Driven by a favourable economic outlook, improved tariff realisation and better policies,

the power sector is now attracting the highest volume of investments. With an installed capacity of 1, 94,000 MW, as on March 2011, and per capita consumption of 730 KWh per annum, a growth rate of 7-8% is envisaged. Demand is being further fuelled by

the domino effect of growth propelling growth. This phenomenon can be seen in rising urban prosperity, increased consumer spends, improving standards of living and a relentless and critical drive to attain 100% rural electrification.

The nation is facing a power deficit of 8% and a peaking shortage of 10% (Source: Central Electricity Authority). Clearly, more than anything else, it is

this deprivation which is impeding greater growth and straining the 8% that is being achieved at the moment. To bridge this gap, the country has set a target of capacity addition of 1,05,000 MW and 1,35,000 MW for the 12th and the 13th five year plans (Source: Planning Commission). It is in this environment of prevalent shortage and liberating growth that L&T Power

L&T’s MFF first rose out of the marsh and silt of the River

Tapi in 1986. It was one of the many early visionary ideas of our Chairman & Managing Director Mr. A.M. Naik (then heading the erstwhile Group II). The concept of modular fabrication itself was in its infancy in India, and L&T’s facility was a milestone for our country and company.

For over a decade after it came into being, Hazira played host to many historical achievements including the celebrated ‘sail-outs’ of huge platforms. Never one to bask in past glories, MFF

had to keep shifting the goal posts, with yesterday’s targets becoming today’s starting point. A vigorous programme of expansion, modernisation and upgradation was put in place, and MFF came out bigger and better than ever before.

New facilities and specialised production sections of MFF have been periodically inaugurated over the years. Mr. K. Venkataramanan, Member of the Board & President – E&C Projects, cut the ribbon on the Engineering & Project Management Center, popularly called MFF-EPC Block, in 2008, and

inaugurated the latest facilities in June 2010. Mr. V.N. Desai, Vice President and Head, MFF, Hazira, aptly said – “It’s a new avatar of the MFF”.

Spreading Wings to Hazira West

MFF’s presence is now almost as much on the ‘west’ as on the ‘east’. As with Powai, it is the road that acts as the point of reference. On the west, MFF has over 9 workshops covering app. 26,000 sqm, including the Piping Shops, the mechanized shot blasting & paint shops,

Process skids assembly shops, Beam-Line shop and Structural steel processing and Pre-Fab shops. All of them are fully covered shops with latest machinery comparable to any International module fabrication facilities. Further, the giant subassemblies and skids/modules are prefabricated on well laid out tracks and Goliath crane facilities. This is a major shift. What was once made in the open yard is now made in under- roof conditions, with all the attendant benefits of safety, quality and speed and still continue to work effectively during three months monsoon season.

Each of the shops has its own tale of targets achieved and even more ambitious goals for the future.

Piping Spool Shops

The successful completion of any offshore project or a process plant is determined by how effectively Piping

& Process discipline is controlled during fabrication or construction. “It is this single discipline among others which make or break a project

with regard to achieving completion schedule popularly called “ Mechanical

Completion “of the Project.” Says Mr. V.N.Desai, Vice President and Head, MFF, Hazira.

With this objective to reduce overall cycle time to achieve Mechanical Completion, apart from improving productivity, safety, quality & reliability and streamline production processes, four piping shops have been established to handle different metallurgy materials involved in piping and process. The shops measure appr.12,000 sqm and equipped with latest material handling facilities, equipment and machinery for automatic and semi-automatic welding processes, x-ray and Gamma ray for quality control and NDT, apart from automatic 5-axes pipe cutting and auto blast and priming facilities for raw material and components. The capacity of pipe spool shops is approx. 3000 inch-dia per day of pipe work which bench marks any other similar facilities existing in the world, says Mr. Sunil

Mr. U. Dasgupta, Sr. Vice President, Upstream SBG, (4th from left) inaugurates the latest facilities at Hazira, in the presence of other L&T-ites.

This facility has also helped L&T undertake critical piping for onshore DHDT project for MRPL, to achieve mechanical completion as per schedule, in addition to winning accolades from client regarding quality and schedule. ‘We must maximise fabrication of all critical piping work for all our EPC projects at MFF, Hazira,” says Mr. K. Venkataramanan.

Bajaj, Sr.DGM, MFF responsible for facility development, automation and Plant Engineering. As a part of major quality improvement programme, separate shops have been created to process ferrous and non-ferrous steel piping to ensure separation of consumables, improved preservation and eliminate contamination during fabrication, which otherwise may result in in-service failure and poor quality reliability. Without establishing such facilities, it would have been impossible to achieve timely completion of fast track MHNRD II Project for ONGC, reiterates Mr. H.T.Naik, Jt. General Manager, MFF.He says further, his team could achieve appr 30% reduction in overall cycle time in prefab and erection of piping spools for conventional, 1800 MT each,

on four Well Head cum Production Platforms for MHNRD II.

K. Beam Line & Structural

The structural processing facility, popularly known as ‘beam line shop’, measuring approx. 3000 sq.m. is equipped with the latest technologically-advanced computer controlled robotic machine, which is under commissioning

and trial production. It has the capacity to process structural sections up to 300 MT per day, or three shifts, and is capable of producing intricate profiles directly from drawings generated at the design centre. The machine gives high quality dimensional tolerance, thereby significantly reducing the time required during the fit-up stage, assembly and installation. “We have been able to achieve significant reduction in the manpower required for structural assembly, thereby reducing the cycle time, and improving quality and safety,” says one of our business associates responsible for platform fabrication.

highest quality of protective surface coating and painting during service for offshore platforms which are normally designed for 25 years operating life. High quality of surface preparation and coating is a must.

Young engineers from MFF under-took the SGA process through TQM approach, analysed the various com-ments received over last five years and came out with the process improve-ments required to be carried out in-cluding investment decision and cost benefit analysis. “And at last, what a transformation I am seeing in paint-ing quality improvement!” exclaimed Mr. James Varkey, General Manager, ONGC during one of his visits and project review meeting at MFF, Hazira.

The auto-blast shop, measuring approx. 3000 sq.m., is equipped with

the latest automatic blasting machine capable of achieving output of approx. 200 sq.m. per hour. In addition, having such a facility under covered shops has

resulted in a cleaner environment and use of clean energy. The even blasted

surface that is so achieved reduces paint consumption and brings down volatile organic carbons (VOCs) and paint effluents.

With so much of components and sub-assemblies manufacturing now taking place in the ‘West’, the pressure on the original ‘Yard’ is considerably re-duced. It is now free to focus on assem-bly and load-out of modules. This has led to an increase in speed and throughput. “Despite the fact that Modules are not fully assembled in the ‘West’, for the first time during year 2010-2011, we could achieve production of 33000 MT against our initial capacity of 22000 MT and we hope to achieve an equivalent output of app 35000 MT during 2011-2012,” says Mr. H.K.Umarwadia, Sr. DGM Central Scheduling & Project Management, MFF.

Streamlined Operations

Changes have been wrung in on the east side too. Large warehouses have been set up to enable products to be stored for quick and easy retrieval, improved inventory accounting and quality preservation. Capacities at these warehouses range from 2000 MT to 6000MT.

The main warehouse, built over an area of 4000 sq.m., has the capacity to provide storage space of approx. 40,000 cu.m., and storage systems for nearly 10,000 engineering items. Facilities have been created to provide controlled atmospheric storage that is required for instruments and automation equipment. “In addition, a specialised warehouse of area approx. 2000 sq.m., has been created for the storage and preservation of architectural materials required for the five-star 150-men living

quarters,” says Mr. P.N. Ravindran, Jt. General Manager, MFF, responsible for production and production services. The entire inventory system is maintained through SAP and provides direct access for information across all SBUs of the Hydrocarbon Upstream SBG.

Integration through SAP

While the new shops and facilities are large and visible, what is perhaps most significant is the transformation that you cannot see – the new systems that now integrate all operations at MFF and are further integrated with all SBUs of Upstream SBG, including Powai and Kattupalli facilities. Advanced Enterprise Resource Planning software systems now embrace every aspect of design, planning, procurement and manufacturing, developing project

control legacy systems such as e-ALPS and E-SPS and successfully integrating with SAP v. 6.0. technology that helps orchestrate multiple activities to boost efficiency. As with everything that

MFF takes up, it scored high on ERP implementation too. So much so, that SAP chose the unit for Best Run Award in Engineering, Construction and Operations (ECO), and bestowed upon

This committement resulted in successful roll out of SAP v 6.0 at OGSP, Powai and MFF, Kattupalli.

Technology has helped in other phases too. For instance, the BOCAD system for structural modelling, enables a swift transfer from design to manufacture. Skills have been transferred from man to machines.

Logistics and connectivity are key buzz words in modern manufacturing enterprises. MFF scores high on this aspect too. There is also an integrated

connectivity to the supply chain. The changes at MFF have won

admiration all around. Mr C.S. Rao, Vice President, Supply Chain, OGSP feels that the changes that have been brought about is almost a category shift. What was once ‘fabrication’ now qualifies to be described as ‘manufacturing’? “For the first time in the history of MFF and during the first year of independent F&A set up at MFF, Hazira, 100% assets accounting, physical verification and reconciliation with books of accounts has been achieved!” exclaimed Mr. P.S.Kapoor, Head, F&A, E&C.

The capacity of MFF has grown from 35,000 tonnes to 50000 tonnes. To this we can add the capacity of Sohar, Oman and the fledgling facility of Katupalli near Chennai. This makes up a cumulative capacity of 150,000 tonnes. This could rank among the largest

modular fabrication capacities even in global terms.

With this level of transformation in process and practice, it shouldn’t be long before we contemplate a change of letters from ‘F’ to ‘M’. Who knows, L&T’s Modular Fabrication Facility may one day be known by a name that more accurately describes its new avatar – Modular Manufacturing Facility. With it of course the hard driving engineers and technicians there will be ‘HUMMing’ a new tune – Hydrocarbon Upstream Modular Manufacturing!

Dump Trucks

Recently, L&T ushered a new era in the Indian mining industry with the introduction of the first-ever electrical dump trucks of 240 ton payload capacity to the Vedanta Group. During early 2010, L&T commissioned 17 Komatsu 830E-AC Dump Trucks at Rampura-Agucha Mines (Rajasthan) of Hindustan Zinc Limited (HZL), a Vedanta Group Company. With this move, L&T enabled the penetration of latest technology,

demonstrating the superiority of electrical trucks over the mechanical ones of the same class and distinction. These trucks have been productively engaged in moving huge volumes of overburden and mineral ore from the opencast mines of HZL. L&T had sourced these trucks from Komatsu’s manufacturing plant in Peoria, IL, USA.

L&T also markets and provides after-sales product support for Komatsu’s HD785 Dump Truck (100 ton payload capacity) and HD465 Dump Truck (60

ton payload capacity) for use in coal, cement and iron ore mining sectors in India. These trucks are manufactured in the manufacturing facility of Komatsu located in Chennai. Commencing from 2007, more than 400 dump trucks have been successfully deployed in the Indian mining industry.
