WHEREAS Telethon '80 wil l take place February 16th and 17th through 21 hours of l i ve broadcast throughout British Columbia; and

WHEREAS Telethons' major t a rge t f o r donated funds is the new Children's Hospital currently unde r construction i n Vancouver; and

The Mayor s ta ted he had received a l e t t e r from the Big Brothers of Greater Vancouver advising they were holding their 2nd Annual Bowl For Millions Campaign from February 9th t o 16th. a Celebrity Day on Saturday, February 16th from 1:00 p.m. t o 4:OO p.m. a t Chapmans Bowling Centre i n Vancouver and the Mayor of Vancouver was issuing a challenge t o the Mayors of the Municipalities of Greater Vancouver t o compete f o r the Golden Shoe Award i n the p o l i t i c a l category. The Mayor s ta ted tha t i f no one wished t o take par t he would take par t and would request Council t o sponsor h i m i n this competition.

The Manager s ta ted he had a report on the new Revenue Sharing Grants which shows Surrey receives a 14.2% increase over 1979 which is one of the lowest increases t o any Municipality i n the Province. He asked Council i f they wished h i m t o go over the report a t this time, b u t because of t he l a t e hour the Council requested t h a t he supply the information d i r ec t ly t o the Council.

A t t h i s p o i n t Alderman Watkins s ta ted t h a t Surrey has radioact ive waste stored in two places in Surrey and t h e Council has been dealing with the Federal Government in t ry ing t o get i t removed from the Municipality over t he l a s t two years without success. He s ta ted t h a t Court action i s now being taken t o get i t removed from Surrey. The problem i s t ha t there i s no place acceptable t o the Federal Government or t o any Province as t o where i t will stored.

Alderman Schrenk moved t h a t a Building Committee be established fo r the Curling Club in Cloverdale including members of the Valley Curling Club. There was no seconder t o t h i s motion and the Manager pointed o u t t h a t the archi tect had been employed l a s t year t o design the Curling Club building and tenders had been cal led and he understood t h a t members of the Curling Club had been involved in the design of the building.

Whereas t h i s Council has passed numerous resolutions dealing with approval and re jec t ions of zoning, subdivision and other land use matters, and

Whereas such resolutions contain phrases such as "Subject t o meeting a l l the requirements of the Municipal Engineer" and "Subject t o submission of a s i t e plan t o the sa t i s fac t ion of the Municipal P1 anner" , and

Whereas such phrases p u r p o r t t o delegate t h i s Council 's powers and prerogatives t o Municipal employees which should be exercised hy by-laws, and

Whereas such purported delegations of authority tend t o cause confusion and uncertainty t o the Council, t o the Municipal s t a f f and t o Surrey property owners in t h e i r dealings w i t h the Municipality, therefore -

Be i t resolved tha t the Planning Committee and Municipal s t a f f i n making recommendations regarding the approval or re jec t ion of zoning, subdivision and other land development matters, be required to :

1. Quote the Section of the per t inent Surrey By-law or per t inent Provincial Act or Regulation or pertinent Federal Act or Regulation under which such recommendation is made, and

2. Where a Municipal By-law appears t o be inadequate t o accommodate the proposed action t h a t a recommendation be made t o th i s Council t o amend such By-law.

T h i s motion referred to the Planning Committee f o r comment. Committee recommendation is i n the Planning Committee minutes before Council i n th i s agenda.
