CCWeb (Cooperative Charting Website) has been shut down and will not be brought back in its current form. NOAA will be trying to find another method for United States Power Squadrons members to participate but we can't ex-pect anything soon. This action was taken because of possible security threats to the NOAA’s marine charting division and the Office of Coast Survey (OCS) through this web site.
NOAA and OCS have provided a way in which chart discrepancies (those is-sues that are truly vital to safety and navigation) can be reported. It is through the Inquiry and Discrepancy Management System, at nautical-charts.noaa.gov/discrepancy. Note that anyone can report chart discrepan-cies in this system. No provisions are made for review by the cooperative charting committee of the information being reported. this time.
Here is the summer for which we all have been longing. It began with one of the
most beautiful Memorial Days—warm weather and blue skies. It was my honor to
represent the Toledo Sail and Power Squadron at the Opening of the Port festivities with a moving memorial service
honoring our fallen soldiers on the Toledo Yacht Club green sponsored by BayView Yacht Club, Toledo Sailing Club,
Maumee River Yacht Club, and Toledo Yacht Club. Following the ceremony a parade of boats proceeded to down-
town Toledo. The rush of water against the sides of the boats was music to boater’s ears.
I hope all of you will avail yourself of the many activities planned by our AO Rita Buck. Everyone is encouraged to
participate as they are able in the Point Place Parade, the Dragon Boat Spectacular, and the Lighthouse Festival.
Check your BREEZE for times and dates. Of course the two early cruises to Midway Marina (Commander’s Rendez-
vous June 9-11) and the Huron Boat Basin (Summer Council July 1-4) will be treats to look forward to. Later a trip up
the Detroit River ending at Harsens’s will be a challenge.
At this point we need to know that 10 graduates of the ABC course at Monroe Community College and 21 graduates
of the ABC course at the Perrysburg Twp. Fire and Rescue Dept. are joining the squadron as 6 month members.

Past Commanders
P/C James Sommers, SN addressed the May 31, 2016 Executive Committee meeting about his discus-sion with P/C Dorie Backus, P concerning a “Flower Fund” that the past commanders have contributed to for years. The funds have been used to provide flow-ers for the squadron funeral wreath. Current sum in the fund is $1,015.72. P/C Dorie Backus with the agreement of the past commanders would like to do-nate the fund to the squadron at this time, with $500.00 going to the Maritime Academy for an edu-cational scholarship for 2016, and $500.00 for anoth-er educational scholarship to be presented to the Maritime Academy in 2017. The $15.72 balance is to go into TSPS educational department.
In Michigan, anyone born after December 31, 1978 and in Ohio, anyone born after Jan-uary 1, 1982 must take a safe boating class to operate a vessel with 10 hp or more.
Happy summer. Thanks again for a great winter/ spring education season, keep an eye out for summer and fall classes. We will be working on our future classes (basic and advanced) for 2017, let us know what classes you might want to see offered.

Outdoor Adventure Expo by Toledo Metroparks at beautiful Side Cut Park on Saturday, May 21. All sorts of sports on dis-play—archery, canoes and kayaks on the water, biking, to name a few. Great family turnout. Lt/C Rita Buck arranged squad-ron display and felt it was excellent that TSPS was represented.

Boating Skills Virtual Trainer
The United States Power Squadrons® proudly announced the intro-
duction of the Boating Skills Virtual Trainer (BSVT), the industry’s
premier interactive simulation-based boating safety program and
powerful instructor tool. The Boating Skills VT is a USPS training unit
funded by a grant from the U.S. Coast Guard with advanced water
physics developed by Virtual Driver Interactive (VDI).
The BSVT allows students to maneuver a “Boston Whaler” on a lake of 3.5 miles x 4 miles in a virtual mode where
there are no other boats, no water and no risks. The helm seat sits next to a regular conference table. Exercises are
built in to allow an instructor to direct maneuvers from basic to advanced by adjusting wind and current direction
and strength.
We will have one of the Virtual Trainers on at the Dragon Boat Races on June 17th 18th and 19th at International Park
on the east bank of the Maumee River. Please plan to attend and help the general public use this great tool.
Dragon Boat Teams are formed with 18-25 people from all walks of life. Any age, size, ability and gender can learn
to paddle on a dragon boat team. 20 paddlers are seated in 10 rows of 2 with a drummer sitting in the bow, facing
the paddlers. The paddler's job is to paddle in unison with the entire team. The drummer's job is to beat the drum in
sync with the paddlers and to motivate their team to the finish line. A steersperson (provided by the festival) stands
in the stern of the boat, guiding the boat straight down the race course with a 10-foot oar.

OLD BUSINESS Lt Mike Schabeck did check with Rick Brown of Toledo Maritime Academy about monies squadron donated towards a graduating student’s fees and licenses necessary to get work on a ship. Mike understands squadron donation went into a fund that provides fees and licenses (passport, TWX card, etc.) for several students. P/D/C Larry Cole, SN reported he attended Maritime Academy graduation last week and TSPS donation was acknowledged in their printed program.
NEW BUSINESS Lt/C John Miga, P inquired when squadrons are going to get results of extensive market research survey conducted by USPS. He has already emailed one inquiry to USPS.

A Quickie Course In Boating…
Our sailboat had just been launched at the Mackinaw City Marina. The day was sunny and warm with no wind, a perfect com-bination for bending on the sails and waxing the topsides. This would be the biggest of our jobs and were usually the first ones we did. Sometime between the finishing of the sails and the beginning of waxing my husband Phil was introduced to a couple who were picking up their newly purchased, preowned, 34 foot sailboat. When Phil came back he mentioned to me the story of this couple that knew almost nothing about sailing but had plans to take the boat all the way to Duluth, Minnesota. Phil said that he wanted to keep an eye on them and make sure that they got off to a good start. I might add that this is one hell of a trip for two new boaters without any experience on an untested vessel.
So off Phil went and I waxed. After a couple of hours, around 3:00, he reappeared and mentioned something about taking this couple out for a shake down in the bay….and then he was gone. Around 7:00 P.M. I started looking for my husband. After scouring the marina I stood on a high piece of ground to look out over the water and saw one tiny sailboat under sail, several miles off. Eventually, I gave up and headed home to catch the last ferry to Neebish Island at 10:00 P.M.
Meanwhile, Phil was heading out to see just what this couple actually knew and figured out that they were true innocents in the world of boating. After a few minutes of discussion it was agreed that Phil would remain with them through the Saint Mary’s River system, through the Soo Locks, and get dropped off at Whitefish Bay.
This cruise would take the minimum of two days with good weather and no mechanical problems. As this was an impromptu trip, my husband had no spare clothes, not even a toothbrush. After getting underway Phil put the husband at the helm and keeping the wife in the cockpit, began with the most basic systems of boating, including working knowledge of the compass, depth, and charts. He would then switch roles with the wife, putting her at the helm while the husband remained in the cock-pit. Watching the weather and learning how to use the VHF for calling and getting weather updates would come later. The wind died down as the sun began to settle, sails were dropped, the engine started, running lights were turned on and checked.
Different areas along the shoreline were noted and Phil told them about anchorages and where to not go. Passing Martin Reef Light was impressive and was about half way to the mouth of the Saint Mary’s River. A few more hours on the water would bring freighter wakes and Phil used them as good examples for taking them on the quarter for an easier ride. By the time the DeTour light came up, the water had turned from a corduroy patterned surface of gold to silver. Rounding up the mouth of the Saint Mary’s River eventually brought them to the DeTour marina and a warm meal in the cockpit. Everyone slept soundly as the cries of sea gulls died away with the twilight.
The following morning had Phil showing how to back out of a slip and knowing which way the prop turned would help or hin-der your close quarter docking. Heading up the river required following the channel markers. There are areas where one can get out of the channel but watching the chart in unknown waters was priority. Electronic devices are great but charts seldom break down and should be on board before you set off on a trip.
Phil used the United States Power Squadron as the basis for his knowledge. These were the building blocks from which both of us gained our experiences. The couple made good students and were open to everything Phil taught. Their big concern was passing through the Sault locks, and to an untried boater, can be quite intimidating. The biggest scare is being in close confines with the freighters. Being crushed by the hull of a big laker or getting introduced to a massive propeller as it is churning the waters directly in front of your bow is never easy. Ok, now that we have reviewed that “Indiana Jones” movie, let me say that this does not occur in the Soo locks. So Phil put their worries to rest.
The following evening I got a phone call at home from Phil. He would not be going through the locks with them since they de-cided not to stop off at Whitefish Bay due to time constraints. Instead I was to meet everyone in the Soo at a restaurant called Frank’s.
In town I found my husband sitting in a booth with the newly initiated couple and everyone was smiling. My husband looked good, he had clean teeth and was wearing a dark T-shirt that was three sizes to big that somehow went with his unshaven face. Our new sailors both promised that they would join up with the local power squadron in their community. When asked if there was anything they could do for us, we asked for a burgee from the squadron they would join. At Christmas we received one and a wonderful letter thanking Phil for all his help and guidance. Phil was a good instructor and friend for what he called his, “Quickie Course in Boating”.
