in California cities. The original objective was to

identify women in answer to the rhetorical

question: “Where are the women in city

management?” Our look at the subject has

discovered an impressive list of professional

women in California local government.

This issue begins with the City of Los Altos Hills and

continues alphabetically to the City of

Manhattan Beach except for the professional

women who work for the City of Los Angeles,

which is larger than most States and will take

some focussed research. We apologize to

those deserving who we missed. Many local

with an information technology and services firm in 1983. In 1984 she went to work

as a software support technician for an on-line software systems company in Chico.

She joined the Chico city staff in 1994 as Community Services Officer (CSO), and in

2001 she took a Management Analyst with the Chico Police Department. In 2009

she moved to the City Manager's Office in a Management Analyst post. Deborah

earned a BA in social work from California State University, Chico, and an MS in law

from Champlain College.

Women Professionals Continuing

Alphabetically From Los Altos Hills

Los Altos Hills incorporated in Santa Clara

County in 1956 and has a 2016 estimated

population of 8,501. Los Altos Hills has a ban on

commercial zones, which was upheld by

the California Court of Appeal (First District) in

1973. Los Altos Hills’ only two retail commercial

operations are the book store on the campus

of Foothill College, and the gift shop on the

grounds of the Immaculate Heart Monastery of

the Poor Clare Colettines. The town does not

have a post office or library, with mail delivery

provided from nearby Los Altos. Carl Cahill has

served as the City Manager in the Town of Los

Altos Hills since 2006.

Kelly (Clinton) Mayes is the

Administrative Services Director.

Kelly began her working career

in the private sector in 1998, and

came to the public service in

June, 2015 as the Finance

Director in Kodiak, Alaska. In

July, 2018 Kelly joined the staff in the Town of Los

Altos Hills as the Administrative Services Director.

Kelly attended classes at The University of

Alabama, Huntsville, and earned a BSBA in

accounting from the University of South

Alabama. Kelly has said that she misses Alaska’s

abundant Wildlife, including its majestic coastal

brown bears, and the California sunshine has

proved a drastic change from Kodiak’s barrage

of rain, ice and snow.

Suzanne Avila is the Los Altos Hills

Planning Director. Suzanne began

her public career as a Planning &

Zoning Technician with the City of

Fremont in July, 1985. In 1987 she

took a Planner position in the Town

of Los Gatos, and in 1988 she took a

similar post in Cupertino. Suzanne returned to a

Planner position in Los Gatos in 1989, and

became an Associate Planner in Sunnyvale in

June, 1991. She took an Associate Planner post

in Los Altos Hills in July, 1993, before she became

a Contract Planner in Palo Alto (July, 1999 –

March, 2000). Suzanne became a Senior

Planner in the Town of Los Gatos in April, 2000,

and she worked there for the next 14-plus years

(2000-2014). In June, 2014 Suzanne was

appointed Planning Director in Los Altos Hills.

Suzanne earned a BA in environmental studies

from California State University, East Bay.

Sarah G. Robustelli is the Los Altos

Santa Clara County in 1887.

The current Town Manager is

Laurel Prevetti. From March,

1986 until May, 2014 Laurel

worked for the City of San

Jose serving in the

Department of Planning,

Building and Code Enforcement. In May, 2014

she joined the staff in the Town of Los Gatos as

the Assistant Town Manager and Community

Development Director. Laurel was appointed

Los Gatos Town Manager in September, 2015.

She spent 11-years as an Adjunct Professor at

San Jose State University between 2003 and

2014. Laurel earned a BS and MS from the

University of California, Berkeley.

Lisa Velasco is the Human Resources Director,

Erica Corona is the Human Resources Analyst,

and Mary Blekh is the Human Resources

Specialist. Lisa began her public service career

in September, 2008 as a Senior Human

Resources Analyst in the City of Morgan Hill. She

became the Sunnyvale Human Resources

Manager in 2010, and then held the same post

in the City of Fremont starting in April, 2013. Lisa

County in August, 1901. The 2016 estimated

population was 695. Loyalton is Sierra County’s

only incorporated city. Samantha Redman is the

Lynwood was incorporated in

1921 in Los Angeles County.

Lynwood had a 2016 estimated

Picking Up the Pieces: With the

retirement of Beverly Hills City

Manager Mahdi Aluzri in May, 30-

year city employee George Chavez,

56, will be the new City Manager. George began his

career in Beverly Hills as a Building Inspector in 1988.

He has since worked his way up in the city

organization, and was named Assistant City

Manager in 2016. June (Yujun) Du is the new Finance

Director and City Treasurer in the City of Willits. June

is from China, and earned a BA in economics there

before moving to the United States in 2001. She

earned an MBA in Pittsburgh, Pennsylvania. She

earned a second Masters in civil engineering. June

worked in banking and local government in

Washington D.C., Tennessee, West Virginia and in the

Bay Area. June takes over in Willits from Interim

Finance Director Celia Peterson. Longtime Redwood

City Finance Director Brian Ponty, 56, is retiring from

the city after 30-years. He will leave the city in May.

He joined the city staff in Redwood City in 1985 as an

Assistant Finance Director, and became the Director

in 1993. He had previously worked as a Management

Analyst with San Mateo County. He is an alumnus of

California State University, East Bay. Simi Valley City

Manager Eric Levitt, who replaced retired City

Manager Mike Sedell, is leaving the city to become

the City Manager in the City of Alameda. Eric will fill

the City Manager position previously held by Jill

Keimach, who resigned. Retired City Manager David

Rudat has served as Interim City Manager. As part of

the transition, Dave appointed Amy Wooldridge,

Director of the Alameda Recreation and Park

Department, as Acting Assistant City Manager.

Jennifer Ott, who previously served as Acting

Assistant City Manager, left Alameda in August to

become Deputy City Manager in Hayward. Eric has

been Simi Valley City Manager since May, 2013 after

previously serving as City Manager in Janesville,

Wisconsin. Tracy Assistant City Manager Midori

Lichtwardt, 46, is the new Tracy Interim City Manager

taking over from City Manager Randy Bradley, who

returned to the Tracy Fire Department as Fire Chief.

Midori is a Tracy native and joined the city staff in

1998. She assisted with invoices for engineers in the

Public Works Department. Midori earned a BA from

San Jose State University. Pittsburg longtime Assistant

City Manager Garrett Evans has been appointed to

the City Manager position. Garrett joined the City of

Pittsburg staff 22-years ago as an Administrative

Analyst in 1997. He worked 6-years as the Director of

Economic and Redevelopment, and became the

General Manager of the Pittsburg Power Company,

a city owned energy company. Garrett was

appointed Assistant City Manager in 2011. He takes

announced that he is leaving his position in Yuba

City; a position he has held for the past 5-years. Steve

spent the last 25-years working in local government.

He first moved to the Yuba-Sutter area in 1994 to

serve as the Finance Director in Live Oak, before

being appointed City Manager there. By the end of

1998, he had moved to the County Administrator’s

Office in Sutter County to serve as Deputy County

Administrator in 1998. In 2000 he became the Director

of Administrative Services for Yuba City.

Wade McKinney, Indian Wells City Manager, is the

recipient of the 2018 Wes McClure Award as the 2018

City Manager of Distinction. The Award

was presented at the 2019 City Managers’

borah Collins began her working career in Sausalito as an Administrative Assistant

with an information technology and services firm in 1983. In 1984 she went to work

as a software support technician for an on-line software systems company in Chico.

She joined the Chico city staff in 1994 as Community Services Officer (CSO), and in

2001 she took a Management Analyst with the Chico Police Department. In 2009

she moved to the City Manager's Office in a Management Analyst post. Deborah

earned a BA in social work from California State University, Chico, and an MS in law

from Champlain College.

with Yuba City for 17-years; the last five years as City

Department since 1996, and she has served as the

Public Works Director since 2013. Jeff Dye, a volunteer

with the Ventura County Sheriff’s Office Search and

Rescue Team, was killed in the line of duty as he

worked to help someone in need on the 5 Freeway

during a recent massive storm. Brave men and

own time training and working to serve others.

Manager Brad McKinney, a La Verne

resident, began his working career as a

Corporate Relations Representative on

the private side in 2005. In July, 2007 he

joined eCivis, and in November, 2008

he went to work for the City of Anaheim

in the Public Works Department. After

working in the Public Utilities Department and the City

Manager’s Office, Brad joined the Claremont city

staff as a Senior Management Analyst in April, 2012,

and became the Assistant to the City Manager in

2014. He was appointed Assistant City Manager in

the City of Rosemead, and in March, 2018 Brad

became the Assistant City Manager in Alhambra. He

earned a BA and MBA from Azusa Pacific University,

where he played on the baseball team. Following

the dismissal of Redlands City Manager N. Enrique

Martinez, Assistant to the City Manager Janice

McConnell was appointed Interim City Manager. The

city will conduct a recruitment and hopes to have

the position filled by the end of 2019. Grover Beach

City Manager Matt Bronson has denied corruption

allegations against the city made by former City

Council Member and former Mayor Debbie Peterson,

who recently resigned from the City Council. She

served on the Council for more than 10-years. Dr.

William H. Kraus was City Administrator in Norwalk

starting in 1973.

Keene, Jr. received a 35-year ICMA Service Award in

2016. *Willdan Senior Vice President for Business

Development Frank G. Tripepi served as the City

Manager in the City of Rosemead between 1974 and

2002. *Redlands has rejected former City Manager N.

Enrique Martinez’s claim for lifetime medical benefits,

as added in his employment agreement in 2016.

*Dolph R. Frisius, who began his career in 1966 as an

Administrative Aide in the City of Rosemead, was

appointed City Manager in Woodlake in January,

1973. *Richard H. Llewellyn, Jr., who earned a J.D.

from Harvard School of Law, is the City Administrative

Officer (CAO) for the City of Los Angeles, reporting to

both the City Council and the Mayor. *Naomi Maria

Kelly is the San Francisco City Administrator, the

highest-ranking non-elected official of the San

Francisco City and County government. *Bishop City

Administrator Jim Tatum was diagnosed with brain

cancer in January, 2018, and retired during the

Summer of 2018. *Former Grover Beach City

Manager Robert Perrault is being considered for the

Interim City Administrator position in the City of

Guadalupe to follow the resignation of City
