1.0 PURPOSE AND SCOPE
1.1 Purpose
This procedure provides instructions for start-up, operation and shut down of SY241 A-
Train and SY241 B-Train Primary Exhauster System.
1.2 Scope
This procedure involves the SY241 A-Train and SY241 B-Train Primary Exhaust System
and all associated ancillary equipment.
2.0 INFORMATION
2.1 Terms and Definitions

2.2 General Information
2.2.1 Throughout this procedure, pressures or vacuums are relative to atmosphere
unless specifically noted otherwise. A negative (-) pressure denotes a
vacuum condition (pressure less than atmospheric).
2.2.2 Exhauster system is interlocked to guard against malfunction and possible
contamination release.
2.2.3 Applicable to B-Train when in an emergency, exhaust fan EF-001 may be
shut down by pressing the emergency stop push button PB-103. Once PB-103
is pushed, breaker DS-101 will need to be opened to reset shunt trip before
continuing.

3.0 PRECAUTIONS AND LIMITATIONS
3.1 Personnel Safety
WARNING - Switching or starting fans that have been down for an extended period
may cause condensate to be blown out of stack resulting in potential
contamination of personnel.
WARNING - Glycol tank, exposed piping, and valves may be hot (120 F to 200 F)
and could cause burns when touched.
3.1.1 Operations performed under this procedure are controlled by TVIS (SY-001)
and Risk Classification (RC) 1 or when primary ventilation is secured RC-4.
When primary ventilation is secured, management directed supplied air
respiratory protection in conjunction with IHT monitoring is required.
3.1.1.1 Minimum required respiratory protection and voluntary upgrade
is identified in the Management Directed RPF (Respiratory
Protection Form).
3.1.1.2 Monitoring and/or sampling requirements will be specified in the
Industrial Hygiene Sample plan (IHSP).
Considered RC-3 activity when entering VCZ on platform.
3.1.2 IHT monitoring is required when accessing record sampler and CAM sample
chamber.
3.1.3 IH Sample Plans are as follows:
WABO-11050 for primary exhauster start up
WABO-11052 for exhauster switching
WABO-11022 for non-standard conditions.
3.1.3.1 Contact the facility Industrial Hygienist for the appropriate IHSP.
3.1.4 If a red label or no label is present, HPT will only enter into cabinets after a
qualified electrical worker has placed the cabinet into an electrically safe
condition.

3.1 Personnel Safety (Cont.)
3.1.5 Non-electrical worker accessing electrical enclosures must ensure the
following:
The enclosure must have a white label indicating that it has been
evaluated.
The work activity within the enclosure does not involve.
- Reaching around or moving electrical equipment
- Contacting electrical connectors/connections
- By-passing protective shielding/barriers.
3.1.5.1 Stop and notify management if these conditions cannot be met, or
if discrepancies exist (e.g. conflicting or missing labels, missing
or damaged protective barriers).
3.1.6 Personnel trained in the operation of breakers and disconnects will wear the
following PPE as a minimum:
Non-melting (untreated natural fiber) long-sleeved shirt
Safety glasses
Leather or insulating gloves
Hearing protection.
3.2 Equipment Safety
CAUTION - Operating the primary tank ventilation system with less than 6 inches in
each SY Farm tank could cause tank damage.
3.2.1 During windy conditions cabinet door(s) may suddenly swing open causing
damage to the cabinet.
3.3 Radiation and Contamination Control
3.3.1 When this procedure is worked in radiological areas, an approved
radiological work permit (RWP) is required. If radiological conditions or
work performed falls outside the scope of the RWP, all work activities must
be discontinued until a new or revised RWP has been issued in accordance
with TFC-ESHQ-RP_RWP-C-03, ALARA Work Planning.

3.4 Environmental Compliance
3.4.1 Tank Farm ventilation systems and exhaust monitoring systems are regulated
under Washington State Administrative Code (WAC) chapters 173-400, 173-
401, and 246-247 and applicable Notices of Construction (NOC) issued to
ensure compliance with these regulations. To ensure reporting requirements
are met, all problems, bypasses planned and unplanned outages of Tank Farm
ventilation and exhaust monitoring systems, including portable exhausters,
must be immediately reported to Environmental. All unplanned outages of
tank farm ventilation, including portable exhausters, and both planned and
unplanned outage of exhaust record samplers, must be immediately reported
to Environmental On-Call per the On-Call List, in compliance with TFC-
ESHQ-ENV_FS-C-01.

Farm A-Train or B-Train primary exhaust system.
CAUTION
Operating the primary tank ventilation system with less than 6 inches in
each SY Farm tank could cause tank damage.
4.3.9 CHECK liquid level in tanks 241-SY-101, -102 and -103 are 6 inches. (OSD-T-151-00007)
4.3.9.1 IF 241-SY-101, -102 and -103 tank liquid levels are not 6 in.

5.0 PROCEDURE
NOTE - Sections 5.1 through 5.11 may be worked in any logical order or independently as
field conditions dictate.
- The primary exhaust system is designated as a minor stack therefore it is not necessary
to have a continuously operating CAM or Record Sampler when running the
exhauster. The primary exhaust system may be started and operated without the CAM
or Record Sampler as directed by the Shift Manger/OE.
5.1 Start-Up Primary Ventilation A-Train
5.1.1 IF alarming, PRESS HI-PRESSURIZATION SILENCE-test button to
silence alarm.
5.1.2 IF performing an exhauster start-up after greater than 30 day shutdown,
OR
IF directed by Shift Manager/OE, THEN
COMPLETE the following Steps 5.1.2.1 through 5.1.2.4:
5.1.2.1 ENSURE Section 4.3 has been completed.
NOTE - Steps 5.1.2.2 through 5.1.2.4 may be worked in any logical order
or independently as field conditions dictate.
5.1.2.2 PERFORM valve line-up per Checklist 4.
OR
IF Shift Manager/OE directs a different valve line-up,
DOCUMENT reason and alternate lineup on Data Sheet 4 AND
PROCEED.
5.1.2.3 ENSURE PPE is donned per Electrical Hazard Evaluation
(EHE).
5.1.2.4 PERFORM electrical line-up per Checklist 2,
OR
IF Shift Manager/OE directs a different electrical line-up,
DOCUMENT reason and alternate lineup on Data Sheet 4 AND
PROCEED.

5.1.7 ACKNOWLEDGE alarms on panel SY-241-VTP-ENCL-401.
5.1.8 RESET the Watlow Heater SY-241-VTP-TC-432A on
SY241-VTP-ENCL-400.
5.1.9 CONFIRM the lower LED display of the Watlow Heater Controller SY-241-
VTP-TDIC-432 on SY241-VTP-ENCL-401 reads 25F. This is the
controller delta T set point. The Watlow Controller front panel is described
in Figure 6.

5.1.9.1 IF SY-241-VTP-TDIC-432 delta T set point is not 25F,
NOTIFY Shift Manager/OE to perform PM WT-007345.
5.1.10 POSITION CAM interlock function switch SY296-VTP-HS-602 to
BYPASS.
5.1.11 IF Seal Pot low level alarm SY241-VTP-LAL-438 is LIT, FILL seal pot
with water per Section 5.10.
5.1.12 NOTIFY Health Physics that A-Train primary ventilation system is about to
be started AND
IF directed by Shift Manager/OE, WAIT until an HPT is present before
proceeding.
5.1.13 CONFIRM filter paper is in record sampler and CAM sample chamber.
NOTE - Red malfunction light SY296-VTP-ENCL-602 may be on due to vacuum
pumps not running (low flow).
5.1.14 REQUEST HPT energize stack CAM SY296-VTP-CAM-602.
5.1.15 POSITION pump start/stop switch VTP-HS-3101 located in enclosure
SY296-VTP-ENCL-602 to START.
NOTE - During the first 20 minutes after start-up of the exhauster, alarms may need to
be reset multiple times until system stabilizes.
5.1.16 DURING the first 20 minutes of primary exhauster start-up, RESET
reoccurring alarms until system stabilizes.
5.1.17 IF INTERLOCK ENGAGED indicator light YL-3150 is LIT, PERFORM
the following:
5.1.17.1 IF INTERLOCK ENGAGED indicator light YL-3150 located on
alarm cabinet SY241-VTP-ENCL-401 is LIT due to any alarm
other than high radiation, PERFORM the following:
a. PRESS alarm reset pushbutton PB-3143 located on alarm

alarm cabinet SY241-VTP-ENCL-401 is LIT due to a high
radiation alarm PERFORM the following:
a. PRESS Beta CAM High Radiation Reset pushbutton PB-
3119 located on enclosure SY296-VTP-ENCL-602.
b. PRESS alarm reset pushbutton PB-3143 located on alarm
cabinet SY241-VTP-ENCL-401.
c. PRESS Interlock reset pushbutton PB-3141 located on
alarm cabinet SY241-VTP-ENCL-401.
5.1.18 PRESS PLC RESET button located on DP interlock cabinet SY241-VTP-
ENCL-124.

5.1.20 PRIOR to startup of the A-Train, CLEAR all non-essential personnel from
the vicinity of the stack.
5.1.21 NOTIFY TMACS operator and Shift Manager/OE SY241 A-Train primary
ventilation will be started.
5.1.22 START A-Train exhaust fan by pressing FAN START pushbutton PB-3146
located on door of exhauster alarm cabinet SY241-VTP-ENCL-401.
5.1.22.1 IF fan does not start, NOTIFY Shift Manager/OE.

Attachment 1 - Differential Pressure System Interlock
High/Low Differential Pressure System Interlock works as follows:
Ventilation Tank Primary vent system fan is interlocked with differential pressure system interlock
controller. If a high differential pressure alarm occurs across first stage HEPA filter or a low differential
pressure occurs across last stage HEPA filter, operating ventilation tank primary vent fan(s) will shut
down. While differential pressure indicating transmitters sense high or low pressure across HEPA
filters, primary exhaust fans will not be able to restart. A failure of programmable logic controller
(PLC) or failure of either or both of the differential pressure transmitters that are across first and last
stage HEPA filters will also shut down vent system. In the event of a programmable logic controller
(PLC) failure, a means is provided to BYPASS shutdown function through Differential Pressure
Interlock BYPASS switch (SY241-VTP-HS-124).
The HEPA Filter Differential Pressure Interlock System provides a bypass switch that allows the
following:
The BYPASS position allows Shift Manager to disable interlock shutdown of primary
ventilation system if failure is due to a programmable logic controller (PLC) failure.
The NORMAL position allows Differential Pressure Interlock System capability to shut
down primary ventilation system on detection of HIGH or LOW differential pressures
across first or second stage HEPA filters respectively, or if the programmable logic
controller fails, or failure of first or last stage HEPA filter differential pressure
instrument.
The Differential Pressure Interlock BYPASS switch (SY241-VTP-HS-124) should be in NORMAL
position if differential pressure interlock is to be used to detect failure of HEPA filters. Differential
pressure PLC detects the start of ventilation fan (when start contactors close) and waits one minute for
fan to reach operating speed. An additional minute is provided (for a total of two minutes) to allow
differential pressure to build before interlocks become functional. This will allow starting fan when a
low (“0" in W. G.) differential pressure exists prior to startup.
If differential pressure interlock requires bypass, dP bypass key must be obtained from Shift Office and
Differential Pressure Interlock BYPASS switch (SY241-VTP-HS-124) positioned to BYPASS.

Plus 10000 Alarm Panel located inside Enclosure SY241-VTP-ENCL-107 or, when
operable, at the Remote HMI location which is currently located in the 241-SY
Change Trailer.
[1] ACKNOWLEDGE alarms as follows:
[1.1] PRESS [F1] button to go to Main menu Screen.
[1.2] PRESS [F3] button to go to Current Alarm Screen.
NOTE - Each alarm condition has its own unique acknowledge function key assigned.
- When pressing the function key button to acknowledge active alarms press the
function button only one time or it will go to the log-in screen.
[1.3] IDENTIFY the blinking active alarms AND
PRESS one of the following function keys associated to the particular alarm:
[F7] button, ACKNOWEDGE ACTIVE ALARMS
[F8] button, ACKNOWELDGE GEMS ALARMS
[F9] button, Temperature and Sealpot Alarms.
