TRANSPORT DEPARTMENT NOTICE

SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR THE HONG KONG MARATHON 2016

Notice is hereby given that special traffic and transport arrangements will be implemented on 16 January 2016 (Saturday) and 17 January 2016 (Sunday) to facilitate the holding of the Hong Kong Marathon 2016: I. TRAFFIC ARRANGEMENTS FOR 10KM RACE (Please refer to Plans 2 and 3) (A) Road Closures The following major roads on Hong Kong Island will be closed to all vehicular traffic at the time specified below (except vehicles with closed road permits issued by the Transport Department):

Phase I From 1.30 am to about 10.30 am on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Island Eastern Corridor eastbound between Victoria Park Road eastbound and

Tung Hei Road slip road; (ii) the slip roads of Hing Fat Street, Man Hong Street and Taikoo Wan Road

leading to Island Eastern Corridor eastbound; (iii) the slip roads leading from the exit of Eastern Harbour Crossing to Island

Eastern Corridor eastbound;

From 1.30 am to about 11.00 am on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic): (iv) Island Eastern Corridor westbound between Tung Hei Road slip road and

Victoria Park Road westbound; (v) the slip roads of Nam On Street, Chai Wan Road, Tai Hong Street, Oi Shun

Road, Hong On Street, Taikoo Wan Road, King’s Road westbound junction with Healthy Street Central, Tong Shui Road and Wharf Road leading to Island Eastern Corridor westbound; and

(vi) the slip roads leading from the exit of Eastern Harbour Crossing to Island Eastern Corridor westbound (except the section up to the down ramp slip road leading to Man Hong Street).

Traffic Diversions: (i) Vehicles on Victoria Park Road eastbound and Hing Fat Street heading for

Island Eastern Corridor eastbound and Eastern Harbour Crossing will be diverted via Gordon Road, Electric Road and Java Road;

(ii) Vehicles on Java Road and Man Hong Street heading for Island Eastern Corridor eastbound and Eastern Harbour Crossing will be diverted via King’s Road;

(iii) Vehicles on Taikoo Wan Road heading for Island Eastern Corridor eastbound will be diverted via King’s Road and Shau Kei Wan Road;

(iv) Vehicles on Java Road and King’s Road eastbound can gain access to Eastern Harbour Crossing via Hong On Street;

(v) Vehicles on the exit of Eastern Harbour Crossing heading for Island Eastern Corridor eastbound will be diverted via Tai On Street and Shau Kei Wan Road;

(vi) Vehicles on Island Eastern Corridor westbound will be diverted via Nam On Lane and Shau Kei Wan Road;

(vii) Vehicles on Nam On Lane and Nam Hong Street heading for Island Eastern Corridor westbound will be diverted via Nam On Street westbound, Sun Sing Street and Shau Kei Wan Road;

(viii) Vehicles on Chai Wan Road heading for Island Eastern Corridor westbound will be diverted via Shau Kei Wan Road;

(ix) Vehicles diverted to Shau Kei Wan Road westbound can gain access to Eastern Harbour Crossing via Tai Ning Street, Sai Wan Ho Street and Tai Hong Street;

(x) Vehicles on Tai Hong Street will only be allowed for gaining access to Eastern Harbour Crossing and Lei King Wan. Vehicles heading for Island Eastern Corridor westbound will be diverted via Tai Hong Street, Hong Cheung Street, Tai On Street and Shau Kei Wan Road;

(xi) Vehicles on Oi Shun Road westbound heading for Island Eastern Corridor westbound will be diverted via Oi Yee Street, Hing Man Street and Shau Kei Wan Road;

(xii) Hong On Street will only be allowed for gaining access to and from Eastern Harbour Crossing. Vehicles heading for Island Eastern Corridor westbound will be diverted via Hong On Street westbound and King’s Road. Vehicles on Hong Yue Street except those heading for Eastern Harbour Crossing will be diverted via Hong On Street westbound;

(xiii) Vehicles on Taikoo Wan Road slip road heading for Island Eastern Corridor westbound will be diverted via Taikoo Shing Road and King’s Road;

(xiv) Vehicles from the exit of Eastern Harbour Crossing heading for Island Eastern Corridor westbound will be diverted via Man Hong Street and King’s Road (until 4.45 am);

(xv) Vehicles on King’s Road westbound junction with Healthy Street Central slip road heading for Island Eastern Corridor westbound will be diverted via King’s Road westbound;

(xvi) Vehicles on King’s Road westbound junction with Tong Shui Road slip road heading for Island Eastern Corridor westbound will be diverted via King’s Road westbound;

(xvii) Vehicles on Tong Shui Road heading for Island Eastern Corridor westbound will be diverted via Java Road, Kam Hong Street and King’s Road; and

(xviii) Vehicles on Wharf Road slip road heading for Island Eastern Corridor westbound will be diverted via Wharf Road westbound, North Point Road, Java Road, Tong Shui Road and King’s Road.

Phase II

From 3.45 am to about 9.00 am on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Hing Fat Street between Causeway Road and Victoria Park Road; (ii) Electric Road between Yacht Street and Park Towers; (iii) Lau Li Street between Hing Fat Street and Electric Road; and (iv) Tsing Fung Street between Hing Fat Street and Electric Road.

Traffic Diversions: (i) Vehicles on Causeway Road eastbound heading for Hing Fat Street will be

diverted via King’s Road eastbound; (ii) Vehicles on King’s Road westbound heading for Hing Fat Street will be diverted

via Causeway Road westbound; (iii) Vehicles on Electric Road southbound will be diverted to turn left onto Yacht

Street (except for access to Park Towers); (iv) Vehicles leaving Park Towers car park will be diverted via Electric Road and

Yacht Street; (v) Vehicles on Electric Road heading for Tsing Fung Street will be diverted via

Yacht Street; and (vi) Vehicles on Hing Fat Street Road southbound will be diverted to turn left onto

Gordon Road eastbound. Phase III From 4.30 am to about 10.45 am on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Victoria Park Road westbound between the down ramp of Island Eastern Corridor

westbound and Gloucester Road westbound (except the slow lane leading to Gloucester Road service road);

(ii) The flyover leading from Gloucester Road northbound to Gloucester Road westbound; and

(iii) Island Eastern Corridor westbound between the exit of Eastern Harbour Crossing and the down ramp slip road leading to Man Hong Street (until about 10.15 am).

Traffic Diversions: (i) Vehicles on Tsing Fung Street flyover will be diverted via the slow lane of

Victoria Park Road westbound and Gloucester Road service road; (ii) Vehicles on Gloucester Road flyover northbound heading for Gloucester Road

westbound will be diverted via Gloucester Road service road; and (iii) During the closure of Man Hong Street slip road, traffic from the exit of the

Eastern Harbour Crossing heading for Island Eastern Corridor westbound will be diverted via Hong On Street or Tai On Street, Shau Kei Wan Road and King’s Road.

Phase IV From 5.00 am to about 1.45 pm on 17 January 2016(depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Gloucester Road northbound between the u-turn slip road beneath Tai Hang Road

flyover and Great George Street;

(ii) Gloucester Road southbound between Gloucester Road service road and Causeway Road (access to Tai Hang Road flyover southbound is allowed after 10.45 am);

(iii) Sugar Street; (iv) Paterson Street between Kingston Street and Gloucester Road will be

intermittently closed; (v) Cleveland Street will be intermittently closed; and (vi) Kingston Street eastbound between Gloucester Road and Paterson Street will be

intermittently closed.

Traffic Diversions: (i) Vehicles on Victoria Park Road flyover southbound will be diverted via

Gloucester Road service road (access to Tai Hang Road flyover southbound is allowed from 10.45 am);

(ii) Vehicles on Yee Wo Street eastbound will be prohibited from turning left onto Sugar Street;

(iii) Vehicles on Tai Hang Road flyover northbound will be diverted via Gloucester Road northbound and Gloucester Road service road; and

(iv) Vehicles on Great George Street heading for Gloucester Road southbound will be diverted via Tai Hang Road flyover southbound.

(B) Suspension of Parking Spaces

(i) All parking spaces in Hing Fat Street public car park (except the disabled parking spaces) will be suspended from 10.00 pm on 16 January 2016 to 3.00 pm on 17 January 2016;

(ii) All on-street parking spaces at Lockhart Road eastbound between Marsh Road and Percival Street will be suspended from 12.01 am to 3.00 pm on 17 January 2016; and

(iii) All on-street metered parking spaces and motorcycle parking spaces on Tung Lo Wan Road between Lin Fa Kung Street West and King’s Road will be suspended from 3.00 am to 10.00 am on 17 January 2016.

II. TRAFFIC ARRANGEMENTS FOR HALF AND FULL MARATHON RACES

(Please refer to Plans 1, 3, 4 and 5) HONG KONG ISLAND (A) Road Closures The following major roads will be closed to all vehicular traffic at the time as specified below (except vehicles with closed road permits issued by the Transport Department):

Phase I From 2.15 am to about 1.00 pm on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Connaught Road West flyover eastbound between Shing Sai Road and Rumsey

Street;

Traffic Diversions: (i) Vehicles on Hill Road flyover northbound will be diverted via Connaught Road

West eastbound at-grade; and (ii) Vehicles on Shing Sai Road eastbound will be diverted via Connaught Road West

eastbound.

Phase II From 2.15 am to about 1.45 pm on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Lung Wo Road eastbound; and (ii) Yiu Sing Street.

Traffic Diversion: (i) Vehicles on Man Yiu Street will be prohibited from turning left onto Yiu Sing

Street; and (ii) Vehicles on Man Yiu Street will be prohibited from turning left onto Lung Wo

Road eastbound.

Phase III From 4.30 am to about 1.00 pm on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Man Kwong Street; (ii) Man Fai Street; (iii) Chung Kong Road eastbound between Shun Tak Centre and Rumsey Street; (iv) Man Yiu Street southbound between Man Kwong Street and Lung Wo Road; and (v) Man Yiu Street northbound between Man Po Street and Man Kwong Street.

Traffic Diversions: (i) Vehicles on Chung Kong Road eastbound will be diverted via Connaught Road

Central; (ii) Vehicles on Connaught Road Contral eastbound will be prohibited from turning

left onto Man Kwong Street; and (iii) Vehicles on Man Yiu Street northbound will be diverted via Finance Street

westbound.

Phase IV From 5.00 am to about 1.45 pm on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Fenwick Pier Street eastbound; (ii) Lung King Street; (iii) Convention Avenue eastbound between Fenwick Pier Street and Expo Drive

East;

(iv) Convention Avenue between Fleming Road and Tonnochy Road; (v) Hung Hing Road between Marsh Road and Tonnochy Road; (vi) Harbour Road eastbound between Harbour Drive and Tonnochy Road; (vii) Tonnochy Road between Hung Hing Road and Harbour Road; (viii) Tonnochy Road southbound between Harbour Road and Gloucester Road; (ix) Marsh Road flyover between Hung Hing Road and Lockhart Road; (x) Marsh Road northbound between Hung Hing Road and Gloucester Road; (xi) Wan Ying Street; (xii) Lockhart Road eastbound between Marsh Road and Percival Street; (xiii) Percival Street southbound between Lockhart Road and Hennessy Road; (xiv) The fast lane of Percival Street between Jaffe Road and Lockhart Road; (xv) Canal Road East southbound between Lockhart Road and Jaffe Road; (xvi) Canal Road West northbound between Lockhart Road and Jaffe Road; (xvii) Marsh Road southbound between Lockhart Road and Jaffe Road; (xviii) The fast lane of Connaught Road West flyover westbound between Gilman

Street and the entrance of Western Harbour Crossing; (xix) Marsh Road between Jaffe Road and Hennessy Road (if necessary); (xx) Hennessy Road eastbound between Percival Street and Yee Wo Street; and (xxi) Yee Wo Street eastbound. Traffic Diversions: (i) Vehicles on Lung Wui Road eastbound will be diverted via Lung Wo Road

westbound; (ii) Vehicles on Fleming Road northbound will be prohibited from turning right onto

Convention Avenue eastbound and diverted via Fleming Road southbound or Convention Avenue westbound;

(iii) Vehicles on Tonnochy Road flyover northbound will be diverted to turn left onto Harbour Road westbound;

(iv) Vehicles on Fleming Road southbound will be prohibited from turning left onto Harbour Road eastbound;

(v) Vehicles on Harbour Road eastbound will be diverted to turn left onto Fleming Road northbound;

(vi) Vehicles leaving from car parks along Harbour Road eastbound will be diverted to turn right onto Harbour Road westbound;

(vii) Vehicles on Harbour Drive northbound will be diverted to turn left onto Harbour Road westbound;

(viii) The section of Wan Shing Street between Hung Hing Road and Wan Ying Street will be re-routed from one-way southbound traffic to one-way northbound traffic;

(ix) Vehicles on Wan Shing Street northbound will be diverted to turn right onto Hung Hing Road flyover;

(x) Vehicles on Marsh Road northbound will be diverted via Gloucester Road service road or U-turned onto Marsh Road southbound for access to Jaffe Road;

(xi) Vehicles on Lockhart Road eastbound will be diverted via Marsh Road northbound at grade;

(xii) Vehicles on Jaffe Road eastbound will be diverted via Percival Street northbound;

(xiii) Vehicles on Percival Street southbound will be diverted via Lockhart Road eastbound;

(xiv) Vehicles on Hennessy Road eastbound will be prohibited from turning left onto Marsh Road (if necessary); and

(xv) Vehicles on Tin Lok Lane will be prohibited from going straight onto Marsh Road northbound, and will be diverted to turn left or right onto Hennessy Road (if necessary); and

(xvi) Vehicles on Hennessy Road eastbound heading for Causeway Road will be diverted via Percival Street southbound, Leighton Road, Pennington Street and Yee Wo Street eastbound.

(B) Postponement of Chater Road Pedestrian Precinct

The commencement time of Chater Road pedestrian precinct will be postponed to 3.00 pm on 17 January 2016 or upon the re-opening of the major roads on Hong Kong Island.

(C) Postponement of Lockhart Road, East Point Road and Great George Street

Pedestrian Precinct The commencement time of the pedestrian precinct on Lockhart Road (between Cannon

Street and East Point Road), East Point Road and Great George Street (between East Point Road and Paterson Street) will be postponed to 3.00 pm on 17 January 2016 or upon the re-opening of the major roads on Hong Kong Island.

(D) Suspension of Parking Spaces

The on-street parking spaces at the following locations will be suspended from 12.01 am to 3.00 pm on 17 January 2016: (i) Lung King Street; (ii) Expo Drive East (coach parking spaces); (iii) Jaffe Road between Percival Street and Cannon Street; and

(iv) The general pick up / drop-off and loading / unloading area on Lung Wo Road north of Star Ferry Multi-Storey Car Park will be suspended from 11.30 am to 4.00 pm on 17 January 2016.

(E) Closure of the Western Harbour Crossing

The Hong Kong bound tube of the Western Harbour Crossing will be closed from 12.45 am to about 1.00 pm on 17 January 2016 (depending on the actual finishing time of the race and re-opening of all connecting roads). The Kowloon bound tube will maintain open to normal traffic.

KOWLOON (A) Road Closures Phase I: From 12.45 am to about 1.00 pm on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) West Kowloon Highway southbound between Mei Ching Interchange and the Western Harbour Crossing;

(ii) The slip road leading from Lin Cheung Road northbound near Civil Aid Service Headquarters to West Kowloon Highway southbound;

(iii) The slip road leading from Lin Cheung Road southbound near Yau Ma Tei Interchange to West Kowloon Highway southbound;

(iv) The slip road leading from the junction of Hoi Wang Road northbound and Ngo Cheung Road to West Kowloon Highway southbound.

Traffic Diversions:

(i) Vehicles on Lin Cheung Road northbound will be prohibited from turning onto the slip road leading from Lin Cheung Road northbound near Civil Aid Service Headquarters to the West Kowloon Highway southbound;

(ii) Vehicles on Lin Cheung Road southbound will be diverted to the slip road for Tsim Sha Tsui;

(iii) Vehicles on Hoi Wang Road will be prohibited from turning onto the slip road leading to the West Kowloon Highway southbound;

(iv) Vehicles on Ngo Cheung Road westbound will be prohibited from turning onto the slip road leading to West Kowloon Highway southbound; and

(v) Vehicles on Mei Ching Road Roundabout will be prohibited from turning onto the slip road leading to West Kowloon Highway southbound.

Phase II

From 1.40 am to about 9.30 am on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Nathan Road northbound between Austin Road and Salisbury Road; (ii) Nathan Road southbound between Kimberley Road westbound and Middle

Road; (iii) Kimberley Road westbound between Nathan Road and Carnarvon Road; (iv) Granville Road westbound between Nathan Road and Carnarvon Road; (v) Cameron Road eastbound between Nathan Road and Cameron Lane; (vi) Humphreys Avenue; (vii) Mody Road between Nathan Road and Bristol Avenue; (viii) Haiphong Road between Lock Road and Nathan Road; (ix) Peking Road between Lock Road and Nathan Road; (x) Middle Road between Hankow Road and Nathan Road;and (xi) Salisbury Road Underpass westbound near Chatham Road South.

Traffic Diversions:

(i) Vehicles on Nathan Road southbound will be diverted onto Kimberley Road eastbound;

(ii) Vehicles on Salisbury Road will be prohibited from turning onto Nathan Road northbound;

(iii) Vehicles on Carnarvon Road northbound will be prohibited from turning left onto Granville Road westbound and Kimberley Road westbound;

(iv) Vehicles on Haiphong Road eastbound will be diverted to Lock Road southbound; and

(v) Vehicles on Salisbury Road westbound will be prohibited from using Salisbury Road Underpass westbound near Chatham Road South.

Phase III From 3.00 am to about 10.30 am on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) The slip road leading from Lai Po Road eastbound and Lin Cheung Road southbound;

(ii) The slip road leading from Tsing Sha Highway westbound to Lin Cheung Road southbound;

(iii) Lin Cheung Road southbound between Lai Po Road and Hoi Fai Road; (iv) Lin Cheung Road southbound between Tonkin Street West and Yau Ma Tei

Interchange; and (v) Yen Chow Street West westbound between Sham Mong Road and Lin

Cheung Road;

Traffic Diversions: (i) Vehicles on Lai Po Road eastbound will be prohibited from turning left onto

slip road leading to the Lin Cheung Road southbound; (ii) Vehicles on Tsing Sha Highway westbound will be diverted to the slip road

leading from Lin Cheung Road southbound to Cheung Sha Wan; (iii) Vehicles on Tonkin Street West eastbound will be prohibited from turning

right onto Lin Cheung Road southbound to Yau Ma Tei; (iv) Vehicles on Lin Cheung Road southbound will be diverted to the slip road

leading from Lin Cheung Road southbound to Sham Shui Po (near Tonkin Street West);

(v) Vehicles on Tonkin Street West westbound will be prohibited from turning left onto Lin Cheung Road southbound;

(vi) Vehicles on Sham Mong Road northbound will be prohibited from turning left onto Yen Chow Street West eastbound;

(vii) Vehicles on Sham Mong Road southbound will be prohibited from turning right onto Yen Chow Street West westbound; and

(viii) Vehicles on Yen Chow Street West westbound will be prohibited from turning onto slip road leading to Lin Cheung Road southbound.

Phase IV From 4.00 am to about 8.50 am on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Kowloon Park Drive southbound between Canton Road and Salisbury Road; (ii) Ashley Road; (iii) Hankow Road; (iv) Lock Road; (v) Haiphong Road between Canton Road and Lock Road; (vi) Peking Road between Kowloon Park Drive and Lock Road; (vii) Middle Road between Kowloon Park Drive and Hankow Road; (viii) Nathan Road southbound between Salisbury Road and Middle Road; and (ix) Middle Road between Nathan Road and Salisbury Road.

Traffic Diversions:

(i) Vehicles on Canton Road southbound will be prohibited from turning left onto Haiphong Road eastbound;

(ii) Vehicles on Salisbury Road eastbound will be prohibited from turning left onto Hankow Road northbound and Middle Road northbound; and

(iii) Vehicles on Kowloon Park Drive northbound will be prohibited from turning right onto Peking Road eastbound.

Phase V From 4.30 am to about 10.00 am on 17 January 2016 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) The whole section of Argyle Street westbound between Nathan Road and Tong Mi Road, except the following road sections, which will be remained for traffic: - 1st lane of Argyle Street westbound between Portland Street and

Shanghai Street; - 1st lane of Argyle Street westbound between Reclamation Street and

Tong Mi Road; and - 5th lane of Argyle Street westbound between Shanghai Street and

Reclamation Street. (ii) The whole section of Cherry Street westbound between Tong Mi Road and

Lin Cheung Road, except the following road sections, which will be remained for traffic: - 1st lane of Cherry Street westbound between Tong Mi Road and Hoi

Wang Road; - 3rd and 4th lanes of Cherry Street westbound between Hoi Wang Road

and Cherry Street Underpass; and (iii) Lin Cheung Road southbound between Hoi Fai Road Roundabout and West

Kowloon Highway southbound. Traffic Diversions:

(i) Vehicles on Argyle Street westbound will be diverted to turn onto Nathan Road southbound or Nathan Road northbound;

(ii) Vehicles on 1st lane of Argyle Street westbound will be diverted to turn left onto Shanghai Street southbound;

(iii) Vehicles on Shanghai Street southbound will be diverted to turn right onto 5th lane of Argyle Street westbound;

(iv) Vehicles on 1st lane of Argyle Street westbound will be diverted to turn left onto Tong Mi Road southbound;

(v) Vehicles on Tong Mi Road southbound will be diverted to turn left onto Argyle Street eastbound.

(vi) Vehicles on Reclamation Street northbound will be diverted to turn left onto the 1st lane of Argyle Street westbound;

(vii) Vehicles on Tong Mi Road northbound will be diverted to turn left onto Cherry Street westbound;

(viii) Vehicles on Cherry Street westbound will be diverted to turn left onto Hoi Wang Road southbound;

(ix) Vehicles on Hoi Ting Road eastbound will be prohibited from turning left onto Hoi Wang Road northbound;

(x) Vehicles on Hoi Ting Road westbound will be prohibited from turning right onto Hoi Wang Road northbound;
