SB 360 which authorizes adoption of Urban Service Areas was successfully overturned but that decision is stayed awaiting appeal. SB 360 is current law.

 2. The proposed amendment is consistent with the Goals,

Objectives and Policies of the Transportation Mobility Element.

 3. The proposed amendment is consistent with the Goals,

Objectives and Policies of the Capital Improvements Element.
