It is quite important that the proposed Sex Education
Centre is situated in a non judgemental area where
adolescence will be willing to go since discussing about the
topic ‘Sex’ has been perceived as a taboo for a long time.
Thus, a place where more youth spend time would be the
most appropriate site to build the Sex Education Centre.
The National Youth Service Council
The establishment of the National Youth Service Council
in 1969 was a pioneering step taken by the Government
in the field of youth development. Its scope of activities
was broadened with its reorganization under the National
Youth Service Act No.69 of 1979. The National Youth
Service Council is the only state organization which is
responsible for policy making, planning and coordinating
youth activities at National level and whose objective is to
promote the interest of the youth so as to ensure their full
development and participation.
The NYSC functions as a statutory body under the
Minister of Youth Affairs and Skills Development. The
Director General is the Chief Executive Officer and also
the Chairmen of the Council and the Council consists of
members nominated by the Minister of Youth affairs and
Skills Development from those who are actively involved
in youth affairs, is responsible for policy matters. Directors,
Deputy Director and Assistant Director deal with the
implementation of various development programmes and
projects of the council.
The main objectives are promoting spirit of national
consciousness, a sense of discipline, an awareness of social
and economic problems and a sense of dignity of labour,
enlisting the participation of youth in national development
schemes, promoting good-will and mutual understanding
youth between in Sri Lanka and other countries, widening
the knowledge of youth by giving training in field relevant
to development, offering regular employment opportunities
for youth by constructively investing funds on a long term
policy basis with an aim to strengthen the economic fabric
of the state, providing recreational and entertainment
facilities as well as the opportunities for the participation
of youth in the formulation and implementation of policy,
promoting and directing the expositions of youth services,
establishing youth organization and assisting organizations
already established for youth welfare, encouraging cultural
literacy, artistic activities, development of physical culture,
competition, a sense of achievement and sports among
youth.
The National Youth Service Centre
The National Youth Centre which is considered as the
largest centre for youth in Asia is located in Maharagama:
the centre of the main education centres in Colombo area:University of Moratuwa, University of Colombo, Sri Lanka
Institute of Information Technology and the entrance to the
Southern Highway which facilitates easy access to both
students and lecturers.
The centre consists of a training building, a multipurpose
hall which can be used as an auditorium or an indoor
stadium, a television studio, an exhibition hall, a library
and a hostel which provides residential facilities for 170
people. In the training section, provision has been made
for various types of short term and long term vocational
training programmes.
The National Youth Centre has already earned reputations
a gathering centre for youth in Sri Lanka and also as a
central point at which youth can find for opportunities which
enable them to enhance and develop their talents and skills
in various fields.

Large column spans provide ample room to arrange interior spaces.
Strong I-beam and column structure can withstand a large amount of traffic.
The empty space around the building provides opportunity to expand the building.

rarely below 21°C or above 34°C.

The length of the day does not vary substantially over the course of the year, staying within
32 minutes of 12 hours throughout. The shortest day is December 21 with 11:43 hoursof daylight; the longest day is June 20 with 12:32 hours of daylight.
Clouds
The median cloud cover ranges from 39% (mostly clear) to 62% (partly cloudy). The sky
is cloudiest on July 4 and clearest on February 22. The clearer part of the year begins
around December 21. The cloudier part of the year begins around May 2.
