to prevent the annexation. This had overwhelming support in the

that beginning October 1, 2019, and each October thereafter, the
maximum benefit levels for the TANF program be annually adjusted
to remain equal at that -- at least thirty percent of the federal
poverty level. And it removes the current provision that families
-- do not comply with regulations may have their TANF cash benefits
discontinued or partially discontinued, instead are the
requirements that the Department is to impose a thirty percent
reduction of the adult portion of the benefits. I know of no

with the guidelines, they're still going to be able to continue to

correct?
PRESIDING OFFICER: (SENATOR KOEHLER)
Senator Hunter.
SENATOR HUNTER:
Not -- not without good causes, Senator Syverson.
PRESIDING OFFICER: (SENATOR KOEHLER)
Senator Syverson.
SENATOR SYVERSON:
Well, I thought it says in here that -- that that -- that
money is continued to maintain even if they're not in compliance;
that the -- that the child would still get seventy-five percent of
that grant and that the adult would receive thirty percent of the
remaining twenty-five percent even when they're no longer –- if
they're out of compliance with the program.
PRESIDING OFFICER: (SENATOR KOEHLER)
Senator Hunter.
SENATOR HUNTER:
It states that seventy-five percent shall be designated for
the child or children and twenty-five percent shall be designated
for the adult or -- for the adult or adults, and it removes the
portion that permits the discontinuance of the program. It imposes
a thirty percent reduction of noncompliance of the program
requirements without cause and it provides for no sanctions which
shall reduce the portion of the grant that is designated for any
child of the assistance.

our budget tight and we're trying to help individuals transition,
the idea of continuing to make payments to somebody that's not --
that is -- that is not in compliant {sic} with those rules just -
- I have concerns with, and so I reluctantly have to rise in
opposition to what this proposal does. Thank you, Mr. President.
PRESIDING OFFICER: (SENATOR KOEHLER)
Any further discussion? Senator Hunter, to close.
SENATOR HUNTER:
Thank you, Mr. President. The Department of Human Services
stated they're -- they're neutral on this bill and they also
indicated that there will be a fiscal impact of about a million
dollars, in which they feel as though they can cover it for '20
introduced budget, and they also state that they recognize that
the TANF payments have not caught up with inflation and that they
do support this initiative. And I would ask for an Aye vote on

board's authority, including taxing authority, to the Village.
The Village currently operates the District's equipment and the
Sanitary District is largely coterminous with Village boundaries.
There are no Sanitary District users living outside the Village
boundaries. This bill streamlines and modernizes government. It

SENATOR WILCOX:
Many have known that I bring my dog Daisy down on occasion

SENATOR SYVERSON:
Is there a cost to implementing this program?
PRESIDING OFFICER: (SENATOR KOEHLER)

SENATOR WILCOX:
It's actually going to be a savings, as the trustees will be
dissolved. The Village is currently operating the equipment, so
no increased costs. It'll take till about 2032 to retire the ten-
million-dollar debt, but that's the same whether the District

So, using one of these -- one of these lines, it's going to

Thank -- thank you, Mr. President. Senator Wilcox, I would
just like to start by commending you for that very long
introduction of that bill that had passed unanimously from the

most of it. But there was some stuff that I didn't quite understand
because you used a pretty big word for a Marine, being me, so --
but I understand the Air Force, you know, you guys are more
sophisticated. But, you said it was coterminous? Could -- could
you tell me what coterminous means?

I'd also like to say that, you know, because this is so important,
it has -– this bill has received media coverage. There's an

article actually says that it's not exactly coterminous; that there
is a part of the District that is outside of Lindenhurst. So what

but not -- not in the City {sic} (Village) of Lindenhurst, correct?
PRESIDING OFFICER: (SENATOR KOEHLER)
Senator Wilcox. Sorry.
SENATOR SCHIMPF:
And a final question. Thank you for your indulgence, Mr.
President. You know, one of the things -- for -- for those of
you, my fellow Senators, that don't know about the Air Force, one
of the things the Air Force is famous for is that when they first
try to lay out an Air Force base, they put the golf course in
first. They plan where the golf course is going before they map
out the -- the rest of the Air Force base. That kind of life
foresight just makes me think, why aren't we having the city {sic}
vote first on whether or not they want to take -- take this on and
then have us -- only after the city {sic} makes the decision, we
should be voting after that.

SENATOR SCHIMPF:
Yes, I think that –- I think that even though this bill passed

rationality and maybe slow things down a little bit. I think it
is absolutely appropriate that the -- that the city {sic} should
