• All India Council for Technical Education (AICTE) is apex body in the nation dealing with the technical education.

• It also deal with all other professional courses like Pharmacy, Management, Architecture,etc.

• It is autonomous body supported by act made in Parliament.

• The AICTE Act, 1987 was passed by the Parliament, to provide for the establishment of the All India Council for Technical Education (AICTE) with a view to ensure proper planning and coordinated development of the Technical Education System throughout the Country.

Approval to Establishment of Diploma Level TechnicalInstitutions conducting AICTE approved Technical courses.

The Application Form can be submitted by:

• Registered Societies and Trusts /Self financing Private Institutions

• Central/State Government Institutions/Government Aided Institutions

AICTE Norms For Diploma Level Technical Institutions

Intake and No. of courses:-

• Diploma Level Technical Institutions may be started with 5 courses with an intake of 60 in each course. • Intake could be increased subject to providing additional infrastructure.

Now we will see various AICTE norms for Diploma level institution

Land:- Diploma level institutions may be permitted to be established with land norms as per the following table:

Teacher Student Ratio

• For Diploma level institutions Teacher student ratio should be 1:20.

• The faculty should be appointed with approved designations i.e Heads of Department, Senior Lecturers and Lecturers.

• Ratio between Senior Lecturer and Lecturer should be 1:3

Built -Up Area Requirements

• Diploma level technical institutions should provide built up area (instructional area) at the rate of 5 sq.m per student.

• Besides the additional built up area of 4 to 5 sqmt/per student may be provided as administrative , plus circulation area.

• In short 9 sq.mt of built up area/ student is essential.

Requirement of Computers

As per the requirements of the affiliating Body’scurriculum, not more than 2 students to workon one computer and not more than fourstudents to work in an experiment. Computer to Student ratio should be 1:4

Norms For Library/Books and Journals

• Reference books per Student : 2

• Text books for Student : 6

• Journals : As per requirement of curriculum• Reading Room : for 100 students

Funds

1. For new institutions:

a) Operational Fund ( Excluding land & building ) : Rs 50 Lakh

b) Joint Fixed Deposit : Rs. 15 Lakh

2. For existing Institutions:

a) Operational funds : Rs 50 Lakh

Extension of Approval & Variation in intake, additional courses

• Even after establishment of Technical Institution as per AICTE norms each year institution has to apply for Extension of Approval (EoA) at appropriate time in their format. For Academic Year 2011-12 AICTE has asked institution to upload all relevant information on their Web portal.

• Instructions for the same were displayed on AICTE website time to time.

• Similarly, institutions wish to make variation in

intake, additional courses has to apply through Web portal.

• AICTE also provide Financial support to institutions for various projects like MODROB, DELNET, RPS, etc.

• Details are given on AICTE Website.• Looking at all these things I humbly suggest,

every Principal should ensure that at least once in a week he/she should visit at AICTE website.

Shikshan Shulka Samiti• SHIKSHAN SHULKA SAMITI is body for Approval of fees

in the institutions conducting Higher & Technical Education.

• New institutes are allowed to take fix fees up to First batch is pass out.

• After that fees are decided by this formula = Total Expenses made by instt/ Controlling strength*(*Controlling Strength means Intake of Institute x Duration of course in years If intake is 300 for diploma course then 300x3=900 is controlling strength if

students are up to 900, but strength of student is more than 900 higher value should be taken in to consideration.)

• There is Provision of rise in fee for student in First year in a manner as explained:

Suppose Fees of First Year (Tuition Fees+ development Fees)

Fees of Second Year (Tuition Fees+ development Fees) 10,000+7%

=10700Fees of Third Year (Tuition Fees+ development Fees) 10,000+14%

=11400

• Also we can apply on line for Interim fee approval. For the same we have to take user name & password from SSS can do online by just following instruction given on site.

• If Institute is not satisfied with fees approved by SSS, they can file appeal with necessary documents for claiming rise in fees.

• Objective Of Pravesh Niyantran Samiti is to ensure that admission are given as per eligibility norms and reservations quota decided by state government in accordance with Supreme Court directives.

• Institute has to Submit list of Admitted students to first year to PRAVESH NIYANTRAN SAMITI within stipulated time period in their prescribed format after approval of merit list & list of students admitted to each course by the representative of DTE/ Jt DTE.

• PNS has punitive powers if list is not submitted.
