Meeting of Operation Coordination

Committee held at SRPC, Bengaluru on 12th

July 2016

1 Introduction

1.1. The 121st Meeting of the Operation Coordination Sub Committee was conducted at Bengaluru on

12th July 2016. The list of Participants is furnished at Annexure-1A.

1.2. Shri S R Bhat, Member Secretary SRPC extended warm welcome to all the delegates to the

121st OCC Meeting of SRPC. He briefed the major events since last OCC meeting. A Special

Meeting with KPTCL was held on 17th June 2016 to deliberate on the pending issues in respect

of KPTCL. He emphasized that the intent of such meetings was to deliberate on the persistent

issues specifically for achieving the fruitful results. He hoped that KPTCL would appraise the

developments/action taken for resolving the issues in due course of the Meeting. SRLDC also

had expressed grave concern regarding the issues pending with KPTCL. 3rd

Meeting on PSS

Tuning of generators was conducted on 28th June 2016 and the minutes of the Meeting had been

uploaded on the SRPC website. He hoped that all the generators would complete the PSS

tuning/Step Response Test as per the schedules finalized in the Meeting. PSS study group had

analyzed the SRT reports furnished by the generators and finalized the recommendations/action

plan. 3rd

Meeting of LVRT to ensure compliance of CERC Order on Petition No.420/MP/2014

was held on 5th July 2016 at TANTRANSCO office, Chennai. All the concerned were requested

to take action for compliance of Hon’ble CERC’s Order and other provisions of CEA/CERC

Regulations finalized in the Meeting. He noted with concern that there was no tangible progress

on the actionable points finalized in the earlier meetings. He informed that a Special TCC

meeting is scheduled to be convened very shortly in which the LVRT issues would also be

deliberated in depth. In the 3rd

LVRT Meeting it was noted that on 4th July 2016 about 95 MU of

wind generation was absorbed in Tamil Nadu which was the highest per day wind evacuation till

date and was almost 1/3rd

of the total state consumption. That day it was informed by

TANTRANSCO that there were no evacuation constraints with respect to wind generation;

however it was noted that there was no N-1 compliance for some of the transmission lines for

evacuation of wind generation. He recalled that there was a MNRE reference regarding data for

reaching renewable energy targets of 175 GW by 2020. The details in this regard were received

only from Andhra Pradesh and other states were requested to furnish the details to CEA/MoP.

On account of high wind generation in the Region, more drawal deviations were observed and

number of messages was issued to constituents. Today also TANTRANSCO was issued a

message for sustained under drawl. He placed on record appreciation for Ramagundam Stage III

and Simhadri Stage II for achieving more than 100 % availability during June 2016. He

appreciated SR I, PGCIL for the commissioning the 3rd

ICT (500 MVA, 400/220 kV) at NP Kunta.

He informed regarding the computation of percentage Unit Loading in the draft Compensation

procedure that it was suggested to compute average unit loading on monthly basis based on

total energy scheduled during the month and weighted average on bar ex-bus installed capacity

(based on Normative Auxiliary Consumption) for the month. He thanked Shri. P Ranga Rao,

AGM, SR I, PGCIL for accepting to host 122nd

OCC Meeting at Hyderabad and informed that

Shri. P Ranga Rao is superannuating in the month of August 2016).

3 Monthly Outage Plan/ Annual Outage Plan

3.1 ISGS/CGS

3.1.1 Planned Outages of CGS/ISG stations approved during the month of July 2016/August 2016

are enclosed at Annexure-3A.

3.1.2 Rescheduling of Planned outages of Generating Stations

3.1.3 Unit-3 planned outage at NTECL Vallur

3.1.3.1 NTECL Vallur vide letter dated 05.07.2016 (Annexure-3B) had informed that Unit -3 (500MW)

was stopped on 20.05.16 due to turbine high shaft vibration. On the advice of OEM M/s BHEL

the unit was taken out for annual planned outage from 20.05.16 for 46 days (the original plan

was from (01.07.06) and it was approved in the 120th OCC meeting held at Bangalore. M/s

BHEL requested for a long shutdown with a turbine overhauling plan containing activities of

HP,IP,LP turbines module inspection & generator inspection, coupling face correction & re-

alignment to address the high vibration issue. HP turbine gland seal housing was to be refined

and for finning activity, HP seal casing was transported to BHEL ancillary unit and brought was

brought back which involved additional transportation time Turbine bearing 4 was required to

be replaced with a new bearing with required polishing, correction of keys etc. which took

additional time& resources. The unit is expected to be back on bar by 15.07.16.

3.1.3.2 Subsequently vide letter dated 15.07.2016 (Annexure–3C) NTECL had informed that they were

experiencing certain delay as the required Generator Exciter swing check was not coming within

the limit. The Unit is expected to be back on bar by 20.07.16.

3.1.4 Rescheduling of TPCIL (2 x 660) MW Unit–I Annual Shut Down

Annual Shutdown for TPCIL Unit I was planned in the month of July 2016. TPCIL vide letter

dated 05.07.2016 (Annexure-3D) informed that the shutdown is rescheduled to last week of

August 2016 (tentatively 22.08.2016 to 08.09.2016) due to delay in delivery of some spare parts

from OEM.

In the Meeting it was noted that shutdown may be approved from 22.08.2016 to 08.09.2016

subject to concurrence from AP and Telangana.

3.1.5 Reschedule of Talcher STPS Unit-6 Overhauling

3.1.5.1 In 120th OCC meeting shut down was approved for TSTPS Unit-6 from 10.07.16 to 13.08.16 (35

days) for overhauling & Boiler modification was approved. The boiler modification was planned

to overcome some of the major design issues, which would improve the Heat rate and reduce

the boiler outage.

3.1.5.2 TSSTPS vide letter dated 09.07.2016 (Annexure-3E) had informed that during the review

meeting held with the contractor M/s BHEL had expressed inability to carry out the modification

work as per the plan due to delay in finalization of sub-agencies and had assured to finalize by

week of July. In view of this, it was requested to reschedule the planned outage of Unit-6

from 01.08.2016 for 35 days.

3.1.6 Outage of 500 MW Unit-5 & 6 of NTPC Ramagundam Unit

As per SRPC approved schedule overhaul of NTPC Ramagundam Unit-5 was for 25 days from

11.06.2016 and was to complete by 05.07.2016. NTPC, Ramgundam vide letter dated

16.07.2016(Annexure-3F)informed that due to technical problems faced during carrying out

major work of LT turbine blade replacement the overhauling got delayed. Unit has been lighted

up and scheduled to be brought on bar today (16.07.2016). Further it is required to keep the unit

in service for about 4-5 days for stabilization after major work. NTPC had informed that it was

proposed to defer the start up unit-6 overhaul by 4 days i.e from 22.07.2016 instead of

scheduled start from 18.07.2016 as approved. It was assured by NTPC that they would put all

efforts to complete the overhaul within the planned completion date.

3.1.7 Neyveli TPS II- Planned Maintenance of Unit II

NLC vide letter dated 14.07.2016(Annexure-3G) had informed that Unit II is under forced

outage from 23:10 hours on 13.07.2016 due to economizer and water wall puncture and may

take minimum of five days to bring back the unit in to service. NLC was planning to take short

annual maintenance upto 25.07.2016 to gainfully utilize the forced outage period and backing

down due to heavy surrender of power by beneficiaries. The Unit was released for planned

Annual Maintenance from 14.07.2016 and assured that all efforts will be taken to complete the

maintenance works at the earliest and bring back the unit into service.

3.1.8 SE (O), SRPC stated that outage planning of generators connected to ISTS was to be brought

to the notice of OCC for approval and beneficiaries should be informed of accordingly.

Regarding Talcher U-6 maintenance rescheduling , he recalled that it been noted in earlier

OCCM, that review meetings with the contractor should be held well in advance to avoid last

minute rescheduling.

3.2 ISTS/State Sector Transmission Lines and Elements

3.2.1 Outage proposals for the months of July/August 2016 in respect of Central and State

Transmission lines and elements were approved and posted on SRPC website

(http://www.srpc.kar.nic.in/website/2016/operation/plout121occ.xls). All utilities are to submit the

S/D proposals for the subsequent month by 3rd

of the current month. Shutdown requests for the

same month needed to be avoided. An outage coordination group had been created

([email protected]) for review of the previous OCC approved shut

downs (construction/critical).

3.2.2 Narendra Bus Reactor Shut down

3.2.2.1 SR II, PGCIL vide letter dated 07.07.2016 (Annexure-3H) had requested for the shutdown of

Narendra Bus Reactor from 18.07.2016 to 30.09.2016 (continuous) for replacing the existing 50

MVAR bus reactor with 125 MVAR bus reactor under SRSS-23. It was requested by PGCIL that

SRLDC may take alternate suitable action for regulating the voltage at Narendra Substation.

In the Meeting, the forum felt that since the monsoon is active, long shut down (45 days)

cannot be approved during the months of July and August 2016 and requested to avail

shut down from September 2016. Accordingly, SR II PGCIL was suggested to submit the

SD proposal in next OCC so that shut down may be approved for September 2016.

SE (O), SRPC suggested SR II, PGCIL that possibility of replacement of reactor through

ERS could be explored.

3.2.3 Outage of Raichur – Sholapur Line II to attend the hot spot, Spacer fixing and minor work

3.2.3.1 Raichur- Sholapur Transmission Company Private Limited vide letter dated 09.07.2016

(Annexure-3I) had requested you to provide line shutdown on 1st August 2016 to attend the hot

spot, spacer linking and other minor maintenance work of 765 kV S/C Raichur- Sholapur line II.

Shut down was requested from 10:00 hours to 18:00 hours. It was requested that the shut down

may be confirmed with CAT Code and shut down 72 hours prior to work.

3.2.3.2 The proposal was approved for 01.08.2016 and it was noted WR-SR TTC/ATC would be

curtailed by 2000 MW.

3.2.4 Non-availing the OCC approved shut downs

3.2.4.1 In earlier OCC Meetings SRPC/SRLDC had stated that in spite of huge efforts being put into

finalizing the shutdown approvals, non-availing of the same (greater than 50%) was a matter of

grim concern. Power purchase by the states was also being planned based on these approved

outages and any changes affect their LGB and in some cases ATC/TTC was also getting

affected. To bring out seriousness in the planning process it was noted that the details of the

works and preparedness also needs to be furnished in remarks column. It was agreed that

SRLDC would post the approved outages availed and non-availed by 3rd

of every month.

Subsequently constituents should revert back with the reasons for non-availing the shut down

by 6th of every month.

3.2.4.2 In the Meeting, SRLDC appreciated that during the month of June 2016, 48 % of approved

shutdowns of transmission lines & elements were availed which was an improvement compared

to past months, however the availed percentage was still below 50%. It was again noted that lot

of efforts were being put by SRPC & SRLDC to analyze and finalize the outage approvals, but

the percentage of availed was disappointing. The percentage of availed shut downs Vs OCC

approved shut downs during last five months is as follows: (Constituent wise breakup of non-

availed shutdowns for the month of June 2016 is at Annexure-3J.

3.2.4.3 MS, SRPC expressed concern on non-availing of approved outages and requested that all

efforts should be made to minimize the deviation from schedule. He pointed out that during the

grid incidents/disturbances, transmission outages (planned/unplanned/emergency) are viewed

seriously.

3.2.4.4 SR I, PGCIL informed that some shut downs could not be availed as planned due to heavy

rains. Out of 30 shutdown approved they could avail only 18.

3.2.4.5 It was noted that SRLDC had posted the outages availed & non-availed wrt outages approved

on 3rd

of July 2016. Except KSEBL (Annexure-3K) and SR I & SR II, PGCIL (Annexure-3L), all

utilities were yet to furnish the information.

3.2.4.6 In 120th OCCM, SRLDC had demonstrated the web based outage coordination system for

requisitioning the OCC approved outages on D-3 basis which is available at SRLDC website

http://scheduling.srldc.org:8080/OCS/Account/Login.aspx. It was noted that the web based

system is meant only OCC approved outages.

3.2.2.1 In the meeting, SRLDC informed that PGCIL SR I & SR II had started requesting the shutdowns

through web based system. TSTRANSCO was utilizing this facility partially.

3.2.2.2 SRPC/SRLDC pointed out that the few constituents/utilities were not furnishing outage requests

as per specified time schedule and current month proposals for AMP works were also being

furnished. All the utilities were requested to follow the procedure and the time lines.

3.2.2.3 All the utilities to furnish the details/deviations with respect to the Annual Outage plan schedule

Vs maintenance carried out on a monthly basis as this information is required for the Annual

Outage Plan Deviation Report being submitted to CERC.

3.2.3 CEPL: request for hotline crossing permission

3.2.3.1 CEPL had requested permission for hot line work on 400 kV CEPL – Tuticorin PS (TPS) from

13.07.2016 to 16.07.2016 (line crossing) on daily basis. CEPL was requested to carry out the

hotline works in coordination with NTPL, PGCIL SR-II and SRLDC.

3.2.3.2 CEPL representative informed that the dedicated evacuation system for CEPL will be ready by

August 2016.

3.3 LGBR for upcoming five months & TTC/ATC computations

3.3.1 All states were requested to furnish PSSE base case for November 2016.

3.3.2 In the special meeting held on 26.04.2016, the following were deliberated:

All SLDCs were requested to submit converged PSSE base case to SRLDC.

As per the NPC decision/Congestion Procedure all the states were requested to publish

TCC/ATC in their respective websites.

All the SLDCs need to have a dedicated Study Group. Manpower issues need to be

addressed suitably by the Management.

Nominations from AP & TS for dedicated Study Group were awaited long back, though both

AP & TS had assured of nominations.

3.3.3 It was noted that ATC/TTC workshop for KPTCL, KSEBL & TANTRANSCO was held on 31st

March/1st April 2016, 12

th/13

th May 2016 and 6

th/7

th June 2016. It is decided that ATC/TTC

workshop for TSTRANSCO would be conducted on 26th and 27

th July 2016 and for

APTRANSCO it would be mutually agreed preferably before SRPC meeting.

3.3.4 In the Meeting it is noted that PSSE base case is furnished only by KSEBL and TANTRANSCO.

3.3.5 SRPC/SRLDC requested the states to take necessary action in this regard.

4 Availability and Requirement

4.1 DE, APTRANSCO informed that they were not anticipating any deficits till November 2016.

They had tied up with TPCIL and with the generators under Gas pooling scheme. Hinduja power

around 15-20 MU is expected from July – November 2016. Wind generation of around 7-17 MU

is expected till August 2016. Deficits, if any, would be met through STOA/PX purchases.

4.2 DE, TSTRANSCO informed that 9 hours agricultural power supply is being ensured from April

2016. They were likely to meet the demand comfortably in the coming months. 12 MU/day is

expected from Kakatiya TPS II. Deficits, if any, would be met through STOA/PX purchases.

Pooled gas generation of around 7.2 MU is considered till October 2016. It was noted that

Telangana had made an agreement with M/s CEPL for 150 MW RTC power for the period from

27.05.2016 to 25.05.2017(through the trader M/s My Home Power Private Limited).

4.3 EE, KPTCL informed that they would be comfortable in meeting the demand for coming months.

BTPS Unit III generation is considered for the coming months. Yeramarus TPS Generation was

considered from August 2016 onwards. He informed that the Section 11 which was imposed on

state embedded generators had been lifted w.e.f 30.06.2016.

4.4 DCE, KSEBL informed that they would be in nominal deficit for the coming months. The deficits

would be met through additional STOA and through load shedding/restrictions, if required.

4.5 EE, TANTRANSCO, informed that they would be in surplus during next 5 months. Till

September they were anticipating more wind generation. 20% power cut on demand and energy

for high tension industrial and commercial consumers during non-peak hours (22:00 hrs to

18:00 hrs (next day)) has been lifted from 05.06.2015. 90% power cut on demand and energy

for high tension industrial and commercial consumers during peak hours (18:00 Hrs to 22:00

hrs) had been withdrawn from 05.06.2015. The above withdrawal of power cuts is being

continued. Delta (Cauvery) supply had been increased to 12 hrs from 04.06.2015. It was

informed that TN Government had accorded approval for sale of 400 MW of Normal Power and

60 MW of green power to other states.

4.6 MS, SRPC stated that more emphasis needed to be taken by all the concerned utilities to

finalize a more realistic load generation balance. Actual grid situation cannot vary drastically

from the planned one.

4.7 Reasons for demand -supply gap and its variation

4.7.1 This issue of furnishing the load shedding details in different heads along with the reasons by

states had been taken up in the NPC Meetings. MoP/CEA specifically needed the reasons for

load shedding like transmission constraints, distribution constraints, regulatory constraints viz

the power purchase not allowed beyond an agreed cost or quantum, natural calamities, tripping

of some of major transmission lines etc.

4.7.2 SRPC requested all the constituents to kindly furnish the load shedding under different heads in

the prescribed format on monthly basis along-with power supply position data. All the

constituents agreed to furnish the reasons for demand-supply gaps including the load shedding

details in the specified format.

5 REVIEW OF THE POWER SUPPLY POSITION

5.1 Grid Highlights

Frequency remained within IEGC range during June 2016 (49.90 - 50.05 Hz) for 73.28 % of

time. Average frequency for the month was 50.00 Hz.

Frequency remained below 49.90 Hz for 8.35 % of time during June 2016.

Frequency remained above 50.05 Hz for 18.37 % of time during June 2016.

As per load duration curve the loads during June 2016 was observed to be substantially low

compared to May 2016 and marginally higher when compared to June 2015.

Tamil Nadu had added 6 MW in windmill capacity (Private sector) during June 2016.

SGPL vide letter dated 30.05.2016 (Annexure-5A) informed that Unit I of Sembcorp

Gayathri Power Ltd (SGPL) 660 MW was synchronized with Grid at 19:26:52 Hrs on 26th

May 2016.

Andhra Pradesh, Telangana, & Tamil Nadu imported 225 MU, 665 MU & 459 MU

respectively intra-regionally through bilateral exchanges.

Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu imported 55 MU, 47 MU, 234

MU, 581 MU & 1069 MU respectively inter-regionally through bilateral exchanges.

Utilities located in Tamil Nadu imported 09 MU inter-regionally.

Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu imported

109 MU, 252 MU, 199 MU, 42 MU & 20 MU respectively through Power Exchange.

Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, Tamilnadu, SEPL,

MEPL & TPCIL exported 24 MU, 69 MU, 22 MU, 13 MU, 11 MU & 75 MU, 150MU, 90 MU

respectively through Power Exchange.

220 kV RTPP Chinnakampally 3rd

& 4th circuit in YSR Dist of 121 ckm was commissioned

on 16.06.2016 by APTRANSCO.

2nd

Circuit from 400 kV Gajwel to loc No 34 of 132 kV line from Gajwel to Thumki Bolarum

line of 10 ckm was commissioned on 08.06.2016 by TSTRANSCO.

220 kV SS at Budidampadu in Kammam Dist (9 hrs Agricultural) of 1 x 100 + 1 x 160

existing MVA capacity was augmented to a capacity of 2 x 160 MVA and commissioned on

08.06.2016 by TSTRANSCO.

220 kV SS at Kondamallepally in Nalgonda Dist of 3 x 100 MVA existing Capacity was

augmented to a capacity of 4 x 100 MVA and was commissioned on 13.06.2016 by

TSTRANSCO.

220 kV SS at Jurala in Mehaboobnagar Dist (9 hrs Agricultural) of 2 x 100 existing MVA

was augmented to a capacity is of 3 x 100 MVA and was commissioned on 21.06.2016 by

TSTRANSCO.

220 kV SS at Moulali in Ranga Reddy Dist of 2 x 80 + 1 x 50 MVA existing Capacity was

augmented to a capacity of 3 x 80 + 1 x 50 MVA and was commissioned on 22.06.2016 by

TSTRANSCO.

125 MVAR, Bus reactor – III at Vijayawada was charged on 19.06.2016 by PGCIL.

400/220 kV, 500 MVA NP Kunta ICT – II was charged on 02.07.2016 by PGCIL

Udumalpet – Pallakad SPS was implemented with effect from 20.06.2016 by KSEBL.

400 kV Jammalamadugu – Kurnool D/C line was charged on 29.06.2016 by APTRANSCO.

SR I, Powergrid vide letter dated 11.07.2016 (Annexure-5B) had informed that consequent

to successful completion of Trial Operation, the following assets under “Transmission

System for Ultra Mega Solar Park in Anantapur Dist, Andhra Pradesh – Part – A (Phase –I)”

have been put under Commercial Operation w.e.f 00:00 hrs of 11th July 2016 in terms of

Clause 4 of CERC (Terms and Conditions of Tariff) Regulations, 2014.

2 No. 500 MVA, 400/220kV Transformer at NP Kunta Pooling Station along with

associated bays and equipment.

1 no. 125 MVAR 420 kV Bus Reactor along with associated bays and equipment.

SR II, Power grid vide letter dated 22.06.2016 (Annexure-5C) had informed that

consequent to successful completion of Trial Operation, the following asset under

transmission system associated with “System strengthening – XX in Southern Regional

Grid” have been put under Commercial operation with effect from 00:00 hours of 22nd

June

2016 in terms of Clause 4 of CERC (Terms and Conditions of Tariff Regulations, 2014):

1 X 500 MVA, 400/220/33 kV ICT at Malekuttaiayur Substation along with associated

bays and equipments.

Transmission charges for the above assets are payable with effect from 22nd

June

2016.

6 MAJOR ISSUES

6.1 Sudden Change in KPTCL Load in the SR-Grid

6.1.1 SRLDC vide letter dated 24.06.2016 (Annexure-6A) had informed that during the period from

1st May to 31

st May 2016 some instances have been observed wherein sudden variation of more

than 100 MW load was observed in Karnataka control area. The details of instances along with

data for five minutes before and after the event were also given. SRLDC also quoted the IEGC

Clause 5.2(j) as below:

‘Except under an emergency, or to prevent an imminent damage to a costly equipment, no

User shall suddenly reduce his generating unit output by more than one hundred (100) MW

(20) MW in case of NER) without prior intimation to and consent of the RLDC. Similarly, no

User/SEB shall cause a sudden variation in its load by more than one hundred MW (100 MW)

without prior intimation to and consent of the RLDC’.

6.1.2 It was requested by SRLDC that KPTCL may plan their Loads/Purchases/Generation well in

advance and may kindly take necessary action to avoid such incidents in the future for the

safety and security of SR Grid.

6.1.3 In the Meeting, SRLDC presented some instances during the period from 1st May to 31

st May

2016 wherein sudden variation of more than 100 MW load was observed in Karnataka control

area and requested KPTCL to take immediate action to avoid such instances in future.

6.1.4 EE, KPTCL informed that the sudden variations were due to unexpected rains throughout the

state and demand loss was unpredictable. He assured that the matter would be looked into.

6.2 Deviation in the Drawl by SR Constituents

6.2.1 SRLDC vide letters dated 27.06.2016(Annexure-6B) had informed that there had been quite a

number of time blocks during the period 1st June to 7

th June 2016 wherein the deviation of drawl

of Telangana Power System was beyond +/- 150 MW and of Karnataka was beyond +/- 250

MW (as per the operational data at SRLDC). There was also sustained drawl deviation seen

during the period. Frequency vs deviation scatter plot highlighting the blocks of deviation were

also enclosed.

6.2.2 SRLDC requested to KPTCL and TSTRANSCO to kindly ensure the following proactive action

on day ahead and real time basis to limit deviation within permissible limits.

a. Weather Forecasting

b. Proper Outage Co-ordination

c. Block wise demand forecasting and scheduling of all generators in the State

d. Forecasting and scheduling of RE generation (Karnataka)

e. Optimizing URS power, surrendering and recall of ISGS/LTA/MTOA transactions,

buying and selling of power through STOA/Power Exchanges on opportunity basis.

f. Ensuring FGMO/RGMO performance from all Generators

g. Ensuring sustained availability of ADMS

h. Co-ordination with DISCOMs for staggering and switching ON/OFF loads

i. Restrict drawl of State within schedule in real time.

6.2.3 Subsequently SRLDC vide letters dated 30.06.2016(Annexure-6C) had again taken up the

issue of deviation in the drawal during 06.06.2016 to 14.06.2016 with Andhra Pradesh,

Telangana, Karnataka and Tamil Nadu.

6.2.4 In the Meeting, SRLDC expressed concern that in the integrated Grid operation, large

deviations tend to skew Inter Regional flows, leading to congestion and sub optimal operation.

APTRANSCO, TSTRANSCO, KPTCL and TANTRANSCO were requested to analyze the root

cause for the deviation and take appropriate preventive measures. AGM, SRLDC stated that in

the communications they have highlighted specific generalized measures to be taken by all the

constituents to keep the drawal within the limits. All the constituents agreed to look into the

issue.

6.3 Flexibility in utilization of domestic coal for reducing the cost of power generation

6.3.1 MoP vide letter dated 10.06.2016 (Annexure-6D) had informed that the Cabinet had approved

the proposal of Ministry of Power on 4th May 2016 for Flexibility in utilization of domestic coal

for reducing the cost of power generation. At present, the share of generation from coal based

power plants is about 78% of the total generation in the country. These coal based power

plants are supplied coal against the plant specific Fuel Supply Agreement (FSA). There are

some power plants which generate cheaper power than others. Thus, there is scope for

utilization of coal in such power plants to achieve overall reduction in cost of generation.

6.3.2 In this regard, following mechanism for allowing flexibility in utilization of domestic coal amongst

power generating stations to reduce the cost of power generation has been approved:

All the long term coal linkages of individual Thermal Power stations of specific State (State would include Union Territories) to be assigned to respective State or State notified agency. Similarly, all the long term coal linkages of the individual Generating Stations shall be assigned to the company owning the Central Generating Stations (CGSs), instead of individual Thermal Power stations to enable efficient coal utilization amongst end use power generating stations.

The Annual Contracted Quantity (ACQ) of the each individual coal linkages (as per respective Fuel Supply Agreements) to be aggregated as consolidated ACQ for each State or the company owning the Central generating stations, as the case may be. A supplementary agreement shall be signed for each State /Company owning the CGS for such consolidated ACQ and the terms and conditions of supplementary agreement shall be applicable on the aggregated ACQ of State or Central generating stations.

There shall be flexibility in use of such coal amongst the generating stations of state owned utilities, plans of other state power utilities, company owning the Central Generating stations and IPPs, amongst each others as per the methodology issued by CEA.

The mechanism shall initially be rolled out for Central Generating Companies and State Power Utilities. Ministry of Power shall separately notify the methodology for use of transferred coal in IPPs generating stations.

The methodology for flexibility in utilization of domestic coal for reducing the cost of power generation (Annexure-6E) prepared in consultation with all the Stakeholders has been issued by CEA and is also available on the CEA website (www.cea.nic.in) (Contact: Shri A.K.Mishra, Chief Engg., CEA, Mob.9873439209, Ph.26732300, E-mail:[email protected].

All the stakeholders are requested to take necessary action in this regard.

6.3.3 In the Meeting, APTRANSCO informed that CE (Coal & Commercial), APGENCO had attended

a Meeting on 5th July 2016 at NRPC, New Delhi regarding implementation of the proposal for

flexibility in Utilization of domestic coal for reducing the cost of power generation. The

communication from CE (Coal & Commercial) to CE (generation), APGENCO in this regard is at

Annexure-6F. Direction from Ministry of Coal was awaited.

6.3.4 MS, SRPC suggested that being a policy matter this may be put up to SRPC.

6.4 Supply of Coal for startup & trial run, etc, to M/s Sembcorp Gayatri Power Ltd., Unit-1 & 2

(2 x 660 MW) coal based TPP at Anantavaram Village, Nellore Dist., Andhra Pradesh.

6.4.1 CEA vide letter dated 13.06.2016 (Annexure-6G) had informed that M/s.Sembcorp Gayatri

Power Ltd. (formerly NCC Power Projects Ltd.) vide letter No.SGPL/COM-CEA/16-17/16

dt.06.06.2016 addressed to Secretary, CEA has intimated that Unit-1 & 2 (2 x 660 MW) of the

power plant at Anantavaram Village, Nellore Dist., Andhra Pradesh is expected to achieve COD

by the end of June 2016 & September 2016 respectively.In order to facilitate commissioning

activities of Unit 1 & 2 of the power project, it was requested by SGPL that the concerned coal

company(CIL and MCL) may please be advised to supply 4,00,000 Tons coal for start up, trial

run, commissioning etc.

6.4.2 OCC noted the above.

6.5 The final implemented schedules of MTOA and STOA – Certain Clarification

6.5.1 TSTRANSCO vide letter dated 21.06.2016 (Annexure-6H) informed that in some of the cases

SRLDC has modified the schedules after 5 days. The details are as follows:

These changes will result in repeated revision of the computations which leads to commercial

implications. Quoting IEGC Clause 6.5.33 regarding final revision of schedules TSTRANSCO

noted that the final schedules are to be modified by SRLDC after identifying

corrections/discrepancies within 5 days.

Quote:

The procedure for scheduling and the final schedules issued by RLDC shall be open to all

regional entities and other regional open access customer’s entities for any

checking/verification, for a period of 5 days. In case any mistake/omission is detected, the

RLDC shall forthwith make a complete check and rectify the same

Unquote

It was requested by TSTRANSCO that SRLDC may kindly ensure that all revisions of schedules

are being carried out within 5 days. In the event of any revision to be carried out at a later date,

the same may be intimated to TSTRANSCO office. It is observed on analysis of the

implemented drawal schedules of April 2016 that the schedules for days 4th, 5

th, 6

th, and 14

th

April’16 were not matching with the weekly SRPC data displayed in the SRPC website. The

issue was brought to the notice of SRLDC but the same has not been modified so far. Similar

instances were observed in other months also. It was also requested to kindly take necessary

action for arranging to modify the schedules at an early date.

6.5.2 In the Meeting, SRLDC clarified that in most of the cases, revisions of schedules were being

carried out within 5 days. Care is being taken to intimate to TSTRANSCO in case of revision is

carried out on a later date. SRLDC noted the concern of TSTRANSCO and assured that

schedule revisions in future would be passed on in time. It was decided that one more set of E-

mail IDs may be made available by all and the communication copy will be sent to the same

additionally to avoid miscommunications.

6.6 NLC TS – I Expansion – Installation of new ABT meters

6.6.1 NLC TS I Expansion vide letter dated 11.07.2016 (Annexure-6I) informed that as per the

recent regulations 12 Nos of new 0.01 step frequency recording ABT SEMs for the

measurement of fed to Bus, feeders and consumption from TS I 220 kV line to calculate TS I

Expansion Ex-Bus (Main and check meters) have been procured and are ready for installation.

NLC had requested all the beneficiaries like KPTCL, KSEBL, TANGEDCO and PED to witness

the installation at TPS I Expansion site and also requested to confirm the witness well in

advance. It was informed that after installation, the readings will be sent initially from both the

old and new meters as directed by Commercial division of SRLDC.

6.6.2 SE (O), SRPC stated that beneficiaries may attend for SEM commissioning activities for witness

and same be intimated to NLC in advance.

6.7 Daily Load Forecasting by SLDCs/RLDCS/NLDC

6.7.1 Load forecasting in different time horizons (daily/weekly/monthly/yearly basis) is an important

input and a mandatory requirement for the entire scheduling process and reliable operation of

the power system. As per Section 5.3 of IEGC demand estimation responsibility of

SLDC/RLDC/NLDC is clearly identified. SRLDC vide letter dated 04.07.2016 (Annexure-6J)

had enclosed a copy of letter dated 28.06.2016 received by them from NLDC/POSOCO wherein

details of action required to be taken by SLDCs/RLDCs/NLDC regarding this are given.

6.7.2 In the Meeting, SRLDC presented (Presentation copy is at Annexure-6K) the forecast details

wherein generally it was found that the absolute mean error between forecasted and actual was

within +/- 10 % for all states except Karnataka. In case of Karnataka the error was about +/- 40

%. Average error was at 15 % w.r.t KPTCL. KPTCL was requested to look into the issue and

furnish the realistic forecast.

6.7.3 It was noted that all SLDCs were forecasting based on the past data manually and no

forecasting tools were being used. Many agencies are providing the software tools for demand

forecasting and SLDCs may go for trial for six months period. All SLDCs were requested to

appraise their Higher Management regarding the provision for forecasting tools at SLDCs for

accurate forecasting. SLDCs were also requested to furnish the required information in the

prescribed format.

6.7.4 EE, KPTCL informed that the huge variation may be on account of rains and low demand

condition prevailed in the State. Raichur TPS generation was kept at around 23% of IC and

hydro generation was being controlled as per the demand requirement. Wind is mostly

unpredictable. He stated that sometimes weather prediction also goes wrong like last week as

there was no IMD prediction of rains but it rained heavily.

6.7.5 DE, TSTRANSCO informed that they were doing the forecast considering many parameters

attributable to demand.

6.8 Sale of Un-requisitioned Surplus Power in Power Exchange

6.8.1 MoP vide letter dated 09.05.2016 had addressed in this regard. It was mentioned that state

DISCOM shall also give consent to the respective Generating Stations/Companies for sale of

such URS power in the market through Power Exchange. If such power is offered by the

Generating Company (ies) and is sold in the market, then the sharing of gains shall be

applicable, as per the provisions of Tariff policy.

6.8.2 Further NLC vide letter dated 03.06.2016 had suggested the few options.

6.8.3 In the Meeting, it was noted that all the constituents except KPTCL and TSTRANSCO had given

consent for selling power in PX for certain periods. It is noted that KPTCL DISCOMs had

submitted their consent individually to PCKL. PCKL was consolidating the information and

would be submitted shortly.

6.8.4 SRLDC vide E-mail dated 03.07.2016 had informed the following:

A provision is made in the scheduling program to enter the details of Clearance given to

ISGS for selling in PX under the menu - Create-> state selling clearance to ISGS on day

ahead basis.

A view provision is also made under the menu View Schedules-->Summary of state

selling clearance to ISGS.

All states are requested to make the entry in the scheduling program apart from the

present correspondences happening between ISGS, States and SRLDC.

It is also requested that the quantum of clearance given to ISGS shall be reduced /

considered while giving the requisition Form C itself on day head basis.

ISGS are requested to cross check the entry of clearance through the view provision

mentioned above

6.8.5 NLC stated that there was no significant commercial benefit by selling URS power due to the

inherent issues like allocation, scheduling, technical minimum, URS reallocation etc.

6.9 IEGC, fourth Amendment Regulations 2016

6.9.1 In line with 4th Amendment to IEGC Compensation Procedure for SHR & AEC and operating

Procedure for taking units under RSD and identifying generating stations to be backed down

upto technical minimum schedule were under discussion.

6.9.2 A Special meeting/VC was convened on 20.06.2016 at SRLDC Bengaluru. All the entities were

requested to furnish their feedback in respect to draft RSD procedure to NLDC. SRPC had

informed that excel sample calculation in respect draft compensation procedure prepared by

SRPC secretariat was available at SRPC website and all the entities were requested to go

through and furnish the comments/feedback, if any.

6.9.3 It was noted that TANTRANSCO and NLC had communicated the comments in this regard

(Annexure-6L). SRPC vide letter dated 29.06.2016(Annexure-6M) had submitted SRPC

feedback / comments on RSD procedure to NLDC.

6.9.4 In the Meeting, SRPC informed that in the earlier draft compensation procedure for SHR & AEC

circulated by SRPC Secretariat, it had been proposed that average unit loading would be

computed block wise based on the schedule and on bar ex-bus installed capacity (based on

Normative Auxiliary Consumption). After obtaining further clarification, it was now suggested

that average unit loading would be computed on monthly basis, based on total energy

scheduled during the month and weighted average on bar ex-bus installed capacity (based on

Normative Auxiliary Consumption) for the month. SRPC letter dated 01.07.2016 (Annexure-6N)

was addressed to all concerned in this regard. It was clarified that there would be only one

average unit loading for the month, based on which computation of compensation for Station

Heat Rate degradation or Auxiliary Energy Consumption degradation would be computed.

Procedure for sharing of compensation and annual reconciliation methodology would be in

accordance with draft procedure earlier circulated.

6.9.5 NLDC vide letter dated 14.07.2016 (Annexure-6O) confirmed the receipt of SRPC comments

on 30th June 2016. It was informed by NLDC that they had received the comments from WRPC

on 06.07.2016. All the RPCs have discussed the issues in their respective OCC

Meetings/Commercial Committee Meetings/Special Meetings. Comments/suggestions from

NERPC, NRPC & ERPC were still awaited. After receiving the comments from all RPCs, NLDC

would prepare a final procedure and furnish the same to CERC.

6.10 Central Electricity Regulatory Commission(Deviation Settlement Mechanism and related

matters) {Third Amendment} Regulation 2016

6.10.1 Hon’ble CERC had brought out CERC (Deviation Settlement Mechanism and related matters)

{Third Amendment} Regulation 2016 which would be implemented with effect from 30.05.2016.

The definition of renewable rich state and the deviation limits for renewable rich states etc. have

been specified for computation of charges and additional charges for deviation.

6.10.2 In this regard SRPC vide letter dated 30.05.2016 and SRLDC vide letter dated 07.06.2016 had

requested the states to submit the details of installed capacity with wind and solar shown

separately as on last working day of the month enabling SRPC/SRLDC to suitably factor in

deciding DSM limits/DSM charges computations. It was also requested that whenever the

installed capacity increases to more than 1000 MW and more than 3000 MW values need to be

certified and communicated to SRPC. Whenever scheduling responsibility changes from SLDC

to SRLDC the revised figures are also needed to be certified and communicated.

6.10.3 In the meeting, all the constituents were requested to furnish the installed capacity of Solar &

Wind in their states as on last working day of every month.

6.11 Charging clearance for SIEMENS make 80 MVAR reactor at Somanahalli in place of 63

MVAR Reactor

6.11.1 In the 120th OCC Meeting SR II PGCIL had informed that existing defective BHEL make 420

kV, 63 MVAR Bus reactor (Sl. No. 6005071) at Somanahalli (more than 24 years old) has been

replaced with spare SIEMENS make 80 MVAR 420 kV reactor (Sl.No.30074/1). It was

mentioned that it was not a new element/reactor and only a temporary replacement. On repair,

the old one would be put back into service. PGCIL had requested SRLDC to kindly give

charging clearance for the above. The following were noted:

SRLDC had noted that it was non –compliance of regulations and violation of Grid

Standards as there was no exchange of code by SRLDC and they were not informed about

this replacement of transmission element. Such plan for replacement with spare reactor

was required to be discussed at appropriate forum. Any maintenance during system

constraint condition was to be carried out under intimation and by exchanging code with

SRLDC. The date when the element was declared faulty was not informed to SRLDC in

violation of Grid Code.

SRPC had stated that details in this regard were required to be furnished by PGCIL as it

impacted the Availability Computations. Grid Code provisions were required to be followed.

PGCIL was requested to clarify whether the replacement was with Regional spare reactor

or any other spare reactor. In this context both SR-I and SR-II were requested to indicate

the details of locations where Regional Spare ICTs & Reactors were being used / kept

within a fortnight.

6.11.2 In the Meeting, SR II, PGCIL clarified that the opportunity outage on account of low voltage was

utilized for replacement and would ensure for strict compliance of IEGC provisions in future.

6.11.3 SE (O), SRPC informed that even the works carried out in opportunity shutdown, were to be

taken up after the approval/under intimation to SRLDC.

6.11.4 SR I, PGCIL informed that at present there was no spare ICT available with SR I. First ICT was

taken to Kozhikode and is with SR II. Second ICT was diverted to Sriperumbudur. Third ICT is

under repair at Bhopal and expected to be received at Hyderabad by September 2016. The

same would be kept at Hyderabad. One reactor of 80 MVAR is available at Gazuwaka. SR II,

PGCIL informed that there was no ICT as a spare.

6.11.5 It was noted that TANTRANSCO had agreed to give back the ICT at Sriperambudur and it needs

to be kept as spare ICT. TANTRANSCO informed that they would return the ICT.

6.11.6 MS, SRPC informed that SR I and SR II, PGCIL should ensure that spare ICTs & Reactors are

available to take care of contingencies. It is matter of concern that as on today there was no

spare ICT available in the Region.

6.11.7 SR I, PGCIL informed that Gooty and Vizag were the identified locations for keeping spare

reactors and Cuddapah and Hyderabad were to keep for spare ICTs. SR II, PGCIL was

requested to furnish the locations identified for keeping spare ICTs and Reactors.

6.12 Frequent tripping of Vallur-NCTPS lines

6.12.1 In the 120th OCC Meeting the following were noted:

TANTRANSCO had informed that the insulators near gantry of Vallur Switch yard had been

replaced and there were no trippings observed subsequently.

NTECL, Vallur had pointed out that the insulators for complete stretch of NCTPS-Vallur were

required to be changed.

SRPC/SRLDC had expressed concern that earlier TANTRANSCO had agreed to replace the

insulators for entire length of the line but replacement was being carried out partially on case

to case basis which was not desirable. TANTRANSCO was requested to change the

insulators Vallur - NCTPS line for entire stretch.

6.12.2 In the Meeting, SRLDC informed that there was no tripping of Vallur-NCTPS lines during the

month of June 2016. However SRPC/SRLDC/NTECL expressed concern that TANTRANSCO

had changed the insulators only close to Vallur switchyard which may not completely solve the

tripping issues and requested TANTRANSCO was suggested to change the insulators of Vallur-

NCTPS line for entire stretch.

6.12.3 SE (O), SRPC suggested that PGCIL may write to NTECL, Vallur about the scope of work

regarding the Gantry tower insulator replacement.

6.13 Additional Agenda Items from KSEBL

KSEBL vide letter dated 07.06.2016 has requested to include the following agenda items for

discussion in the OCC Meeting:

6.13.1 Replacement of protection couplers at 220 kV substations

6.13.1.1 The existing BPL make PLCC protection couplers at 220 kV sub stations Edappon, Edamon,

Kundara and Kayamkulam are very old and the mal-operates frequently due to stray signals

(generated from the panels). Hence, it is required the replace the panels immediately. Since

the panel replacement can be done as a pair at the two ends of the feeder, it is suggested that

procurement can be done either by KSEBL or by NTPC/PGCIL. KSEBL has requested NTPC,

Kayamkulam to intimate their willingness for procurement of Digital Protection Couplers at

Edamon and Kayamkulam by KSEBL with the cost reimbursed by M/s. NTPC/PGCIL. M/s.

PGCIL had informed to take up the matter in the joint meetings held at Regional level. KSEBL

requested NTPC/PGCIL to revert back.

6.13.1.2 In the Meeting, KSEBL requested that one agency may take up the entire work. Response

from PGCIL/NTPC was awaited.

6.13.2 Enhancement of ICT ratio of 220 kV Edamon-Thirunelveli feeder at both end.

6.13.2.1 All the PGCIL owned feeders at Edamon substation (TNEM 1, 2 and Edamon - Kundara,

Edamon -Edappon Feeders) have CT ratio of 1600-800/1-1-1-1-1. The conductor type of all

the above feeders are double moose with current carrying capacity of 1760 A. Considering the

occasional loading of the feeders above 800 A and also to utilize the maximum loading

capacity of the feeder during the N-1 condition, the CT at both end of the above feeders have

to be connected to 1600/1 A. The 220 kV Edamon - Kundara and Edamon - Edappon feeders

are now connected with CT ratio 1600/1A at Edamon end. Steps have been taken to change

the CT ratio to 1600/1 A at Edappon and Kundara and for carrying more current through these

feeders. The CTs at Thirunelveli may also be connected to 1600/1 A ratio. KSEBL requested

PGCIL for appropriate action at their end.

6.13.2.2 In the Meeting Dy CE, KSEBL informed that the CT ratio of 220 kV Edamon-Thirunelveli

feeders 1 & 2 at both ends were changed from 800/1 A to 1600/1 A with effect 03.07.2016.

6.14 Detailed procedure for Ancillary Services Operations

6.14.1 In the 120th OCC Meeting RRAS generators had expressed concern that Forms AS-4 & AS-5

were not being received by them as stipulated in Procedure. This information was sought by the

Management and by the Accounts Section to settle the bills. NTPC had expressed concern that

their Higher Management were pointing out the issue regarding the difference observed

between the frequency at which the RRAS kicked in and the average block frequency since the

billing was being done on average block frequency. It was felt that more clarity was required on

the issue. SRLDC was requested to revert back after discussing with NLDC on streamlining the

process. RRAS generators were requested to revert back on the exact details being sought (to

be communicated to SRLDC/NLDC).

6.14.2 In the meeting AGM, SRLDC reiterated the following:

The nodal agency (NLDC) was issuing Up/Down regulation through SRLDC. The RRAS

instruction was for keeping the machines ready to Up/Down instruction and the ISGS was

required to follow the injection schedule which includes the RRAS instruction also. RRAS

reason was being showed in remarks of Form “D”. The exact details of block wise

schedule were being shown for every revision and implemented schedule was available in

SRLDC website. Accordingly necessary information is already available on the SRLDC

website.

NLDC was preparing a monthly report on the details of timing and reasons for kicking in,

and the same was being submitted to CERC and the same would be shared with the

constituents. The Quantum conveyed by NLDC(Nodal agency) is getting changed at RLDC

for scheduling due to ramp up/ ramp down rates and other pending requisition (of

beneficiaries) and thereby forwarding the message to generators in real time may not be

feasible. It was noted that the implementation difficulties are being noted by Nodal agency

and accordingly the Procedure would be relooked after experiencing for 6 months and this

clause could be modified.

6.14.3 NTECL, Vallur vide letter dated 11.07.2016(Annexure-6P) had submitted the following

regarding intimation of Triggering Criteria of Reserve Regulation Ancillary Services(RRAS)

NTECL is making/receiving payments based on the weekly RRAS statement released by

SRPC secretariat.

The triggering criteria are neither appearing in the statement nor intimated by RLDC which

may become an audit observation in future.

As per the operating procedure the triggering criteria has to be intimated to the RRAS

provider. The relevant paragraph from the Operating Procedure was reproduced:

“9.8. Once RRAS has been triggered a message shall be sent from the Nodal Agency to

the concerned RLDC for incorporation of the RRAS dispatch instruction in the schedule of

the respective RRAS Provider. Subsequently a message shall also be sent by the Nodal

Agency/RLDC to the concerned RRAS provider.”

It was requested by NTECL Nodal Agency/RLDC may kindly be advised to indicate the

triggering criteria of RRAS.

6.14.4 CM, NLC informed that they were facing some problems regarding payments to KPTCL and

Puducherry as bank account details were not clear. KPTCL had given multiple accounts of

different ESCOMs whereas AP and TS had given single accounts. NLC requested KPTCL to

coordinate with ESCOMs and to furnish a single account so that payment may be made easily.

6.14.5 EE, KPTCL stated that the payments had to be made to ESCOMs directly and KPTCL does not

have any role commercially. He stated that the request of NLC would be looked into and revert

back.

6.14.6 SRLDC informed that the issues raised by constituents were appraised to NLDC and agreed

that the information would be furnished to the RRAS providers.

6.14.7 According to the provision of Detailed Procedure for Ancillary Services Operations report for the

month of June 2016 regarding various operational aspects the RRAS mechanism is furnished

by NLDC vide letter dated 11.07.2016(Annexure-6Q).

6.15 Low Generation level at NTECL Vallur

6.15.1 The issue of low generation levels at NTECL, Vallur had been discussed in 28th TCC and 29

th

SRPC meetings held on 4th and 5

th March 2016 at Visakhapatnam. The issue had also been

under discussion in previous OCC meetings.

6.15.2 In the 120th OCC Meeting the following were noted:

SRLDC may consider reporting regarding low generation at NTECL Vallur (sub-optimal

operation of generating unit) to SRPC under prolonged outage in line with the IEGC.

NTECL had assured of higher availability of on bar units once the coal handling system

issues are resolved.

6.15.3 In the Meeting, NTECL informed that Unit 3 would come by 15.07.2016. The pipe conveyor

issues had been resolved completely. Coal supply through Dhamra port had started. At present

two units are generating around 840 MW. There were coal supply/realization issue which may

impact the generation levels.

6.16 Revival of units at Sharavathi Generating Station

6.16.1 A major fire incident had occurred at Sharavathi Generating Station on 18.02.2016 at 16:43 hrs.

KPCL had informed that the Committee appointed on 18.02.2016 by GoK to study the issue was

yet to give the report. In the Special meeting held on 03.06.2016 with KPCL it was noted that

Order has been placed on M/s ABB on 22.03.2016 for balance 7 Units & 7 lines with DCS

adapting state of art technology.

6.16.2 EE KPCL informed that the Sharavathi Station will come at full load by August end with all the

evacuation lines back in service. The schedule of restoration is given below :

6.17 Progress of NLC TS II – TS I Expansion re- conductoring works- end span work and isolator replacement

6.17.1 In earlier meetings, SRLDC/SRPC had clarified that until unless the end portion is

reconductored, the enhancement of capacity of the line would not be considered for any of the

operational purposes and the very purpose of reconductoring as per CERC directions was not

achieved.

6.17.2 In the Meeting, SR-II, PGCIL informed that BOQ was prepared and Management approval was

awaited.

6.18 Preparation for meeting the revised environment norms as per Environment (Protection) Amendment Rules,2015

6.18.2 SRPC had requested all the generators to furnish the required information to CEA at the earliest

with a copy to SRPC.

6.18.3 In the Meeting SE (O), SRPC requested that details in this regard should be furnished to CEA at

the earliest.

6.18.4 NCTPS Stage II vide letter dated 08.07.2016 (Annexure-6R) has furnished information

regarding this.

6.19 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW)

6.19.1 As discussed in the Special Meeting held on 17th November 2015, to facilitate scheduling by

SRLDC the following prerequisite criteria was to be met by NTPC:

Forecasting of generation

MW-MVAR data of the station

Voltage at inter connecting point

Inverter status

SEM as per CEA, Metering Regulations, 2006

Data compatibility with SRLDC format etc.

6.19.2 In the 120th OCC Meeting, it was noted that NTPC solar should come under RE framework w.e.f.

4th July 2016. Forecasting could start one week earlier to get familiarized and other

requirements could be arranged by 03.07.2016. 6.19.3 SRPC vide letter dated 01.07.2016 (Annexure-6S) had communicated to NTPC regarding

scheduling of NTPC, Ramagundam Solar Power Plant (10 MW) under RE framework. RE

related activities were being reviewed at various high level forums. It was requested to NTPC

that all the pre-requisites are ensured to enable scheduling by SRLDC w.e.f 04.07.2016 to avoid

further delay.

6.19.4 In the Meeting, SRLDC informed that NTPC was yet to fulfill all the requirements as per

regulations viz SEMs data in SRLDC format, approved metering scheme etc. AGM, SRLDC

informed that as per SRLDC protocol format for existing SCADA system is 101-104. NTPC

informed that they could give through OPC and the attempts to configure it were failed. NTPC

was requested to provide with 101-104 protocol. SRLDC also pointed out that locations of

meters were not as per CEA regulations. Main and Check meters should be available on the

outgoing feeders. It was noted that at Telangana side (single line was LILOed ) meters were

required at both the ends. It was also noted that ‘B’ type meters with 150/1 A CTs were used,

but secondary side CT ratio should be 5 A.

6.19.5 NTPC was requested to coordinate with SRLDC (Commercial wing) regarding SEM types,

locations, metering scheme etc.

6.19.6 SRPC/SRLDC requested NTPC to complete all formalities/requirements by end of July 2016

and scheduling of NTPC Ramagundam Solar as a Regional Entity would start w.e.f 01.08.2016

at 00:00 hours.

6.20 Patrolling / Maintenance of critical lines and substations

6.20.1 In recent times insulator tracking has been observed in the Transmission lines and Substations

located in the coastal and polluted areas and SRPC vide letter dated 05.05.2016 had

communicated to the concerned in this regard. In this context, Transmission Lines and

Substations in the most vulnerable terrain, coastal and polluted areas were to be categorized for

monitoring to ensure that Patrolling and Maintenance is being carried out as per the Patrolling

guidelines. The format for furnishing the details of schedule / Patrolling and Maintenance carried

out of the critical Transmission lines and Substations had been enclosed. It had been requested

to furnish the necessary details in the specified format by 18.05.2016 positively.

6.20.2 It was noted that MEPL, SEPL, NTPC Simhadri, APTRANSCO & KSEBL had furnished the

details. Other entities were requested to furnish the details at the earliest. NTPC Simhadri had

furnished the details in different format. AP details at Annexure – 6T

6.20.3 SRPC/SRLDC had requested the concerned entities to take necessary steps to ensure that

Patrolling and Maintenance is carried out as per the Patrolling Guidelines and the matter may

be considered as critical.

6.20.4 In the meeting SRPC/SRLDC expressed concern that some of the utilities were yet to furnish the

information. KPTCL was requested to do the patrolling on an urgent basis and was requested to

furnish the information.

6.21 PSS Tuning of generators

6.21.1 The Step Response Test Reports in the specified formats to be submitted in soft form to SRLDC

([email protected])/SRPC / CTU ([email protected]) / SRPC (seoprnsrpc-

[email protected]; [email protected]).

6.21.2 It was noted that 3rd

meeting to review the status of PSS tuning of the generators was convened

on 28th June 2016 at SRPC, Bengaluru. PSS study committee had analyzed the SRT reports

furnished by the generators. MoM is available at SRPC website.

6.21.3 In the Meeting the following were noted :

Schedule for Step Response Test for the generator were finalized in the 3rd

PSS meeting

and requested the generators to carry out as per the schedule.

CEPL informed that Step Response Test will be done by 10th August 2016 before the 20

days shut down from 10th August 2016.

NTPL representation was not there in the Meeting and requested to confirm on the testing

of step response. NTPL informed that step response test would be carried out before shut

down for AMP works.

SRPC informed that only status of PSS tuning was received from JSWEL. JSWEL

informed that testing would be conducted in December 2016.

PSS study group had analyzed the SRT repots furnished and the recommendations had

been finalized. Generators were requested to follow-up as per the study committee

recommendations.

6.21.4 TANGEDCO informed that PSS enabling work and tuning to suit with the system condition is

under progress at Mettur Stage III (600 MW Unit) The Unit was lighted up on 10.07.2016 at

14:28 hours and the work was under progress to bring the machine on bar.

6.21.5 NCTPS Stage II vide letter dated 08.07.2016 (refer Annexure- 6R) has informed that it is

proposed to conduct the PSS/Step Response test on both the units immediately after

completion of the programmed Annual Overhauling period in the presence of OEM. OEM have

been intimated to depute their expertise to carry out the PSS tuning/Step response test on both

the units during the programmed Annual Overhauling periods i.e. during the month of July and

September 2016. Accordingly test reports in the prescribed formats will be furnished for both the

Units in September 2016.

6.21.6 SRPC vide letter dated 01.07.2016 addressed to Technical Director, KPCL in this regard is at

Annexure – 6U.

6.21.7 SRPC vide letter dated 01.07.2016 addressed to NPCIL stations, NTPL, JSWL,CEPL, SEL,

HNPCL and SGPL in this regard is at Annexure – 6V.

6.22 Implementation of URTDSM (PMU) project in Southern Region

6.22.1 The following were noted in the earlier meetings:

PGCIL had informed that in the first phase, installation of 62 PMUs were under progress.

Installation of PMU at NPS was in second phase but PGCIL had assured that they would

divert one or two PMUs to NPS for early commissioning.

The second phase of installations of PMU would be speeded up and would be completed

within the stipulated time period.

6.22.2 In the special SCADA/communication meeting held on 17.05.2016, the constituents/generators

expressed the difficulties being faced w.r.t. PMU installations at sites under URTDSM. The

following had been finalized after deliberations:

PGCIL to furnish detailed procedure with respect to PMU installations under URTDSM

project viz, roles and responsibilities of users, responsibility upon receipt of equipment at

location, responsibilities during the installation, O&M after installation, handing over,

mandatory spares / O&M Spares responsibility etc.

Prior communication about material supply, commissioning, installation, testing etc would be

ensured to identified Nodal Officers.

PGCIL Official should be present during material receipt and during

installation/commissioning/testing.

Equipment handing over procedure should be clearly specified.

Regarding O&M, the concerned entity would inform PGCIL regarding any issue and in-turn

PGCIL would get the issue resolved.

6.22.3 In the Meeting AGM, SRLDC once again emphasized on the need for sharing the information

regarding the roles and responsibilities of each utility involved. He suggested that PGCIL may

give a detailed presentation on all URTDSM issues in the next OCC Meeting and it was agreed

by PGCIL.

6.23 Video Conferencing facility at SLDCs

6.23.1 In earlier OCC Meetings, the following were noted:

APTRANSCO: Will provide the facility in new SLDC at Vijayawada by December 2016. KPTCL: Testing of KPTCL VC equipment compatibility with SRLDC existing VC equipment

has been completed. Communication link status. TANTRANSCO: Board has approved the proposal and the PO would be placed. VC facility

would be commissioned within three months. PED: Puducherry ED informed that Budget for the financial year 2016-17 had not been

approved. SRLDC: Both side VC facilities should be made available by all SLDCs. PGCIL: Link for backup SRLDC at NRLDC was ready and the same would be extended.

6.23.2 In the Meeting, KPTCL confirmed that the needful for VC facility had been completed and VC

would be in place by 15.07.2016. The communication channel needed to be made through and

may be completed in two days.

6.23.3 TANTRANSCO informed that Board has approved the proposal and the PO would be placed.

VC facility would be commissioned by August 2016.

6.23.4 Puducherry informed that Budget for 2016-17 had not yet been approved.

6.24 PoC data Validation

In the 120th Meeting, it was noted that the Validation Committee meeting for validating PoC data

to be used for July 2016 to September 2016 was held on 30.05.16. All the entities had been

requested to send the comments to the Implementing agency.

6.25 CERC Order dated 05.10.2015 on Petition No. 310/MP/2014 wrt Un-requisitioned Power of

Sasan UMPP

Hearing of CERC on Petition No. 16/SM/2015 (Difficulty encountered in implementation of the

Commission`s order dated 5.10.2015 in Petition No.310/MP/2014 regarding scheduling of

unscheduled surplus power from the inter-State generating stations) was heard for 23.02.2016.

CERC Order is awaited.

6.26 Reference from MNRE regarding compilation of data for meeting renewable energy

Targets of 175 GW by 2020 6.26.1 MNRE/ MoP /CEA vide letters dated 02.03.2016, 22.03.2016 and 29.03.2016 respectively had

communicated regarding compilation of data for meeting renewable energy targets of 175 GW

by 2020. The concerned State Utilities/Generating companies are requested to furnish the data

suggested by MNRE. SLDCs are also requested to coordinate and furnish the data for the

generators in their control area.

6.26.2 In the Meeting it was noted that only APTRANSCO has furnished the information in this regard

which is at Annexure-6W

6.26.3 It was noted that in the 3rd

LVRT Meeting held at Chennai, MD TANTRANSCO had intimated in

the part of 175 GW of renewable energy generation target by 2020, TANTRANSCO was taking

several steps for higher wind integration. Government had accorded approval for sale of 400

MW and 60 MW of green power to other states.

6.27 Formulation of a Skill Plan for Power Sector based on the assessed Skill Gap in the sector

6.27.1 HRD Division, CEA vide letter dated 04.07.2016 (Annexure-6X) had informed that a meeting

was held on Formulation of a Skill Plan for Power Sector based on the assessed Skill Gap in the

Power Sector at New Delhi on 01.07.2016. MoP vide letter dated 01.07.2016 have sought

some information from CEA based on which CEA had made a proforma. It is requested that the

relevant information pertaining to the sector/subsector under SRPC purview as per the attached

format may please be sent to CEA on return mail [email protected]. The matter may be

treated as MOST URGENT.

6.27.2 In the Meeting, SRPC informed that they had forwarded CEA letter to all the constituents on

05.07.2016 and no response had been received from constituents and requested all to furnish

the information sought to HRD Division, CEA directly with a copy to SRPC.

6.28 Grid disturbance at Gazuwaka-Simhadri-Kalpakka corridor

6.28.1 On 22.04.2016 a grid disturbance occurred in the 400 kV Gazuwaka- Simhadri-Kalpakka

corridor which resulted in tripping of various 400 kV interconnected lines and finally culminated

in Grid disturbance at Gazuwaka (PGCIL), Vizag SS (APTRANSCO) and Kalpakka

(APTRANSCO). A Special Meeting was held on 4th May 2016 at SRPC, Bangalore to deliberate

on this issue. Minutes of the Meeting are at SRPC website. The following actionable

measures/steps had been envisaged in the meeting:

Line patrolling protocol & maintenance procedures to be adhered

Insulator replacement to be carried out up to the firmed up distance

Hot-line/ Cold-line washing of Insulators & attending to hot-spots

Silicon Insulator Coatings

Reducing emissions during commissioning tests of new generating units

Ensuring supply reliability to Railway Traction network of North Coastal Andhra

Pradesh

6.28.2 In the Meeting, SR I, PGCIL informed that at Gazuwaka Substation, two CTs were failed last

month. OEM was called for rectification works. Two hours shut down is required for each bay for

rectifying the fault. SR- I requested that shutdown may be approved on the dates as confirmed

by OEM subsequently.

6.29 Operating Procedure for 2016-17

SRLDC informed that Draft Operating Procedure for the year 2016-17 has been uploaded in the

SRLDC website. Comments/suggestions/corrections if any can be communicated to SRLDC at

the earliest. The final procedure is to be brought out on 19.07.2016.

6.30 Completion of Madhugiri-Bidadi D/C lines by M/s KTL

6.30.1 KTL vide letter dated 05.07.2016 (Annexure-6Y) had informed that the construction works for

the 400 kV D/C (Quad) Madhugiri – Bidadi Transmission line were completed however since the

interconnection facilities at Bidadi substation were not made ready by PGCIL till date, the

subject line cannot be charged and any delay in this regard shall not be attributed to KTL.

Electrical inspectorate, Central Electricity Authority (CEA) had inspected the 400 kV D/C

(Quad) Madhugiri – Bidadi Transmission line and certified the completion of works under the

scope of Kudgi Transmission Limited (KTL). Electrical Inspectorate, CEA has also issued the

“Approval for Energization”.

6.30.2 OCC noted the above.

7 GRID FREQUENCY

7.1 High frequency

7.1.1 High Frequency Grid Operation

7.1.1.1 It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for 18.64 % of

the time. It was also noted that the frequency on some of the days was higher for considerable

periods as shown below:

7.1.1.2 In the Meeting, SRLDC informed that on 9th June 2016 at 14:27 hours frequency had touched

50.37 Hz when NR load crash of 3890 MW was observed. Many under drawal messages were

sent on real time during that incident. It was noted that sustained over drawl was observed at

many occasions and specific letters are issued to states. Message issued to TANTRANSCO on

12.07.2016 is at Annexure-7A.

7.1.1.3 SRLDC presented the under drawal of states when frequency was above 50.05 Hz. (Annexure-

7B). The maximum Under Drawal touched by States are as follows:

AP: 632 MW for 30 minutes on 27.06.2016.

TS: 796 MW for 33 minutes on 27.06.2016.

KAR: 799 MW for 75 minutes on 28.06.2016.

KER: 392 MW for 3 minutes on 14.06.2016.

Tamil Nadu: 799 MW for 58 minutes on 16.06.2016.

7.1.1.4 AGM, SRLDC expressed concern that there were 37 under drawal instances when frequency

was greater than 50.05 Hz. for 15 minutes. At 12 instances there was sustained under drawal

by states (Karnataka in 5 instances, Telangana in 2 instances, TN in 8 instances & by AP in 1

instance) He cautioned that in line with more and more wind integration and generation addition

the possibility of under drawal is more and need to take appropriate action to avoid deviations

from scheduled drawal.

7.1.1.5 The Constituents were advised to kindly avoid uneconomic operation at high frequencies. It was

noted that this affects the power transfer between NEW Grid and SR grid to a great extent.

7.1.1.6 MS, SRPC requested all the constituents that action needs be taken to stick to the schedule

since it had commercial/operational impacts even for under drawals.

7.1.2 High frequency excursions w.r.t. 5.2 (j) of IEGC during load change over and remedial

measures to arrest such instances

7.1.2.1 All SLDCs/constituents were again requested to kindly adhere to the Regulations in place or

take up with appropriate forum for any exemption / amendment. SRLDC pointed out that the

issue of sudden changes in load / generation was being taken-up with SRPC through 1.5

Notices as per IEGC for more than two years. Following remedial measures to arrest high

frequency operation in the Grid were noted:-

Implementation of staggered Load changeover by the constituents/DISCOMs

Moderating own generation

Restricted Governor Mode of Operation of all eligible machines to be in place

Proper load management to prevent the sharp rise in frequency

ADMS healthiness

Exploring the possibility of running in pump mode the Kadamparai and Srisailam

units

Planned and advance intimation for surrender of ISGS

Reduction in purchases/MTOA/STOA transactions

7.1.3 Operation of Nagarjunasagar / Srisailam / Kadamparai units in pump mode

7.1.3.1 EE, TANTRANSCO confirmed that all Kadamparai Units were in service and can be operated

pump mode operation. It was noted that there was no Pump Mode Operation at Kadamparai

during the month of June 2016.

7.1.3.2 It was noted that Srisailam generation was at minimum and there was no pump mode operation

during June 2016.

7.2 Low Frequency

7.2.1 It was also noted that the frequency of grid operation was at times in the lower range of IEGC.

The grid had operated below IEGC range i.e. 49.90 Hz for 8.35 % of time. It was also noted that

the frequency on some of the days was less than 49.90 Hz for significant duration as shown

below:

7.2.2 The overdrawal by SR constituents at frequency less than 49.9 Hz (Annexure-7C) was

presented by SRLDC. SRLDC stated that proper demand side management measures needed

to be implemented by the constituents to curtail low frequency operation.

7.2.3 The maximum Over Drawal touched by States during June 2016 are as follows:

AP: 789 MW for 20 minutes on 15.06.2016.

TS: 481 MW for 18 minutes on 28.06.2016.

KAR: 605 MW for 7 minutes on 22.06.2016.

Tamil Nadu: 799 MW for 127 minutes on 17.06.2016. 7.2.4 APTRANSCO informed that there was no load shedding in Andhra Pradesh during June 2016.

Bilateral Purchases of around 377 MU had also been made from other states/regions/MPPs.

7.2.5 TSTRANSCO informed that there was no load shedding in Telangana during June 2016.

Bilateral Purchases of around 944 MU had also been made from other states/regions/MPPs.

There were no scheduled power cuts in the state during June 2016. Agricultural supply of 9

hours was being ensured from April 2016.

7.2.6 KPTCL informed that there was no load shedding in Karnataka during June 2016. Bilateral

Purchases of around 422 MU were also made from other states/regions/MPPs.

7.2.7 KSEBL informed that there was 0.35 MU load shedding in Kerala during June 2016. Bilateral

Purchases of more than 748 MU were made from other states/regions/MPPs.

7.2.8 TANTRANSCO informed that there was no load shedding in Tamil Nadu during June 2016.

Bilateral Purchases of around 1513 MU were made from other States/Regions/MPPs. 20%

power cut on demand and energy for high tension industrial and commercial consumers during

non-peak hours (22:00 hrs to 18:00 hrs (next day) has been lifted from 05.06.2015. 90% power

cut on demand and energy for high tension industrial and commercial consumers during peak

hours (18:00 Hrs to 22:00 hrs) had been withdrawn from 05.06.2015. The above withdrawal was

being continued. Section 11 was revoked from 31.05.2016.

7.2.9 PED informed that there was a load shedding of 0.06 MU in Puducherry during June 2016.

8 VOLTAGE PROFILE

8.1 Low voltage

8.1.1 It was noted that the following nodes were facing low voltages:

States were to take measures like capacitor installation/UVR/tap optimization in downstream in

these areas.

8.1.2 A meeting with SLDCs/system study groups to discuss the low voltage and an ATC/TTC issue

was held at SRPC on 26.04.2016 and many recommendations/action points had been finalized.

The minutes of the Meeting are available at SRPC website.

8.1.3 A special meeting was held on 17.06.2016 (MOM available at SRPC website) with respect to

and action taken report should be furnished within 30 minutes.

Retrofitting of Somanahalli and Hoody Capacitor Bank of 30 MVAR each to be expedited.

KPTCL to furnish the action plan within 2 weeks.

Tap optimization in the distribution transformers of BESCOM (to reduce drawal of VAR)

Study of additional capacitor requirements. This needs to be taken up by BESCOM on

urgent basis.

Discom wise or location wise limitation on MW drawal due to low voltages and high

MVAR drawal.

Extending scope of maintaining power factor by other consumers (presently being

limited to HT Consumers).

BESCOM to identify feeders for Physical Regulatory Procedure based on the MVAR

drawal by the respective feeders

Senior Managements of KPTCL and BESCOM to be appraised that MW drawal capacity

had reached saturation and could be curtailed unless voltage profile is improved and also if

sub--transmission system is not strengthened on war footing basis. Future increase in

loads and even share from Yeramarus, Bellary, LTA etc., would be difficult to meet keeping

in view the voltage profile.

SLDC could envisage taking up the issue with Hon’ble KERC to ensure that BESCOM

takes appropriate steps to improve the voltage profile.

A Task Force could be set up on urgent basis to identifying the issues (Low voltages, high

MVAR drawal, strengthening of transmission & distribution system, drawal capability of

Bengaluru area , reactive requirement at DISCOMs etc) and to finalise the action plan to

resolve these issues in a time bound manner.

8.1.4 EE, KPTCL informed that KPTCL had intimated BESCOM about the requirements finalized in

the special meeting and were also appraised their Tendering & Procurement Cell about the

MVAR Compensation requirements. A Meeting would be convened in next week to discuss all

these issues. Retrofitting/commissioning of 30 MVAR Capacitor bank at Hoody was under

progress. Action regarding Somanahalli capacitors was yet to be initiated. He informed that a

Meeting was taken by CE (RT) with all the Superintending Engineers of Bengaluru

Transmission Zone to discuss on the special drive on rectifying the faulty capacitors and for new

proposals.

8.1.5 MS, SRPC suggested that a copy of all the communications made by KPTCL with their

subordinate offices and BESCOM regarding the action to be taken on these issues may be

marked to SRPC/SRLDC and also status may be updated. He further added that action was

required to be taken by the concerned entities as finalized in 26.04.2016 & 17.06.2016

meetings.

8.1.6 SRPC/SRLDC stated that concrete efforts need to be taken to improve the voltage at the above

400 kV and 220 kV Sub Stations in SR grid for safe and secure grid operation. The action plan

for mitigating the low voltage scenario in the long term also was required to be firmed up and to

be shared in OCC.

8.1.7 UV Relay

8.1.7.1 In the Special Meeting held on 26.04.2016 the following settings had been finalized for

operation of UV Relay:

KSEBL: To be implemented at Trichur, Palakkad & Kochi

Stage 1: When voltage < 380 kV and MVAR > 10% of ICT rating (HV side) for 15

minutes then the identified loads has to be disconnected.

Stage 2: When voltage < 370 kV for 5 minutes then at least 25% of additional ICT

load has to be disconnected.

KPTCL: To be implemented at Nelamangala, Somanahalli, Hoody and Bidadi

Stage 1: When voltage < 380 kV for 10 minutes then the identified loads has to be

disconnected.

Stage 2: When voltage < 370 kV for 5 minutes then at least 25% of additional ICT

load has to be disconnected.

TANTRANSCO: To be implemented at Udumalpet, Salem & Hosur

Stage 1: When voltage < 380 kV for 10 minutes then the identified loads has to be

disconnected.

Stage 2: When voltage < 370 kV for 5 minutes then at least 25% of additional ICT

load has to be disconnected.

8.1.7.2 In 120th OCC meeting, the following was noted:

KSEBL had informed that they were facing problems because of the defects in the counter of

control sequence schedule of ALSTOM SCADA and at present automatic tripping was not

realized. SRLDC/SRPC requested SR II, PGCIL to expedite the issue with M/s

ALSTOM/KSEBL and resolve the issue on emergent basis.

KPTCL: A Special Meeting was held on 17.06.2016 at SRPC Bangalore with KPTCL. The

minutes of the meeting are at SRPC website. The following recommendations had been

finalized.

KPTCL agreed to implement automated scheme of 25 MW each at intervals of 3 minutes, 6

minutes, 9 minutes and 12 minutes (Total 100 MW) whenever the voltage remained below

380 kV at Somanahalli by June 2016. Second stage of automated stage would get

triggered at 371 kV after 3 minutes for 50 MW and at 370 kV after 3 minutes for another 50

MW. The second stage would be implemented by June 2016.

KPTCL agreed to implement automated schemes of UV at Nelamangala, Hoody and Bidadi

in two stages by July 2016 end. The scheme would be finalized in the meeting with

BESCOM.

KPTCL had informed that they had enabled the UV relay at Somanahalli. Procurement was

being taken up to implement the UV scheme at Nelamangala, Hoody and Bidadi.

TANTRANSCO: Implementation of UV Relay with respect to Tamil Nadu was carried out

partially viz Stage 1 UV relay at Udumalpet whereas Stage-II at Udumalpet was yet to be

implemented. SRPC had requested for expeditious action from TN to implement the scheme

in two stages at Udumalpet and at other two locations Salem and Hosur also. TANTRANSCO

had informed that the voltage variation of around 7 kV at Udumalpet was still being observed

with respect to field and SRLDC SCADA. It was suggested that MRT wing of TN and PGCIL

SR-II would coordinate and resolve the issue.

8.1.7.3 In the Meeting, AGM, SRLDC stated that voltages had been improved at various nodes due to

active monsoon. Even though voltage touched below 380 kV at some of the stations the criteria

of sustaining for 10 minutes was not satisfied. The low voltages were prevailing at Somanahally,

Hoody, Nelamangala, Bidadi, Palakkad, Trichur, Kochi, Salem, Udumalpet, Arasur & Hosur.

8.1.7.4 EE, KPTCL informed that KPTCL had finalized the program for automated scheme of 25 MW

load relief each at intervals of 3 minutes, 6 minutes, 9 minutes and 12 minutes (Total 100 MW)

whenever the voltage remained below 380 kV at Somanahalli. The downstream feeders for

Somanahalli, Hoody and Neelamangala areas had been identified. The scheme had been

communicated to BESCOM Management and concurrence is awaited. This information had

been passed on to BESCOM and RT wing of KPTCL for appropriate action.

8.1.7.5 SRPC/SRLDC recalled that 30th June 2016 was the committed implementation date by KPTCL

in the Special Meeting. EE, KPTCL assured that before next OCC Meeting the scheme would

be implemented.

8.1.7.6 DCE, KSEBL informed that the CSS counter issues of ALSTOM SCADA had been resolved and

UVR scheme was operational at all the identified locations. KSEBL letter dated 13.07.2016

addressed to SRLDC in this regard is at (Annexure-8A). AGM, SRLDC suggested that KSEBL

may conduct the mock test on UVR and KSEBL agreed for the same.

8.1.7.7 EE, TANTRANSCO informed that the issue of the voltage variation of around 7 kV in SCADA at

Udumalpet had been resolved. TANTRANSCO informed that on 23rd

June 2016 UV relay at

Udumalpet had operated and 3 Nos of 110 kV feeders were tripped. Communication in this

regard is at Annexure- 8B.

8.1.7.8 SRPC/SRLDC expressed concern that UVR at Udumalpet are set at 5 minutes and to be

changed to 10 minutes as recommended so that unnecessary trippings may be avoided.

TANTRANSCO was requested to kindly take immediate action to implement Stage II at

Udumalpet and at Hosur & Salem also.

8.1.7.9 MS, SRPC reminded the decision taken in the 28th

TCC meeting as well as the communication

of Chairperson, SRPC for UVR implementation and requested for expeditious action by KPTCL

& TANTRANSCO.

8.1.8 Installation of Shunt Capacitors (Status as on 1st

July 2016 at Appendix)

8.1.8.1 SRPC requested that the information regarding installation/healthy capacitors in the required

format needed to be regularly furnished every month.

8.1.8.2 SRLDC requested that installation & ensuring healthiness of capacitor banks at distribution level

should be ensured by all the constituents. It was noted that Tamil Nadu and Kerala were

furnishing the status of healthy capacitors. AP, TS and Karnataka were also requested to

furnish the status of healthy/faulty capacitors regularly in OCC Meetings. The format is given at

Annexure -8C.

8.1.8.3 It was noted in the Special Meeting held on 26.04.2016, that SRLDC had conducted a Study to

ascertain requirement of capacitive compensation in low voltage areas of SR viz. Bengaluru

area, Udumalpet-Arasur-Hosur-Salem areas and Trichur-Palakkad areas. From the studies,

Capacitor requirement had been arrived as below:

All states were requested to install the capacitors as suggested before December 2016 i.e.

before next high demand period for SR. Since time was limited, immediate action was required

to be taken.

8.1.8.4 EE, TANTRANSCO informed that they had communicated the additional capacitor requirement

to their System Studies Group and they would be vetting the results.

8.1.8.5 EE, KSEBL informed that capacitor requirement/reactive power planning studies were being

carried out on KSEBL EHT Transmission network and report was yet to be finalized. Based on

the preliminary studies carried out node wise Shunt Capacitor requirement of 360 MVAR has

been finalized. (Study Report is at Annexure-8C-1)

8.1.8.6 MS, SRPC stated that SRLDC had conducted system studies on certain real time condition of

low voltages and the quantum of Capacitors to be added at specific locations has been arrived

at. The same situation was likely to recur again and the system should be geared to meet such

situations. The intent of the recommendation was to appraise to their Higher Management and

also immediate action was required. He requested that the firmed up Action Plan needs to be

intimated before next OCC Meeting.

8.2 High Voltage

8.2.1 SRLDC highlighted the severity of high voltage problem at the following nodes as given in table:

8.2.2 In the Meeting AGM, SRLDC expressed concern that the voltages at a number of nodes were

observed to be very high like Vijayawada, Hyderabad, Nagarjuna Sagar, Gooty, Kurnool,

Malkkaram, Hassan, Mysore, Srisailam, Satheenapalli, Narendra, Almathi, Raichur,

Mahaboobnagar, and 765 kV stations namely NPS, Thiruvalam and Kurnool.

8.2.3 It was noted that SRLDC as a last resort was directing for hand tripping of number of lines to

contain over voltages. SRLDC expressed concern that as much as 20 lines were being kept at

open condition to contain over voltage. Though there was some improvement in MVAR

absorption by generators, reactors installation as envisaged should be in place to mitigate the

high voltages.

8.2.4 Condenser mode of operation of Nagarjuna Sagar and Srisalam LB

8.2.4.1 AGM, SRLDC pointed out that Nagarjuna Sagar and Srisailam LB units were not being operated

in condenser mode operation when required for mitigating the high voltages. In their analysis

(Annexure-8D) it was observed that only Units 7 & 8 at Nagarjunasagar were running on

condenser mode and there was no condenser mode operation at Srisailam LB. It was requested

to TSTRANSCO to furnish the status like the number of units which can be operated in

condenser mode, number of hours units had operated in the condenser mode in the recent past,

etc. It was noted that the condenser mode of operation of the units at Nagarjunasagar and

Srisailam is very much essential for voltage control. Hyderabad voltages were observed to be

high at all the time and can be controlled through MVAR absorption from Kakatiya TPS,

Ramagundam STPS and Nagarjunasagar. The MVAR absorption capacity of NSR ( for two

units) was around 90 MVAR but they were absorbing up to 30-40 MVAR only. It was also

pointed out that there was no condenser mode operation in Srisailam LB units.

8.2.4.2 MS SRPC requested TSTRANSCO to furnish the reason for not operating the units in

condenser mode when the voltages are high.

8.2.4.3 DE, TSTRANSCO informed that all the units at N’sagar and Srisailam LB can operate on

Condenser mode. Srisailam levels were below MDDL since March 2015, hence condenser

operation was not possible in Srisailam units. They would revert back with exact details

regarding Srisailam and Nagarjunasagar condenser mode operation of the units.

8.2.4.4 TSTRANSCO was suggested to run the units proactively whenever the high voltages were

prevailing without waiting for the SRLDC instructions.

8.2.5 Status review of GT Tap positions

8.2.5.2 AGM, SRLDC reiterated that the GT taps of all new units getting synchronized to grid should be

kept at the nominal grid voltage level of 400 kV or 220/230 kV. SRLDC would ensure the

requirement for ISTS connected generators while SLDCs should ensure it for their embedded

generators. It was of great concern that SRLDC had taken up this issue as violation of IEGC

whereas no SLDC had responded in this regard.

8.2.5.3 APTRANSCO vide letter dated 04.07.2016 (Annexure-8G) has furnished the present Tap

position status at their Hydro Generators.

8.2.6 MVAR Interchange/MVAR capability testing

8.2.6.1 In the Meeting, it was requested that Nodal Officers may kindly ensure that the data reaches

SRLDC/SRPC in time (by fourth of every month) so that SRLDC can correlate it with SCADA

data and analysis could be done facilitating actions for further improvement. It was also

requested that if any data visibility problems were being faced needed to be addressed properly.

8.2.6.2 MS, SRPC stated that the recommendations finalized in the Special Meetings were required to

be implemented. He requested all the SLDCs to kindly monitor VAR absorption/injection of

generating units in their respective control areas in real-time.

8.2.6.3 Hon’ble CERC Order dated 23.12.2009 merited attention in this regard. It had been stated in the

Order that all agencies needed to provide required reactive compensation thus avoiding the

need for exchange of reactive power to/from ISTS and maintain ISTS voltage within specific

range.

8.2.6.4 SRLDC informed that MVAR capability testing on Kakatiya TPP was conducted on 14.06.2016

and it was proposed to carry out on the Nagarjuna Sagar units in the month of August 2016.

Exact dates would be intimated later.

8.2.6.5 SRLDC/SRPC reiterated that the suggestions/recommendations suggested in the MVAR

reports should be taken up seriously.

8.2.7 Tap optimization of ICTs in SR/submission of real time data

8.2.7.1 SRLDC had taken up ICT Tap optimizations studies periodically and suggest tap change action

at 765/400 kV and 400/230-220 kV SS. However the optimization is effective only if it is done

upto sub transmission level. To expand optimization study to this level SRLDC had requested

230/110 kV, 220/110 kV, 220/66 kV, 210/130 kV transformer technical data and voltage data

from SCADA for peak and off peak scenario.

8.2.7.2 SRLDC had furnished the revised format vide letter dated 19.05.2016 in line with the decision

taken in the 119th OCC Meeting.

8.2.7.3 In the Meeting, SRLDC informed that name plate details and SCADA data for voltage analysis

had been received from all the constituents except APTRANSCO in the prescribed format.

8.2.7.4 APTRANSCO informed that they had taken up the issue with all the DISCOMs and the

information received (except Kadapa zone) had been furnished to SRPC/SRLDC.

8.2.7.5 The information furnished by APTRANSCO is at Annexure-8H. KPTCL information is at

Annexure – 8I.

8.2.7.6 Regarding tap changing of 400/220 kV ICT Banks at Madakathara, KSEBL vide letter dated

12.10.2015 had communicated the implementation schedule of replacement of 6 OLTCs and

the tap changing of Madakathara ICTs from 9,9,9 to 7,7,7 would be completed before

31.05.2016.

8.2.7.7 In the Meeting Dy CE, KSEBL informed that as per decision taken in the OCC Meeting the tap

position of ICTS at 400 kV substation were changed from position 9, 9, 9 to 8,8,8 on

30.06.2016. From the preliminary observation it was noticed that there was no significant

reduction in MVAR import through the ICTs. He requested that permission may kindly be given

to continue the operation with tap position at 8. KSEBL letter dated 07.07.2016 in this regard is

at Annexure-8J.

8.2.7.8 SRLDC/SRPC agreed for the same. 8.2.8 Regional entities to implement the steps to contain the rise in the voltages in their respective

control area stations as given below: Ensure Bus reactors and Line reactors are switched in. Capacitor banks especially at high voltage areas are switched off. Optimizing the GT and ICT tap positions as per the advice of SRLDC/SRPC. Tap optimization at lower voltage levels to be carried out by STU/SLDC in coordination

with DISCOMs. All the generating units on bar to absorb reactive power as per their capability limits. Operate generating units on synchronous condenser mode for VAR absorption,

whenever feasible. Release loads in high voltage areas keeping in view the drawl of the control area.

Maintain drawl from grid close to schedule. Operate available hydro units on pump mode in high voltage nodes keeping in view the

drawl of the control area. Load re- arrangement, wherever feasible, may be taken up to optimize loading on trunk

lines. Line opening would be the last resort by SRLDC after receipt of message from the

constituents. Concerted action/follow up by SLDC.

8.2.9 Status of commissioning of Balance Bus/ Line Reactors/STATCOM as agreed in the Standing Committee meeting

8.2.9.1 SRPC/SRLDC expressed concern that virtually there was no improvement observed in the

installation of reactors in both state sector and PGCIL. PGCIL reactors were scheduled to be

commissioned from September/October 2016 onwards.

8.2.9.2 It was noted that number of reactors in the region were to be commissioned by various entities

in 2016, however it was observed that the progress was not in good pace. In view of very high

voltage at some nodes, it was emphasized that urgent action needed to be taken to commission

reactors as committed.

8.2.9.3 Status of implementation of Bus / Line Reactors approved in the Standing Committee / SRPC

Kaiga GS, NPCIL: Kaiga GS was requested to initiate the action for both the reactors

together as agreed in the special meeting held on 19.05.2016. KGS had informed that the proposal for taking up the two reactors simultaneously was put to the HQ and the approval got from headquarters. In the Meeting, Kaiga informed that at present NPCIL technical wing is reviewing the matter. Technical specification being firmed up for one reactor and would commission within one year. In the Meeting SRLDC expressed concern that even after continuous follow up there was no concrete action taken from NPCIL side and suggested that the issue may be flagged to higher forum like TCC/SRPC.

It was noted Chairperson, SRPC had taken up the issue of timely implementation of the reactors at Management Level.

SR I, PGCIL informed that for line reactors (2 x 125 MVAR) at NPS end of 400 kV NPS-Gooty lines, foundation works had started and 15 days line shut down would be required for commissioning of the reactors. 125 MVAR switchable line reactor at Nellore end for 400 kV NPS-Nellore line -I were to be commissioned for which 15 days shut down of NPS-Nellore lines would be required.

SR II, PGCIL informed that with respect to Narendra-Madhugiri D/C lines, 4 line reactors (4 x 63 MVAR) would be commissioned shortly.

All the constituents were requested to update the status of implementation of reactors on a monthly basis with OCC data.(State wise/ location wise / status of implementation like tender called, PO placed)

8.2.9.5 In the special meeting with NPCIL/BHAVINI held on 19.05.2016, the following were deliberated

with respect to KKNPP reactors:

NPCIL had pointed that engineering was under progress for KKNPP Stage-II (2 x 1000

MW) and reactors planned were 2 x 125 MVAR. Any enhanced/additional requirement

could be firmed up now itself since it would be easier to take care of it now itself.

Subsequently, it becomes very difficult to fulfill any additional requirements.

SRPC/SRLDC had enquired whether limitation of 100 -150 MVAR absorption (though

unrestricted capability limits are much higher) on leading side had been duly

communicated to CTU.

NPCIL had assured that they would take up the matter with CTU regarding finalization of

reactive requirements, keeping in view no absorption by the Stage- II units. Limitation of

100-150 MVAR absorption for limited period but not on sustained basis would also be

communicated.

8.2.10 NGR bypass of Reactors 8.2.10.1 In the 120

th OCC Meeting the following were noted:

65 kV Kurnool-Nellore D/C: CSD was received and shut down of the lines was required for CSD commissioning.

NGR Bypass & CSD installation works on 765 kV Kurnool - Thiruvalam II were completed. Shutdown of the Kurnool-Thiruvalam I for 11.06.2016 was agreed for SR I to carry out the works.

SRLDC had stated that shutdowns can be availed during June and July 2016 for NGR bypass provisions for all the lines and should be completed by July 2016 end.

8.2.10.2 In the meeting, SR I, PGCIL informed that Nellore-Thiruvalam works were under progress.

Works at Kurnool 765 kV were completed. Works were underway at Raichur for Raichur-

Sholapur & Raichur-Kurnool lines.

8.2.10.3 SR II, PGCIL informed that in Mysore-Kozhikode line, there were no reactors at Mysore end and

at Kozhikode end reactors are convertible.

8.2.10.4 SR I and SR II were requested to submit the consolidated list of Reactors with the status of

NGR Bypass.

8.2.11.2 In the 4th NPC meeting held on 10.12.2016, the following were the decisions/actionable points

w.r.t. Reactive Power Planning:

All States to carry out reactive power planning not only at transmission level but also at

distribution level and prepare schemes to maintain voltage profile as per relevant

Regulations / Standards.

NPC agreed that states should adopt a proactive approach in the matter of reactive power

planning, and that the provisions regarding reactive power planning similar to those

mandated in the IEGC for the CTU should be included in the respective State Grid codes.

It was decided that RPCs would follow up the matter further with the states.

8.2.11.3 In the meeting, SRPC/SRLDC requested all the states to come up with the updated information

like till date commissioned, plan for new commissioning, quantum in working condition, action

taken to rectify/replace faulty capacitors, etc.

8.2.11.4 SRPC expressed concern that the data furnished for Annual Report was not in line with the data

furnished in the previous year for the capacitors in Andhra Pradesh and Telangana, the

quantum of total installed Capacitors was lesser than the quantum furnished earlier as in united

Andhra Pradesh. KSEBL has submitted the information in which 100 MVAR difference was

noticed when compared to last year.

8.2.11.5 It is suggested that these issues can be taken up with DISCOMs as a recommendation of SRPC

OCC forum and collect the exact picture of the status of installation of capacitors and be

informed to SRPC. All the states were requested to revert back on this within fifteen days which

was agreed by all the states.

8.2.11.6 MS, SRPC requested SLDCs to carry out system study and come up with additional Capacitor

requirement at STU/DISCOM levels. He added that in the 5th NPC Meeting it was emphasized

that on ISTS side CTU is required to study the Reactive requirement and STUs at State level.

9 Network Protection/Security issues

9.1 U/F & df/dt Relays Schemes

9.1.1 Implementation of SRPC recommended quantum 9.1.1.1 It was noted that all the States had implemented AUFR and df/dt schemes fully. All the

Constituents were requested to furnish the details of the feeders implemented in AUFR & df/dt

schemes along with the status of SCADA mapping as per the specified Formats.

9.1.1.2 In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents

shall submit a detailed report of operation of AUFR at different frequencies to SRLDC and

SRPC on daily basis. It was noted that only KSEBL and PED were submitting the daily report

regarding operation of relays.

9.1.2 SCADA mapping of feeders of AUFR & df/dt schemes 9.1.2.1 As per CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014, SRPC vide letter dated

29.01.2016 had submitted the status report duly certified by SRLDC and SRPC wrt

implementation of SCADA mapping of all the constituents to Hon’ble CERC. SCADA mapping

confirmation report of KSEBL had also been submitted to Hon’ble CERC.

9.1.2.2 It was noted that the SCADA mapping of the relays was completed by Karnataka, Kerala and

Puducherry.

9.1.2.3 In the earlier OCC Meetings, SRLDC/SRPC had expressed concern that no tangible

improvement had been seen wrt TSTRANSCO, APTRANSCO & TANTRANSCO for making

100% SCADA availability and requested them to furnish the action plan to achieve 100 %

mapping in detail like RTU requirement, plan of procurement etc. The following is the status of

SCADA mapping:

9.1.2.4 In the Meeting SRLDC presented the load relief realized as a percentage of AUFR quantum

declared in the identified feeders during the month of June 2016 as follows:

AP: 96 %, TS: 44 % KAR: 58 %, KER: 84 %, Pudu: 78 %. SR: 54 %.

9.1.2.5 SRLDC vide letters dated 23.06.2016 and 08.07.2016 had reported the performance of AUFR

and df/dt protection scheme for the period 01.06.2016 to 15.06.2016 and 16.06.2016 to

30.06.2016. SRPC vide letters dated 27.06.2016 and 14.07.2016 (Annexure-9A) had enclosed

SRLDC letters to all the concerned. It was requested that the matter may kindly be arranged to

be examined urgently and remedial action arranged so that the available relief is in line with the

declared relief. SRPC may please be informed of the action taken in this regard.

9.1.2.6 DE, APTRANSCO informed that Procurement of 20 RTUs was under progress which may be

commissioned within 4-5 months. With those RTUs commissioning, upto 60 % SCADA mapping

was expected. For the remaining quantum survey was going on for identification of feeders

since some of the substations were not covered in the earlier survey.

9.1.2.7 DE, TSTRANSCO informed that 29 RTUs were to be procured for 100% SCADA mapping and

tendering process was to be initiated.

9.1.2.8 TANTRANSCO informed that additional RTUs need to be procured. TN was requested to

initiate action to reach 100 % availability.

9.1.2.9 KSEBL was requested to ensure that there would be no overlapping among various protection

schemes.

9.1.2.10 SRPC/SRLDC requested that a monthly report on the action taken to reach 100 % availability

may be furnished to SRPC/SRLDC.

9.2 Special Protection Systems

9.2.1 Implementation of additional loads for KKNPP SPS 9.2.1.1 It was noted that KKNPP Unit II was expected to be synchronized by July 2016 and full load

may be achieved by October 2016.

9.2.1.2 The following was noted in earlier meetings:

TANTRANSCO had furnished the feeder wise details with quantum of relief expected for the

KKNPP U2 SPS. Load relief of 292 MW had been identified against the recommended

quantum of 330 MW.

KSEBL had identified the feeders for the quantum of 153 MW and wiring part also had been

completed.

It was noted that TSTRANSCO had identified 876 MW for all SPSs including KKNPP Unit-2

KPTCL (145 MW) load relief was yet to identify the loads. KPTCL was requested to identify

the loads and furnish the details by end of June 2016.

As per the revised SPS loads, Puducherry ED would be required to implement 43 MW loads

(23 MW for HVDC trip signal-1 & 20 MW for KKNPP Unit-2 SPS). PED had informed that

they were ready with 25 MW loads for SPS.

SR II, PGCIL informed that one DTPC had been handed over to Puducherry ED in the

month of May 2016. PGCIL would extend the SPS signals form Kolar after installation of

DTPC by Puducherry ED. It was noted that these signals would be extended to concerned

load points by Puducherry ED through SCADA system.

It was noted that states needed to furnish the feeder details at the earliest so that SR-I &

SR-II could take immediate action for extending the trip signals to the concerned load

points. The actuation of SPS logic would be done only after commencing of scheduling of

the unit by SRLDC i.e above 300 MW of generation.

9.2.1.3 In the Meeting EE, KPTCL informed that feeders had been identified for 145 MW load relief at

66 kV level at Guttur, Gudanahalli, Santhigramma and Raichur substations. He sought the

availability of signal at the above substations from PGCIL Kolar.

9.2.1.4 TANTRANSCO informed that they had identified the feeders for tripping of 330 MW load. The

communication received from TANTARNSCO dated 16.06.2016 furnishing the feeders list is at

Annexure- 9B.

9.2.1.5 PGCIL, SR I & SR II were requested take immediate action for extending the trip signals to the

concerned nodes of STU network. It is noted that KKNPP Unit II had achieved criticality and is

expected to come on bar shortly. It is suggested that a mock test can be conducted on

20.07.2016 to check the availability of trip signals to the concerned load points.

9.2.1.6 Subsequently the consolidated list of feeders received from the constituents had been

communicated to PGCIL for appropriate action at their end. (Feeders list is at Annexure-9C).

SR II, PGCIL vide E-mail letter dated 22.07.2016 (Annexure-9D) had furnished the status of

action taken in this regard and logic diagram etc. 9.2.2 SPS Maintenance Protocol

It was noted that in 28th SRPC meeting held on 10

th October 2015, SRPC had approved the

SPS maintenance protocol. In the 121st OCC Meeting SR-II had informed that the proposal

from M/s ABB had been received and proposal from M/s ALSTOM was yet to received.

9.2.3 Extension of SPS status points to SRLDC 9.2.3.1 In the 119

th OCC Meeting, SRLDC had informed that SPS status points also needed to be

mapped /extended to SRLDC SCADA. The intent was to monitor from SRLDC SCADA that

which SPS operated, which feeders tripped etc. SRLDC requested SLDCs/PGCIL to extend

their support and complete the activity. SRPC had recalled that the same was suggested by

SRLDC in the meeting on synchronization of 765 kV Raichur-Sholapur (18.01.2014). PGCIL

had been suggested to look into the possibility.

9.2.3.2 PGCIL had informed that irrespective of type of SPS signal generated only one output is

generated in PLCC. SPS differentiation (which SPS triggered) may not possible with the present

system. It was noted that the objective was to receive at SRLDC the detail of SPS logic

triggered. It had been suggested that SRLDC and PGCIL would discuss and plan the possibility

of extending the SPS information through SCADA for visibility / analysis at SRLDC.

9.2.3.3 In the Meeting, AGM SRLDC reiterated the intent is to know what caused the triggering of SPS

in real time. PGCIL intimated that technical analysis is required along-with agency that had

implemented or programmed the logic. Coordination with WR is also required.

9.2.3.4 MS, SRPC suggested that analyzing NLDC logic by Protection Group/System Studies Group of

SRLDC may help in resolving the issues/finding the solution.

9.2.4 Extension of SPS signal 3 command to 400 kV Hoody Station 9.2.4.1 KPTCL vide letter dated 11.05.2016 had informed the following:

Load relief to be given by Karnataka State for SPS signals are as follows:

SPS Signal: Loads in MW

Signal I: 250 MW

Signal II: 200 MW

Signal III: 109 MW

Signal IV: 193 MW

The loads of 220kV Kolar, Malur, Sarjapura and Chinamani along with downstream loads at

220kV Hoody were considered for signal-1 load relief. In the actual case the load relief for

SPS Signal-1 is observed to be around 350 MW to 600 MW (instead of 250 MW) during many

SPS operations.

Some of the loads identified for Signal-3 and Signal-4 are overlapped and common loads of

100 MW at Anchepura, KB Cross and Nittur 220kV stations was considered for both Signal 3

& 4 and the same have to be segregated. Hence it is proposed that the excess load relief

given for SPS Signal-1 at downstream of 220 kV Hoody station be considered for Signal-3

load relief.

KPTCL had requested to kindly arrange to extend the SPS signal-3 command to Hoody 400

kV station instead of Signal-1 sent at present. The load relief for Signal-1 will be the loads of

220 kV Kolar, Malur, Sarjapura and Chinamani substations totaling to around 250 MW.

9.2.4.2 In 120th OCC Meeting, PGCIL was requested to look into the KPTCL’s request for SPS Signal-3

extension to 400 kV Hoody SS. The scheme needed to be ratified in the PCSC meeting.

9.2.5 SPS operations Details of SPS operation details along-with relief obtained are at Annexure-9E.

9.3 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012)

9.3.1 Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was to be provided by all the constituents by 01.01.2011. It was noted that Hon’ble CERC had issued show cause notice under Section 142 to many constituents (all the SLDCs of SR) in its ROP in Suomoto Petition No. 005/SM/2014.

9.3.2 All constituents had confirmed about the implementation and enabling of ADMS in their respective system. SRLDC vide letter dated 04

th Mar 2016 had appraised Hon’ble CERC about

the present status of ADMS implementation by SR constituents along with demonstration dates. Changing the set points to 49.9 Hz. would be taken up in 29

th TCC Meeting.

9.3.3 In the Meeting, SRLDC informed that there are no instances for ADMS operation during the month of June 2016 for the current settings (i.e < 49.8 Hz for 15 minutes, O/D>DSM limit MW). Number of instances when frequency was below 49.9 Hz sustaining for 15 minutes (proposed ADMS setting) were 44 (8 instances for AP and 8 instances for TN). SRLDC suggested the forum for adopting the setting of 49.9 Hz.

9.3.4 SE (O), SRPC informed that the issue of changing the frequency setting to 49.9 Hz was discussed in the 28

th TCC/29

th SRPC Meetings and it was agreed to retain the settings at 49.8

Hz till the next TCC/SRPC meetings. He suggested that the record of the instances satisfying the logic for ADMS operation in the Region can be maintained and put up to next TCC. It was observed that the number of instances had come down over past few months.

9.4 Grouping of loads (IEGC clause 5.4.2 (e))

9.4.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure network security, the interruptible loads were to be arranged in four groups of loads, This was for the purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to be shed through UF relays, df/dt relays and loads to be shed under any SPS scheme. These loads are to be grouped in such a manner that there is no overlapping between different groups of loads.

9.4.2 The issue was noted for compliance by the concerned utilities. SRLDC requested all the states to kindly furnish the updated details in this regard.

9.5 Tripping Details/Reports

9.5.1 In various forums SRLDC had raised concern that it was not getting tripping information/data within 24 hrs as per IEGC/CEA regulations and sometimes the information from both the ends was not being received. Also at times, tripping details only were being received without DR& EL details. SRLDC was unable to analyze events on account of non-receipt of details of tripping in a timely manner. SRLDC had stated that all tripping details should be uploaded on the SRLDC web portal. Para 29 of Hon’ble CERC Order dated 20.02.2014 in respect of Petition No.146/MP/2013 was brought to attention of the OCC. Non furnishing of timely tripping details would be treated as non-compliance. Procedure for timely furnishing information was needed to be streamlined by the utilities. It was noted that tripping information details were to be uploaded within the stipulated time frames.

9.6 Declaration of availability and healthiness of various protection / defense mechanism

9.6.1 SRLDC stated that the healthiness certification was not being received in timely manner from all the constituents.

9.6.2 MS, SRPC stated that healthiness certificates and other reports were being sought as per directives of higher bodies. Validated certificates needed to be communicated in a timely manner.

9.7 Contingency plan for loss of wind generation

9.7.1 It was noted that in the Special Meeting held on 17th June 2016 the need for instantaneous

scheme to take care of sudden withdrawal of wind generation was highlighted. Karnataka is having around 3,000 MW of wind generation and it was suggested that KPTCL need to focus on substation having maximum ingress of wing generation. KPTCL had informed that a Consultant has been selected to look into various aspects of Wind/Renewable integration. They would

endeavor to include this aspect if already not covered in the scope and would come with a scheme.

9.7.2 In the Meeting EE, KPTCL informed that in case of wind generation loss, there would be enough spinning reserve (Varahi HEP-400 MW) in Karnataka system which can pick up 10-15 minutes. UPCL is also supporting in case of contingencies. He informed that the maximum capacity of individual wind pooling station in Karnataka is only around 100-150 MW and that to only two pooling stations (Chitradurga & Hiriyur). Maximum generation loss of 100 to 120 MW may be expected which could be tackled.

9.7.3 AGM, SRLDC recalled the earlier instance when Neyveli connected line tripped, Udumalpet wind generation had pulled out by 800 MW which was the triggering point for CERC Petition. It is to be appreciated that line trip at Neyveli caused voltage dip at Udumalpet.

9.7.4 SRLDC/SRPC pointed out that the KPTCL’s view that generation pickup in 10-15 minutes would not serve the grid. SRPC/SRLDC emphasized on the need for specific SPS in place to take care of sudden withdrawal.

9.7.5 KPTCL was requested to give a detailed presentation on the wind generators including location details for more clarity. KPTCL agreed that they would come up with the presentation in the next OCC Meeting.

9.8 LVRT Implementation

9.8.1 Hon’ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The Order directs a number of actionable points by various utilities for compliance of LVRT, CEA & CERC Regulations etc. Two special Meeting were conducted at SRPC Bangalore on 05.02.2016 & 18.04.2016 (Meeting minutes are available at SRPC website). In the meetings, various actionable points had been finalized under the following heads:

LVRT requirements for WTGs

LVRT requirements for Solar Generating Stations

Commercial mechanism for offsetting cost of LVRT installation if it is technically viable

Type Certification should be made part of Turbine Test Certification in case of

retrofitting

Data Acquisition System/Real Time Data Availability of SCADA system as envisaged

in the IEGC

Renewable Energy generators are required to do proper forecasting and scheduling

and demand estimation by SLDCs in compliance with Grid Code

Study of line loading in STU network and strict N-1 compliance by expediting Works

under progress, particularly wind evacuation system.

Compliance of the Central Electricity Authority (Technical Standards for Grid

Connectivity) (Amendment) Regulations, 2013 by new generating units being

commissioned and getting connected to the grid.

Implementation of contingency demand disconnection scheme for mitigating impact of

sudden loss of wind generation in line with order dated 22.2.2014 in 120/MP/2011.

Implementation of LVRT, CEA/CERC Regulations for all WTGs commissioned from

15.04.2014.

9.8.2 3rd

LVRT meeting to discuss the status on above issues was held on 5th

July 2016 at

TANTRANSCO, Chennai. MoM is available at SRPC website.

9.8.3 In the Meeting, SRPC/SRLDC informed that there was no representation from KPTCL for the

LVRT Meeting. The Nodal Officer details furnished was also not clear. Letter dated 05.07.2016

received from KPTCL in this regard is at Annexure-9F. SRPC expressed grave concern that

LVRT details as sought were not received even after three review meetings.

9.8.4 APTRANSCO was requested to furnish the Nodal Officer details at the earliest. DE,

APTRANSCO informed that connectivity is given by STU even though commissioning is

certified by SLDC. He informed that STU was giving connectivity without LVRT provision even

though it was being insisted by SLDC.

9.8.5 SRPC/SRLDC suggested that APSLDC need to approach APSERC to include the LVRT

clauses in AP Grid Code. The same was conveyed in the Hon’ble CERC Order and SLDCs

needed to approach respective SERCs for inclusion of LVRT requirement/other provisions of

CEA/CERC Regulations in the state Grid Codes.

9.8.6 MS, SRPC informed that this issue may also be discussed in the Special TCC Meeting

scheduled shortly. AGM, SRLDC suggested that STUs representation in the Meeting was also

required.

9.8.7 SRLDC/SRPC requested all the constituents to ensure provision and enabling of LVRT feature

in all the upcoming wind/solar generators before declaring COD. SLDCs were requested to

approve connectivity to new generators only on confirmation of availability of LVRT feature and

other CEA/CERC requirements.

9.8.8 Subsequently vide letter dated SRPC has circulated agenda for Special TCC of SRPC proposed

to be held on 02.08.2016. (Agenda available on SRPC website)

9.8.9 AGM, SRLDC vide letter dated 15.07.2016 (Annexure-9G) had submitted to Secretary, CEA

regarding the Hon’ble CERC’s directions that CEA was to consider issuing necessary

amendment to the CEA Technical Standards for Connectivity Regulations to make LVRT

mandatory for all types of Solar plants including roof top as early as possible.

9.9 Formulation of plan for procurement and Placement of Emergency Restoration System (ERS) in the country

9.9.1 As per ERS requirement outlined in MoP letter dated 05.12.2014 status update on ERS is given below:

10 SCADA & COMMUNICATION ISSUES

10.1 It was noted that SCADA & Communications issues were being discussed in OCC Meeting on

monthly basis and also in Special Meetings.

10.2 In the 117th OCC Meeting, SRLDC had invited attention of the forum that CERC had brought out

Order on Suo-moto Petition 007/SM/2014 dated 29.01.2016 regarding SCADA. Hon’ble CERC had

stated that NLDC and respective RLDC are directed to update the status of telemetry every month

at their website and persistent non availability of data from the generating stations/substations be

taken up in RPC meeting for appropriate direction and action. NLDC is also directed to submit

user wise latest telemetry by 31.08.2016. SRLDC had informed that they have started posting this

information from February 2016 on their website.

10.3 PGCIL, SR II vide letter dated 04.07.2016 (Annexure10A) has furnished the real time data

availability report of SR II sub stations at SRLDC for the month of June 2016 which was 99.37 %

and cumulative availability of 2016-17 till June 2016 was 99.23 %.

10.4 In the Meeting the following points were reviewed: SRLDC informed that 2

nd channel from Ramagundam STPS had been provided.

SRLDC informed that N’Sagar Main and secondary data channels are made available through Fiber Optic.

SR I, PGCIL informed that all main and stand by channels from SR-I stations were reporting to SRLDC.

PGCIL assured that at Kaiga, Bhadravathi and Talcher redundant channel with splitter arrangement would be completed by next OCC meeting. The following were noted: Kaiga: Only approach cable work was pending and work could not take up because

of heavy rains. Expected to complete within one week to 10 days. Bhadravathi: PGCIL informed that splitter arrangement was not successful at

Bhadravathi once. They would again try with splitter arrangement and if it will not work they would go for procurement of new port / new RTU. The issue had already taken up with WR for RTU procurement and response was awaited.

Talcher: Only single port is available at Talcher. ERLDC was requested to provide one port to SRLDC which was not materialized yet. SRLDC expressed concern the issue was prolonged since 10 years. PGCIL assured redundant channel would be made available with splitter arrangement by next OCC.

Regarding Talcher RTU, NTPC informed that RTU would be commissioned by July/August 2016. SRPC/SRLDC suggested for proper coordination between PGCIL & NTPC during testing, commissioning of RTU. SRLDC assured that they would also render coordination from their end. AGM, SRLDC noted the following in this regard: It is Users responsibility to make the data available. User is responsible for extending

up to nearest CTU point. Hence NTPC was to coordinate with PGCIL for compatibility for connectivity at CTU point.

CTU need to coordinate with User(NTPC) and SRLDC to resolve any issue NTPC being User should coordinate with PGCIL and SRLDC to get the works done.

SRLDC informed that Kozhikode RTU is going out of order frequently. PGCIL informed that M/s ALSTOM was called to attend the issue. Kozhikode substation was not brought up completely and some relays were supplied with different formats. Some more time will be taken to stabilize as the issues were getting solved. All the issues were expected to be resolved by August end. Gateway issues would be resolved simultaneously.

PGCIL informed that Fibre Optic cable termination at Vallur was completed. Line cards were yet to come. Testing was under progress and the channels would be made available end of July 2016.

SCADA voltage discrepancy (7 kV difference at Udumalpet S/S) between TN and PGCIL was resolved. DGM, PGCIL, SR II informed that the cause for discrepancy was the improper scaling at SRLDC.

SRLDC informed that the issue of isolator status point of Kalvindapattu was resolved. RTU digital card at Vijayawada is faulty and was not available in the market. SR I PGCIL is

pursuing with SR II for spare cards. PGCIL SR1 and SR2 to submit statement of analog discrepancy noted & transducers

changed within a week to SRLDC/SRPC. SRLDC reemphasized the need for alternate path and requested CTU to ensure the

redundant alternate path considering the recent SCADA blackout for long duration due to outage of FO communication link between Somanahalli & SRLDC. SRLDC requested to take up the requirement with senior management of POWERGRID and flag the issue to TCC / SRPC level meeting. SRLDC letter dated 16.06.2016 in this regard at Annexure –

10B. SR II, PGCIL informed that there are two communication paths form Somanahalli, one

through PGCIL OF cable via Subramanyapura and other link through Powertel (4 channels). On that particular instance, both the routes/channels wentout of service which happens rarely.

SRLDC pointed out that the Powertel links were not meant for SCADA communication and cannot be treated as redundant path. SRLDC pointed out that PGCIL to provide two different dedicted paths.

After deliberations, PGCIL agreed to demonstrate two different paths to SRLDC by switching on/off of second path on 14.07.2016.

NTPC confirmed that the issue of non updation beyond +/- 600 MW on RSTPS-Bhdwthy lines has been already taken-up and will be resolved by Sept’16.

10.5 In 120th OCCM, SRLDC had requested all the constituents to ensure Real time data of renewable

generation by all constituents to SRLDC. It was noted that AP, Karnataka and Tamil Nadu

renewable data available at SLDCs has been extended to SRLDC. Constituents were requested to

integrate the pending data pertaining to renewable at SLDC and extend the same to SRLDC. In the

Meeting, AGM, SRLDC again requested that the renewable being received at SLDC is to be

mapped to SRLDC. The quantum of Renewable data which is integrated at SLDC is updated as

below:

AP: Out of 1100 MW renewable generators, about 900 MW (>80%) is integrated to SLDC. The balance quantum was not compatible for SCADA mapping as they were commissioned before 2012. New generators are being directed to commission the feature for mapping.

KAR: 100 % of renewable generation is visible at SLDC. Even old renewable were mapped. TN: 100 % visibility at SLDC for 33 kV and above connected renewable generators. For the

generator connected at 11 kV and 22 kV level, availability at Pooling station level would be ensured by December 2016. Scheme was under implementation by P & C wing. It was noted that about 65 % data is available through SCADA at SLDC and the balance through manual entry for demand calculation of TANTRANSCO.

All the constituents are requested to furnish the updated information before next OCC Meeting.

10.6 All the constituents were requested to provide a report on monthly basis containing information

regarding non-availability in a prolonged manner /intermittent availability of SCADA points (both

Analog and Digital) to SLDCs as it was to be reported to CERC on monthly Basis. SRLDC format is

at Annexure-10C.

10.7 On a query on status of OPGW cable laying works at HSR layout, EE, KPTCL informed that

management has taken up the issue of accountability of material. The issue was addressed to SE

to take back the material like earth wire etc. SRPC/SRLDC suggested that both PGCIL and KPTCL

may coordinate in this regard. PGCIL stated that they would bring this issue as an agenda point in

the forth coming SRPC/TCC Meetings.

10.8 SRLDC pointed out that SCADA data mismatches were being observed from PGCIL substations

and PGCIL was requested to look into the issue. DGM SR II, PGCIL pointed out that there may be

problems in scaling at SRLDC SCADA and not at site or with communication links. Fine tuning of

SCADA was required to be done by SRLDC.

10.9 AGM, SRLDC noted that in earlier SCADA meetings, it was decided that each station SCADA

points to be validated/tested to resolve the issues and it was agreed that PGCIL would depute an

official at SRLDC in this regard. He requested that one person from PGCIL may be specifically

made available at SRLDC for this testing.

10.10 In the 120th OCC Meeting SRLDC had expressed concern that they were not able to know whether

back up ICCP link is available or not. M/s ALSTOM needed to show the healthiness of back up

ICCP link in the absence of main ICCP. SR II had informed that there was some issue with ICCP

link healthiness and it would take some time.

10.11 In the Meeting, PGCIL informed that random delays were observed in ICCP when being tested and

ping was not stable. It was opined that the delays may be due to many cross links in the system.

PGCIL informed that Powertel channels had been hired for this purpose. M/s Alstom network

people were called to resolve the issue. AGM, SRLDC suggested that next week PGCIL officials

may attend personally at SRLDC to show the healthiness of the backup ICCP link. PGCIL assured

that the issues would be solved by next week end.

10.12 It was noted that the SEM vs SCADA data validation had been completed for all the states on the

following dates and the validation reports are available at Annexure-10D.

APTRANSCO : 03.03.2013 and 19.7.2016

TSTRANSCO : 17.03.2016

KPTCL : 28.04.2016

KSEBL : 28.04.2016

TANTRANSCO : 07.06.2016

PED : 20.04.2016

10.13 In respect of AP the following had been noted in the reports:

Many of the interstate lines between AP and Telangana were having RTU only on one side.

Urgent actions to be taken by AP and Telangana to provide RTUs on the other side also

which can act as standby.

Considerable time drift was observed in some of the SEMs. These SEMs (> 10 min drift) are

to be replaced immediately. It is understood that OEMs had consented to replace/rectify these

SEMs on immediate basis.

It was clarified that as per the CEA Metering Regulations, respective transmission licensees

would provide/replace/rectify SEMs on respective ends.

10.14 DE, APTRANSCO informed that SEM vs SCADA mismatches were still being observed in AP

system. On an analysis of data for the period from 22.06.2016 to 26.06.2016 the deviation between

SEM and SCADA readings varied from +436 MW to -495 MW (around 900 MW) which were

affecting the system operation and commercial loss. E-mail from APSLDC dated 08.07.2016 in

this regard is at Annexure-10E. He also pointed out that they were not able to comply with DSM

regulations due to mismatches and economic load dispatching in system operation was also being

affected.

10.15 AGM SRLDC intimated that SEM vs SCADA validation wrt APTRANSCO had been carried out

twice with the participation from SCADA personnel of SLDC and SRLDC and no significant errors

were observed with respect to SCADA. Time drifts in SEMs were reported in AP system, hence

SEMs needed to be calibrated or to be replaced at identified nodes. The list of faulty SEMs/SEMs

with Time Drift had already furnished by SRLDC. The recommendations of the earlier validation

committees were to be adhered by APTRANSCO like alternate path, SEMs/RTUs on both sides of

lines, time drift correction of SEMs etc.

10.16 MS, SRPC suggested that a committee can be activated again to validate in which SRPC would

also participate. He stated that to narrow down the gap between SEM and SCADA data, it was

also required to analyze what was recommended in the earlier reconciliation meetings and what

was carried out.

10.17 After deliberations, it was decided to have another SCADA validation meeting on 19.07.16 with

SCADA committee along with operational & commercial team of SLDC , SRLDC and SRPC. It was

also decided that the data validation could be done for the period from 22.06.2016 to 26.06.2016

which was highlighted by APTRANSCO.

10.18 SRLDC informed that KKNPP Unit II data was not yet mapped to SRLDC. It was requested that

data is made available before CoD.

10.19 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission

Hon’ble Commission vide order dated 19.12.2013 on Suo-moto petition No. 56/SM/2013

had directed all the utilities to provide the required telemetry within six months of this order.

It was requested that MAPS, KGS & KKNPP may please furnish the compliance status of

pending SCADA inputs the earliest. Details in this regard were available on SRLDC web

site.

KKNPP representative had informed that out of 13 pending points only 2 points are

pending w.r.t GT tap position. Re -tendering is going on and it will take 5 more months to

complete the works.

10.20 In the special meeting held on 19.05.2016 with NPCIL/BHAVINI, the flowing were noted wrt OLTC

telemetry points:

SRLDC had pointed out that other generators in SR (Ramagundam and NLC) were

extending the status points of the off-load tap changers with the use of additional

arrangement. MAPS and KGS were therefore suggested to get in touch with

Ramagundam/NLC and explore the possibility of extending the OLTC points at the earliest.

KGS, MAPS and KKNPP would resolve SCADA reporting issues with SRLDC.

11 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START

PROCEDURE

11.1 Physical and Cyber Security

Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every

quarter. Information regarding Cyber Security was to be furnished to Chief Engineer, DPD, CEA,

Sewa Bhavan, and New Delhi-110066. Report on Physical Security, other Mock Drills for CMP,

Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA, Sewa

Bhavan, and New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat

([email protected] and [email protected]). Information required by CEA (vide letter dated

26.11.2013) regarding Security of power installations was to be furnished to CEA.

11.2 Black Start Procedure

11.2.1 In earlier OCC Meeting, SRPC/SRLDC had expressed concern that black start mock test

procedure is not being followed properly, mock exercise by point to point method is not carried out

by all and schedules are also not being furnished. It was suggested that both SRLDC and SRPC

can coordinate and monitor regarding this as a special activity. All the concerned entities were

requested that BSRP Mock test completed out during 1st half i.e January 2016 to June 2016 and

schedule for second half be submitted at the earliest.

11.2.2 In the Meeting, AGM, SRLDC stated that BSRP is losing its seriousness in recent past. He

requested all the utilities to update the Nodal Officer List at the earliest. The available list will be

circulated and utilities are requested to update the same and requested to follow up and intimate

whenever changes are there. Subsequently SRLDC vide E-mail dated 22.07.2016(Annexure-

11A) has circulated available list of Nodal Officers and requested all the concerned to make the

changes if required and send to SRLDC at the earliest.

11.2.3 DE, TSTRANSCO informed that BSRP at Srisailam LB was not conducted because of non

availability of water. BSRP at Nagarjunasagar HEP had been conducted and details had been

furnished in the format.

11.2.4 It was noted that APTRANSCO was to furnish the reports in the required format. KPCL had

conducted mock drill only at Sharavathi and Varahi HEPs.

11.2.5 EE, KPCL informed that BSRP at Nagjheri, Kadra and Kodasalli had been conducted.

Subsequently KPCL vide letter dated 19.07.2016 (Annexure-11B) had furnished the list of power

houses who have conducted Mock drill for Black Start Restoration for the first block period for the

year 2016.

11.2.6 It was noted that KSEBL had conducted Mock Test only at Idukki HEP and was requested to

conduct the mock test at Kayamkulam during the next opportunity whenever the unit is scheduled.

11.2.7 AGM, SRLDC informed that BSRP Mock Exercise for availing start up power to NTPC Simhadri

through HVDC Gazuwaka was scheduled for 23.07.2016. It is intimated that during the mock

exercise only HVDC Pole II will be in blocked condition and Pole I will be in service. ER-SR

TTC/ATC would be restricted as per NLDC instructions. Split bus arrangement shall be done at

Gazuwaka East Bus, Souh Bus and NTPC Simhadri. HVDC Pole II at HVDC Gazuwaka would be

in blocked condition and the power flow would be through By-pass at HVDC, Gazuwaka to NTPC

Simhadri. SRLDC letter dated 06.07.2016 in this regard is at Annexure-11C.

11.2.8 SRLDC informed that Black Start Workshop and MVAR capability testing at Kakatiya TPS was

conducted on 14.06.2016.

11.2.12 Crisis Management Mock Drill completed during 1st half of the year 2016 and scheduled date for

half of 2016 furnished by TANTRANSCO is at Annexure-11F.

11.2.13 Crisis Management Mock Drill completed by KSEB is at Annexure-11G.

11.2.14 Planning of Black Start Mock drill of Nuclear Power Plants

In the special meeting held on 19.05.2016, it was agreed that the Black Start Restoration

Procedure Mock Exercise for Nuclear Power Plants would be co-ordinated on the days of Bus

Shutdown / maintenance program. The station will take care of necessary resources required for

such Mock Exercise and co-ordinate effectively. In this regard, it was agreed to have a plant level

meeting with SRLDC and develop an internal procedure for detailing sequence of operations

required at plant level in a similar manner as done for NTPC, Ramagundam etc.

11.3 Priority for Railways/Metros in the matter of Restoration of Supply

11.3.1 The following were noted earlier:

KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were finalized in the

Special Meeting.

KSEBL: Vide letter dated 06.06.2016 had furnish the operating procedure for extending

supply of power to Kochi Metro

TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the special

meeting in respect of Chennai Metro may be expedited by like redundancy at 220 KV level

and commissioning of one more substation etc.

TSTRANSCO: was requested to take proactive action in respect of Hyderabad Metro.

11.4 Emergency Preparedness for restoration of Remotely Controlled Sub Stations

11.4.1 The following were noted in earlier meetings:

PGCIL had informed that actually there was no unmanned substation under SR I and SR II

PGCIL. Sufficient man power has been made available at all substations.

SRPC had suggested that a mock test can be carried out at one randomly selected

substation, each of SR I and SR- II.

SRLDC had suggested that the exercise can be carried out during night period and requested

that coordinators information should be furnished in advance. It was suggested that RTAMC

being a coordinating agency for PGCIL substations can be called during the mock exercises

at any time.

12 RGMO

12.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings. Inadequate

response was an area of serious concern and there was no noticeable improvement.

12.2 MS, SRPC stated that the recommendations finalized in the special RGMO/MVAR interchange

meeting should be complied by all the utilities.

12.3 In earlier OCC Meetings, the following had been noted:

In case RGMO is taken out of service for any reason, generating station must intimate

SRLDC with the reasons.

SRLDC/SRPC had pointed out that all SLDCs were to ensure that all the new units have

RGMO, communication links, Main & Standby data channel and SCADA facility in place

before declaration of COD.

SRLDC had expressed concern regarding the RGMO response of the generators in the

region which was in the range of only about 20-40 % of the expected relief of the capacity

on bars.

SLDCs were requested to analyze the RGMO instances posted by SRLDC for the

generators in their control area and take up action as per 84/MP/2015. Inadequate

Response to be taken up with SERC (Petition No.302/MP/2013). Action on

recommendations finalized in the Special Meetings needed to be taken by

generators/states. All generators were kindly requested to take all steps to ensure intended

RGMO/FGMO response.

As per the order in RGMO Petition No. 302/MP/2013, the units (including state embedded)

shall not be scheduled beyond their ex-bus generation corresponding to 100% of their

installed capacity.

12.4 RGMO implementation/ Extension of RGMO status point to SLDC

12.4.1 The following had been noted in earlier meetings wrt status point extension-pending:

APTRANSCO: Upper Sileru (Cable problems) & Machkund (RTU problem) stations.

TSTRANSCO: Status of Hydro units.

TANTRANSCO: MTPS- I & II and Hydro stations.

KPCL: All the status point (except Raichur Unit IV) had been extended to SLDC and these

points can be extended to SRLDC also. Status points of all hydro units like Almathy, Kadra &

Gerusoppa HEPs to SLDC had been made available but yet to be configured to SLDC.

Regarding NPH Unit 6 in order to extend the status signal of RGMO (On/Off condition) to RTU

panel of SLDC, Ethernet-RJ45 communication port is available. KPTCL SLDC was requested

by KPCL that the concerned may kindly be informed to connect the same to KPTCL/RTU

panel for extending the information to SLDC/KPTCL.

UPCL: Extended to KAR SLDC. KPTCL to extend upto SRLDC.

12.4.2 SRLDC vide letters 02.05.2016 addressed to TPCIL & CEPL had raised the issues pertaining to

the RGMO performance and requested to review the RGMO logic and implement the same in line

with IEGC.

TPCIL vide e-mail had informed that the logic review was taken up with the OEM and will

revert back with details.

CEPL was requested to take-up with OEM as the logic details furnished by them were not

clear (not as per IEGC requirement) and the performance analysis shows that the

performance is not meeting the IEGC requirement.

12.4.3 The following was noted in the 121st Meeting:

TANTRANSCO confirmed that RGMO has been enabled at MTPS Stage II (600 MW) from

03.03.2016 onwards. Status of RGMO is also relayed to SLDC and MLDC with effect from

07.03.2016.(Letter in this regard is at Annexure-12A).

APTRANSCO informed that they had taken up with Hinduja regarding status point

extension of Hinduja Unit II. AGM SRLDC stated that APSLDC should ensure that RGMO

is in place and status point is extended to SRLDC/SLDC before COD.

In spite of UPCL’s confirmation of mapping the status points to SLDC, KPTCL informed

that status points were not extended to SLDC. UPCL and KPCL were requested to look

into it. It was noted that UPCL had started furnishing FGMO/MVAR analysis.

KPCL informed that except Unit 4, all other Units status points of RTPS had been mapped

to SLDC. KPTCL informed that RTPS status points are not visible in their SCADA. KPCL is

requested to take up with KPTCL and ensure that status points be available at SLDC

within one week.

JSWEL informed that the status wrt RGMO status points would be updated shortly. It was

noted that RGMO analysis as well as MVAR analysis were not receiving from JSWEL

since long time. MS, SRPC expressed concern in this regards and requested to give nodal

officer details and be alert to the issues.

SRLDC informed that CEPL and TPCIL performance is not sustaining as required. On

09.06.2016 incident CEPL Unit I had given 19 MW responses just for 15 seconds. SE (O),

SRPC recalled that the logic furnished by CEPL was not clear and requested CEPL to

confirm on the logic implemented along with the reasons for un-sustained RGMO

performance. (RGMO analysis is at Annexure-12B).

TPCIL informed that they had called OEM and RGMO would be attended during the unit

shut down in August 2016.

12.5 Summary Report of RGMO performance of Generating Stations in SR during quarter-I of 2016-

17(April 2016 to June 2016) had been submitted to Hon’ble CERC by SRLDC vide their letter

dated 14.07.2016(Annexure-12C) The RGMO performance for the following incidents had been

12.6 SRLDC vide letter dated 06.07.2016 (Annexure-12D) had enclosed NLDC letter dated 27.06.2016

ragarding Primary Response through governor action on generating stations. NLDC had requested

RLDCs to advise all regional entities under their control area to follow the guide lines enumerated

in their letter and also to confirm of the same at the earliest. In the Meeting AGM, SRLDC

requested all the generators to kindly revert back on NLDCs letter. He requested the all the

generators need to ensure that RGMO/FGMO with MI should not be taken out without permission

of SRLDC and also requested to analyze the performance on the instances posted by SRLDC and

submit to SRLDC. He also requested to extend the status points directly to RLDC or through

SLDC.

12.7 NTECL, Vallur vide letter dated 11.07.2016 (Annexure-12E) had responded to SRLDC letter

dated 06.07.2016. It was informed that on 09.06.2016, out of three units only one unit was in

service. Unit III was under shut down for Annual Maintenance and Unit II was stopped due to boiler

tube leakage.

13 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES

13.1 High loading on 400 kV Nellore PS- Nellore DC line/ Separate control area for Nellore PS complex

13.1.1 The issue had been deliberated in the 28th TCC/29

th SRPC Meeting held on 4

th and 5

th March

2016. NLDC had observed that a number of operational issues could be resolved by declaring

separate bid area and it was an easily implementable solution. With separate bid area,

NLDC/SRLDC could optimize the evacuation with the available network. They would inform

Hon’ble CERC regarding formation of separate bid area. Power Exchange would also be apprised

accordingly. CTU was suggested to examine other options like reconfiguration of some lines,

shifting of one or two lines etc. for enabling higher evacuation from the complex. It was noted that

NCC Unit I was scheduled to be commissioned by May 2016 and hence process of formation of

separate bid area needed to be completed at the earliest.

13.1.2 In the 120th OCC Meeting, on a query from SGPL, Nellore, SRLDC clarified that the limitation /

constraint of Nellore-NPS Complex will be taken into account and necessary curtailment as per on

bar capacity of generating units / availability of lines will be made in line with the existing

regulations. In the present network condition / ATS availability, the maximum limit of the Nellore

complex at normal network condition would be around 2100 MW.

13.1.3 In the Meeting, SRLDC informed that there were no further developments in this regard.

13.1.4 SGPL representative informed that CoD of Unit-1 of SGPL (NCC) would be declared by end of July

2016. 300 MW PPA has been signed with Telangana under STOA for one year.

13.1.5 SGPL (Formerly NCC) vide letter dated 23.06.2016 (Annexure -13A) addressed to CEA regarding

the issue of evacuation from Nellore complex.

13.1.6 It was noted that TPCIL has PPA contracts (MTOA/LTA) with AP and TS for 1070 MW from

01.07.2016 up to 2024.

13.1.7 SRLDC study report on export capability of Nellore Pooling Station Complex is at Annexure-13B.

13.2 Overloading of the Transmission lines

It was noted that line loading on 400 kV Gooty – Nelamangala D/C lines were going very high

failing to satisfy N-1 criteria. KAR SLDC was requested to take appropriate corrective action. The

following actions were suggested:

Increasing dispatch at downstream generating stations(UPCL, Varahi and Sharavathi

complex)

Load Management in Bangalore and Mysore area.

13.3 Loadability of ICTs and associated protection settings to prevent cascaded tripping of ICTs

13.3.1 Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in compliance of

Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and Regulation 3.5 a(i) of CERC

Indian Electricity Grid Code Regulations 2010.

13.3.2 In the Meeting, it was noted that there were N-1 violation of Arasur, Vemagiri, Somanahalli,

Madurai, Mysore and Ramagundam ICTs.

13.3.3 SRLDC requested all the constituents that whenever real time messages were issued to control

over ICT loadings, constituents should be committed to take necessary steps/load shedding to

curtail the overloading. SRLDC requested for urgent action to alleviate the loading of 400/220 kV

ICTs. A long term solution of augmentation/load reconfiguration needed to be considered /

implemented in view of grid security. Action Plan of constituents to restrict the loading to

permissible limit may kindly be furnished to SRLDC and immediate action needs to be initiated.

13.4 Prolonged Outages

13.4.1 Status review of prolonged outage of grid elements in SR & Realistic Action plan for revival of the

prolonged outage was awaited from some of the constituents. Monthly reports are required to be

submitted to CERC.

13.4.2 The following was noted in the Meeting:

Ramagundam STPS ICT- II: 60 % works had been completed. TSTRANSCO informed that

ICT had reached site and was expected complete by July 2016.

N’sagar – Cuddaupah FSC: 70 Capacitors has been replaced. Some more capacitors are

needed and 10 more days were required for complete replacement.

Chittor ICT1: Would take 1-2 months for commissioning.

Hoody ICT: Tenders were called for rectification works.

13.4.3 TANTRANSCO vide letter dated 04.07.2016 (Annexure-13C) had furnished the status of

prolonged outages of Ennore TPS Units.

13.4.4 All constituents were requested to convey the schedule of revival for the elements under prolonged

outage to Hon’ble CERC in this regard. (CERC Order on petition no 146/MP/2013).

13.5 Closing of 220 kV Upper Sileru- Balimela line

Upper Sileru - Balimela line had been idle charged from 8th January 2015 from Upper Sileru end.

13.6 Status of Kudgi ICT

NTPC informed that ICT at Kudgi SS, NTPC would be commissioned by July 2016.

13.7 Status of ICTs at Hoody

In the Meeting EE, KPTCL informed that inspection works on Hoody ICT II were going on and

would be dispatched within one month. For the replacement of burnt ICT, tenders were called.

13.9 Auto reclosure of Transmission lines

13.9.1 A/R feature for 220 kV inter regional lines Chikkodi-Mudshingi/Talangde & Ambewadi-Ponda

lines and other KPTCL/KPCL lines

A/R feature for Chikkodi –Talagande & Chikkodi - Mudshingi line had been commissioned.

Regarding Ambewadi - Ponda, R&M works were going on for this line and A/R would be

covered in R&M works.

Regarding Kaiga - Guttur, KPTCL was ready to enable the A/R at Guttur end and once Kaiga

agrees, they would enable the A/R. In the Meeting, Kaiga GS informed that some manpower

issues are there.

Regarding lines from Nagjheri, KPTCL would enable the A/R once KPCL is ready. KPCL

informed that materials have come. Retrofitting is going on and will be commissioned within

one month.

13.9.2 A/R for the lines emanating from NPCIL stations

SRLDC vide letter dated 30.06.2016 (Annexure-13D) had taken up the issue of A/R of NPCIL

lines. It was recalled that NPCIL was to ensure A/R implementation on the following lines within

June 2016 in line with decision taken in the Special Meeting held on 19.05.2016

400 kV Kaiga-Guttur lines

MAPS evacuation lines

BHAVI NIevacuation lines.

SRLDC requested NPCIL to confirm whether A/R has been enabled on the above mentioned

lines and requested to implement the same at the earliest.

KKNPP-Madrai lines

The following was noted in the Special Meeting held on 19.05.2016:

The concern of KKNPP on shunt reactor /PIR would be taken up with PGCIL. Subsequently,

the A/R implementation would be reviewed.

The status update on KKNPP-Tuticorin PS D/C lines would be sought from PGCIL.

All 230 kV lines emanating from MAPS

In the Meeting, MAPS representative informed that A/R would be implemented by July 2016 for MAPS evacuation lines 3 & 4.

The A/R on other two lines will completed after receiving CTs from TANTRANSCO.

MAPS/TANTRANSCO were requested to expedite the same. All 230kV lines emanating from BHAVINI In the Special Meeting held on 19.05.2016, the following were noted:

BHAVINI had informed that the generation had commenced and A/R would be implemented after commissioning of the unit.

It was pointed noted that BHAVINI-Siruseri and BHAVINI-Arni lines were being utilized. NPCIL had stated that BHAVINI could consider A/R scheme now and the apprehension of unit tripping could be avoided and other teething issues could also be addressed.

BHAVINI had agreed to consider and implement the A/R scheme (could be time differentiated A/R). Necessary approval would be taken from their engineering/corporate.

BHAVINI was suggested to implement the A/R scheme by June 2016.

In the Meeting it is suggested that this issue may be put up in TCC/SRPC Meeting.

14 LGBR & OUTAGE PLANNING

14.1 Status Review on development of load forecasting tools by SLDCs as per IEGC Clause 5.4.2

14.1.1 The issue was noted for compliance by the states/SLDCs.

14.1.2 The following was noted from the Order dated 19.12.2013 on Petition No. 249/250/251/MP/2012

forecast their demand and make adequate arrangements to avoid dependence on Unscheduled

Interchange for meeting their demand or for injecting short term surplus power, irrespective of the

frequency”

14.1.3 There was need for further involvement of DISCOMs for their 96 block load forecast and by state

generators of their 96 block generation forecast. SLDCs needed to play more proactive role in this

regard.

14.2 Outage deviation report for the period April 2016 –June 2016 in respect of Generating

Units/Transmission Elements of Southern Region

Outage deviation report for the period April 2016-June 2016 in respect of Generating

Units/Transmission Elements of Southern Region need to be submitted by all the constituents

which is to be communicated to Hon’ble CERC.

15 OTHER ISSUES

15.1 Collection of data regarding Power Supply to Rural Areas

15.1.1 CEA vide letter dated 09.04.2014 had informed that in the Meeting held at MoP on 09.04.2014 it

had been decided to collect the data invariably from DISCOMs in a simplified format. SRPC vide

letter dated 11.04.2014 enclosing CEA letter dated 09.04.2014 had requested that the data in this

regard in the requisite format may please be arranged to be communicated to SRPC Secretariat at

the following E-mail addresses [email protected] & [email protected]

15.1.2 SRPC requested all concerned to kindly ensure that data in respect of previous month is

communicated by first week of the month.

15.2 Reporting the Status of implementation of the recommendations of the Enquiry Committee

15.2.1 All RPCs had been requested to update and forward the status of implementation of

recommendations of the Enquiry Committee on Grid Disturbances on 30th

and 31st July 2012 to

CEA in the prescribed format on fortnightly basis regularly i.e. the status as on last day of the

month to be forwarded by the 3rd

day of the following month and that as on 15th

of the month to be

forwarded by 17th of the month.

15.2.2 SRPC requested all the constituents to kindly update and forward the status in a timely manner.

15.3 Energy Generation data Management from Renewable Energy Sources:

SRPC stated that Monthly generation data in respect of Renewable Energy Sources was to be

submitted to CEA with a copy to SRPC.

15.4 Data/ Information requirements of SRLDC

15.4.1 SRLDC requested timely reporting of the following

Loss of generation due to coal shortage / technical problems needs to be furnished for

onward transmission to NLDC by 1000 hrs on a daily basis.

Providing split-up of details of Non-Conventional Energy Sources generation for Solar,

Biomass, Wind, Bio-gases & Small Hydels in monthly data.

Load Forecasting Day wise Block wise

Power Supply Position Report: Hourly Load Shedding & Daily L.S in MU to be submitted

before 03:00 hrs for previous day for calculating correct shortage.

15.4.2 As discussed in previous OCC Meetings, SRLDC requested all constituents to furnish hourly load

shedding details (both scheduled & unscheduled) by next day as the same is required by various

agencies. AP & KAR were not submitting the details. Other constituents are submitting data

occasionally.

15.5 Wind Generation

SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil Nadu during the

period 1st

June 2016 to 30th June 2016. Wind generation in Karnataka had varied between 33.688

MU (30.06.2016) to 7.016 MU (09.06.2016). Wind generation in Tamil Nadu had varied between

83.501 MU (16.06.2016) to 35.992 MU (07.06.2016).

15.6 Coal Stock Position

As per CEA norms, coal stock position is termed as critical (< 7 days) or super critical (< 4 days)

of coal stock. It was noted that all the thermal stations in Southern Region have more than 7 days

stock as on 10.07.2016.

Generators were requested to take steps to maintain the coal stock position.
