Public Library District Act. It provides that territory annexed

by a public library district included within a municipality or

school district shall be approved by ordinance of the board,

publication or posting, and voter referendum, rather than only by

Thank you very much, Mr. President. House Bill 3129 requires

that beginning October 1, 2019, and each October thereafter, the

maximum benefit levels for the TANF program be annually adjusted

to remain equal at that -- at least thirty percent of the federal

poverty level. And it removes the current provision that families

-- do not comply with regulations may have their TANF cash benefits

discontinued or partially discontinued, instead are the

requirements that the Department is to impose a thirty percent

reduction of the adult portion of the benefits. I know of no

opposition and I would ask for an Aye vote.

Well, I thought it says in here that -- that that -- that

money is continued to maintain even if they're not in compliance;

that the -- that the child would still get seventy-five percent of

that grant and that the adult would receive thirty percent of the

remaining twenty-five percent even when they're no longer –- if

they're out of compliance with the program.

It states that seventy-five percent shall be designated for

the child or children and twenty-five percent shall be designated

for the adult or -- for the adult or adults, and it removes the

portion that permits the discontinuance of the program. It imposes

a thirty percent reduction of noncompliance of the program

requirements without cause and it provides for no sanctions which

shall reduce the portion of the grant that is designated for any

child of the assistance.

SENATOR SYVERSON:

Thank you. I think you just -- you just answered the question

about that, when you said that it'll continue this grant even when

they're non -- in noncompliance. And so, you know, at a time when

we have -- we have rules and we're trying to keep our –- our --

our budget tight and we're trying to help individuals transition,

the idea of continuing to make payments to somebody that's not --

that is -- that is not in compliant {sic} with those rules just -

- I have concerns with, and so I reluctantly have to rise in

opposition to what this proposal does. Thank you, Mr. President.

stated they're -- they're neutral on this bill and they also

the TANF payments have not caught up with inflation and that they

do support this initiative. And I would ask for an Aye vote on

this side of the aisle.

simply retools how we fill township supervisor vacancies until a

permanent replacement can be found. It allows for the appointment

of a deputy township supervisor to perform those ministerial

functions while they get a permanent replacement sought and filled.

It also, importantly, would suspend the salary of a trustee, if

that becomes the person to fill, so as to prevent that person from

getting two salaries at the same time. I think it was unanimous

in the House and nobody is against it, so…

for issuing veterans driver's licenses and ID cards. Under the

new procedure, the Secretary of State will issue the veteran's

license or ID and then send the documentation to the Department of

Veterans' Affairs to confirm that the individual does in fact meet

the right criteria. If the Department of Veterans' Affairs

determines that the person has misrepresented themselves, the

Secretary of State will notify; the ID card will be cancelled.

Additionally, the bill allows for the Department of Defense DD-

214 {sic} (DD-2) and DVA summary of benefit letter is applicable

documentation to receive an ID or driver's license with a veteran

Spanish, and Mandarin about the symptoms and treatment of

Parkinson's disease and to make the booklet available to specified

raffles and poker runs shall be governed by the governing Body of

the municipality or county with the jurisdiction over the location

where the winning chances in the raffle are determined or the poker

benefits at -- at private establishments that contract with the

Department to offer meals for eligible individuals. This shall be

done in accordance with federal regulations. The Restaurant Meals

Program shall be operational by January 1 in 2020. This would --

this would allow for Illinois to be one of the additional states

it interesting that, you know, there's lots of times in which I am

unable to prepare my own food because a kitchen is not accessible.

And so this is something I think is an important thing, especially

for those people who are homeless or who, like me, have a

disability and are unable to necessarily prepare food on their own

or safely be able to do so to be able to eat -- find -- get food

in another way. So I commend the sponsor on this and I encourage

an Aye vote. Thank you.

Thank you, Mr. President. House Bill 3369 amends the Sanitary

District Act of 1936 to permit the Village of Lindenhurst to

dissolve the Lindenhurst Sanitary District board and transfer the

board's authority, including taxing authority, to the Village.

The Village currently operates the District's equipment and the

Sanitary District is largely coterminous with Village boundaries.

There are no Sanitary District users living outside the Village

boundaries. This bill streamlines and modernizes government. It

has received unanimous Yes votes at every step. Has no known

opposition. I appreciate your support.

dissolved. The Village is currently operating the equipment, so

no increased costs. It'll take till about 2032 to retire the ten-

million-dollar debt, but that's the same whether the District

remains or not.

So, using one of these -- one of these lines, it's going to

save money, but we won't see that savings until 2032. That sounds

introduction of that bill that had passed unanimously from the

House. It was very, very thorough and helped me to understand

most of it. But there was some stuff that I didn't quite understand

because you used a pretty big word for a Marine, being me, so --

but I understand the Air Force, you know, you guys are more

sophisticated. But, you said it was coterminous? Could -- could

you tell me what coterminous means?

foresight just makes me think, why aren't we having the city {sic}

vote first on whether or not they want to take -- take this on and

then have us -- only after the city {sic} makes the decision, we

Mr. President, House Bill 3390 amends the Animal Welfare Act.

It provides that a kennel operator that maintains dogs and cats

for boarding that is not staffed at all times shall be equipped

with at least one fire alarm system or fire sprinkler system in

operating condition in every building of the kennel operator that

is used for the housing of animals. Ladies and Gentlemen, this

bill is an initiative from a tragic fire that occurred in

unincorporated West Chicago a couple of months back. The owner of

this particular facility left the facility for a time to take a

friend to the airport, a fire broke out while he was gone. Nineteen

{sic} animals lost their lives and a number of firefighters were

actually bitten and injured in the attempt to rescue a number of

these animals. So I'm very pleased to move this bipartisan piece

of legislation forward. I'd like to thank Representative Diane

Pappas in the House, who assisted with this legislation. Also

want to thank the Illinois Humane Society for their assistance.

SENATOR BERTINO-TARRANT:

Thank you, Mr. President, Members of the Chamber. House Bill

3498 amends the Criminal Code to provide that when a victim is

under eighteen years of age, a prosecution for female genital

mutilation may be commenced at any time. Additionally, a parent,

guardian having physical custody or control of a child who

knowingly facilitates such action commits a Class 1 felony. I ask

for an Aye vote.
