The past year was a milestone year for us allhere at Tabor Group. It marked the 30thanniversary of the foundation of theorganisation, a proud achievement for everyoneinvolved with us, past and present, over the last30 years. We marked the occasion with variousevents throughout the year, including theofficial opening of Tabor Fellowship, oursecondary residential treatment centre in SpurHill and culminating with our own one-dayNational Conference in October. Firstly, I would like to sincerely thank the Boardof Directors for their continued dedication andhuge commitment to the work of Tabor Groupthroughout 2019. Each director brings a vastrange of invaluable skills and talents to ourdeliberations. They carry out their functions inaccordance with the highest standards ofgovernance, mindful always of their duty towork in the best interest of Tabor Group and, ultimately, its beneficiaries. I would also like to thank all the staff across ouraddiction treatment centres for their workthroughout the year. I, and the board are deeplyappreciative of their work and commitment toTabor Group and our clients consistentlydelivering services to the highest of standards. Aspecial mention and thanks to the Managementteam also. They are a constant force working24/7 for Tabor Group, effectively respondingand adjusting to the needs of our clients, staff, and organisation.

The board and I are also very grateful andthankful to our CEO, Dr. Niall O’Keeffe, who hasseamlessly adapted to his role since arriving in2018 and is leading the organisation withexceptional enthusiasm, commitment, andenergy.

When I look back on 2019, there were threemain highlights for me. The first highlight wasthe launch of our exciting 10-year StrategicPlan, to help transform Tabor Group. This plansets out our strategic vision and ambitious goalsover the next 10 years to help the organisationenhance our services and better fulfil ourmission to provide excellent addictiontreatment services. This strategy builds on thecurrent Strategic Plan 2015 - 2019 to bring TaborGroup through the next ten years of ourdevelopment up until 2029, and I look forwardto seeing this plan being implemented. It will also continue the development of itsclinical services and approaches to ensureexcellence, support clients' sustainable recoveryfrom addiction and meet emerging serviceneeds. This of course will all be carried outwhile maintaining Tabor Group’s fundamentalapproach which is to: acknowledge the dignityof every person; have compassion andunderstanding for all; honour each person'srights fairly; and, provide services to the highestprofessional standards. The overall development for the next ten yearswill occur in line with the organisations vision“To be a centre of excellence for addictiontreatment, research and advocacy”. This visionis underpinned by 6 strategic goals, which formthe basis for our strategic vision. I’d like to thankeveryone involved in creating this plan, whichwas prepared over the last 12 months, afterextensive internal and external consultationswith clients, staff, board members andmanagement as well as external stakeholdersand funders. The vision and objectives that thestrategy adopts, and in particular the actionsthat give these goals expression in very concreteways, moves Tabor Group towards the more........

progressive end of the spectrum in providingaddiction treatment services to Cork andbeyond.

The second highlight of the year for me was inApril at the official opening of our secondaryresidential treatment centre, Tabor Fellowship,at Spur Hill. Tánaiste at the time, MinisterSimon Coveney, along with the Mayor of theCounty of Cork, Councillor Patrick GerardMurphy, officially opened the treatment centrewhich was built on the existing site of TaborFellowship and has increased capacitycompleting a treatment programme from 10residents to 22. The facility also includes anadditional 11 units of accommodation for peoplewho have completed their secondary addictionprogramme but require a step-down model ofindependent living while having access toongoing support and care. On behalf of the board, I would like to thank theDepartment of Housing Planning and LocalGovernment, Cork County Council and the HSEfor their financial contribution for this project.Without their support this re-developmentwould not have been possible. The highlight of the year was undoubtedly inOctober where we hosted our own NationalConference, to top off our 30th Anniversarycelebrations. The event drew a large and highcalibre list of speakers and attendees with over150 guests in attendance to celebrate thedevelopment of addiction treatment over theyears. The conference aimed to continue to promoteand encourage participation from all parts of thesector towards a shared appreciation andlearning of what medical, psychosocial andpeer-based approaches offer in the realm ofaddiction. This was delivered throughworkshops and talks from several speakersincluding industry leaders, clinicians, researchers and even through Tabor Groupservice users who were discussing their ownpersonal experiences.

There are several other notable achievementsthroughout the year I would like to mention.Firstly, is the successful bedding down of ournew board and sub-committee structures andprocesses. Thank you to all those involved formaking this happen. Secondly, I am proud of theorganisation’s implementation of therecommendations based on the findings from‘An Evaluation of Tabor Group’ report. ThisTrinity College Dublin report was commissionedby the board to review all of Tabor Group’sservices, and it is encouraging to see that these....

recommendations were taken on board andimplemented over the last 12 months. Anotherachievement I think deserves a mention thisyear, was the further progress made in theintegration of all Tabor Group’s services. Theservices, which were previously so disparate, have undoubtedly progressed again this year toachieve this long-term objective.

It is hard to look back at 2019, without thecontext of all that has happened in 2020, whichhas presented huge challenges for the Companyon so many fronts due to COVID-19 and thefallout from it.

We hope we have been fair to our staffthroughout. Being a Mercy company was a hugeadvantage to us, as with the support of theHospital we managed to open up againrelatively quickly and remain open safely for alarge number of clients by availing of the testingsupports which were made available to us.

The 2019 Financial outcome has been verydisappointing – more so as the full extent oflosses had not been expected at year end. Thisoutcome, together with all that has happened in2020, has led the Board and Management toundertake an extensive review of ouroperations. Restructuring proposal options havebeen developed and a decision on the preferredcourse of action will hopefully be made in thenear future.

The Board are determined that the companyremains financially strong while offeringquality treatment to as many as possible ofthose who need to avail of our services.

In conclusion, I would like to thank my fellowDirectors for their commitment, support andunderstanding during the year, and on behalf ofthe Board, to express our gratitude tomanagement, staff, volunteers and friends ofTabor Group for their inspiring dedication toimproving outcomes for clients and theirfamilies.

88 CEO's Report

Tabor Group’s 30th Anniversary year, 2019, wasanother busy and productive year for theorganisation. The new management team, andstaff admirably met the challenges of the dailyrequirements of delivering a consistent high-quality service day after day.

During my first full calendar year in thisposition, it has become evident that TaborGroup’s success in the delivery of treatment is aresult of the dedication and loyalty of its staff, who live the values of the organisation in theirwork. Our clients are met with compassion, understanding and unfailing support in theirefforts to live new lives in recovery. The workis hard and requires resilience, patience andgenuine empathy for others. Our facilitatorscontinue the excellent work begun in treatmentin supporting clients and families in ouraftercare programmes.

It is a privilege to work with all of theseindividuals, and of course the Board ofDirectors, who all give so much of themselves inselfless support of others who desperately needthe lifeline of treatment on their journey torecovery. Those involved in Family Services,Continuing Care, Women’s Groups, and pre-treatment meetings bolster the benefit of ourresidential treatment services. We are gratefulto many who return to the service and givefreely of their time to support and inspireothers.

One of the highlights of the 2019 was our StaffRecognition Awards held in January. Ouramazing staff were recognised for theircontribution to Tabor Group, over the past 30-years. Collectively sharing over 500 years ofservice, with some celebrating a full 30 years ofservice.

The volume of enquiries into our servicesremained strong in 2019 across a broaddemographic, presenting with a range ofaddictions and support requirements. Acrossour three residential centres, 295 peopleaccessed treatment for addiction services overthe 12 months.

We pride ourselves on working closely withmany agencies, particularly the HSE, SouthernRegion & Cork Drugs & Alcohol Task Forces andProbation services who support us and help usoffer the services we do and help enhance theclient’s success while both in treatment and inrecovery afterwards. I feel these partnershipscontinue to evolve and fortify in a united wayto help achieve the best possible outcome forour service users.

Throughout 2019, we put a key focus onbringing each of our primary and secondaryservices more closely together with a long-termgoal of strengthening the Tabor Group brand. This was something that was carried outeffectively during the year, including namechanges of two of our treatment centres toTabor Fellowship and Tabor Renewal. This issomething that is an ongoing task for TaborGroup.

The financial accounts presented, signal thechallenges incurred by the opening of the newTabor Fellowship building in 2019, this alongwith increasing bad debts. This will need to bemanaged and matched by increase in revenues,in the years ahead.

As our Chairman Denis Healy mentioned in hisreport, 2019 was full of exciting events for our30th anniversary year. In relation to the officialopening of Tabor Fellowship, I would like to.........

take this opportunity to thank our partners indevelopment, the Department of HousingPlanning and Local Government, RebuildingIreland and Cork County Council. Without theirsupport, the project could not have developed inthe way that it did. I would also like to thank theTánaiste at the time, Minister Simon Coveney, and Mayor of the County of Cork, CouncillorPatrick Gerard Murphy, for officially openingTabor Fellowship. It was a proud day for all atTabor Group to showcase the time and effortput into the project. The launch of our 10-year Strategic Plan sets outour strategic vision and ambitious goals tosupport the organisation and to enhance ourservices and better fulfil its mission to provideexcellent addiction treatment services. Buildingon the achievements of the last 30-years, TaborGroup is committed to continuing to developand grow the organisation. The next 10 yearsare going to be exciting for Tabor Group, although it will not be without its challenges,we are confident that its implementation willimprove the lives of many in years to come. Ahugely important measure to mitigate the risksand challenges faced is to implement policies tocontrol our cost base, whilst providing supportfor people suffering from addiction and toinnovate and improve our services. The focal point of our 30th Anniversarycelebrations, was our one-day Nationalconference to celebrate the development ofaddiction treatment over the years. Nationaland International leading practitioners andadvocators were invited to share the groundsfor their confidence that treatment works. Thisconference looked to continue to promote andencourage participation from all parts of thesector towards a shared appreciation andlearning of what medical, psychosocial andpeer-based approaches offer in the realm ofaddiction, through the experiences of serviceusers, industry leaders, clinicians andresearchers. The conference hosted five keynotespeakers, 3 workshops and concluded with aplenary session. I’d like to give a special mentionto Dr. Susan Broderick, who travelled from theUnited States to speak at the conference. Susanwas a former Assistant District Attorney in theManhattan District Attorney's Office and isFounder and CEO of Building Bridges toRecovery. She shared her personal journey inwhich she has experienced first-hand theimpact of addiction.

Looking forward to the future we will embarkon a range of activities to support organisationaland service enhancement.

From a financial perspective, we will continuewith our procurement programme in an effortto drive down costs where practical andenhance value for money.

From a client perspective, we will continue toensure consistency of best practice treatmentacross our treatment centres and outreachservices by utilising National Protocols to enableholistic support and treatment.

From a staff perspective, we will continue todevelop opportunities for support, sharing ofinformation and creating opportunities forpersonal and professional development.

The Tabor Group team and I look forward totaking on the challenges within the sector inpartnership with our stakeholders, peers andpolicy makers.

1010 Clinical Director's Report

2019 is an important year in the history ofTabor Group. 2019 marked the 30th year ofTabor Group’s delivery of services for peoplewith substance use disorder and otheraddictions. In April 2019 Tabor Group’s purposebuilt secondary treatment facility at FellowshipHouse, Spur Hill in Togher, Cork was officiallyopened by An Tánaiste Simon Coveney. InOctober 2019 Tabor Group hosted an importantseminar for the field of Ireland’s Alcohol andDrug Services entitled “Achieving OptimumOutcomes for Addiction Recovery: ACollaborative Approach”. In October 2019, TaborGroup Strategic Plan 2020 to 2029 waslaunched. Such events illustrate our growingconfidence in ourselves as a leading treatmentprovider in the field of alcohol and drug servicesin Ireland.

CLINICAL QUALITYEvidence of this growing confidence will beapparent in all sections of this report and is alsovery evident in the quality of clinical servicesdelivered by Tabor Group. Last year TrinityCollege’s Evaluation of Tabor Group 2018 set thegroundwork for quality improvement withrecommendations that have been adopted bythe board of Tabor Group and implementation isfar advanced. Seamless transition betweenprimary and secondary treatment settings isnow readily available for clients when this bestserves their needs. Variation in the length ofstay of treatment episodes is now establishedand based on an assessment of the client’s needsand with client’s consent. Readmission to afurther treatment episode is now available andaccessible where appropriate. Guidelines onManaging the Challenging Nature of AddictionTreatment are developed and agreed with allclinical staff. A family programme for youngpersons has been delivered and is currently..........

under evaluation. Recommended Programmedevelopments ‘Implementation of HSE CaseManagement Protocols for Drug and AlcoholServices’ and ‘Roll out of Trauma Informed Care’are now embedded as standard practice ofclinical service delivery at Tabor Group.

CLINICAL VISIONThis report also provided the impetus for thedevelopment of Tabor Group Clinical Vision: “Tobe a centre of excellence for addictiontreatment, research and advocacy”. Acomprehensive and simple representation ofTabor Group Clinical Vision is a valuablecommunication tool internally and externally. Itallows all stakeholders to clearly understand thescope of the services we see as necessary toprovide to our clients for them to develop theresilience to effectively manage substance usedisorders. This vision represents both thebreadth and depth of our services. The breadthof our services includes 71 beds. We can offerthe safety and security to clients who needprimary, secondary and step downaccommodation, according to the complexity oftheir needs. It illustrates that as well as offeringsafe accommodation we also make accessible toclients opportunities to enter education and todevelop training in the skills necessary foremployment. Other life skills are also on offer.Community based support for clients before andafter residential treatment episodes for up to 2years supports the client to take realresponsibility for the management of theirsubstance use disorder. The vision alsoillustrates the depth of our services. As well asrecruiting 3 additional counsellors in the area ofaddiction, Tabor Group also recruited 2 specialistclinicians to manage Tabor Fellowshiptreatment programme and our communitybased continuing care services. Employing 20......

accredited counsellors in the area of addictionequips us to invite the client to really explore theirinner world and take stock of the impact ofuntreated substance use disorder and makenecessary changes. Such a skilled workforceallows us deliver a person-centred service and toaddress the impact of childhood adversity andmental health challenges. This inner work onpersonal development fosters the growth ofresiliency and sets the roots for long-lastingrecovery. Such a depth of counselling capacityallow us to offer real and effective support toclient’s families as they seek to recover from theimpact of substance use disorder on the wholefamily system.

TABOR GROUP NATIONAL CONFERENCE“Achieving Optimum Outcomes for AddictionRecovery: A Collaborative Approach”.A highlight of 2019 for Tabor Group was hosting anational conference for the field of alcohol anddrug services. Regional, national and internationalprofessionals in the field presented on nationalprotocols for drug and alcohol services, impact ofchildhood trauma on services users’ efforts tomanage substance use disorders and the impact ofsubstance misuse on families and children. InTabor Group presentation it was pointed out thatthe contribution of Tabor Group to achievingmaximum outcomes lies in 8 strengths. Firstly;believing the client will find the self-respect tosucceed in managing their disorder, the safe spaceand time in a residential setting offered to clientsto come to terms with difficult circumstances, clear understanding of addiction, affiliation withthe network of 12 Step Fellowships, providing anaccredited counsellor delivered service, traumainformed care for clients, implementation ofNational Protocols for Drug and Alcohol Services, care for Family members.

The conference made a coherent contribution to’achieving optimum outcomes for addictionrecovery’. This is necessary at a time whenaddiction problems are increasing without acorresponding prioritisation of properlyresourcing the infrastructure necessary torespond effectively to the severity of the problem.

TABOR GROUP STRATEGIC PLAN 2020-2029Such a clear evaluation report from TrinityCollege and a clear Clinical Vision provided goodfoundation upon which to build Tabor GroupStrategy 2020 -2029. A key moment in the processof developing this strategy was the realisation thatour strategic objectives were of such a scope that itshould be a 10 year strategy. Whileacknowledging the quality standard to whichclinical services are currently delivered, strategicobjective 2 states ‘Further develop our addictiontreatment services to ensure clinical excellence, support sustainable recovery and meet serviceusers’ needs’. Within this objective are actions and tasks to continually review clinical services toensure staff adopt new clinical approaches, andthat consistent and transparent clinical processesand practices are implemented across the.....................

organisation. A clinical competency frameworkshould also be established. The strategy also setsthe challenge to progress from an addictioncounselling approach to service delivery to anaddiction psychotherapy approach. The strategyalso underlines the importance of a researchstrategy so we can establish the efficacy of ourtreatment services with a strong evidence base. From such a strong base we can advocate for ourclient and for the proper resourcing of addictiontreatment services nationally.

WHAT THE FUTURE HOLDS Given that the strategy is for a 10 year period itchallenges us to predict changes and anticipateclinical service responses. Predicted populationgrowth in Cork city will treble in the next 20years. With this is the expected growth in numberof families ‘very or extremely disadvantaged’,predicted growth in illegal drug use, problematicgambling and eating disorders. Alcohol is set toremain Ireland’s ‘drug of choice’. Our strategyrecords the following facts; “Consumption ofalcohol is deeply embedded in Irish society andculture and has a major impact on the country'shealth system, society and economy”. “Alcohol usecaused almost 7% of total deaths in 2016 inIreland”. “There are between 149,300 and 203,897dependent drinkers in Ireland (aged 18-75 years)”.In response to these facts the strategy challengesus to develop detox services, services to clientswith gambling related problems, services to thosewith eating disorder, community based services, family services and to develop treatmentresponses to new addictions like shopping, gaming, and also to develop services to industry and to‘private’ clients. Such services are developed to acertain level and the strategy challenges us torealise the full potential of Tabor Group in thenext 10 years to become a leading provider ofprofessional clinical services in Ireland. 2019 hasconfirmed our confidence that we are well placedto take on these challenges and follow through onthe work done in 2019 and in the 30 years to date.

While we continue to enjoy strong support fromour stakeholders we also need to convince othersthat the Tabor Group vision has credibility. Policymakers and public representatives need to beconvinced that the Tabor Group vision ensuresoptimum outcomes for our clients and provides atemplate nationally for the development ofservices to those impacted by substance usedisorders. This is necessary to establish services ona sound footing that allows our addictedpopulation to come in from social exclusion, disadvantage and stigmatisation and they andtheir family are assured an equal opportunity tothrive in their lives.
