SECTION –I SPECIAL INSTRUCTIONS TO TENDERERS
1. The tender should be submitted in original. On over, it should be distinctly indicated as “Bid against Specification No. TCJ/13-14/41 Technical and Price bid filled and sealed in to two separate covers marked “Price Bid” & “Technical Bid”. The same should be put in separate sealed envelope and marked as above.
2. The tenders may be sent by Registered Post / Speed Post only as to reach this office on
or before ____________ up to 15:30 hours. Due care should be taken to see that the tenders sent by post are posted well in advance to ensure the delivery by the prescribed date or even earlier. Tenders which are received late after due date of receipt will not be considered.
3. The tenderer who offers the lowest in percentage (%) i.e. lowest total amount will be
awarded / recommended for placement of order. Item wise lowest % / value will not be considered for placement of order.
4. Failure to furnish full and complete details or furnishing vague information will make the
tender liable for rejection. The tenderer is at full liberty to give information about his capacity and establishment to execute the work / contract.
5. The offer should be valid for a minimum period of 180 days from the date of opening of
Tender.
6. The Technical Bid shall be opened on __________ at 16:00 hours in the office of SUPERINTENDING ENGINEER (TR.), GUJARAT ENERGY TRANSMISSION CORPORATION LTD, CIRCLE OFFICE, JAMNAGAR (if possible).
7. The tenderer offering their “Technical Bid” against this specification should satisfy following
criteria. The proof of such criteria be submitted in the “Technical Bid.”
a) The tenderer should be registered vendor of GETCO. b) The tenderer should have experience of the work of Water washing of insulator strings
of 220KV, 132KV & 66KV lines. c) Tenderer should furnish copy of registration with service tax department, P.F.
department and Income Tax department. d) List of qualified Engineers / Supervisors, who will supervise the work of water washing
of insulator strings, should be given in “Technical Bid”.
8. The offer is liable to be out rightly rejected in case the “Price Bid” and “Technical Bid” are not submitted separately as specified.

SECTION – II
01 VALIDITY:The rates for the work quoted by the contractor will be valid for the period of 180 daysfrom the date of opening of the tenders.
02 PAYMENT OF SECURITY DEPOSIT:The contractor will have to pay the security deposit at 5%of the order value .On placing the order 2.5% will have to be paid by Demand draft drawn in fever of GUJARAT ENERGY TRANSMISSIONCORPORATION LTD. Within seven days from the date of the issue of work order and remaining 2.5% will be recovered from first two running bills.
03 SIGNING OF AGREEMENT: The contractor will have to sign agreement as per GETCO’s rule, in the prescribed Performa of the GETCO. The cost of the required stamp paper will have to be born by the contractor.
04 PAYMENT OF BILLS : Normally one R, A Bill will be paid every Month. However looking to the progress of the work it will be reviewed mull way. The 90% cost of the work done will be paid to the contractor on his presentation of R.A. Bills along with singing the measurement of the work done with our D.E.(Line) concerned. The bill should be submitted to the D.E. (Line) concerned with a copy to the E.E. (TR) concern. The final bill will be prepared by our D.E. (Line) concerned within about fortnight from the date of completion of the work by the contractor. The Contractor have to submit the final bill to enable the D.E. (Line) for submission to E.E. (TR) AND SE(TR) for passing and payment thereof.
05 DEPARTURE FROM SPECIFICATION AND DRAWINGS :Should be tenderer wish to depart from the specification in any respect, they should draw attention to such departure giving his reasons thereof and should get approved the case. However, in case of any clarification the decision of SUPERINTENDING ENGINEER(TR) –in charge will be final and binding.
06 AVAILABILITY OF MATERIALS AND IDLE LABOUR CHARGES :Most of the materials are readily available and arrangements are made to procure the rest. However, the contractor should be prepared to carry out the work as and when the materials are received. No idle labour arises due to want of any materials will be allowed. However, this idle period will be counted for the period of assessing the limit for completing of work as mentioned in the work order.
07 GETCO does not accept any responsibility as regards to factory acts or any other acts. Rules or regulations that have to be observed by the contractor for carrying out the work.
08 The contract will be governed by the General condition of works contract of the GETCO. A copy of booklet will be available along with the tender; the contractor is deemed to have studied the same thoroughly before filling up the tenders.
09 ACCOUNTING OF COMPANY’S MATERIALS:The contractor will be fully answerable and responsible for all the materials issued to him for the work by the GETCO for any theft, loss or pilferage and shall have to submit the account for the final bill. If the loss referred to above is not made good before the preparation of the final bill, the cost of the materials will be recovered from the final bill as per the rules of the GETCO.
10 PROGRESS OF WORK AND PENALTY :If it is found that the work is unsatisfactory or not progressing as per schedule, then any action be taken by the GETCO as may be deemed fit to see that work is completed at the risk and cost of contractor. If the work is not completed within the schedule period ½% penalty per week of the balance value of the work subject to the maximum of 10% will be levied.
11 SPECIAL CONDITIONS OF THE CONTRACT :
6(a) The undersigned reserve the rights
to reject any or all the tenders without assigning
any reasons thereof.
(b) The tenderer should furnish the tender along with the details of past experience of such erection works handled by him.
(c) The tenderer will abide by and fulfill all the terms and provisions of the tenderer and contract for work’s as applicable and in case of any default there to the GETCO shall forfeit the deposit etc. and the money due in respect of completion of works through other agency on failure of tenderer to complete the work as required in the order.
12 BANK GAURANTEE OR SOLVENCY CERTIFICATE :
The successful contractor will have to produce Bank Guarantee or solvency certificate at the value 20% of the contract value and shall have to execute the agreement on the stamp paper as may be required as per the rules of GETCO in force.
13 SPECIAL CONDITION OF CONTRACT :
(a) Should this tender be accepted, I / We hereby agree to abide by and fulfill all the terms and conditions of the Tender contract for work’s as applicable and in default thereof to forfeit and pay GETCO the same sum of money due.
(b) The full value of the ‘Earnest Money Deposit’ paid herewith should be absolutely forfeited by the GETCO. Should I / We not deposit the full amount of specified security deposit.
14 GAURANTEE :
The tenderer have to give guarantee for the trouble free operation of the equipment / line for the period of one year from the date completion commissioning for the work attended by them.
15. TIME LIMIT :
The work will have to be completed within the time limit specified in the tenders and tender have to complete the same within the time limit only. The time is the essential factor of this contract, the same will have to be adhered to the tenderer otherwise the penalty as per the GETCO’s rules will be recovered which should be noted.
16. SPECIAL NOTES :
1. The rate should be quoted both in words and figures as per unites specified in the tender. Should there be any discrepancy between the rate a quoted in words and figure, the rate quoted in words shall prevail. Further should there be any discrepancy between rates and amount the rates will prevail.
2. Quantities mentioned in scheduled are approximate and before ordering any materials prior permission from the Deputy Engineer in-charge shall be taken and nothing extra will be paid for the material collected in excess.
3. Two books viz. tender and contract for works and detailed specification for various Civil Engineering works are available for reference in this office.
The contractors quoting for this tender are deemed to have gone through both these books and same will be treated as binding upon them.
4. Where GETCO can not provide water supply:
The contractor will have to make his own arrangement for the water required for this work and the GETCO dose not take any responsibility for the same.
7Where GETCO can provide water supply from the beginning or during course of work
Normally the contractor will have to make his own arrangement for the water required for washing and other purpose. However during the course of work later on if the GETCO is in a position to supply water to the contractor, contractor may obtain water from the GETCO at one or more points decided by the Engineer-in-charge. In such cases the charges for water supplied will be recovered at the rate of Rs. 2/- for 1000 liters if metered if the water supplied to the contractor is not metered, then the recovery for water charges will be effected at 2% of the items as executed in which the water supplied by the Engineer-in-charge. As mentioned above if the contractor makes his own arrangement for the water required for the construction and other purpose and if the contractor betting this water by drilling bore wells or construction of well on the premises of the GETCO or providing by his own pump on existing bore well of the GETCO, and uses this water for civil works, then GETCO will recover water charges at ¼% of the cost of the items as executed in which the water supplied by the GETCO is used / consumed. The contractor, however will not be allowed to use water this way without the permission in writing from the Engineer-in-Charge.
17 TERMS AND CONDICTIONS REGARDING INDUSTRIAL LAW AND RELATED MATTERS
TO BE INCORPORATED IN THE TENDER DOCUMENTS.1. WAGES TO BE PAID IN TIME BY THE CONTRACTOR.
The contractor shall pay minimum of Rs. 160 per day or as may be specified here after or rates fixed under the minimum wages act whichever is higher. The wages of every contract labour employed by him under this contract shall be paid by him before the expiry of 7 days of the last day of the month in respect of which the wages are payable i.e. wages of a month have to be paid by him before the first week of the next month. The payment shall be disbursed in the presence of Management representative during the work hours in factory premises and the contractor shall get the entries certified in the register of wages by the representative of the GETCO. Any default will result in cancellation of the contract forth with or else the contractor shall be punishable to the extent of Rs. 100 – fine per each day.
2. The contractor shall give his telephone number and address to the GETCO so that incase of
labour trouble etc. the contractor can be contacted the contractor shall arrange to have his office the factory premises and the contractor keep himself present through the working hours.
3. LABOURS LAWS :(a) Person below the age of 18 years shall not be employed for this work. (b) No female worker shall be employed in the night shift between 7p.m. to 6a.m. (c) Contractor shall maintain a valid labour lenience under the contractor Labour (Relation and
abolition) Act for employing necessary manpower to required by him in the absence of such license the contract shall be liable to be terminated without aligning any reasons thereof.
(d) The contractor shall at his own expenses comply with all labour laws and keep the GETCO indemnified in respect thereof. Some of the major liabilities under various labours and industrial laws which the contractor shall comply which are as under.
(1) Payment of contribution by way of employer’s contribution towards payment of provident
fund, Family Pension Scheme, Deposit liked Insurance Scheme administrative charges etc. at the rates made applicable from time to time by Government of Gujarat / Government of India or other statutory authority.
(2) Payment of deposit in respect of each contract labour at the rates of Rs. 30/- with the office
of the Commissioner of the labours per the contract labour (Regulation and Abolition Act)
(3) License fee as prescribed under the contract Labour (Regulation and Abolition) Act rules framed under depending upon the number of workmen employee be the contractor.

(4) Paid leave facility and wages as per the provision of the factories Act and the rate of one day for every 20 days of working.
(5) Identity cards as prescribed under the factories Act. With photo affixed there to the same for identification.
(6) Payment of retrenchment compensation Notice pay other liabilities as per industrial disputes Act any payment to the contractor’s employees arising out of any claim of disputes under the industrial Disputes Act 1947 or any other labour laws.
(7) Payment of compensation in case of accidental injury.
(8) Provision of charge if the female labours employed are more than 30 members.
(9) Maternity leaves as per the provision of the Maternity benefit Act.
4. PROVIDENT FUND AND FAMILY PENSION SCHEME :
The contractor shall submit along with his bill (month wise) statement regarding deduction against employees provident fund and family pension scheme in respect of each concerned employee provident and family pension scheme at the rate of Rs. 8.33 % (or at the rate made applicable by the Government form time to time) of the wages the contractor’s contribution and his workers contribution towards provident fund and family pension scheme shall be deposited by the contractor with Regional provident Fund Commissioner, Ahmedabad.
5. DEPOSIT LINED INSURANCE SHCEME :
The contractor shall have deposit ½% of the wages in respect of a employees who is a member of the Provident Fund as the contribution to the deposit link insurance scheme with Regional Provident Fund Commissioner, Ahmedabad.
6. ADMINISTRATIVE CHARGES :
Administrative charges for maintaining Provident Fund Administrative A/c shall be deposited by the contractor with Regional Provident Fund Commissioner, Ahmedabad at the rate applicable.
7. PAID LEAVE FACILITY :
Paid leave facility at the rate of one day for every twenty days worked by the contractor labour shall be provided by the contractor to his workers. He shall maintain leave Record, Leave cards for individual labourer which shall be duty verified and approved / certified by the authorized officer of the GETCO.
8. Workmen’s Compensation Fund and Employer’s Liabilities Insurance. The contractor shall cover all his employees under workmen’s compensation Fund and under the liability insurance.
9. The contractor shall employ adequate number of experienced staff at site for daily supervision and for maintenance of various registers and records required under the law and contract. No payment for supervision shall be admissible under the law and contract. No payment for supervision shall be admissible.
9CONTRACT TO INDEMNITY THE BOARD :The contractor shall indemnity the GETCO and every office member and employees of GETCO also Engineer-In-Charge and his staff against all actions proceeding claims, demands costs and expenses what so arising out of or in connection with the matter referred in here in above elsewhere and against all actions proceedings claims demands cost and expenses which may be made against the GETCO of Government for or in respect of or for manse of his obligation under the contract documents. The GETCO shall not be liable for or in respect of or in consequence of any accident or injury to any workmen or other person in the employment of any accident or injury to any workmen or other person in the employment of the contractor or sub-contractor and the contractor shall indemnity and keep indemnified the GETCO against all such damage and compensation so ever in respect thereof or in relation thereof. WORKMENS COMPENSATION AND EMPLOYER INSURANCE :Insurance shall be effected or all the contractor’s employee engaged in the performance of this contract if any of the work is subject the contractor shall require the sub-contractor to provide workmen’s compensation and employee. Liability Insurance for the letter’s employees unless employee are covered under the contractor’s insurance.
12. The GETCO reserves the right to terminate this rate contract at any time during its tendency without giving notice of termination or any reasons thereof.
13. The GETCO will be entitled to deduct directly from the bills to be paid to the contractor any sums payable by you and which sums the GETCO is required to pay as a principal employer on account of your default in respect of all liabilities referred to in above clause.

SECTION - III
1. Bidders who are authorized dealers of approved principal supplier and who have executed such works successfully of jobs is entitled to obtain the Tender only.
2. Only those Vendors who have applied for registration with GETCO, will be issued the tenders upon production of the receipt of payment of registration fees.
3. Copy for valid registration with RPFC with PF code No. should be submitted along with the tender without fail.
4. The quantities of work to be carried out will be according to the required site conditions. The amount of works executed will be calculated at the rate given in the schedule of order.
5. The contractor shall be responsible for the breakages / losses and theft of materials from site and the appropriate cost will be recovered from the contractor for any damage / loss to the GETCO’s equipments.
6. AS regards damages to the materials / equipments and worker of the Contractor, the Contractor will only be responsible and the Contractor is liable to pay compensation as per the “WORKMAN COMPENSATION ACT”.
7. The Tenderer has to produce experience Certificate of the requisite Order value along with the tender. Offers without the same will be liable for rejection.
8. The competent authority can delete any item in the schedule of Tender if he feels that the rate quoted by the Contractor for that particular estimate are abnormally high.
9. The successful tenderer will have to pay the security Deposit of 5% value of the work contract.
10. The Contractor will be covered by the GETCO’s general conditions working contract.
11. The GETCO does not bind itself to accept the lowest of any tender. The undersigned reserves the right to reject / accept any tender without assigning any reason whatsoever.
10. The payment shall be made against the work carried out as per the actual requirement & as per GETCO’s rules.
11. The Jurisdiction of work will be under the jurisdiction of KHAMBHALIA Transmission Division.
12. Service Tax : You will be reimbursed service tax if applicable against submission of
documents proof of payments of service Tax.

SCHEDULE – A
Tentative Details of Lines under scope of work:
Water washing detail of 132 kv and 66 kv lines under Tr. Dn. Khambhalia FOR YEAR 2014-15 UNDER EE (TR) Khambhalia
1. You have to remain in constant touch with EE [TR] KHAMBHALIA for taking up the work. 2. On finalization of outage you will be informed 1day in advance for taking up the work. 3. On taking up of the work according to outage schedule, if it will be changed according to
prevailing situation of power supply, you have to carryout the work as per revised schedule and nothing will be paid extra for the same.
4. For availing outage on the line, you have to depute your authorized representative approved
by EE [TR] KHAMBHALIA and line clear will be issued to this authorized representative only.
5. The line clear will be issued for particular period and if contractor have fail to return in time
then it will be viewed very seriously and any financial loss will be there, it will be recovered from contractor.
6. Any safety pre-cautions required before taking up the work on the line has to be arranged by
you i.e. earthing on ether side of locations, safety belt, Helmate etc. 7.All the safety regarding human life and as per I. E. rules is to be observed by you and regarding
any violation of these GETCO will not take any responsibility. 8. For washing work all tools and tackles including sufficient clean water as per cond. No. 32 for
cleaning required is to be arranged by the contractor. 9. After completion of washing work Engineer or in charge will be inspect the work and if any
defect will be found then same is to be attended up to satisfaction of Engineer in charge at contractor’s cost and risk.
10 .During work if any damage is done to the GETCO’s property such as insulator, conductor
hardware, the cost of the same will be recovered from contractor. 11. The GETCO will not be liable for the infringement of the rules described under workman
compensation due to injuries and accident to the workman etc. Contractor has to observe and comply with various provisions under above Act etc.
12. The work will have to be carried out as per programmed laid down by Department and
complete within the schedule period of Twelve months to the entire satisfaction of the GETCO’s authority and if any work is found outside the scope of tender, the same will be rectified by the contractor at his cost and in case of failing to do so it will be got done at the risk and cost of contractor.

13. Contractor shall have to engage qualified and experienced supervisor having necessary electrical license for supervision and capable in managing the work.
14.The work is to be completed as per the time limit and no extension in time limit will be granted
unless other wise justified and recommended by the competent authorities, the penalty will be levied as per GETCO’s rules, if the work is not completed in time and according to our requirement.
15. The time limit for the above work is One Year from the date of issue of the order. GETCO Ltd.
reserves right to extend the contract for one year or part thereof. 16. The bill will be passed on actual work done bases. The GETCO Ltd. will not be held liable for
any payment if no work or partial work executed due to non-availability of outages or work is postponed due to unavailable circumstances of necessary not approximate.
17. Contractor have to submit bill in triplicate to Division Office. 18. Contractor have to make your own arrangement for transporting of necessary materials and
laborers for this job from GETCO’s yards centers/sub-station entrusted the line at his cost only. 19. If excess work is required to be carried out it will be paid as per rate accepted by the GETCO
and it will be payable after completion of necessary formalities as per GETCO’s rules. 20. Contractor will have to take insurance of all persons engaged for this work till completion of
work. GETCO will not be liable for any compensation due to accident either electrical or mechanical to contractor and persons engaged by contractor for this work. Contractor have to produce the proof of such insurance to the D.E./J.E. of S/S or EE [TR] KHAMBHALIA.
21.10% amount will be deducted from each R. A. bills / as retention for this work. 22. Contractor has to produced a copy of registration as contractor. 23. Contractor has produced Solvency at least Rs. 4, 00,000.00 24.Contractor has to produced a copy of P. F. code registration from P. F. Office. 25. Successful contractor has to submit the monthly copy of P. F. challan s of P. F. paid in to P. F.

That the CONTRACTOR shall keep harmless the GETCO from all claims, compensation, damages any proceedings in respect of any of its employee / workmen under the Workmen Compensation Act or any other laws for the time being in force. c. That, if during the course of execution of work as stated in the contract order mentioned hereinabove issued by the OBLIGEE, it is found that the CONTRACTOR has not complied with guidelines as per Annexure-A or terms and conditions / formalities within the meaning of Employees’ State Insurance Act,1948 (ESI) or Workmen Compensation Act 1923 or any other laws relating to the Labour Welfare for the time being in force, and also has not observed the safety norms in accordance with the law prevailing at the place of work/job to the satisfaction of the GETCO, the GETCO shall have the right to stop the execution of work/job and the period of such stoppage shall not be taken into account for the calculation of the total period of completion of work for which the CONTRACTOR is responsible to complete the work/job and it will be deemed that discontinuance was due to default of the CONTRACTOR . d. That, if any time, due to exigency, GETCO as the Principle Employer, becomes liable to pay any such compensation mentioned hereinabove, whether on failure of the CONTRACTOR or for any other reason, the GETCO shall have the right to recover the said amount from any amount receivable by GETCO or any bank guarantee deposited or anything payable whether in connection with this contract or other contract by the CONTRACTOR to the OBLIGEE. e. That the CONTRACTOR is/are aware and accept that for the persistent or repeated violation of any guidelines as per Annexure-A and terms and conditions mentioned in this Safety cum Indemnity Bond, GETCO shall have right to terminate the contract of work issued to the CONTRACTOR . f. In case if any safety related fatal Electrical / Mechanical accident occurred to any employee of agency or outsider due to negligence or non-compliance of GETCO safety norms then in addition to the compensation and liability as per statutory requirement, contractor / agency is hereby agreed to pay the penalty amount as given below:

This Safety cum Indemnity Bond shall continue and hold good until it is released by the GETCO in Writing on the CONTRACTOR’s application after the Contractor has discharged all his obligations under the order mentioned hereinabove and submitted a “NO DEMAND CERTIFICATE” from the GETCO under the said order. ANNEXURE-A OUR ENDEVOUR - Safety a habit
To create environment where Business Confidence is built through Best Business Practices and is fostered in an atmosphere of trust and respect between providers of goods and services and their users for the ultimate benefit of society a the nation, safety guidelines are agreed upon by the agency as under. Safety is our prime concern and zero accident is our goal. In order to prevent the accident, while execution of works in indoor and outdoor systems of GETCO, the following guideline and preventive measures are identified.

Prior to execution of work a joint survey must be conducted by GETCO supervisor and contractor’s supervisor for risk assessment. • Clearly identify the work location, to distinguish between the equipment that is dead and other equipment / part that may be live. • Disconnect equipment from supply. • Protect against other live parts. • Take special precautions when close to bare conductors / Bus bar.
Prior to execution of work a joint survey must be conducted by GETCO supervisor, contractor’s supervisor and DISCOM line man in order to identify the following : a. HT/LT line or tap line crossing under each span of line of the work. b. Isolation point of each line crossing. c. Each line crossing & isolation point under each span must be discussed and noted in maintenance register with sketch.
19Following safety guidelines are mandatory for all contractors operating in GETCO premises for Electrical, non-electrical & civil works. 1. The contractors must provide advance planning of work to concerned in-charge of substation in writing. 2. Before starting any work whether switch yard, “permit to allow to work” must be taken from control room in-charge. 3. Utilizing Electrical / non-electrical equipments, safety rules must be implemented. 4. If the work is to be carried out on Sunday or public holiday, the necessary permission must be taken in advance, requesting in writing. 5. Unwanted person including children of labours will not be allowed at working site/ in the switchyard and in the prohibited area. 6. Any electrical work or electrical connections to equipment for any other work must be carried out by certified, electrician/wiremen with adequate size of wire through MCB as per I.E. Rule. - Live penal area / bus bar must be isolated and sealed / bifurcated with red colour tape for visible warning. - Display Board must hang on LCP panel. - Transformer must be switched off whenever and wherever contractor and line workers are not satisfied with isolation, earthing or any equipment performance of GETCO, it will be pointed out and work shall begin only after resolution. Contractor shall not take up job in absence of GETCO authorized person. All wire temporary connection & material whenever erection activity has any connection and disconnection work of bus bar, string bus.
Contractor’s supervisor and GETCO Supervisor must ensure all isolations physically with adequate earthing technically prior to give clearance to gang leader for taking up job. While execution of stringing work, the identified line crossing must be isolated / de-energized and written clearance should be obtained from concerned DISCOM supervisor. The isolation of Tap line must be physically seen and verified by Contractor and GETCO supervisor. At D.O. fuse junction contractors person should be posted to ensure that no person restore D.O. supply while work is under execution Contractor’s supervisor must ensure that concern officer take LCP for EHV line and power line crossing.
All workers / labour of contractor & supervisors must use personal protective equipment (PPE) during the work like gloves, safety belt, Safety shoes, Helmet, earthing rods, etc, duly approved by GETCO.
