Update from C.A.W.S (Communities Against Waste Site)Incinerator Site at Hepworth -- Decision Time is here.It seems a long time now since January when we found out that our Coun-ty Council had been discussing a proposal to site a Major Waste Treat-ment facility (in other words a potential incinerator with a 300ft Chimney, attracting one refuse lorry every minute) on the Meadow area alongside the Shepherds Grove Light Industrial Site and we began the campaign to make sure that everyone living here was informed of the threat. From that time a year and a half ago, when none of us knew this site was included in 90 potential sites, right down to the day when we found out that we were on the short list of 5 sites and that this process alone includ-ed a cost to the county council tax payer of £100k just for 2 x consultants to draw up a report, we have now arrived very close to DECISION DAY in the County Council Cabinet. We are told that it will be 14th of July - but this has not been confirmed in writing by any official of the County Council.CAWS plans to gather together villagers and to take a coach to County Council HQ, Endeavour House and present our petition of over 1,000 names to Leader of The County Council, Jeremy Pembroke, when we know the exact date. We will of course invite the press to record our Protest against this wholly inappropriate site being considered.Now the County Council Elections are over we would urge you all to contact your Elected County Councillor, Joanna Spicer, and ask her to keep her pledge that she will remove our site from the list of proposed locations.

In the next few weeks we will be arranging another Public meeting with Joanna Spicer and the Officers from the Waste & Minerals Department of the County Council to enable us to update you all and to meet those involved in this process one more time.

As neighbours together we thank you for joining with us and working hard to make your feelings known about this serious threat to our road safety, tranquillity and property prices, we will endeavour to achieve a successful result with our site being thrown out of the proposals. One thing is for sure if the committee gives the go ahead for a planning application for a Waste Site in Stanton/Hepworth, CAWS will continue to fight hard to save our community and environment from the serious damage that an Incinerator or Waste Site at the top of Summer Road would cause.

On the high moors we had a picnic surrounded by the ‘bubbling’ of Curlews and the ‘peeping’ of Golden Plover. Lapwings and Red Grouse were also seen. And, of course, the Buzzard, which, by the way, is being seen more frequently in our area.On one of the mountain tarns we saw a pair of Redbreasted Mer-gansers. Lovely duck-sized birds with strong white markings on their wings. They and similar Goosanders are members of the ‘Sawbill’ family which have serrated edges to their bills which enable them to hold on to the slippery fish on which they feed.We stayed in the Lakes at a farm well isolated from the main high-way. On arrival we were greeted by the repeated cries of a pair of nesting Redstarts. They were alarmed by us and the owners’ cats. However their nest was deep between the stones of an outhouse - quite safe! The male is unmistakable in its black and rufus colour-ing. Do have an enjoyable and interesting Summer holiday if you manage to get away and let me know of any unusual bird sightings.

RAHOF (Rickinghall Area Hospice Fundraisers)We have held two very successful fund raising events recently.To celebrate 25 years of the Hospice we held at Bow Bells Lunch at Redgrave Activities Centre on 22 May at which the Pearly King of Streatham, Mr Gerry Baxter, gave a talk on the life and work of the Pearly Kings and Queens. £535 was raised for the Hospice.On 3 June, Carol Amps invited all to ‘Coffee with Carol’ and raised the magnificent sum of £572 for the Hospice. Carol worked very hard baking cakes etc., for the day. We thank you very much.A little while ago, Miriam Quinn of Wortham kindly presented a quilt she had made, to raise funds for the Hospice. The resulting raffle raised £300. Thank you Miriam.Thank you to all who support us at these events to raise much need-ed funds for the Hospice in Bury St Edmunds. The Committee.

BILL’S BIRDSby Bill Cordeaux

A sad fate has befallen the rookery at Rickinghall Inferior churchyard. The villagers must have been aware of their calls for centuries. It is part of the background to our village life. It appears that their nests have been ‘poled’. This is the actual driving of poles through the bot-tom of their nests so that the baby rooks fall to the ground. The rook parents instinctively leave these youngsters alone thinking that they are deformed or ill and this has caused them to fall from the nest. The baby rooks then starve to death. These young rooks have been picked up and examined and their starvation confirmed. The police were informed. I understand ‘poling’ is illegal and an offence with possible penalties of £5,000 and/or six months in jail. We can only hope that the miscreants can be discovered. Hopefully our rooks will return again next year to their old homes and continue to bring up their families without being molested again.And now to happier reporting. A Red Kite (bird) has recently been seen flying fairly low over the villages. There will be further reports of these lovely birds due to their re-introduction into areas of east England.On a recent walk on Knettishall Heath it was good to hear both Cuck-oo and Turtle Dove. Contrary to general concern, I have had more reports of the Cuckoo this year than in recent years.The Spotted Flycatcher has been seen at various areas where it has previously nested, but only ‘passing through’. However, I now have one confirmed nest in Low Road, Wortham.Numbers of Swallows and House Martins are definitely down. How-ever on a recent visit to the Yorkshire Dales and the Lake District they seem to have appeared as usual. These trends have been confirmed by the British Trust for Ornithology, and it is thought that with a reduc-tion of insects due to fewer cattle and more arable farming in this area, the Swallows, finding less food, have travelled on to more productive feeding sites.It was a joy to be amongst the high moors and mountains of the north and as expected the Dipper was present in the streams. It is a small black bird with a white chest. It actually feeds walking along the river bed, the angle at which it sets its wings holding the bird down against the current.

Now that the summer holiday season is upon us, people will be out enjoying long summer evenings when the weather permits. You may be planning a vacation in the UK or you may have plans to visit some of Europe’s beautiful and historic cities.

On a trip to Rome last year I sat and people watched as thousands of tourists explored the major attractions at night. In Rome, as in many of the key European cities, all the major points of interest – the Vati-can, the Forum, the Colosseum, the Pantheon and the fountains - are beautifully lit up at night. The historic buildings attract huge crowds of sightseers every evening, all armed with their cameras, the vast ma-jority set on AUTO. How did I know? Because thousands of flashes were going off in the dark, followed by hopeful gazing into camera LCD screens and lots of animated discussion as to why the picture they had taken was completely black with little white specs showing lights, but not the buildings and monuments they were trying to cap-ture. Similarly, thousands of tourists were asking their loved ones to pose in front of a famous lit up landmark and couldn’t understand why their subject ended up with a bright white face where the flash had caught the subject, but the background was completely black and did not show the landmark the subject was posing in front of. I suspect there will be many camera us-ers that recognise the problem.Even those who did manage to capture an image of their chosen landmark were heard to wonder why the photograph wasn’t properly in focus, or proudly showed their image to their friends despite the fact their photo-graph was suffering from the “Tango” effect, i.e. the landmark was bright orange.Taking photographs at night or in low light is one of the most rewarding and enjoyable areas of photography, but equally very challenging and requires some sound knowledge to achieve good results. Night photographs seem to have a certain magical quality about them that just isn’t there during daylight hours.In busy European cities it can be virtually impossible to achieve a good photograph that doesn’t include a lot of traffic or crowds of people, but at

night both traffic and crowds all but “disappear” as they become light trailsor faded blurry figures that the eye ignores when viewing the whole im-age. Have you visited the Eiffel Tower in Paris or St Mark’s Square in Venice and tried to take a photograph without including either masses of traffic or thousands of sightseers? The answer is to take the image at night.

You will need a tripod, or a wall to rest your camera on. In addition, either use a camera remote control cable, or use the timer on your camera so that when the picture is taken, there is no vibration from pressing the shutter. Find the night mode on your camera (usually shown as a star or moon) and try taking some images in this mode. This will give you better results than AUTO. WeddingCongratulations to Ben Truman and Veronica Smart, whose wedding took place at Hepworth Church on May 16th. The service included Pachelbel’s Canon in D, Bach’s Toccata in F Major, and a reading of Shakespeare’s Sonnet 116. Afterwards, Veronica’s father, who is Scottish, played the pipes outside the church.

Hepworth & District WIThe meeting on 11th June enjoyed a lively session with our speaker Den-ise Bird who shared some highlights of her life as a musician, pub man-ager and songseller working in Tin Pan Alley in the 50’s. Her gift as a pi-anist was discovered as a teenager and, without any formal training, she started as a semi professional pub pianist at 15 and then spent several years marketing songs to famous singers and bands to get sales for the music publishers. With her first husband she ran a pub in Bermondsey for 5 years, where famous musicians would come and play, but although successful, it was really hard work. She returned to performing herself and formed first a trio and then a quartet and did numerous performanc-es. One unusual one was on the organ at Kensal Rise Cemetery for an episode of the TV series Minder. Denise then demonstrated her talents on her electric organ and had us joining in on some well known songs. After refreshments an interesting report was made on this year’s national conference which saw overwhelming support for the resolution on get-ting extra support for research into the extraordinary decline in bees and some entertaining speeches from Maureen Lipman and Eve Pollard. The July meeting on 9th July at 7.30pm is an evening with Rodney Tibbs and A Fresh Look at the Fens. Visitors are always welcome and anyone in-terested in further information or transport from Barningham please con-tact me, Brenda Last on 221307.

Notice from the Trustees of Hinderclay Fen Charity (also originally known as the ‘Fuel Allotment’)As you will know the Fen Charity exists to help any villager who is in genuine need. In the early days the less well-off were allowed to cut peat and no doubt collect wood from the fen in order to heat their cottages. When villagers ceased to exercise this right the Trustees needed to procure a source of income and allowed anyone in the vil-lage to graze their cattle on the Fen for 10 Shillings (50p) per head. However the fen became flooded and the Trustees sold the shooting rights each year to the highest bidder to assure an income. We are not sure exactly when this began but we know it has gone on for well over 50 years. In recent years the shooting rights have been bid for every three years but interest in them has waned. In 2003 there was only one bid, from someone who did not live in Hinderclay. In 2007 the only bid came from the Little Ouse Headwaters’ Project (LOHP) who have managed the fen on behalf of the Parish Council for over 10 years. As Trustees it is important that we secure funds for the charity and the question we are addressing at the moment is whether we retain the shooting rights to be let every three years or lease the fen to the LOHP for at least 10 years, including the shooting rights. In July 2008 a joint meeting took place among the Trustees, Parish Council and the LOHP. This was to discuss an offer being made by the LOHP to either rent Hinderclay Fen on a long-term basis or pur-chase it outright. As they own or rent other local fens it would allow them to apply to government for grants in order to carry out improve-ments and provide a facility for local people. Grants are only available if they have the land for at least 10 years. LOHP would be happy to set aside 5 days each year when local people could arrange to shoot on the fen. It was agreed the Trustees would investigate this possibility and bring their proposals back to the Parish Council.The Trustees are unanimous in agreeing that we will not sell the land. We feel the fen belongs to the village – it is their heritage and it should be there for future generations. Although a sale would bring in a con-siderable amount of money now it would eventually diminish and the charity would cease to exist. However we are prepared to consider a lease of the fen, provided that there is no groundswell of opinion amongst Hinderclay villagers that we should not do so. We have writ-ten this so that anyone who lives in Hinderclay and has a strong opin-ion about the matter can make their views known. If you want to express your views please feel free to write to the Chairman of our Trustees – Rev. John Fulton at the Rectory, Church Lane, Hepworth, Diss. IP22 2PU by the 7th July, 2009.Community Coffee MorningsThe Community Coffee Mornings have been most successful. On each of the 3 mornings an average of 18 residents of the village have enjoyed a cup of coffee, a biscuit and an opportunity to chat with oth-ers. On 11th June a raffle was held and plants were sold; the pro-ceeds will go towards a lunch to be arranged later in the summer. In July the Coffee Mornings will take place in the Village Hall at 10.30 on 9th and 23rd. All are welcome. Annual Parish MeetingThe Annual Parish Meeting of the Parish Council took place on Wednes-day, 13th May 2009 at the village hall. The meeting was chaired by Mr Haskin. Amongst the matters discussed were:Responsible Financial Officer’s Report: It was reported that accounts for 2007-08 had been audited both internally and externally, and were now closed. The precept for 2008-09 had been set at £1,300, 22% higher than the previous year, and the bank balance at the end of the year, which should at least equal the precept, was £569.49. Steps had been taken to remedy this situation over the next two years.County Councillor’s Report: The report included the role of Suffolk CC, and the third phase of the Schools Organisation Review which will affect Thelnetham as children will stay at Hopton School until eleven years old, Blackbourn Middle School will be phased out, and there is likely to be an additional secondary school in the area, possibly at Stanton, Thurston or Beyton. The County Councillor is available to speak to any parents who are concerned. The Local Government Review is moving slowly; £7 million has been set aside to carry out post-winter road repairs; and the Parish Paths Partnership will be approached about local contractors being used to carry out verge cutting work as opposed to the current non-local contractors.

Borough Councillor’s Report: The report included the recent opening of West Suffolk House to house Borough and County Council officers, and the availability of substantial funding from the Rural Action Plan.Police Report: For 2008-09, there have been three reported crimes (the same number as the previous year), of which two had been detected (compared to nil detections the previous year). The number of Safer Neighbourhood Teams in Suffolk has decreased from 42 to 30, which should have no impact on Thelnetham.Fen Trust Report: The report included the management of Middle and Old Fens which are mowed and cleared annually, encouraging fen plant families such as marsh orchid and helleborine. On Turf Night, 20th April, five households had taken up the turf. A corridor of older, larger trees (mainly alder and silver birch) is protected from felling, and boxes for barn owls will be installed here. Dogs being walked on Old and Middle Fens should be kept on short leads, particularly in summer months, so as not to disturb ground-nesting wildlife. Income was £2,636.70, and expenditure was £1,499.22. Any resident who has lived in Thelnetham for two years may seek a grant to help in cases of hardship, eg in cases of death, injury or illness of the bread-winner, and one-off payments can be made to help students. Applications can be made, in confidence, to the Trustees.( for full Fen Trust report see page 49).Tree Warden’s Report: No trees had been distributed during the year, because no yew was available (the only tree for which there had been an application). A request for yew will be made earlier next year, and further applications for trees may be made with a rough sketch plan to the Tree Warden.Village Hall Report: The report included a report on finance with earned income down by £210 overall. The accounts have yet to be audited. The bank balance had dropped from £8,100 to £7,900, the valley gutters had been repaired within budget, and the rotten roof felt will be investi-gated before deciding on repair or re-roofing.Little Ouse Headwater Charity Report: The report included two par-cels of land which had been bought, shallow scrapes taken to allow more water to stand, and the intention to seek planning permission for another bridge across the river to enable a circular route via Betty’s Fen.

The Fen Trust Report ( 2008-2009)The fens have had a good soaking this winter, espcially in February, which lived up to its old name: “February fill dyke”. The area cleared by SWT on Old Fen has greened over and on Middle Fen, the edges of the cleared areas are vegetating nicely. In time the original fen plant population will regenerate. The annual mowing and clearing of Middle fen and part of Old fen continue to encourage the proliferation of the fen plant families. There are increasing colonies of two kinds of marsh orchids, grass of Parnassus, cotton grass, marsh helleborine,lousewort, loosestrife, devil’s bit scabious, amongst others.On Monday April 20th, 5 households took up the Turf Grounds at the toll of the bell. This year, the Trustees, acting in line with the conservation principles governing the Fens’ status as an SSII, overseen by Natural England, have agreed to designate a corridor of older,bigger trees, main-ly Alder and Silver Birch, nearest to the river bank, to be protected from felling. Parishioners taking part in Turf Night are already informed of this. There is plenty of the traditional coppice left for Turf Night purposes. The trustees are also proposing to instal Owl boxes in those protected older riverside trees, to provide nesting sites for the pair of Barn Owls which regularly patrol there.I would like to take this opportunity to amend the dates when no felling on the Fen is permitted, by law, to protect nesting birds. The dates in the Gazette should have read that no wood is to be felled between March 31st and September 1st (not 30th). Carting of wood from the fen edges is, however, permitted during this period.Several parishioners have asked the Fen Trust to remind dog walkers that, as requested on the Fen notices on Old and Middle Fens, dogs should be kept on short leads, particularly in the summer months, so as not to disturb wildlife, especially ground nesting birds.For details of expenditure, see the Fen Trust report in the Annual Parish Council report on page 47.

The money raised by the volunteer is shared equally between Suffolk Historic Churches and the participant’s nominated place of worship. Wattisfield Play Area:Yes everyone, we’ve made it – there is going to be a play area!We’ve just heard that Wattisfield Community Centre & Recreation Ground Committee has been awarded a ‘Big Lottery Fund : Community Spaces Grant’. That means that with the grants already awarded by Mid Suffolk District Council and Suffolk County Council’s Corporate Regeneration Fund, plus the monies being raised by the village we can install the play area in the recreation ground. So if you have heard hollers of joy around Wattisfield and seen beaming faces you now know what they’re for!Our next stage is to send out tender invitations to a number of play equip-ment companies and that will be well under way at the time of print. In-stallation is, unfortunately, not instantaneous; sadly the play area won’t be installed for this summer. However we will be pushing the project forward as fast as possible. Once we have a completion date, the Committee will be announcing a major launch event to which everyone in the village will be invited. Per-haps you think you are too old to attend a play area party? Never! We are all young at heart.The equipment being installed will include something for everyone. From a basket seat swing which can be used by the tiny, the disabled or older members of the community to a major piece of equipment suitable for older children and active adults plus various items for different ages in between. A seat and litter bins will be in the fenced play area itself. Wat-tisfield Parish Council has generously agreed to fund seating just outside the play area for those who prefer to sit, watch and chat.

Volunteers are being sought to assist with the launch event and/or join a monitoring team to ensure we keep the play area in good order. So if you feel you can make a cake, bake some sausage rolls, organise a mini game of football, do something else or you can keep an eye on the play area as you walk the dog or even – dare we say it as we still have to raise some monies - give a donation, please contact Ann on Wattisfield 251 408 or Linda on 251 696 – your call will be very welcome!

Bishop Nigel Visits BeneficeOn the 15th May 2009 Bishop Nigel took part in a walk of witness up Wattisfield Street, led by Shaun the sheep (our thanks to Sam and Martin Johnston for the loan of a very clean, woolly Shaun). After a short visit to the URC with Adrian Black, the Bishop went on to lead the United Barn Service at Grundle Farm, Honeypot Lane (our thanks to Ann Topham for a wonderful venue). His sermon was much at one with local farmers as he talked of his early experiences in rural ministry. As the rain teemed down outside the barn, the Bishop leant on his crook in a very relaxed fashion and empathised with the economic problems of a rural commu-nity. He talk was very real and very relevant - it was pleasure to sit and hear him speak. Fiona Gibbs and Ann Topham led Junior Church in the lambing barn where the children heard the story of the Good Shepherd and then sat and held some of the lambs before joining in with the last 15 minutes of the service. There was a slight let-up in the rain as the majority of the 65 visitors were led out with the Bishop by Churchwarden Peter Gibbs and the Rector John Fulton, to bless the bounds of the Par-ish. They returned to find the barn converted into a ‘cafe’ style venue with checked tablecloths and posies of wild flowers on each table. Hot bacon rolls, cups of tea and home-made cakes soon cheered everyone up and even the sun began to shine on a very happy event. Our thanks (among others) to Muriel & Mike Coy, Rosie Price, Lynda & David Dyer, Pam Smith and chef: Ann Telford. A lovely day was enjoyed by all.

Gerald ButcherThe funeral of Mr Gerald Dudley Butcher took place on May 29th. He was 83. At the service, his son read the lesson from Revelation 21, and a selection of Scottish pipe music was played. As well as his many rela-tives and friends, there were representatives of the West Suffolk Police and colleagues from the Bury Magistrates Court. A reception was held afterwards at The Rose & Crown, Stanton.During the war, Gerry worked for GPO, wiring teleprinters for airforce bases. He served with the Signal Corps in the Netherlands from 1945 to 1948. He was then in the police force until, at the age of 54, he became a Magistrates’ Clerk.Gerry was a person with a good sense of humour, and we will remem-ber him for his cheerful laugh and ready smile. He served on our Parish Council for a number of years, and on the Trustees of both the village charities. Our sympathy is with his wife Ann and with his son Charles and his family as they come to terms with their sad loss.The Wattisfield Festival is taking place on the 19th July from 10.30am - 4.30pm. This year we have a vintage car display and drive, a live band, several exhibitions and a dog show. As well as this, there is a car boot sale run-ning from 10.30am. For those people who would like a stall the price is £5 for an outside pitch and £10 for an inside pitch. Parish Council. The council met in the village hall on Monday 15th. June, 2009. 4 parish councillors were in attendance and there were no visiting speakers or members of the public present.It was reported that the Churchyard wall had been repaired and the grass on the new cemetery had been cut. The members agreed the annual maintenance agreement at The Old Playground.The District Council had objected to BT’s removal of the two public tel-ephone kiosks in the village, so they will remain without the parish council entering into BT’s “Adopt a Kiosk” scheme.SCC were aware of several issues regarding roadside verges and road surface damage within the parish and they should be repaired in the near future. It was noted that there were several potholes appearing in Chapel Lane, and the Clerk was instructed to inform SCC Highways.The Council-led scheme to try and introduce affordable housing in the vil-lage was beginning to come back to life. Members of the Council will be meeting with MSDC’s housing officers at the end of June to look for and identify possible suitable sites within the village.The next Parish Council meeting will be held in the village hall, on Mon-day 20th. July, 2009, starting at 7:30pm.
