1.2.0 RSM Revision Revision Purpose

The purpose of revision is to keep RSM applicable to and current with:

1. Swissport aircraft maintenance policies and procedures. 2. Federal Aviation Regulations. FARs. 3. Line Station’s work scope and activities.

Revision Approval/Acceptance A) Swissport Aircraft Maintenance

1. Quality Assurance approves all revisions 2. Issuing a revision will constitute VPQA approval. .

Revision Submission Revision to RSM maybe recommended/suggested by submitted by:

1. SP-aircraft maintenance management. 2. Maintenance personnel. 3. FAA. 4. Customers. 5. Others (as appropriate and applicable).

Revision Process The following are procedures for submitting a revision:

1. Revision should be submitted to Quality Assurance (QA) by RSAM. 2. QA will review revision submitted and determine whether to approve, reject or

edit revision. QA will notify submitter of the result. 3. QA will issue RSM with the new revision and publish it on Swissport Aircraft

Maintenance website: www.swissportaircraftmaintenance.com. 4. Revision of RSM will be accomplished when needed and not annually.

Revision Identification 1. A List of Effective Pages (LEP) will be issued with each revision. LEP will identify

adjacent to the revised text. The vertical bar (change bar) will remain on the page until the page is revised. Also a summary of revision will be provided on page 6 of this section.

1.3.0 Manual Control

1. RSM control is the responsibility of QA in terms of approval, revision, publication and distribution. QA will maintain and update Revision Control Log with issue of each revision.

2. RSAM must verify the latest revision of RSM before use.

Introduction

1. Purpose This Repair Station Manual has been prepared in accordance with the CFR Title 14 (as applicable to FAA Approved Repair Station under the current part 145 regulations) and the policies of Swissport USA, Inc. Compliance with and implementation of the provisions of this manual will ensure compliance with applicable FARs, Swissport USA, Inc. policies and customer’s maintenance requirements.

2. Scope The scope of this manual includes: Aircraft maintenance personnel responsibilities, work scope, maintenance management procedures and other related information.

3. Responsibilities

All aircraft maintenance personnel are required to comply with duties, responsibilities and procedures contained in this manual. However, customer’s procedures must be followed at all times. A current copy of this manual, electronically or hard copy must be available to all personnel all the times. All aircraft maintenance personnel are required to perform aircraft maintenance in accordance with 1) customer’s instruction and procedures to extent agreed-upon in their contract with Swissport USA, Inc. 2) The procedures stated in Section Four of this Manual and 3) applicable FARs.

4. Revisions / Updates All aircraft maintenance personnel are expected to suggest revision requirements to RSAM/AMM when the need is apparent.

5. In addition to this Repair Station Manual (RSM), the Repair Station also has the

Quality Control Manual (QCM) and the Repair Station Training Manual (RSTM) and Air CARGO Containers Manual (ACCM).

6. The Repair Station utilizes Capability List. The capability list is a stand-alone document referred to it as Appendix A and is located in the RSMS. It has its own list of effective pages, revision process and procedures. It does not fall under the RSM control. Appendix A contains capability list revision procedures, CHDO notification, self-evaluation to include frequency & reporting.

7. RSAM is responsible for the compliance with and implementation of all Repair

Station Manuals.

Definitions Acceptable Data is acceptable when it meets the requirements

of the applicable regulations.

Aircraft Maintenance Manual

This manual provides sufficient information to AMTs to perform maintenance and troubleshooting on all systems and units, and to remove and replace any unit normally requiring such action on the line or in the hangar.

Article An aircraft, airframe, aircraft engine, propeller, appliance, or component part.

Corrective Action

An action taken to eliminate the cause of a detected nonconformity or other undesirable condition to prevent its reoccurrence.

Customer

Carrier that contracted Swissport USA, Inc. for providing aircraft maintenance and related services

Customer Maintenance Representative

A Manager or Supervisor (Customer’s employee), who is responsible for Aircraft Maintenance to provide direction and control to Swissport USA, Inc. AMTs.

GMM This manual describes the internal policies and procedures of a carrier’s maintenance program as applicable to sign-off, dispatch, forms, entries, logbook, and administrative instruction.

Illustrated Parts Catalogue

This catalogue is used for the identification and requisition of replaceable aircraft parts and units. It accompanies the Aircraft Maintenance Manual and must contain all information for parts where maintenance practices have been provided.

Line Maintenance

1) 1) Any unscheduled maintenance resulting from unforeseen events; or

2) Scheduled checks that contain servicing and / or inspections that do not require specialized training, equipment, or facilities.

Maintenance Inspection, overhaul, repair, preservation, and the replacement of parts, excluding preventive maintenance.

Maintenance Function

A step or series of steps in the process of performing maintenance, preventative maintenance, or alterations, which result in approving an article for return to service.

Definitions (Continued)

Preventive Maintenance

An action taken to eliminate the cause of a potential nonconformity or other potentially undesirable situation.

Procedure A specific way to perform an activity or a series of steps, such as a procedure that describes the methods, steps, or means to carry out a policy.

Quality Control Manual (QCM)

A manual that describes the inspection and quality control procedures used by the repair station.

Repair Station Manual (RSM)

A manual that describes the procedures and policies of a repair station’s operations.

Repair Station Training Manual (RSTM)

A manual that describes the procedures and policies of a repair station’s training program.

Required Inspection Item (RII)

An item of maintenance that, if not performed properly or if improper parts or materials are used, could result in a failure, malfunction, or defect, endangering the safe operation of the aircraft. An RII must be inspected by a trained, qualified, and authorized inspector.

Structural Repair Manual

This manual contains descriptive information and specific instructions and data pertaining to the repair of the primary and secondary structures.

Wiring Diagram Manual

This manual contains illustration of all electrical aircraft circuits. The diagram must sufficiently describe the circuits to enable troubleshooting and servicing of electrical systems during aircraft service and overhaul.

1.6.0 RSM Supplement - RSMS 1. Introduction

The Supplement is written in accordance with the guidelines established in this section and lists the changes to the RSM. RSMS objectives are: a) Maintain the RSM current with regard to RSMS items at all times. b) Ensure the Repair Station is in compliance with the provisions of RSM at all times. c) Reduce or eliminate the lengthy revision process (FAA) and approval for certain

items.

2. Responsibility RSAM/AMM or designee is responsible to establish and maintain the RSMS current, valid and available at all times. He/she will update / initiate any and all necessary changes to the RSMS within two (2) days of the changes to include termination, reassignment, change in duties or scope and addition of personnel. The RSMS will be stored, updated and printed electronically and will be available for review by the FAA. One copy of RSMS will be placed in the RSAM/AMM office and another copy will be placed in the AMS office. All employees working for the Repair Station should be familiar with the RSMS contents and its location.

3. RSMS items are:

a) A list of names of management personnel responsible for the Repair Station – R.S. - to include title, address, telephone number, current aircraft maintenance organizational chart as applicable for the location and station organizational chart.

b) A list of names of Inspectors, as applicable, to include A&P certificate numbers. c) A list of names of AMS employed by the R.S. to include A&P certificate numbers. d) Completed and current RSF-5 form. e) A list of names of RII personnel, where applicable, to include A&P certificate

numbers and a list of RI items and its respective customer’s names. f) A list of station’s tools / equipment and service / inspection schedule. g) A list of customer’s. h) A list of organizations providing specialized services for the repair station (where

applicable). i) Employee’s hand tools list. j) Appendix A – Capability List. k) All other information deemed necessary, specific to the station and or customer.

2.1.0 Introduction

1. The Repair Station organizational chart on Page 3 of this section identifies

management personnel responsible for the repair station operations. This structure is best suited for the type of work this Repair Station performs.

2. Management responsibilities are listed in Section Three of this Manual.

3. SP aircraft maintenance organization chart with management names is available in the RSMS.

4. An Aircraft Maintenance staff member may perform dual responsibility (different job title), provided he or she is qualified to assume that responsibility.

2.3.0 Staffing

1. RSAM will ensure adequate staffing (AMS, AML, AMT) of the Repair Station to properly meet Customer’s requirements and volume of work in progress. He/she will occasionally monitor and review manpower requirements so as to ensure a sufficient level of work force.

2. SP will provide the manpower as specified in the customer’s contract. 3. If a need arises for an increase in manpower (AMT, AMS, etc.) RSAM will

send a request to DOM, including in his request the number of personnel needed and justification for the requested increase.

4. Several factors influence and determine the level of staffing, among them:

a) New Customers b) Flight Activities c) Customer’s requirements d) Type of Service Requested e) Cross-Utilization of Manpower f) Turnover

5. RSAM or designee will ensure that any designated inspector is:

1) Familiar with the inspection methods, techniques, practices, aids, equipment, and tools used to determine the airworthiness of the article on which maintenance, preventative maintenance, or alterations are being performed. 2) Proficient in using the various types of inspection equipment and visual inspection aids appropriate for the article being inspected. RSAM shall secure, any additional required training and familiarization through QA

6. Throughout the hiring process (interview, test or any other suitable methods)

RSAM or designee will ensure that all repair station maintenance staff understand, speak, read and write English.

7. Only selected personnel will have their duties and responsibilities performed

in each other’s absence. These personnel are: RSAM, AMS and AML. 8. Employment Summary as related to aviation experience for each person

listed on the staff roster will be recorded on Form RSF-14. RSF-14 is maintained in the individual training file, in accordance with the procedures listed in RSTM.

2.4.0 A&P Certificate Verification

RSAM is responsible to comply with the requirements of this part.

A - All maintenance staff must have their A&P certificate verified by the FAA to ensure the validity of their certificate.

B- A&P certificate verification shall be accomplished during the initial hiring of an employee.

C- Employee is responsible to advise his/her immediate supervisor of any change to the status of his /her A&P certificate. Employee is also responsible for reporting an address change to the FAA.

D - For A&P certificate verification, RSAM will follow the following procedures:

1- Complete Form RSF-19 and forward to the FAA. (Oklahoma address) 2- Upon receiving the verification (printout) from the FAA, insert the same in the respective employee’s training file.

2.5.0 Recent Experience Requirements - RER

AMTs should meet the requirements of recent experience as mandated by the FARs part 65.83, as follows:

A certified AMT may not exercise the privileges of his / her certificate and rating unless, within the preceding 24 months: a- The administrator has found that AMT is able to do that work; or b- AMT has, for at least six months:

1- Served as an AMT under his/her certificate and rating 2- Technically supervised other AMTs 3- Supervised in an executive capacity, the maintenance or alteration of aircraft; or 4- Been engaged in any combination of sub-paragraph 1, 2, or 3 of this paragraph.

2.5.1 Compliance RSAM is responsible to ensure compliance with FAR 65.83 as follows:

1. Verify that applicant meets the requirements of FAR 65.83 as stated above. This can be accomplished by reviewing applicant’s work history, resume, and interview of applicant

2. If applicant does not meet FAR 65.83 requirements, RSAM must stop the hiring process and refer applicant to local FSDO in order for Administrator to verify technician’s recent experience eligibility. Verify here means that Administrator found technician meets FAR 65.83 requirements

3. Applicant must provide RSAM the Administrator’s verification in order to continue with the hiring process. Verification can be Administrator’s written statement, E-mail or Administrator’s name and phone number.

4. Administrator’s verification can be in writing or verbal. If it is verbal, RSAM must call the Administrator and confirm applicant’s eligibility of recent experience requirements. RSAM will document this confirmation in writing indicating date called, name of person called, sign and insert this document in applicant personal file. Administrator’s written statement (if any) will also be inserted in applicant personal file.

2.6.0 Change of Address

FAR part 65.21 mandates that technician must notify the FAA at Oklahoma City within

thirty (30) days of changing his/her/address.

2.7.0 Standard of Conducts

1. Introduction a) The following standards of conduct are designed to enhance

professionalism and image of SP Repair Station Personnel. b) Acceptable, personable conduct is based upon courtesy and common

sense. c) All aircraft maintenance personnel are responsible to comply with standards

of conduct. d) Aircraft Maintenance Manager or designee will be responsible to enforce

these standards of conduct. 2. Image a) All aircraft maintenance technicians are expected to be in a clean, proper

SP uniform when reporting to work. Working area is expected to be clean and in proper order.

b) Conduct of all aircraft maintenance personnel will, at all times, be professional and businesslike.

c) All contact with customers, employees, government agencies and others will be accomplished in such a way as to reflect well on our Company.

3. Performance a) Determine that no defective, unserviceable or un-airworthy parts are

installed in any components or articles that are released by the repair station.

b) Conduct preliminary inspection per Customer's instructions. c) Ensure that all necessary inspections are properly performed.

2.8.0 Conduct Violations Following actions are not acceptable and are considered grounds for disciplinary action, up to and including termination: a. Use of SP equipment or vehicles for purposes other than Swissport

business without proper authorization. b. Theft or misuse of SP or fellow employee's property. c. Excessive absenteeism or tardiness. d. Falsification of maintenance records and SP records. e. Violation of safety rules. f. Leaving assigned work area or SP premises when on duty without

permission of immediate supervisor. g. Fighting, horseplay, gambling, sleeping, reading books or magazines

unrelated to job. Use of profanity or immoral conduct on Swissport USA, Inc. premises and/or SP time.

h. Bring, use, possess, or be under the influence of alcohol or narcotics. i. Failure to carry out requests and assignments of supervisor. j. Lack of personal hygiene, being improperly uniformed or dressed. k. Careless or unsafe handling of SP vehicles or equipment. l. Remaining on SP premises when not reporting for, being on or going

off duty, without the permission of management. m. Possession of guns or other concealed weapons on SP premises.

2.9.0 Job Qualification

An AMT is considered job-qualified when he / she:

1. Is properly rated and certified to perform the job. 2. Can perform the job per the approved authorized written job instruction. 3. Can make the necessary sign-off after completing the work and be

aware of the responsibilities involved. 4. Can locate and properly use the approved data, applicable special tools

2.10.0 Performance Standards Introduction Performance standards are established in accordance with the applicable Federal Aviation Regulations (FARs) and in accordance with SP policy. These performance standards are minimum acceptable standards that all aircraft maintenance staff must meet or exceed when reporting for work and while performing their assigned duty. Management, at its discretion, will adjust these standards as deemed necessary, to ensure their compatibility with the Repair Station’s activities and aircraft maintenance staff work. Objective The performance standards are intended to ensure that the quality, quantity and integrity of work and performance of aircraft maintenance staff working for this Repair Station, meet acceptable standards and applicable regulations. The Performance Standards are: 1. 100 percent accuracy, correctness and completeness in all

paperwork associated with assigned task. 2. 100 percent compliance with the applicable customer’s procedures

and the FAR Parts 43.12,13 when performing any airplane work. 3. 100 percent compliance with applicable customer’s procedures and

FAR Parts 121.709, 43.3, 9 when making cockpit logbook entry and / or releasing airplane to service.

4. 100 percent compliance with FAR Parts 65.21, 23 and 89. 5. Actively participate in any applicable training offered by the repair

station. 6. Not to be involved in or contribute to airplane mishap. 7. Not to be involved in or contribute to vehicle / equipment mishap. 8. No job-related injury. 9. Uphold SP safety policy and rules. 10. Work with the safety net procedures outlined in the QCM. 11. Perfect attendance (excluding authorized and / or excusable

absences). 12. 100 percent punctuality (report to work on time-excluding authorized

and / or excusable circumstances). 13. Receive no customer’s, employee’s, management or other complaints

as a result of attitude, behavior, performance or unacceptable employee action.

14. Receive no disciplinary action (written or verbal) as a result of misconduct.

15. To be highly motivated, take initiative and foster teamwork. 16. Communicate clearly and positively and cooperate well with others. 17. Return article to work in accordance with approved data.

Job Title - Repair Station Accountable Manager-RSAM Responsibility: 1. Administration of aircraft maintenance staff and activities. 2. Responsibility: Perform assigned work in accordance with the applicable, current and approved policies and procedures of customer, applicable FARs and Swissport USA, Inc.

Requirements: 1- Must hold a valid FAA A&P Certificate. 2- Must have the required tools as listed in the RSMS - "Employee Handtool List". Duties: Administration: 1. Forward any request for RSM revision to AMS. 2. Comply with and implement all applicable provisions of the RSM, QCM and RSTM. 3. Document additional charges as applicable to each customer. 4. 4.1.0 Rules and Policies

It is mandatory that all aircraft maintenance personnel follow, adhere and implement the rules and policies listed in this section. The FAA, as referenced here, mandates some of these rules and others are mandated by Swissport policies for performing aircraft maintenance. Compliance with these rules and policies will ensure a safe operation and customers' satisfaction of services provided by Swissport. 4.1.1 Rules 1- AMTs must have their A&P certificates within the immediate area where work is normally

accomplished. Ref. FAR Part. 65.89. 2- AMTs must perform their work in accordance with applicable customers' MM, FAA-

approved and /or manufacturer’s approved technical data. They also must use approved materials, same as the original or better. Ref. FAR Part 43.13.

3- AMTs should be aware of serious consequences for intentionally falsifying any maintenance record or entry. Ref. FAR Part 43.12.

4- Only properly rated (A&P) and qualified AMT can make an aircraft logbook entry.Ref FAR Part 43.3. 4.1.2 Policies 1- AMT must comply with and apply all safety rules applicable to his/her assigned duties.

Safety net procedures outlined in the QCM should always be utilized. 2- AMT should have the minimum qualification required to perform assigned work. Consult with your

immediate Supervisor for verification or validation. 3- AMT must be knowledgeable and qualified (received training) on the applicable customer's logbook. 4- AMT is not permitted to sign off logbook unless the AMT is logbook-qualified or granted written

authorization by applicable customer. 5- AMT shall assume the responsibility and sign for action taken. 6- AMT must inspect his/her work after completion in accordance with the QCM. 7- No AMT is allowed or permitted to perform AWR entry/signoff unless the AMT is authorized (in

writing) by Swissport management to do so. In addition, the AMT must meet AWR requirements listed in RSM-4.6.0 (B).

8- AMT must not attempt to rectify defect if he or she is uncertain about procedures and / or application.

9- AMT must use proper approved methods and procedures in performing assigned work. 10- AMT must have access to the required approved technical information and data for performing his /

her assigned work. 11- The Repair Station shall maintain and update customers' applicable MM to the extent agreed upon

in their contract. 12- Aircraft maintenance work to be accomplished in accordance with applicable customers’ MM and /

or FAA-approved technical data/publication. 13- AMT must support his/her corrective action with documentation such as: a copy of MM, written

instruction from customer, written authorization, release or indicate reference to the applicable ATA Part.

14- AMT shall keep customer informed about his/her work progress directly or through immediate supervisor

15- AMT should advise immediate supervisor if he / she encounters any difficulty in carrying out assigned work.

16- AMT must complete form RSF-2 as soon as work and all associated paperwork are accomplished. 17- When applicable and required, AMT must use properly calibrated equipment with a valid calibration

date. 18- AMT must comply with tool accountability as required by the QCM.

4.2.0 Work Scope

The Repair Station work scope consists of the following tasks:

1. Maintenance 2. Preventative Maintenance 3. Maintenance Checks - up to B-check 4. Alteration 5. Repair 6. Inspection 7. Installation 8. Line Maintenance 9. Other services as requested by customer and are within the capability of the Repair Station. 10. ULD Repair and Maintenance, see ACC Manual for details

A. The above tasks will be accomplished in accordance with customer’s applicable current maintenance manual and maintenance program. The maintenance manual or any other maintenance publications (work cards, IPC, Checklist, etc.), that are required to accomplish task are to be provided by applicable carrier. The carrier has the responsibility for revisions of these materials and maintaining their status current.

B. Part(s) required for any task listed above will be provided by the applicable carrier, who has the

responsibility to ensure such part is compatible with the original part and serviceable. For detecting and reporting Suspected Unapproved Parts refer to QCM 2.2.10

C. If the Repair Station does not have equipment, special tools or materials that are required for any of the

above tasks, AMM or designee will arrange to have such items available before work begins or, if possible, during work in progress.

D. For adverse weather conditions, or any task listed above that would require permanent facility, as

determined by customer or applicable maintenance manual, the Repair Station must arrange to have such facility in order to perform the task. RSAM/AMM or designee will implement the following procedures to secure such facility prior to commencing work:

1. Advise vendor, with whom the repair station has an arrangement to access its facility, of the

need for such facility. 2. Advice vendor when the facility is needed, for what customer, aircraft type, work type and

estimated length of work anticipated. 3. Secure vendor approval to move aircraft to the facility. 4. Make the necessary arrangement to move aircraft into the facility.

E. The Repair Station may perform all or any of the above tasks on USA-registered or non-USA-

registered airplanes. F. The above tasks are provided to customers based on the IATA Standard Agreement, Annex A, with

short version, Annex B. Tasks may also be provided based on Ad Hoc Agreement.

4.3.0 Aircraft Checks

AMM or designee will accomplish aircraft check(s) in the following manner:

4.3.1 Preparation 1. Receive customer request for check. 2. Contact customer to verify type of check required i.e. A -check, ETOPS, RON, Service check, etc. 3. Verify that aircraft check requested is within the repair station work scope and capability; if not, 4. return to customer. 5. Request from customer the applicable work/task cards (or equivalent) for the intended check. 6. Review work cards to verify any specific requirements for: a- Tools, such as specialized tooling b- Equipment, such as test equipment, lights c- Materials, such as expendable items d- Inspection - borescope or others e- Parts - aircraft parts / components. 4.3.2 Work area and Labor 1. Determine if any specific facility (hangar) is required for check in accordance with 4.2.0 (D) of this section and take the required and appropriate action. 2. Determine labor-hours required for completing the check. Notify customer and seek its approval. 3. Arrange to have the required manpower available prior to commencing the work and ensure it remains adequate during and until the check is completed. 4.3.3 Duration of Check For a check that has duration of 20 hours or longer, assign AMS or AML to oversee and monitor the entire check. He or she will:

1. Coordinate between the Repair Station and Customer. 2. Monitor work progress. 3. Ensure adequate manpower is available. 4. Verify that work is done in accordance with applicable MM and/or work cards reference. 5. Review all completed work cards for accuracy, proper entry and signature and forward to customer per its instructions. 6. Sign Form RSF-2 indicating that work was accomplished and that aircraft was restored to its airworthy condition.

Aircraft Checks (Continued) 4.3.4 Work Process 1. Obtain from customer all MM references that are listed in work cards or have access to such references. 2. Obtain from customer all required aircraft parts for check in accordance with work cards. 3. Coordinate with customer routine and non-routine maintenance items for correction and disposition. 4. Plan and organize work, so it can be done most efficiently. 5. Ensure continuity of work in accordance with 4.8.0 of this section. 6. Obtain or arrange to have all items required in step 5 above. 7. Familiarize AMTs assigned to perform check with applicable work cards and MM references as required. 8. Commence work and perform it in accordance with applicable work cards and/ or MM. 9. AMT to notify immediate supervisor of any discrepancy or unusual condition. 10. Keep customer advised of status of work. 4.3.5 Completion of Check 1. AMTs to complete all paperwork associated with check properly and accurately. Sign / initial where required. 2. Inspect work accomplished in accordance with QCM - 2.2.2 (1) and 2.8.0. 3. Return completed work cards to customer as per its instructions. 4. AMT to restore aircraft to its airworthy condition as related to work accomplished. 5. AMT to clean work area, inspect tools / equipment used for any damage and return them to their proper storage or location.

4.5.0 Line Maintenance

The Repair Station performs line maintenance for the following customers: 1. Domestic Carriers that operate under FARs part 121 and part 135 2. Foreign Carriers that operate under FARs part 129

All line maintenance work must be accomplished in accordance with Carriers’ current approved maintenance program. RSAM or designee shall report to the FAA/CHDO any serious failure, malfunction, or defect in accordance with 14CFR 145.221. The reporting shall be accomplished in accordance with QCM 2.2.5.

4.5.1 Applications

Line maintenance is performed under the following categories:

A. Under the direction of Customer's Maintenance Representative, CMR, at location.

1. Defects rectification will be accomplished in accordance with CMR's instruction and direction. 2. The CMR will be responsible for the course of action, troubleshooting and any required aircraft

part(s). 3. AMT is responsible for the work he/she accomplished and will sign for it. 4. AMT must keep CMR advised of the progress of work and any irregularity that may arise during

the courses of action. 5. AMT must work very closely with CMR and adhere to any specific instruction given by CMR.

However, should a conflict arise between AMT and CMR, as a result of complying with CMR's instruction, AMT must report this immediately to his/her immediate supervisor to handle this conflict. Swissport management is responsible to deal with this conflict and resolve it.

B. Under the direction of customer's maintenance control or maintenance base.

1. AMT will, upon customer's request, evaluate reported aircraft maintenance defect. AMT will forward to maintenance control or maintenance base, of applicable customer, his/her result of the evaluation. In addition, AMT will advise them of parts requirement (if required for defect rectification).

2. Work must not be commenced prior to receiving customer's authorization. 3. Keep customers advised of the progress of work at a reasonable interval and any irregularity that

may arise during the courses of action. AMT should advise his/her immediate supervisor of any irregularity or concern that arises during the course of action.

4.5.2Types of Line Maintenance

A. Scheduled Maintenance One, two or more AMTs are assigned to receive and dispatch customer aircraft. The number of AMTs depends on customer agreement with Swissport. The work includes maintenance, inspection, checks, repair, service and any other services (within the Repair Station capabilities) as requested by customer. To perform these services, AMTs will adhere to the following procedures: 1. Prior to arrival of aircraft: AMT must ensure gate/parking spot is free of FOD and any obstacles. 2. Inspect vehicle for condition and security. Ensure required tools and equipment are available. 3. Receive aircraft in accordance with Swissport and customer procedures. 4. Perform work in accordance with Swissport and customer procedures. Complete all related

paperwork. 5. Dispatch aircraft in accordance with Swissport and customer procedures. 6. Always work with the safety net procedures outlined in the QCM. B. On-call Maintenance This is on-demand maintenance and will be accomplished when a customer calls for assistance. It encompasses maintenance and services. It is done based on the agreement with Swissport. While performing these services, AMT will adhere to the following procedures: 1. Inspect vehicle for condition and security. Ensure required tools and equipment are available. 2. Respond to customer’s call as quickly and safely as possible. 3. Communicate with customer MCC as required. 4. Perform services in accordance with Swissport and customer procedures. Complete all related

paperwork.

4.6.0 Sign-off

A. Sign-off for work performed - conditions that must apply:

1- Only properly rated and qualified AMT can sign aircraft logbook. 2- AMT must have received applicable customer's aircraft logbook training and qualification. Such

training / qualification documentation must be placed in AMT's training file.

3- AMT must sign and take responsibility for his /her work and complete form RSF-2.

4- Signing for the work performed, the AMT is certifying that (reference FAR part 121.709):

The work was performed in accordance with the applicable approved customer's current maintenance manual.

As far as the work performed is concerned, the aircraft is in condition for safe flight (airworthy).

No known condition exists which would make the aircraft un-airworthy. All items required to be inspected were inspected by authorized person who determined that

all work was satisfactory completed.

B. Sign-off for Airworthiness Release or Release to service - conditions that must apply:

1- Compliance with all conditions listed in Part 4.6.0 (A) of this section and 2- Written approval of VPAM (form RSF-23)

3- AMT is qualified /authorized, in writing, by applicable customers to perform AWR. Such

qualification/authorization must be placed in AMT's training file.

4- Forms RSF-23 and 24 are properly and accurately executed and filed as required.

5- A duly signed contract exists with customer in regards to AWR sign-off service.

6- RSAM/AMM will forward to VPQA all the required documentations for AWR signoff, mentioned above. VPQA will secure VPAM approval

4.7.0 Required Inspection Item, RII 1- Only appropriately certified, properly trained, qualified and authorized (by applicable customer)

personnel are allowed to perform required inspection. 2- Customer requesting an RII services must train, qualify and authorize AMTs to perform required

inspection function. Such training and authorization documentation must be placed in AMT's training file. AMM or designee will coordinate with customer for such training.

3- A current list of AMTs who are RI qualified must be on file. The file will be located in the RSAM/AMM

office. A current list of RI items for each customer who is requesting this service must be on file. 4- AMT who performs RI sign-off will be under the supervision of applicable customer's quality control

or an equivalent. 5- Re-inspection of work performed is pursuant to previous required inspection findings. The applicable

customer's "buy-back" procedures must be followed. 6- Number of AMTs who are RI qualified depends on customer's request and need. 7- RII requires two signatures: one to sign for work accomplished another to sign for inspection. 8- AMT must not perform required inspection sign-off if he/she performed the work on the item that

requires RI.

4.8.0 Continuity of Work To ensure the continuity of aircraft maintenance in case of work interruption, such as shift change or other reasons, the following will apply:

1- A shift turnover logbook with serial numbered pages will be provided. 2- Aircraft maintenance personnel will enter in this logbook all information pertaining to work in progress,

parts, equipment, AMT, etc.

4.9.0 Operation or work process of the Repair Station (See operation flow chart 4.10.0) The general work process of the repair station is described below. However, each task of the work scope may require an addition, deletion or modification of the general work process, which is permissible. RSAM/AMM or designee is responsible for work process implementation. 4.9.1 Preparation Maintenance Staff should have the knowledge and be familiar with:

1. Repair Station Manuals 2. Applicable FAR that is relevant to work assigned 3. Repair Station tools and equipment 4. Work area and its surroundings. 5. Customer procedures as applicable to task assigned 4.9.2 Qualification AMT should be qualified to perform task assigned, in accordance with RSM- 2.9.0 and in accordance with the special authorization RSM - 4.12.0 . AMT must not attempt to perform task if he or she does not meet qualification as defined here. 4.9.3 Task preparation Prior to beginning assigned task, AMT should familiarize him/herself with task and perform the following:

1. Obtain or have access to the applicable technical data (MM) from customer. 2. Get the required tools/equipment/materials. 3. Verify if task is RII and take action accordingly. 4. Verify if task requires special authorization and take action accordingly

If task requires special facility (hangar), contact your immediate supervisor for initiating action in accordance with RSM- 4.2.0 (D).

5. Verify if additional help is required. 6. If unable to meet any of the above requirements, contact AML, AMS or AMM/RSAM. 4.9.4 Commencing work Start working on a task in the most efficient manner. Observe and apply all safety rules and practices as applicable to task performed. Follow and adhere to the prescribed procedures as listed in the MM (or equivalent). If you encounter any difficulty or unusual condition, report it to your immediate supervisor and /or customer. Any damage observed must be reported to the immediate supervisor and / or customer. When installing any part, ensure it is serviceable and compatible to the original part. If it isn’t, notify customer. If you are required to use calibrated tool, ensure that its calibration is current prior to using it, reference QCM.

4.9.4 Work Inspection It is imperative that you inspect your work thoroughly upon completion of your task. This inspection is defined in QCM - 2.2.2 (1). Your inspection must verify the article worked on is returned to its original (airworthy) condition in relation to work performed. Your inspection should also confirm your compliance with QCM - 2.8.0. Advise customer and your immediate supervisor upon completion of task. Clean work area. Inspect tools/equipment used on task for any damage or discrepancy. Any damage or discrepancy should be reported to your immediate supervisor. Return tools/equipment to its proper storage or location. 4.9.5 Sign-off Signing for work accomplished should be done in accordance with customer procedures and RSM - 4.6.0. Complete all required forms, customer and Repair Station (RSF-1, RSF-2, RSF-6, RSF-15 as applicable to task) properly, accurately and sign accordingly. Forward completed and signed customer form(s) to customer and Repair Station form(s) to your immediate supervisor.

4.12.0 Task Structure Diagram

Task structure diagram represents the components that are required to perform any task listed in the work scope RSM-4.2.0. Each component is further subdivided into subparts as follows: Tools: such as measuring, testing, inspection, and hand tools. Equipment: such as High-Lift, Work Stand, Maintenance Van, Cherry Picker, Ground Power Unit,

Airstart, Tow Tractor, etc.

Manpower: as represented in all maintenance staff classification, AMT, AML, AMS, RSI, AMM, RSAM

Facility: Location where work will be conducted - ramp, hangar, gate, remote area, etc. Special Authorization: as applicable to task. Those authorizations are listed on form RSF-31. Policies & Procedures as required and mandated by SP (RSM, QCM), FAA (FAR), and the customer

(GMM, MM, IPC, FIM, etc). Individual performing task should be familiar with these components and their subparts. This will enable AMT to perform task in the most efficient, safe and professional manner.

4.12.0 Special Authorization Special Authorization, as listed on Form RSF-31, will be provided by SP Customers to selected AMTs. Customers will be responsible for any training / qualification that is required for any type of Special Authorization. When a need arises for Special Authorization, RSAM or designee will coordinate training logistics with each customer. In addition, RSAM or designee will ensure that a supporting document of Special Authorization is available in AMT’s training file.

5.1.0 Repair Station Tools and Equipment

1-The repair station tools and equipment are based on the nature and work scope of this repair station, as outlined in Section Four of this RSM. In addition, the Repair Station tools and equipment are determined by several factors. These factors dictate the type, capacity and quantity of tools and equipment the station should have. These factors change frequently and may affect the inventory of these tools and equipment. These factors are:

a) Customer’s contract / request b) Type of work requested c) Number of AMTs required d) Type of aircraft e) Flight activity f) Location where work is to be accomplished g) The work environment h) Applicable regulations

2-The current list of tools and equipment is adequate and sufficient to handle Repair Station’s activities. 3-RSAM or designee will monitor tools and equipment status and ensure that such tools and equipment are adequate to conduct the Repair Station’s activities efficiently and effectively. If additional tools and / or equipment are required, RSAM will forward request, to include justification to his/her immediate supervisor. 4-RSAM or designee will ensure that a current list of the Repair Station tools and equipment is kept in the RSMS. This list is maintained current in accordance with the instructions listed in RSM 1.6.0. 5-For any required tools and equipment that the station does not have to conduct specific type of work, RSAM or designee will arrange (on a rent or lease basis) to have these tools and equipment available. In general, the Repair Station will provide tools and equipment to the extent available and in accordance with IATA agreement with the customer. However, for tools and equipment required for specific type of checks / maintenance (i.e. engine change), customer will be responsible to provide such tools and equipment, as stipulated in the agreement with the applicable customer. 6-RSAM or designee will ensure that all Repair Station tools are clearly identified and marked SP property in accordance with the procedures listed in this section.

Repair Station Tools and Equipment (continued) 7-The identification must be clearly visible and not obstruct any technical instructions and / or measurement areas. The following procedures will be utilized:

a) Each applicable item (tool) will be marked SP and the three-letter code of the station, e.g. SP-ANC.

b) The acceptable method for identification is Vibro -Etching/Engraving, which is suitable for most identification purposes.

8-In order to maintain these tools and equipment in serviceable condition and available, RSAM will comply with the service / inspection procedures listed in the QCM-2.11.0 (C). 9-Repair Station tools and equipment utilized in performing aircraft maintenance will be checked after completion of maintenance for condition, operation and service. Any damaged or unserviceable tool will be forwarded to RSAM or his designee for proper action. 10-Where applicable, the repair station tools, equipment and materials must be those recommended by the manufacturer of the article or must be at least equivalent to those recommended by the manufacturer and acceptable to the FAA. .

5.2.0 Employee Hand tools 1) All AMTs, AMLs, and AMSs must have hand tools in accordance with

the list in the RSMS. These tools must be in their possession when reporting to work.

2) New hires must have all hand tools listed within 30 (thirty) days of

commencing employment. 3) Hand tools list must be complete (no missing tools) and signed by

respective AMT, AML or AMS. Any missing tools should be replaced within 1 (one) week, reference QCM

4) RSAM or designee will review the Hand tools list for completeness

and sign accordingly. 5) Employee Hand tools list will be placed in each employee’s respective

training file. 6) RSAM shall periodically review the employee Hand tool list to ensure

that it is adequate and suitable to perform employee’s assigned task. He/she will adjust the Hand tools list as necessary and advise all the employees of the changes.

7) RSAM or designee is responsible for implementing all of the above.

related to maintenance staff performance, repair station activities and

correspondence.

6.3.0 Preservation/Retention

1. The files listed below shall be retained for the minimum

period, as outlined below. 2. Files in storage should be placed in appropriate

container and labeled with year, name of file and customer name.

3. Files must be available for inspection by the Administrator-FAA or

any authorized representative of the NTSB.

7.1.0 Introduction The Swissport USA Inc Honolulu, FAA certified repair station No. S422543X

is housed at Honolulu International Airport, below Gate 27 and 28, on the EWA concourse of the Airport. The permanent address is: 300 Rodgers Blvd, Bldg # 360 suite 160 D and L. Honolulu, Hawaii 96819. Aircraft Maintenance facility is housed on the ramp level of the EWA concourse between gates 27 & 28. It has access to the A.O.A. It has access to the A.O.A.

The work area between gates 27 and 28 provides adequate space for the type of line maintenance work performed by the Repair Station. All Swissport Line Maintenance work is performed outside. Work can be performed for the transfer of parts from an old unit to a new unit at the facility described above.. All carriers we handle carry and store their own parts in their facility. The Customer maintains serviceability and inventory for these parts.

7.3.0 Change of Location, Housing or Facilities

Swissport USA, Inc. Repair Station will seek FAA written approval prior to:

1. Making any changes to the location of its housing. 2. Making any changes to its housing or facilities that may have significant

impact on its scope of work.

In addition, FAA may prescribe the conditions, including any limitations, under which the Repair Station must operate while it is changing its location, housing or facilities.

Chapter Eight-Repair Station Rating

8.1.0 Introduction

8.1.1 Display of Certificate The Repair Station certificate and ratings shall be displayed in the SP Administration Office or its equivalent. It will not be obscured and will be accessible to the public. The certificate must be available for inspection by the Administrator (FAA). 8.1.2 Inspection This repair station will allow the Administrator (FAA) to inspect the facility, records, equipment, tools, and station’s general ability, at any time, to determine compliance with the applicable FAR, under which the station has been certified.

8.1.3 Advertising FAA certificate number MUST clearly appear on all business letterhead, signs, magazines and any form of promotional material.

8.1.4 Certificate’s Privileges and Limitations The general maintenance will be performed in accordance with applicable customer’s maintenance manuals, manufacturer’s data or data acceptable to the FAA for the particular limited ratings, as listed for airframe and powerplant. It will also be performed in accordance with FAR Part 43.

This repair station will not maintain, alter or release to service any article for which it is not rated. The repair station will also not maintain, alter or release to service any article for which it is rated, if the required technical data, equipment, materials, facilities or trained personnel are not available.

8.1.5 Certificate Required The Repair Station will not perform aircraft maintenance as an FAA-Certified Repair Station until the Certificate has been issued to SP 8.1.6 Duration of Certificate The Repair Station Certificate is effective until it is surrendered, suspended, or revoked. If it is surrendered, suspended or revoked, the certificate must be returned to the CHDO. 8.1.7 Change or Renewal of Certificate 1. The Repair Station will apply for a change in Repair Station Certificate (on

a form and in the manner prescribed by the Administrator) under the following conditions: a) A change in the location of housing and facilities at the Station or b) A request to revise or amend a rating.

2. If the Repair Station sells or transfers its assets, the new owner must

apply for an amended certificate.
