With a vision of Natural Resource Management (NRM),

regaining biodiversity and sustainable inclusive growth,

Integrated Water Management Programme has been launched

in the identified watersheds of Alappuzha District viz

Champakkulam Watershed and Chengannur Watershed

during 2010-11 and 2011-12 respectively.

Detailed Project Report for Champakkulam Watershed

is already approved by DPC and same for Chengannur

Watershed is under preparation. As IWMP is a demand driven

programme all necessities of the Watershed area is mapped

and interventions are identified. The programme is planned in

such a way to minimize the gaps in implementation which

affects the delivery of benefits to the intended beneficiaries to

assure optimum use of natural resources and sustainable

outcomes.

In these circumstances I extend my warm greeting and

good wishes for successful implementation of IWMP to bring

back vibrancy and prosperity in watershed area.

In Alappuzha District, Integrated Watershed

Management Programme (IWMP) is in the stage of inception in

Champakkulam Block Panchayath and Chengannur Block

Panchayath area. The project amount allotted to

Champakkulam and Chengannur Project Implementing

Agencies (PIAs) are 706.68 and 818.28 lakhs respectively.

Based on the problems identified in Champakkulam area

Detailed Project Report (DPR) is prepared scientifically with the

help of innovative tools such as remote sensing and GIS

technology (Geo Information System) and this uniqueness will

be the basis of successful implementation of IWMP. Rather

than this, unlike other schemes IWMP can act as a platform of

convergence of difference schemes implemented by other

departments/agencies in the project area.

The scope of this project is so high as Rs.706 lakh is

solely allotted for the treatment of 5889 hectare in

Champakkulam and 818 lakh for 6821 hectare in Chengannur

Watershed. I hope, by proper interventions and actions as

designed in DPR, We will be able to regain and retain the

vibrancy of area under this project.

So I expect the whole hearted support of all

Departments, Institutions and Watershed

community to make this programme a 'big' success.

MESSAGE

Integrated Watershed Development Programme (IWMP I) has

been launched in Alappuzha District in 2010-11 at Champakkulam

Block Panchayath. IWMP-II, the second project launched in 2011-

12 is located in Chengannur Block Panchayath. Champakkulam

project comprises of 5 micro water sheds and Chengannur project

comprises of 8 micro water sheds. These sites were selected based

on thirteen parameters specified by Government of India.

The agriculture land in the Champakkulam Watershed area

is degraded due to faulty cultivation approaches, excessive use of

water resources, indiscriminate use of chemicals and fertilizer, etc.

In the case of human induced degradation, the affected land fails to

recover on its own. The degraded land can be made productive only

when ameliorative measures are adopted over a long time span

when the process of degradation are allowed to operate without

check, the exposed land would lost its resilience forever and become

marginal or fragile for agriculture use. Among many development

approaches to minimize the impact of both nature and human

induced degradation of land resources, the watershed based

development approach could prove highly effective for ensuring

sustainable use of such resources.

I am confident that by implementing this project, be

apart from eco restoration, We will be able to achieve

forward movement in productivity, profitability and

sustainably in the treated area.

Ensuring sustainability of our land resources is of

paramount importance today for the welfare of the teeming millions

of our population. Increase in the human population and demand

for food and other essential needs have led to wide spread

deforestation, over aging, encroachment of urban development,

industrialization, changes in the natural land use etc. The direct

linking of these changes on the land adversely affects the run-off

with water regime in the wells, rivers, water bodies in the lower

down. Integrated use of land and water in the entire watershed of a

river can mitigate problems of land and water resources viz,

drought, flood, power generation, irrigation, drinking water,

navigation and industry.

Watershed development envisages to protect, conceive and

improve the land within the watershed, enhance supply of surface

and sub surface water, established practice to reduce flood,

sediment damages, vertical and horizontal expansion of agriculture

productive capacity and extended use of electricity to rural areas.

Use of water is intimately connected with the use of land. The

programme of making the best use of each touches our soil until it

reaches the ocean can be achieved through watershed development

concept.

Alappuzha is derived from two words ‘All’ meaning broad and

‘puzha’ meaning river with an area of 1414sqkm and this is the

smallest district in Kerala. Around 8% of total geographical area of

the district is midland region and 46% is low land.

Integrated Watershed Development programme has been

launched in Alappuzha District in 2010-11. The first project

allotted to Alappuzha District is IWMP I at Champakkulam which is

located in the low land of Kuttanad. Kuttanad, once considered as

the rice bowl of Kerala now become a den of distress. The share of

Kuttanad to the state’s total paddy production shrunk from 37%

to 18% in 2003. A linear projection of this decline leads to that by

2020 paddy cultivation may become a history in Kuttanad.

This area is predominantly rural with more than 50%

population engaged in agriculture activities. In this area negative

growth rate of few settlement have been registered due to

unavailability of potable water and sporadic flood. In Kuttanad,

the paddy cultivation is done in the fields lying 1-1.5mtr below

main sea level. These fields are known as padasekharam which

are clusters of individual paddy fields protected by a common

outer bund from surrounding water bodies. This fragile wetland

eco-system is declared as ‘Ramsar Site’ and is to be promoted as a

special agricultural zone. This would help to promote eco-firendly

farming, generation of additional economic activity, promotion of

investment, creation of employment opportunities and

development of farming infrastructure to address in a holistic

manner all links in the conservation, cultivation, consumption

and commerce chain The project environment is adjacent to

vembanad kayal.

Major reasons for selection of this water shed are

dilapidated traditional irrigation system, low productivity of

land, strong presence of SC/ST, BPL families, marginal farmers,

poor adaptation to climate change and acute drinking water

scarcity.

The second IWMP project was allotted to Chengannur Block

Panchayath The project area, Chengannur and Mavelikara Block

are in Chengannur Taluk of Alappuzha District. The project area

includes ten Grama Panchayat namely Ala, Budhanoor,

Cheriyanad, Mulakuzha, Pandanad, Puliyoor, Thiruvanvandoor,

Venmony from Chengannur Block Panchayath and Mannar and

Chennithala from Mavelikara Block. The total geographical area

of Chengannur block is 102.56 Sq.km. It is bounded on northern

side by Pathanamthitta District

The project area, Champakkulam Block is located partly in

Ambalappuzha Taluk and wholly in Kuttanad taluk of Alappuzha

District. The project area covers only three grama Panchayaths namely,

Champakkulam, Nedumudy and Kainakary. The total geographical area

of Champakkulam block is 151.6589 Sq. Km. It is bounded on northern

and eastern side by manimala river on the southern side it is bounded by

small canals like Kuranganazhy thodu, Arithodu and Kariyarthodu and

on the western side by Pookaithayar and Vembanad lake.

Champakkulam block Panchayath belonged to low land division

and it is below sea level. The land is fertile and used for cultivation of

crops like coconut and paddy. The project area is characterized by the

distribution of four river networks namely Pampa, Meenachil, Manimala

and Achencovil together with the backwaters in and around the

Vembanadu lake. The drainage pattern of Champakkulam soil series is

poorly drained with slow permeability. Agriculture is the major economic

activity and farming is done below sea level. Paddy is the main crop in the

project and it is cultivated in around 4282.23 hectare. Group farming for

paddy is practiced after dewatering paddy polders. Some of the

households in the project area are engaged in animal husbandry and its

allied activities like rearing of ducks, goat, cow, fowls, fish, etc.

The main objective of the IWMP is to restore the ecological balance

by harnessing , conserving and developing degraded natural resources

such as soil , vegetative cover and water. The expected outcomes are

prevention of soil run off, regeneration of natural vegetation , rain water

harvesting and recharging of the ground water table. This enable multi

cropping and introduction of diverse agro- based activities, which help

the people residing in the watershed area. In addition, there is a scheme of

Technology Development Extension and training to promot development

of cost effective and proven technologies to support watershed

management.

The project area of IWMP I/2010-11 is a cluster of five micro water

sheds namely Kuttamangalam (10 Pla), Kainakary (10P2a),

Marthandam(11M2a), Chittarimangalam (11M2a) and R-Block (11M3a).

The total project area of the watershed is about 5889 hectare.

Chengannur project area is characterized by the distribution of

two river networks namely Pampa and Achencovil. The project IWMP

II/2011-12 is a cluster of eight micro water sheds namely Mazhukkir (10

Pl2a), Piralasseri (10P60c), Thulakuzhichal-Kodanchira (10P61a),

Kurattikadu - Mannar (10P62a), Kurattisseri (10P63a), Thiruvanvandoor

(11M55a), Kollakadavu - Elanjimel (9A7a), Kodukulanji - Cheruvallur

(9A7c) . The total project area of the watershed is about 6821 hectare.

The first installment (6%) of central share and state share towards both Champakkulam and Chengannur IWMP Projects were given to WCDC, Alappuzha. Separate account is maintained to make electronic fund transactions at Syndicate Bank. The fund is transferring through RTGS facility.

Being the preparatory phase the major portion of the fund expended towards administrative cost and preparation of DPR. The entry point activities were just started and hence the expenditure is less.

4. DETAILED PROJECT REPORT

Champakkulam Block Panchayat has submitted the Detailed

Project Report of Champakkulam Block Panchayat and it is approved by

DPC on 7/1/2013 and SLNA on 13/2/2013. The Project of Chengannur

Block Panchayat which is 3rd batch the project. Preparation of DPR is in

progress on a war foot basis.

A cluster approach has been followed in the prepration of DPR.

A Discussion about DPR prepration at Chengannur Block

4.1 BASE LINE SURVEY - Primary Data Collection

A detailed baseline survey was conducted covering all households in

Champakkulam project area. The data base thus created is expected to

facilitate the assessment of the impact of the watershed development

programme on the project area during and after the implementation of the

project.The steps has been taken to start base line survey in Chengannur

Project area

4.2 SECONDARY DATA

Basic information about the watershed such as rain fall, temperature,

location, topography, hydrology, hydrogenology, soils, demographic and

socio – economic characteristics of the population land use pattern

,major crops, productivity, irrigation, livestock etc were collected from

different sources such as Census Data, Development reports,

Publications of Government Departments etc

4.3. PATICIPATORY RURAL APPRAISAL

The participation of stake holders is essential in identifying the

problems and needs of the people in the project area and in identifying

suitable watershed development activities. Participatory Rural Appraisal

techniques like transact walk, social mapping , resource mapping ,

seasonal calendar etc were employed in each micro watershed area at

Champakkulam watershed for preparing DPR. A logical framework

analysis was done at the project level for identifying the problems through

problem tree analysis as well as for the purpose of assessing the existing

situation.The thus identified problems were included in the DPR.

4.5. GIS AND REMOTE SENSING FOR PLANNING

In Champakkulam Project, GIS and Remote sensing devices have

made use in preparation of DPR. Quantum GIS software was used for

preparation of maps. Google earth images of the project area and 1: 4000

scaled cadastral map of each village were used for planning. Detailed

interview with officials, farmers, fisher folk , entrepreneurs of micro

enterprises were under taken. Technical support organization

(CSES,COCHIN) and Watershed Development Team verified the

interventions identified in the DPR

5.1 CO-ORDINATION COMMITTEES

District Level Co-ordination Committee was formed by DPC as

District Panchayat President Smt. Prathibha Hari as Chairman , District

Collector as Member Secretary and Project Manager IWMP ie Project

Director, PAU as convenor. Joint Programme Co ordinator (MGNREGS)

and other District officers of all Departments are members of the

Committee. DLCC conducted 4 meetings during the year 2012-13 and

Detailed Project Reportof Champakkulam PIA was discussed in detail in

DLCC meeting before submitting it to DPC. Covergence possibilities of

IWMP project with other Departments were also discussed in DLCC

5. INSTITUTIONAL BUILDING AT DISTRICT LEVEL

District Planning Committee is responsible for the planning and

implementation of the projects at the district level. To help the DPC and to

co-ordinate the project level activities Watershed Cell Cum Data centre is

working at the District level. District Level Coordination committee was

called four times during the year 2012-13 to review the implementation of

scheme.

from Poverty Alleviation Unit. In the year 2012-2013 three sittings were

conducted. Chengannur Project Implementation Agency also formed

Kaladharan as Chairman and Mavelikkara Block Panchayat President as

co-chairman and Block Development Officer Chengannur Sri.

5.4 WATERSHED COMMITTEES IN CHAMPAKKULAM

PROJECT AREA

Watershed committees has pivotal role to play during and after the

project implementation period. Watershed committees were constituted

in the Neerthada Sabha. In the Committee held on 19.11.2012 the

Grama Panchayath decided that the watershed committees will work as

the sub committees of Grama Panchayath Committee.

Kuttamangalam (10P1a) Watershed is spread into three Grama

Panchayath. So a centralized watershed committee is constituted in

neerthada Grama Sabha. In this watershed committee, members were

selected from the three Grama Panchayaths.

11M2a (Marthandam), 11M3aChittarimangalam and 11M4a (R-

Block) watersheds together include only 54 households. So these three

microwatersheds were combined to form a single watershed committee.

5.5 SELF HELP GROUPS (SHGs)

323 SHGs are working in the project area . In these women SHGs

are registered under Grama Panchayath and men SHGs are registered

under SGSY in Block Panchayath. These groups are organized through

Information, Education and Communication (IEC) is an important

component and it has a vital role in creating awareness among people

mobilizing people and it lays the basis for successful implementation of

Integrated Watershed Management Programme (IWMP)

Th World Enviornmental Day was celebrated on June 5 2012 in

Champakkulam PIA. Essay Competition and Drawing competition were

conducted in the Schools coming under the Project area. The celebration

was inaugurated in Thottuvathala LPS by Champakkulam Block

Panchayat President Remani.S.Bhanu and the function was chaired by

Sri. Sudhimon, Kainakary Grama Panchayat President. Smt. Remani .S.

Bhanu inaugurated the function by planting saplings in the school

premise. Smt. Vanajakumari, Project Director, PAU delivered the key note

address. Saplings of indigenous plants were supplied to all students of

the school by Sri. Sudhimon, Kainakary Grama Panchayath President.

In the Trade Fair 2012 conducted by Poverty Alleviation Unit for the

IRDP/SGSY beneficiaries, the message of IWMP was disseminated through

the photographs and booklets and wall hangings.

As the first step of dissemination of the concept of IWMP, 4 batches of

training were conducted covering 243 officials by WCDC, Alappuzha.

Rs.75365/- was expended to meet the training cost. External faculties

from SLNA, SIRD, other districts and TSOs lead the sessions. The training

started in the month of December 2012 and ended in February 2013

A one day work shop on IWMP was held at Champakkulam Block

attended the work shop. He has visited the plots selected for Entry

Point Activities.The Prizes were distributed to the winners of

competition held on World Enviornment Day in the work shop.

A work shop on capacity Building held at Poverty Alleviation Unit,

Alappuzha on 22.03.2013. Training needs of all clientele group coming

under the Project areas were identified and a training schedule was

prepared according to the needs. WCDC members, WDT members and

conveners of all Watershed committee attended the work shop.

Chengannur Block Panchayath conducted a workshop on the

implementation of IWMP in the month of September 2012 at the Block

Panchayat hall. All people representatives of watershed area and other

Department officials attended the programme.

9. ENTRY POINT ACTIVITIES

Inorder to make the scheme acceptable by the people of project

area, Entry Point activities were selected .The amount earmarked to

Champakkulam PIA for Entry Point Activity is Rs. 28 lakh. Most of the

project area being a narrow strip of land between water body and paddy

field, four out of ten works ,selected for entry point activity is construction

of pipe or box culvert which will help watering and dewatering process

according to the needs of paddy cultivation. More over this will also

facilitate mechanization of paddy field where the agricultural activities

are still doing manually as the transportation of cultivators are not

possible at present. The major problem faced by the project area is acute

shortage of drinking water. So the other six works selected are

construction of rainwater harvesting structures.

It is planned to harvest 100000 litres of rain water from the coming season

onwards which will provide safe drinking water to the community

containing 160 families.

The Entry Point Activity, viz, construction of box culvert in Koikkary

paddy field is already started and it will enable watering and dewatering of

the paddy field with an extend of 80 hectors.

10. VISIT OF SMT. ANITHA CHOUDHARY IAS,

SECRETARY TO THE MINISTRY OF LAND

RESOURCES IN CHAMPAKKULAM PROJECT AREA

Smt. Anitha Choudhary IAS, Secretary to the Ministry of Land

Resources visited the IWMP project area of Alappuzha District on

24/09/2012. She has addressed the gathering of elected representative

and delegates at Champakulam Block Panchayat and interacted with

people's representatives and officials of other departments in concerned

with IWMP. People's representative's raised some of the facts, the people

of Kuttanad region, like

(1) The non availability of safe drinking water even though the area is

surrounded by canals, lakes and rivulets.

(2) The requirement of removing payal or water weeds from the upper

portion of rivers first which enters into district from Kottayam

which is not coming under IWMP project area for the effective

removal. Here the ridge to valley principle do not work until there is

initiative from Govt. of Kerala.

Sri. Krishnakumar, TSO CSES has presented the details of IWMP

implementation in the area. Also representatives from all departments

participated in the meeting.

Smt. Anitha Choudhary expressed her happiness in the development

that Kerala State has already achieved. She opined that it may due to high

literacy rate and empowerment of weaker section especially women of

Kerala. She observed that documentation of IWMP is not satisfied. She

mentioned that in the case of effective removal of waterweeds which is

coming from the upper stream of Kottayam region, the state has all the

power to take steps to include the region in the project and asked the

representatives from SLNA to do the needful. She pointed out that presence

of officials from all departments in the meeting itself is a very good sign and

it shows the effort made to converge IWMP with the scheme of other

departments

Smt. Anitha Chowdhary has visited a school in the project area and she

noticed that water harvesting structure constructed in the school

compound 6 years ago is neither used nor maintained by the school

authorities eventhogh they are facing accute shortage for drinking water.

This gives a picture in her mind that eventhough the water is polluted and

non potable the mindset of the people has not changed yet.

11. WATER DAY CELEBRATION

The year 2013 is declared as international Water Co Operation Year by the ndUnited Nations and March 22 as World Water Day.

We Need IWMP for our coming generations

In Alappuzha District, Water Shed Cell Cum Data Centre has

celebrated world water day by conducting a workshop. An oath has been

taken by the participants to take all steps to conserve water and to resist

each movement which will pollute and deplete the water on the earth.

Project Director, Smt. Vanajakumari delivered a speech on the importance

to conserve water and Assistant Project Officer (P&M), Smt. Binz .C.

Thomas conducted a Quiz Competition for the participants.

CONCLUSION

The details project report of Champakulam PIA is approved and entry

point activities are already started. The total expenditure in Champakulam

PIA during the year 2012-13 is 7.09 Lakh. Watershed works worth116.02

lakh is expected to do in the financial year 2013-14.

In Chengannur PIA, the detailed project report is under preparation.
