On November 3, Pine Lake Cultural Affairs will present six workshops by skilled artists. Attendees will be able to participate in these workshops all day long and be part of an evening

showcase/party. If you would be interested in being one of the artist/teachers, please call Sharon Sanders at 404.296.1672 for an application. Each workshop will be an hour-and-a-half long and the artist/teacher(s) will be paid $150. The deadline for application is September 15. Look for the final schedule in the October newsletter.

PLAIN President Needed

Just a reminder . . . PLAIN is a volunteer organization and is run wholly by volunteers.

We are still looking for a replacement for me as President - if you feel you can be non-

partisan, work with the community as your primary commitment in terms of social events, please consider applying for this unique opportunity. I will remain an avid volunteer, but we have moved from 17 facilities to now 28 facilities at my organization and I remain the lone Staff Development Director and a mother of two young children, so

I will no longer be able to continue after the September meeting. Please consider either nominating a willing candidate or applying for the position and we can review the nominations in October.

CYard of theMonth ATHENA GEMELLA

Driving by Athena’s darling home and yard on Olive Road remind us of

“old Pine Lake.” It is a quaint cottage brimming with rosemary, vinca, daisies and verbena to name a few.

Carolina jasmine frames the porch and stair banister with fragrant flowers in the spring. Her unique touches, like the basket on the front

door with ivy and impatiens, gives her yard the feel of entering a magic garden. She has stone walkways, winding paths and a small vegetable

plot to the side of the house. Like so many of us, Athena says gardening is her therapy.

Congratulations Athena and thank you for making your little corner of Pine Lake so charming!

Watering Tips

►Soaker hoses are more efficient than sprinklers

at delivering water to roots, where it is needed. ►Water infrequently but deeply so that plants

develop healthy root systems. ►Mulch deeply (up to 3") around plants to retain

soil moisture, but keep the mulch several inches away from tree and shrub trunks.

Killer mosquitoes

All residents: Take precautions! Mosquitoes infected with the West Nile Virus were recently discovered in our county. West Nile infected mosquitoes were also discovered in Gwinnett County and northern Clayton County/Forest Park. Precautions:

� get rid of standing water

� wear bug spray (with Deet)

� wear long sleeves if working in the garden

And we will begin selling raffle tickets for a framed colorized panorama photograph of Pine Lake circa 1937 donated by Jean Langlois. Ticket sales will continue until the end of our International Dinner. *The prints are of an original hand-colored, black and white photo of old Pine Lake. Hand-coloring was used before the advent of color photography. Special colored oils were rubbed onto the surface of the photograph to give it the appearance of a color photo. The original, which has water stains and signs of age, was electronically scanned, and then the color was digitally restored. The original is owned by Nita Towns, a long-time resident of Pine Lake. It was given to Nita by Mrs. Dodge, who lived in Candace and Philip’s house on Park Drive until her death. The exact date of the photo and the photographer are not known, but it is thought to have been taken not long after Pine Lake was first established in 1937!

Pine Lake Parents Form Committee to

Improve Play Space for Kids

Stop by the Pancake Breakfast held each month

at the Beach House and you’ll see many new faces in Pine Lake. They’re small and covered in maple syrup, with grins from ear to ear. Over the

past few years, the Pine Lake community – a community that celebrates so many diverse groups – has made room for one more: young families. And with the growing number of children

comes a terrific opportunity to improve the common space in which they play and discover.

About a dozen parents in the neighborhood recently organized the Pine Lake Playground Revival Committee, the representative voice of families interested in creating a new space by the

lakefront for their children to play. The committee’s vision? A safe, eco-friendly, aesthetically-pleasing, handicapped-accessible play structure that can accommodate children of

all ages. Imagine a playground situated adjacent to the existing slide and swing set facing the lake, with equipment to climb on, walk over, slide

down, explore and ride. Picture an area for parents/guardians to sit and watch as their

children exercise and sharpen their socialization skills through play. The Playground Revival Committee has garnered

support from PLEAS and PLAIN, and has addressed the City Council to explain its mission. Now the primary focus turns to raising money. The committee plans to generate funds through

four avenues:

� grants

� city funds

� donations

� fundraising

Among the first major community fundraisers

planned for this endeavor will be a donation booth located at the Pancake Breakfast each month. Also watch for more information about the

following events:

� Fall Playground Benefit Concert

� Bake Sale and Art Sale at the October 6th

Lake Fest, featuring birdhouses hand painted by Pine Lake children

� Commemorative bricks to be placed on the site of the new playground

The committee has already made contact with

several different vendors to learn what options exist. The tentative goal is to have a new playground built by summer 2008.

Metro Prison is located not far from Pine Lake and houses women from all over the state of Georgia. There are as many as 35 pregnant inmates there at any given time. Over 80% of the women are mothers. They would greatly appreciate books, magazines, DVD or VHS tapes. Ella teaches childbirth education and

ARB RECEIVES GRANT AND OFFICIAL MEMBERS The Architectural Review Board has been awarded a $50,000 grant from DeKalb County to provide planning expertise and support as ARB continues to develop guidelines. • All ARB meetings (first and third Tuesdays, plus speaker series on second Tuesdays) are open to the public. • On August 13, Mayor and Council accepted these following as ARB members: Councilmembers Elisabeth Shields and Melanie Hammet, Sharon Day, Sandy Larsen, Johnny Coe and Erika Brown. SAFE SWIMMING When the beach is “closed,” the LAKE IS NOT SAFE FOR SWIMMING. If you see a sign posted in the sand, please read and heed! DeKalb County Health Department tests our lake at least once a week; when they report elevated levels of e coli or other bacteria, we close the beach. For your safety, do not swim or wade. (Incidentally, being able to see and read these signs is one reason why we don’t allow swimming after dark and encourage you to use the beach access to enter the lake.) A method of geese deterrent is being researched, which involves loud noises (similar to a shotgun sound). Geese feces contribute a lot to the bacteria levels (and the more bread they eat, the worse it gets!). Remember: DON’T FEED THE GEESE!

PROTECTING OUR CANOPY On August 13 Council approved an ordinance governing the cutting of trees of a certain size. Copies are available at City Hall, and are on the website at www.pinelakega. Basic features of the ordinance are:

• Cutting a tree taller than 6’ requires a permit from City Hall.

• Trees less than 6’ tall can be cut without a permit, allowing you to cut shrubs and bushes that turn into trees before you know it!

• Proper pruning is allowed without a permit; examples are outlined in the ordinance.

• Diseased and dangerous trees have different rules.

This ordinance is intended to preserve the tree canopy in Pine Lake, one of our best features. The Tree Advisory Board has gotten off to a great start with a $10,000 grant from the Urban Forestry, to be used for a tree survey by an arborist.

GOOD FENCES MAKE GOOD NEIGHBORS Council approved a variance to allow residents of 4610 Dahlia Drive to build a 6-foot fence alongside the side and back of their new house. Responding to council concerns, the residents offered three aesthetically attractive designs that decreased ‘visual bulk’ and served the purpose of restraining their dogs. Not only did Council approve their request for a variance, they also approved a variance for a 6’ fence at 462 Hemlock, on the condition that one of the three designs is used.

MUNICIPAL CODE --- SOON TO BE ON-LINE After months of careful review, the City will soon adopt a restructured book of ordinances, which will be available in the office and also on the web in a searchable database. If you’d like to look at our “new” codebook, come by City Hall during office hours.

SIDEWALK CELEBRATION TO celebrate the completion of the sidewalks, we’ll mark Labor Day with a ribbon-cutting at 4:30 pm to open the sidewalks officially and also honor the workers who made the sidewalks. We will also acknowledge the many merchants and property-owners along Rockbridge who gave us right-of-way in order to build the sidewalks. The ribbon cutting, with refreshments, will precede the concert. See page for concert announcement.

AUGUST TOWN HALL More than 20 citizens attended the Saturday, August 4 Town Hall at the Clubhouse. Agenda items included a playground proposal, Tax Allocation District (TAD), and a committee to document the legal history of lake. • A group of parents has put together a proposal for a stupendous playground; they are seeking grants and are requesting $10,000 from the City. See page 6. • Council members Shields and Walker asked for volunteers to document the history of the lake; Karen Bernheimer and Mike

Day volunteered. This committee will review and summarize the existing legal documentation and research questions that are not answered in the documentation. The goal is to have a clear explanation of who owns the lake and what it can be used for, independent of individual interpretation.
