossing road

safely. During pre campaign

assessment 43% respondents

partially mentioned about

these steps while 57% failed

to say anything about these.

During post campaign

assessment only 3%

respondents failed to say

anything about these steps.

Of the remaining 97%

respondents 66% mentioned

correctly the steps to be

followed before crossing road safely. 29% respondents correctly mentioned the 2nd, 3rd and

4th step while only 2% could mention about the 2nd step.

Road safety engineering facilities: Four road safety engineering facilities like zebra

crossing, foot over bridge, traffic light signal and traffic police post were mentioned in the

questionnaire. During pre campaign assessment 85% respondents could not mention even

one of these facilities. After the campaign only 11% could not mention any one of these

facilities. The remaining 89% respondents could mention about one or more of these

facilities. The improvement on this was not as apparent since the project roads are rural

having no such facilities present enabling the respondents a practical experience in addition

to what has been told to them during the awareness sessions held at their schools.

Night visibility: The

fact that carrying light

respondents during the

assessment. None

however new about

wearing light coloured

dress for better visibility at night. During post campaign assessment 99% respondents could

mention about carrying light at night and 75% mentioned about wearing light coloured dress

while walking at night.

Safe travel by bus: 38% respondents could mention that traveling by bus while sitting on the

window-seat keeping/popping hand

and/or head outside is unsafe

during the pre-campaign

assessment. These risks were not

known to 62%. During the post

campaign assessment 100%

respondents could mention about

this risk while traveling by bus.

DISSEMINATION A total of three workshops have been organised to present the road safety awareness campaign

activities and disseminate its impact. The venues of these workshops held on 04, 05 and 07

March were regional training centers of LGED at Jessore, Khulna and Barisal. BRAC gave the

key note presentation at these workshops organised locally by the Rural Infrastructure

Development Project/RDP – 25, LGED. The workshops were well attended by the participants

from different sectors like Divisional/ District civil administration, Police administration, BRTA,

Education Officer, Divisional / District/Upazila level LGED officials, school teachers, Union &

Pourashava chairpersons, Consultants from ISTC, D&S of RDP-25, RMSU, LGED and NGO

representatives of the project area.

Welcome Address and Project Brief by PD, RDP-25, LGED

The Project Director of RDP-25 heartily welcomed everybody and expressed his gratitude for

their kind presence and valuable time. He was confident that the cooperation and support of all

participants from different sectors/departments would be very useful for Road Safety workshop.

The PD then briefed on the objectives and details of RDP-25 and focused on Institutional

Support and Training (IST) component which addresses:

(i) Road Maintenance Management (ii) Market Development. (iii) Road Safety

(iv) Local Government Strengthening (v) Gender & Women Development

(vi) Benefit monitoring & evaluation.

He mentioned that motorized traffic volume increased by 122% at Mid-term survey (July

2007) from Baseline survey period data (August 2004). Transport charges also were reduced

by 47% for Rickshaw and 24% for vans. Road safety engineering measures like traffic signs,

guard rails, widening of T-junction, bridge rail painting etc. are being provided for road

safety under RDP-25 he further added.

Keynote Paper:

The Keynote paper was presented by Mr. AKM Kairuzzaman, Project Manager, Road Safety,

BRAC, explaining BRAC’s different activities on Road Safety with special references to this

awareness campaign undertaken at RDP-25 roadside schools in Khulna and Barisal division.

He described the important contents of road safety training given to the students, teachers

and local NGO executives as:

(i) Road accident- causes, remedial measures, impact and accident prone areas.

(ii) Accident victim support- extrication, first aid, medical support, legal steps, rehabilitation.

(iii) Road Engineering awareness- Engineering facilities, traffic signs etc.

(iv) Safe traveling- walking along, and crossing road; traveling by public transport etc.

(v) Road safety related laws.

(vi) Introduction of IEC materials and about how to use those for training

(vii) Major Interventions- Community Road Safety Group (CRSG), Road Safety education

in educational Institutions, Road Safety Rally.

In his presentation he narrated about the fourteen kick-off events took place in Barisal &

Khulna Division comprising discussion by selected speakers on Road Safety issues, sharing

of experiences by road accident victims and finally taking out colorful processions with

placards, festoons, banners and other road safety messages.

The most important part of the presentation was about the impact of the project interventions

on the awareness level of the students Mr. Khairuzzaman said. The statistics presented have

shown that in almost all cases, knowledge level considerably increased. The keynote paper

concluded with the recommendations that road safety issues be included in school text books

and similar awareness campaigns be undertaken for other LGED roads.

Papers Presented by ISTC Specialists

Two Market Development and Road Safety Specialist ISTC, RDP-25 from Khulna & Jessore

introduced the Road Safety issues and work plan. They emphasized few points for female

LCS worker on road maintenance such as walking on the shoulder, road crossing, walking at

night, and safety for children; safely work on shoulder and slopes wearing bright dress,

collecting accident data and so forth.

Remarks of Chief Guest, Special Guests and Chairpersons

Deputy Commissioner Jessore was the Chief Guest while DC Meherpur and Kustia were the

Special Guests at the workshop at Jessore on 4/3/2007. In Khulna, DC Khulna was the Chief

Guest and DC Bagerhat was the Special Guest. In Barisal workshop, Divisional

Commissioner was the Chief Guest while DIG Police was Special Guest. The workshops

were chaired by SE, LGED Jessore and Barisal.

The Chief Guests and Special Guests during their speech commended LGED for organizing

this timely and very important workshop to present different activities and impacts of road

safety awareness campaign implemented by BRAC. Needs to include road safety in school

curriculum, designing of safe roads, improving awareness of DRSC and URSC, addressing

the issues of accident victims etc were highlighted in their valuable remarks.

The Chairs of the workshops observed that with improvement of road condition, MT and

NMT increase causing more accidents due to admixture of slow and fast moving traffic and

hence LGED has started including road safety in their projects. They exhorted that the

lessons of this road safety awareness campaign under RDP-25 and recommendations of this

workshop be used to develop and expand action plans of other projects.

Open Discussions

The floor was opened after the presentations when lively and stimulating discussions took

place and many important points were raised by the participants in all three workshops. The

participants’ remarks were mostly on requirements of similar awareness campaign followed

by workshop in all road projects, more emphasis on curriculum in textbooks on road safety,

designing safer roads with pedestrian facilities etc.

Highlights of dissemination workshops are enclosed in Annex– 09.

Pictures of different Project Activities are enclosed as annex – 01.

COORDINATION AND LINKAGE

The Project Manager have met SEs Jessore and Barisal, number of XENs of LGED, Consultant

staff, Police and BRTA officers at project areas, briefed them on the project and obtained their

cooperation.

To involve in the implementation of the project and for commitment, motivation and support to

road safety, the Field Coordinators have met TNOs, Thana Education Officers, and LGED’s

Upozila Engineers of numbers of upazilas wherein project roads are situated. Their presence and

encouragement have contributed to the successful implementation of the project activities.

LESSON LEARNED AND RECOMMENDATION

The impact assessment reveals that awareness of the respondents noticeably improved

particularly in their knowledge on walking safely on right of the road, crossing road

following the four steps i.e., stop, look, listen and cross and the necessity of being visible

at night while walking by carrying light or wearing light coloured dress.

Effective and lasting learning on road safety can be achieved through a combination of

teaching methods comprising of delivering text lessons with displaying pictures followed

by practical demonstration. Due to short duration of the project this could not be

accomplished.

The teachers and students took lot of interest in training and learning the road safety

skills since they found these as knowledge and skills for their day-to-day survival. Yet it

was difficult to repeat these road safety lessons frequently within the regular class for the

extensive syllabus of different subjects they have to cover within the session. If the

lessons included in the posters and flip charts are included in the textbooks, teachers

would be required to teach these within the school time.

There is high demand of taking road safety awareness activities at district, upozilla and

union level. Similar road safety awareness campaigns followed by workshops should

therefore be held at district, upazila and union level.

Preparation of text material on road safety and introduction of this into academic

curriculum and co curriculum activities in formal and informal education were voiced

prominently. For this preparation of short teaching manual on road safety and teaching

teachers in cluster meetings can accomplish immediate goal.

Written instruction from DC, District Education Officer, District Primary Education

Officer, UNO and Thana Education Officer for arranging and accommodating road safety

education informally for students in educational institutions is necessary.

Stepping up enforcement of traffic law and training for drivers appeared to be as

important to reduce accident

The District Road Safety Committees and Upo Zilla Road Safety Committees have to be

made more aware and active in addressing road safety issues. Formation of committees

like URSC at Union level may be of help to bridge the gap.

Activate and implement local Khoar (Cage for cattle head) laws to stop cattle heads on

roads.

Local NGOs, if supplied with necessary technical assistance, materials and logistics, can

work well for road safety.

Enough road shoulder space for pedestrians, widening and provision of footpath on road

going through hats/bazaars, inclusion of cost estimate for road safety works in BOQ,

construction of boundary wall for road side schools and marking zebra crossings in front

came strongly from the stakeholders.

Road use for other than traffic like drying of paddy, putting shed/shutter on shoulders of

road etc. causes accidents and hence to be stopped.

Highlights of Dissemination Workshops

Jessore, Khulna and Barisal

A total of three workshops have been organised to disseminate the campaign activities, its impact

and for road safety advocacy. The venues of the workshops held on 04, 05 and 07 March were

regional training centers of LGED at Jessore, Khulna and Barisal. BRAC gave the keynote

presentation at these workshops organised locally by the Rural Infrastructure Development

Project/RDP – 25, LGED. The workshops were well attended by the participants from different

sectors like Divisional/ District civil administration, Police administration, BRTA, Education

Officer, Divisional/District/Upazila level LGED officials, school teachers, Union & Pourashava

chairpersons, Consultants from ISTC, D&S of RDP-25, RMSU, LGED and NGO representatives

of the project area. The list of the participants is attached. A total of 303 participants attended the

three workshops (Annex – 13) making an average figure of 101 participants per workshop. The

workshops comprised of brief presentation on RDP-25 project followed by keynote presentation

by BRAC Project Manager. The detail workshop programme is given in Annex

Welcome Address and Project Brief by PD, RDP-25, LGED

The Project Director of RDP-25 heartily welcomed everybody and expressed his gratitude for

their kind presence and valuable time. He was confident that the cooperation and support of all

participants from different sectors/ departments would be very useful for Road Safety Workshop.

He requested them to contribute and enrich LGED’s effort in introducing road safety culture into

the society.

The PD then briefly focused on basic facts of the project such as developing partners (ADB,

Federal Republic of Germany & GoB) project area (16 Districts under Khulna and Barisal

Division) project cost (US$ 170 million) & implementation period (July 2003 to June 2009).

He explained that the Objectives of the project is to:

Promote overall development of transportation system.

Help the rural poor people in poverty reduction.

Strengthening the institutional capacity of LGED & other Local Government

Institutions including Ups.

Encourage women’s participation.

He focused on institutional Support and Training (IST) component, which addresses:

Road Maintenance Management.

Market Development.

Road Safety.

Local Government Strengthening.

Gender & Women Development.

Benefit monitoring & evaluation.

He mentioned that Baseline survey was conducted before starting physical works (March-August

2004) while Mid-term survey was completed during May to July 2006 on completed roads.

Achievements in direct employment generation were 19,618 person years in road construction to

date, 39,363 person years for maintenance over the lifetime of the roads, while indirect

employment generation on project roads went up by 52% from 69 jobs per km road length to 105.

Motorized traffic volume increased by 122% at Mid-term survey (July 2007) from Baseline

survey period data (August 2004) Transport charges also were reduced by 47% for Rickshaw and

24% for vans. Road side land values in KfW districts (high lands) increased by 85% while that of

midlands (Khulna) and lowlands (Barisal) increased by 118% and 44% respectively from base line value.

Road safety engineering measures like traffic signs, guard rails, widening of T-junction, bridge

rail painting etc. are being provided for road safety under RDP-25 he further added.

Performance assessment of Pilot Union Parishads also produced satisfactory results compared to

non-pilot UPs, as measured against different criteria such as sanitation programme,

implementation of ADB, village count, register maintenance, resource mobilization, female UP

member participation & UP management.

Economic Internal Rate of Return (EIRR) with time savings for Khulna gave a figure of 33.1%

(Benefit/cost ratio/BCR: 2.7) while the figure for Barisal stood at 23.3% (BCR: 2.0).

Finally he mentioned that project elapsed period was 60% (from 1.7.2003) while overall

implementation progress was 70% on 31.1.2007.

Keynote Paper:

The Keynote paper was presented by Mr. AKM Kairuzzaman, Project Manager, Road Safety

Projects, BRAC, explaining their activities on Road Safety with special references to the

awareness campaign undertaken at RDP-25 roadside schools in Khulna and Barisal divisions.

The Keynote paper highlighted BRAC Road Safety Programme and the interventions undertaken

at different areas in Bangladesh followed by description of the Road Safety Awareness campaign

for students under RDP-25 the objectives of which were:

To improve Road Safety Awareness of students of educational Institutions besides 14

Upazila Roads of LGED to reduce their risks of road accidents.

To create an inbuilt mechanism of road safety practices in the project area.

During his presentation the important contents of the students’ road safety training was described as:

Road accident- causes, remedial measures, impact and accident prone areas.

Accident victim support- extrication, first aid, medical support, legal steps,

rehabilitation.

Road Engineering awareness- Engineering facilities, traffic signs etc.

Safe travelling- walking along, and crossing road; travelling by public transport etc.

Road safety related laws.

Introduction of IEC materials and about how to use those for training

Major Interventions- Community Road Safety Group (CRSG), Road Safety education

in educational Institutions, Road Safety Rally.

In his presentation he narrated about the fourteen kick-off events took place in Barisal & Khulna

Division comprising discussion by selected speakers on Road Safety issues, sharing of

experiences by road accident victims and finally taking out colorful processions with placards,

festoons, banners and other road safety messages.

The most important part of the presentation was about the impact of the project interventions on

the awareness level of the students. Mr. Khairuzzaman said that necessary assessments were

made to see the differences between pre and post campaign levels of students’ knowledge on:

Walking on road without footpath

Walking on road in a group

Unsafe spots for crossing roads

Safe crossing of roads

Road Safety engineering facilities

Pedestrian night crossing and

Safe travel by Bus etc.

The statistics presented have shown that in almost all cases, knowledge level considerably

increased. The keynote paper concluded with the recommendations that road safety issues be

included in school text books and similar awareness campaigns be undertaken for other LGED roads.

Papers Presented by ISTC Specialists

Two Market Development and Road Safety Specialist ISTC, RDP-25 from Khulna & Jessore

introduced the Road Safety issues and work plan of the project briefly. They explained the

objectives of Road Safety under the project activities and focused on safe roads, traffic signs,

guard post, km-posts, markets on roads, road curve and T-junction expansion, super-elevations,

painting of railing/use of reflectors and palisading etc. The impacts of improved roads were also

highlighted along with the importance of collecting Road Safety related information of project

roads. Further they emphasized few points for female LCS worker on road maintenance such as

walking on the shoulder, road crossing, walking at night, and safety for children; safely work on

shoulder and slopes wearing bright dress, collecting accident data and so forth. The main

problems of rural roads and these probable solutions of the above said issues were presented by

slides. The road safety management issues included different steps/committees formed by LGED

Headquarters and their subsequent implementation at regional and grass root levels.

The Observations/remarks/suggestions of Chief Guest, Special Guests and Chairpersons of

each Workshop are presented below:

Deputy Commissioner Jessore was the Chief Guest while DC Meherpur and Kustia were the

Special Guests at in the workshop at Jessore on 4/3/2007. In Khulna, DC Khulna was the Chief

Guest and DC Bagerhat was the Special Guest. In Barisal workshop, Divisional Commissioner

was the Chief Guest while DIG Police was Special Guests. The workshops were chaired by SE,

LGED Jessore, Khulna and Barisal.

Workshop at Jessore (4.3.2007):

DC Meherpur (Special Guest) pointed out that RDP-25 should assist in building up public

awareness including awareness building among school children. Drunk driving should be

totally avoided and the related bailable clause of 307 under law should be reviewed and

DC Kushtia, (Special Guest) remarked that road itself needs safety because frequently it is

damaged due to heavy load carried by trucks, sometimes people cut the road for water

passage, road width is narrowed due to construction by influential persons, and lastly

teachers, students and local people must be aware of road safety issues.

DC Jessore (Chief Guest) put attention to the pathetic lives of the accident victims which

need to be addressed now through awareness building. That is why this workshop is timely

and very important one. Traffic week should be observed each year by participation from all

concerned. Drivers on many occasions drive according to their own will, hand over the wheel

to helper, and make the owners helpers through different associations. Drivers along with

vehicle owners should be made responsible for accidents. However more public awareness

building activities are needed.

The Chair of the workshop SE, LGED, Jessore mentioned that motorized and non-motorized

transport increase due to improvement of road conditions and allows fast and slow moving

vehicles on same lane causing accidents. Necessary attention should therefore be focused on

road safety. He thanked everybody and closed the session.

Workshop at Khulna (5.3.2007):

DC Bagerhat (Special Guest) pointed out that not only the accident victim, but his whole

family members suffer due to accident. Inclusion of road safety in school education

curriculum would reduce the risk of accidents while guardians would also be aware of

accidents. He also suggested constructing roads as per design; otherwise faulty road design &

construction would cause accidents

DC Khulna (Chief Guest) pointed out at the posters, festoons etc which were hanged on

seminar room walls and suggested to distribute those more widely among officials public and

all concerned. He was against drunk driving and advised drivers not to smoke while driving

and indulge in unlawful activities like carrying goods beyond capacity etc. He advised police

to enforce law more effectively. He was dissatisfied with the activities of DRSC & URSCs

and advised BRTA to immediately activate these committees for proper functioning. Lastly

he pointed out that findings from this workshop should be discussed in other forum also. The

workshop was declared open by the Chief Guest.

The Chair of the workshop SE, LGED, Khulna observed that with the improvement of roads,

movement of vehicular traffic increases having differential speed of MT & NMT, causing

accidents. This needs special attention of all concerned, and knowledge gained out of this

workshop should be shared with others. He thanked everybody and closed the session.

Workshop at Barisal (7.3.2007):

DIG Police (Special Guest) emphasized the need of Road Safety awareness campaign

because of high accident fatality rate in our country. The entire family of accident victims

suffer and those who survive lead inhuman lives. Students, Teachers, Public should be made

more & more alert about road accidents, and their awareness level must be increased

considerably, Bus, Truck drivers should be trained and necessary changes should be

incorporated in laws & regulations.

Divisional Commissioner (Chief Guest), Barisal expressed his satisfaction and thanked

LGED for bringing up the Road Safety issue into such an enlightened forum which was very

timely and needed urgently. He agreed that awareness level should be increased at all level

including different committees like DRSCs and URSCs. He pointed out that country

experience of two foreign team leaders who are present here today can be utilized in our

Road Safety programme. Lastly he advised police officials to work jointly with different

committees at District and Upazila level. The workshop was declared open by Divisional

Commissioner.

The Chair of the workshop SE, LGED, Barisal mentioned that the scope of LGED activities

has not been confined to infrastructural development only but also into public welfare like

road use and road safety. Road accidents cannot be totally stopped in any country, but they

can be reduced to a minimum level. That needs awareness and appropriate training for MT &

NMT drivers & others. LGED has already started to introduce road safety activities and by

now has completed awareness campaign in schools on 14 project roads. He hoped the

recommendations from this workshop will be valuable and later on will be used by LGED to

develop more meaningful Road Safety action plan. He then closed the workshop with vote of

thanks.

Open Discussions

There were many important points that were discussed by the participants in all three workshops.

The points grouped under different heads are given below:

Motivation:

Motivation with placard, Posters, Festoons for public and school children needed.

Spread out the message of Road Safety through cinema, media etc.

RDP-25 could supply billboard, signboard at accident-prone areas to aware public.

Discuss Road safety in Mosque, Temple & churches.

Road Safety Workshops should be held at Upazila and Union level.

Press and media should take active part to spread road safety messages.

Discuss road safety in mother’s forum.

Composition of traffic; Driver, Passenger and Pedestrian all are equally responsible

for accidents and should be made aware.

Ward members should take the responsibility to aware the public.

Training:

Prepare a Manual/Text material on road safety and introduce this into academic

curriculum at national level both formally and informally. For this preparation of

short teaching manual on road safety and teaching teachers in cluster meetings can

accomplish immediate goal.

Training for drivers and follow up.

Training for motorized and non-motorized drivers including members of various

associations followed by monitoring. Political, Religious people including Ansar &

VDP should also be trained.

Minimum educational requirement, say SSC, is needed for drivers.

Laws, Regulations and Committees:

Reflectors should be compulsorily used on vehicles.

Enforce traffic laws to reduce accidents

Formation of committees at local level and jointly put efforts for road safety.

DRSC and URSC (formed in 2003) are not yet fully active. LGED should put more

effort to work with these bodies.

Removal of unauthorized vehicles from road.

MT Drivers should be warned for violation of traffic laws and driving license should

be cancelled after three warnings.

BRTA should be more careful in issuing driving license, fitness certificates while

physical fitness of drivers should also be ensured.

Formation of committees like URSC at Union level is needed.

Existing traffic laws should be reviewed and updated.

Activate local Khoar (Cage for cattle head) laws to stop cattle heads on roads.

Avoid carrying goods beyond capacity.

NGOs, if supplied with necessary logistics, can work on road safety.

Owners Association should also be made responsible for accidents.

Necessity to introduce penalty for Drivers and Owners.

Engineering Facilities:

Unplanned tree plantation on roadside cause accident. Plantation should be

maintenance friendly.

Two separate lanes should be there for fast and slow moving vehicles.

Straightening of sharp curves and T-Junction on road and provide smooth slopes for

approach roads.

Provide boundary wall for roadside schools.

Cost estimation against road safety engineering should be included in BOQ of LGED.

Enough shoulder space for pedestrians should be there.

Road Use:

Accident occurs due to movement of cattle heads on roads.

Eviction of Hats/Bazars from roads is necessary.

Road use for other than traffic, say drying of paddy, putting shed/shutter on shoulders

of road etc. causes accidents.
