About the Community

Stanislaus County is located in Central California within 90 minutes of the San Francisco Bay Area, the Silicon Valley, Sacramento, the Sierra Nevada Mountains and California’s Central Coast. With an estimated 538,388 people calling this area home, the community reflects a region rich in diversity with a strong sense of community. Temperatures range from an average low of 38 degrees Fahrenheit in the winter to an average high of 85 degrees in the summer. Temperatures move up into the 90s during the summer months with low humidity and cool evening breezes from the San Joaquin Delta.

About Tenth Street Place & The Position

10th Street Place has over 250,000 square feet of City of Modesto and Stanislaus County Office space, an additional 48,000 square feet of retail space and a 750-space parking garage. Nearly 1000 employees work in the facility and the building sees hundreds of visitors per day. The 10th Street Place is managed by the Stanislaus County 10th Street Place Management Committee Joint Powers Authority Commission. The 10th Street Place Management Committee is comprised of key leadership positions from both the city of Modesto, Stanislaus County, and retail partners. The Facility Manager is a vital member of the 10th Street Place Management Committee. The Manager will be the link between the building’s employees and its maintenance team. Responsibilities shall be to oversee the Building Maintenance Division and its budget, coordinate the building’s security and evacuation plans, oversee contracts including janitorial services, and security and various maintenance contracts. The Facility Manager will also assist in drafting agenda items for the buildings Management Committee and the Commission and make recommendations in regards to the facilities budget, Deferred Maintenance plan and Capital Improvement Plan.

Typical duties and responsibilities of the Facility Manager include:

Coordinate the Facility’s Security and Evacuation Plans with the 10th Street Management Committee, County Security Officer, safety committees, and private retailers;

Coordinate the purchase of furnishings, equipment and supplies in compliance with Federal, State, and Local procurement requirements;

Periodically inspect the facility, equipment and grounds to evaluate condition, needs, and recommend corrective measures; regularly inspects building and grounds to assure conformance with established standards and regulations;

Work with the Management Committee in areas of facilities planning, engineering and management; make recommendations on major repairs and construction projects;

Assist in the development of annual facilities projects and budget and oversee capital projects; Prepare reports on a monthly basis to provide status on projects to the Management Committee; Plan, organize, direct and supervise the functions and activities to achieve objectives and comply with

regulatory requirements; Keep the Management Committee informed of activities, needs and problems; Establish and implement policies and procedures for facilities operations, supervise preventive mainte-

nance program and personnel; Establish preventative maintenance schedule, prioritize repairs and maintenance work and projects to

minimize disruption of the facilities operations in cooperation and conjunction with the Management Team;

Establish quality assurance and safety programs in cooperation and conjunction with the Management Committee;

Management of purchasing all supplies, furnishings, equipment and materials; Inventory management of all supplies, furnishings, equipment and materials; Monitor project budgets; and Other duties as assigned.

Minimum Qualifications (Skills, Ability, Knowledge, Education and Experience):

SKILLS/ABILITY Analyze simple to complex administrative and organizational problems; Prepare and present thorough comprehensive reports and recommendations; Interpret rules and regulations; Work harmoniously with County and City of Modesto personnel; Communicate clearly and concisely; Manage assignments to completion in a timely manner; Participate in project planning; Keep records; Organize and prioritize tasks; Sit at a desk for extended periods of time; Lift, bend, stoop, push, pull, squat, twist, turn and reach overhead; Drive a vehicle; and Write clearly, succinctly, and effectively. KNOWLEDGE Principles of administration and project management; Techniques, practices and applicable standards for managing assigned project responsibilities

in facility management; Basic statistical methods used for management analysis; Computer applications (i.e. Word, Excel, Access, PowerPoint); Excellent writing skills; and Schedule management. EXPERIENCE Manager II—requires a minimum of three years of work experience in one of the areas listed below. Manager III—requires a minimum of four years of work experience in one of the areas listed below Facilities Management; OR Management level experience demonstrating the skills required to perform the duties detailed in

this flyer. EDUCATION Graduation from an accredited four-year college or university with a degree in Public or Business Administration, Construction Management or a related field is required at all levels.

DESIRABLE QUALIFICATIONS Three (3) years prior facility management experience in a large public or private organization, or Capital Projects Experience; or Facility Management Experience; or Bachelor’s Degree in a related field; or Master’s Degree in a related field.
