Phase II - Complete street lighting inventory - Citywide
Phase II streets will be determined with the implementation of a complete street light inventory program. The program will include the review, selection, and purchase of hardware and software, obtaining inventory, and synching the information with the City's GIS program. This inventory will assist in the maintenance, upgrade and energy costs of the existing system as well as identify streets that need additional lighting. The priority of Phase II streets will be established by analyzing night crime and accident rates.
Phase III - Streets with existing lights on utility poles
Phase III are residential streets that have existing lights on utility poles where the sole purpose of the utility pole is to provide a street light. These utility poles will be removed as new street lights are installed on the street.
JUSTIFICATION: The City Council has expressed strong interest in providing residential street lighting on streets which have no mid-block lighting of any kind. Priorities were established by analyzing night crime and accident rates.
SCHEDULE: Phase II inventory will be completed in FY 2016 and priorities established in FY 2017.
RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Seismic and Safety Element of the General Plan by helping to achieve and maintain an environment in which Pasadena residents can enjoy personal safety and security.
HISTORY: Phase I of this project was created and received initial funding in FY 1994 and phase III was fully funded in FY 2015. In FY 2012, construction of the Phase I streets (no mid-block street lighting) was completed. The review, selection, and purchase of necessary hardware and software to conduct an inventory of streets with incomplete mid-block lighting was also completed. In FY 2013, the scope and cost of the project were increased to include Phase III. In FY 2014, Phase III streets were identified and four locations were designed. In FY 2015, street lights were installed on Villa Street between Castano Avenue and Sunnyslope Avenue.

In-Fill Street Lighting DESCRIPTION: This project provides for the periodic installation of in-fill street lighting on existing power poles on residential streets. The project also provides for the repair and/or replacement of deteriorated components of the City’s street light systems, such as street light poles, street light lanterns or globes, wiring, underground conduit, the upgrading to energy efficient lighting, and the painting of poles.
JUSTIFICATION: Enhanced street lighting in those areas where it is currently insufficient or nonexistent and the repair and/or replacement of deteriorated street light components will provide improved traffic and pedestrian safety.
SCHEDULE: This is a continuing program. Projects will be scheduled by City staff as requests are received for enhanced lighting and as street light components in need of repair and/or replacement are identified.
RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Seismic and Safety Element of the General Plan by helping to achieve and maintain an environment in which Pasadena residents can enjoy personal safety and security.
IMPACT ON THE NORTHWEST: Portions of this project may be located in Northwest Pasadena which is an area that has been targeted for revitalization.
HISTORY: This project was created and received initial funding in FY 2016. This project is a compilation of two previous projects "In-fill Street Lighting for Residential Streets - FY 2011-2015" (74412) and "Repair and/or Replacement of Existing Street Lighting Systems" (74346).

Street Lighting at New Developments DESCRIPTION: This project provides for the design and/or installation of street lights required of development projects when the developer has made payment to the City to meet this requirement.
JUSTIFICATION: Installation of public improvements such as street lighting is often required of new development projects when the existing street light system is insufficient or nonexistent. To meet this requirement, developers can opt to make payment to the City to design and/or install the required street lights. The installation of these street lights provides for improved traffic and pedestrian safety.
SCHEDULE: This is a continuing program. Projects will be scheduled by City staff as payments are received for this work. The installation of approximately 50 street lights will begin in FY 2016.
RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with Land Use Element Policy 5.5 by promoting architectural and design excellence in buildings, open space and urban design and discouraging poor quality development.
SPECIAL CONSIDERATION: As a condition of development, private capital received for the improvement of street lighting will be appropriated to this project on an ongoing basis.
IMPACT ON THE NORTHWEST: Portions of this project may be located in Northwest Pasadena which is an area that has been targeted for revitalization.

High Voltage Street Lighting DESCRIPTION: This project provides for the replacement of deteriorated components of high voltage street lighting infrastructure systems such as street light poles, wiring, and underground conduit. JUSTIFICATION: High voltage series circuits are old, deteriorated, and frequently short out. This results in high maintenance costs, and unacceptable service as the lights are often inoperative during rainy weather. Unlike a low voltage multiple system, if one light goes out on a high voltage series circuit, all lights on that circuit go out as well. One outage can cause an entire neighborhood to go dark and pose a safety hazard. The existing high voltage post-top series circuits in the City use incandescent and mercury vapor lamps that are no longer available and the City's inventory of replacement lamps is low. In addition, the existing metal street light poles on these circuits are deteriorated and can pose a safety risk. In the early 1990s, many existing high voltage post-top series circuits were replaced with low voltage multiple circuits. This project will complete the conversion of high voltage post-top series circuits in the City.
