SERVICES TO STUDENTS W11IIF THEY ARE IN SCHOOL
The Board of Education of theTriValley Central School District recognizes that the provisionofhealthrelated services to students while they are in school is govenred by pertinent sections of the
Education aw and the Public Health Law The Hoard therefore asserts its intent that the requirementsset forth in these and all pertinent statutes and regulations govenring the provision of lrealtlrrelated
services to students while they are in school be followed The Superintendent of Schools shall be
responsible for due compliance by the District with all pertinent statutes regulations and directives
and for assuring the Districts adherence to all procedural requirements set forth herein
Specifically the Board establishes the following
1 Provision of Required Services the District shall establish a procedure for determining whether
a healthrelated service medically necessitated for a student is one that the District is required to
provide eg services that can be provided by a layperson with minimal training and direction or
a health service that a school nurse can provide within the scope ofhis or her nursing practiceThe District shall fiilly explore and to the extent legally permissible shall take advantage of
other sources of fundingeg Medicaid private insurance for the service that is needed in order
for the student to be able to attend school
2 Assurance of Provision of llealthRelated Services by Appropriate Personnel
A Types of HealthRelated Activities
The Board recognizes that the New York State Education Department through guidelinesdeveloped to assist school districts in complying with the law has established three typesofhealthrelated services viz
i Nursing activities that may be performed by registered professional nurses RNs or
licensed practical nurses LPNs under the direction of an RN or a physician and may
not be performed by unlicensed persons
ii Ilealthrelated activities that may be performed by appropriately trained unlicensed
persons following assessment and approval by an RN and
iiiIhealthrelated activities that may under most circumstances be performed byunlicensed persons without the involvement of an RN
B Determination of Appropriate Staff for Performing Specific1IealtlrRelated Activities
i Final determination of whether a studentshealthrelated needs fall into category2Aiii or iii above shall rest with the school nurse who shall be an RN
ii When after an assessment the RN deems that a nursing task is one that may be
delegated to an LYN the RN shall
a develop an individualized plan of care for the student which shall include a
procedure to evaluate revise and discontinue the plan as appropriate and
b develop procedures to assure that the nursing tasks delegated are performed in a
safe manner by persons who are qualified and properly trained which shall include
1 detenmining the ability of the LPN to perform the task to be delegated and
2 the provision of training to the LPN or if necessary a recommendation to the
RNs administrative supervisor that the District secure the necessary training for
the LPN
C Determination ofSelfDirectedness
It shall be the responsibility of the RN to determine whether a student is selfdirected so
that certain healthrelated tasks in particular assisting in the administration of medication
may properly be assigned to unlicensed persons by District administrators Consistent with
hisher professional status and Judgment the RN in making this determination shall
consider the criteria set forth in the attached administrative regulation Guidelines for the
Administration of Medication to Students Whether such a detennination is called for the
RN shall document hisher determination of the students status as selfdirected
D In an emergency situation such an anaphylactic reaction any staff member may render
first aid andor assist the student with his or her medication The Board recognizes that
Good Samaritan statutes protect unlicensed persons who respond to a health or safetyemergency from civil or criminal liability
3 Training of Unlicensed Persons Performing I lealthRelated Services
In those cases where after conducting an assessment the RN concludes that a task within a
healthrelated activity can properly be performed by an unlicensed person then the RN shall
A define or describe the task in adequate detail
B recommend to the appropriate District administrator the type and extent ofnonnursingtraining that the unlicensed person shall be required to perform task described
C provide said training to the extent practicable or recommend suitable trainers or programs
for the training of said unlicensed person
D determine periodically on such schedule as the RN shall in hisher professional judgmentdeem most appropriate that the healthrelated activity so delegated continues to be
appropriate for the student that the delegation remains appropriate and the service is beingdelivered in accordance with the established plan of care for the student and
E provide training for unlicensed personnel who may foresecably be called upon to respondto an emergency situation for example to administer an EPIPEN injection to a student
with a known severe allergic condition
4 Summary of Duties of the School Nurse RN
Certain specific duties of the school nurse have been enumerated above The general duties of
the school nurse within which these enumerated duties shall be deemed to fall are recognizedby the Hoard and shall be understood by the District administrative personnel to comprise
A Responsibility for determining whether the healthrelated activity needed by a child is
i within the scope of nursing practice and may therefore only be performed by a licensed
person RN or LPN or
ii such as may be performed by an unlicensed person including an emergency response
B Responsibility for oversight and monitoring of all legally required nursing tasks
C Responsibility for determining prior to delegation the training required to enable the LPN
to perform safely any assigned nursing tasks or the unlicensed person to perform safely any
healthrelated activities that are not deemed nursing tasks including an emergency
response and
D Periodic determination that healthrelated activities continue to be appropriate and are
being delivered in accordance with the students plan of care
5 Students Who Carry and SelfAdminister Medication
A Pursuant to Education Law Section 916 the Board shall allow students who have been
diagnosed with a severe asthmatic condition to carry and use a prescribed inhaler duringthe day upon receipt of a SelfMedication Release Porn signed by the students
parentguardian and physician
B Other selfdirected students may also be permitted to cagy and selfadminister medicationin accordance with the attached administrative regulation Guidelines for Students to
Carry and SelfAdminister Medication
ADMINISTRATIVE REGULATIONS GUIDEIINES FOR ADMINISTRATION OF
MEDICATION TO STUDENTS
I Medications will be administered in school only if a Parent and Prescribers Authorization to
Administer Medication in School farm completed by both the studentsparentguardian and
licensed health care prescriber has been submitted to the school nurse copy attached
2 Parentsguardians and the licensed health care prescriber are encouraged to set a regimen that
allows the administration of medication outside of the school whenever possible
3 If medications are to be administered in school the school nurse is responsible for managing and
supenising this function
4 Unlicensed school personnel may assist in thenonemergency administration of medication only
when the student isselfdirected and when the unlicensed school personnel has received from
the school nursing personnel the training and supervision needed to perform these tasks in a safe
and effective manner
5 Where appropriate the school nurse will encourage students to become selfdirected in the
administration of their medication To be considered selfdirected the school nurse should
consider the students cognitive andor emotional development rather than age or bade
including age of reason and any mentalemotional disability A student xnay be considered self
directed if he or she consistently is able to do all of the following
Identify the correct medication eg color shape
Identify the purpose of the medication eg to improve attention
Determine that the correct dosage is being administered eg one pill
Identify the time the medication is needed during the school dayeg lunch time
beforeafter lunchDescribe what will happen if medication is not taken eg unable to complete school
work and
Refuse to take medication if the student has any concerns about its appropriateness
The school nurse should document her determination that a student is or is not selfdirected A
form which shall be used for this purpose is attached
6 If pupils are away from school the following procedures will be followed
a Notices of field trips or other times when students will be away from the school building
will be provided to the school nurse by the classroom teacher or teacher responsible for the
trip at least four 4 weeks prior to the event Included are walking field trips during
which students will be off school grounds without direct access to the school nurse
b The school nurse will check the class roster to determine if any pupils will require
medications and will discuss any such requirements with the teacher
C For students who are notselfdirected the school nurse will contact the parentguardian to
detennine
I The parentsguardians ability to attend the activity and administer the medication or
2 Whether the parentsguardians designee who is not employed by the school will
attend the event or trip and voluntarily will administer the medication
parentsguardians authorization must be in writing OR
Whether the studentshealth care provider may be consulted in order to have the
medication time adjusted or the dose eliminated

This form does not supplant any other documentation or authorization that may be required in orderfor this student to receive medication in school
In order to graduate from TriValley Central School District a student must complete or mayexceed the requirements set forth in Part 100 of the Commissioners Regulations The Board ofEducation reserves the right to establish requirements for graduation which exceed the minimumstandards as defined by the New York State Regents All students must be in compliance withCommissioners Regulations for graduation in achieving a minimum of a Regents diploma unlessotherwise indicated
Regents Diploma with Honors
The District may award a Regents diploma with honors to students who receive an average ofninety percent 90 in all Regents examinations required for the honors diploma These exams
include mathematics science US History government and global history and geography Thishonors diploma may also be given to a student who has substituted no more than two 2 alternativeassessments for a Regents examination as approved by Commissioners Regulations Section 1002fHowever the students actual score on the substituted alternative assessment will not be factored intothe ninety percent 90 calculation
Regents Diplomas with Advanced Designation with Honors
The District may award a Regents diploma with advanced designation with honors A studentneeds to have an average score of ninety percent 90 on all Regents examinations required for theadvanced diploma These Regents examinations are ELA two or three mathematics two sciencesone in physical sciencethe other in life science US History and Government Global History and
Geography and languages other than English LOTE
Early Graduation
Upon request from the studentsparentguardian a student shall be eligible for early graduationin fewer than eight 8 semesters upon completion of all requirements for graduation excludingphysical education as mandated by Commissioners Regulations A student shall not be required tocontinue enrollment for the sole purpose of completing physical education requirements
Accelerated Programs
Eighth Grade Acceleration for Diploma Credits
Individual eighth grade students only may be afforded the opportunity to take high schoolcourses in mathematics and in at the least one of the following areas English social studies languagesother than English art music career and technical education subjects or science courses TheSuperintendent or hisher designee is responsible for determining that an eighth grade student is
eligible to take high school courses The District shall utilize a set of criteria to determine each
students readiness for acceleration Students who are accelerated for diploma credit must have beenprovided instruction designed to facilitate their attainment of by the end of Grade 7 the Stateintermediate learning standards in each subject area in which they are accelerated
Advanced Placement
Advanced Placement AP examinations are administered by the College Board with strictguidelines as to its implementation A national standardized arduous examination is administered bythe College Board in May of each year for a great variety of courses in various subject areas Inaddition to entering a universe of knowledge that might otherwise remain unexplored in high schoolAdvance Placement examinations afford students the opportunity to earn credit or advanced standingin most of the nations colleges and universities The District shall utilize a set of criteria to determinea students readiness for enrollment in the Advance Placement classes

rewards students for taking the most challenging academic course work possible A students class

Class Rank Computation
Grades for all academic subjects will be utilized for the computation of class rank A weightingsystem will be applied to courses that lead to a Regents examination honors strand courses courses

Students who transfer to TriValley from school districts that use letter grades will have
individual course grades converted to numbers utilizing the following conversion table Students
coming from schools that use a numerical system with 65 percent as passing will have grades from 65
69 percent converted to 70 percent To be considered for valedictorian or salutatorian a transferstudent must be in attendance fulltime for two and one half years at TriValley School prior to
graduation TriValley students who are involved in a study abroad program are not consideredtransfer students

Challenging Courses for Credit
Students may elect with prior approval of the High School Principal to challenge up to 6 2units of study These courses will be graded as passfail and will not be utilized in the calculation of
the grade point average
PassFail
A student may take one credit of an elective or bandchorus per year passfail This decision
should be made within the dropadd period of the course and cannot be done retroactively Passfail
courses will not be counted in the class rank
Early College Admissions
Students who elect to take some or all of their college courses off theTriValley campus will not
have such course grades averaged into their cumulative grade point average but will be ranked
College courses taken off our campus for dual high school and college credit will be noted on the
transcript as passfail
Early Graduation
The cumulative grade point average of those students who satisfy their graduation requirementsin less than eight semesters of high school study will be computed and the student will be assigned a
class rank designation as described above Students who qualify for early graduation shall not be
discriminated against in the assignment of class rank or in the consideration of valedictorian or
salutatorian However an early graduate will not replace the ranked position of a member of the
original graduating class but will be assignedcovaledictorian orcosalutatorian status if so earned
Valedictorian and Salutatorian
At the end of the first semester second marking period of the senior year final weightedaverages will be reviewed to determine the valedictorian and salutatorian Averages will be calculated
to the tenth decimal place In the event of ties all students will be designated as valedictorians or
salutatorians respectively Shouldcovaledictorians be named the next ranked individuals will be
designated salutatorians

The policy and procedure on CLASS RANK will be disseminated to appropriate school officials
Individual students class standing will be made available to the student in September of their senior

RESOLVED that the Board of Education of the TriValley Central School
District is hereby authorized to undertake certain capital improvementsconsisting of addition to construction and reconstruction of the roof of the Tri
Valley Main Building High School and the acquisition of certain originalfurnishings equipment and apparatus and other incidental improvementsrequired in connection therewith for such construction and school use all at an
estimated maximum aggregate const of 350000 and to appropriate encumberand expend existing and unexpended capital funds from the Elementary School
Roof Project therefor and it is further
RESOLVED that the Board of Education directs the District Clerk to placea proposition to approve the Resolution authorizing a capital construction projectfor High School Roof replacement and repair as described above on the ballot
at its Annual Meeting to be held on May 15 2012
