More than a 72 petent tumout of2.2 million registered voters hadbeen expected, election offrcialssaid. A record number of absenteevotes was cast - nearly 78,000.

Both Duke and Edwards had triedto convince voters they had re-formed, abandoned their past andatoned for earlier indiscretions.

The campaign, with its explosiveracial and political implications, drew attention around the world -and sent ripples of fear throughoutttre nation, especially among blacks,Jews and Republicans.

Bush and other national politicalleaders of both parties denouncedDuke, as did Louisiana's business, labor and political establishment. But some political experts, gaugngthe disenchantment of Louisiana'svoters, said those denunciations onlyhelped Duke's cause.

For a state with a long history ofbizarre gubernatorial candidates, from a deranged hillbilly to a low-budget movie star to a renowned dic-tator, this race of ex-Klansman vs.ex-power broker was as colorful andcontroversial as any.

Obaervers said it polarized thepopilation, exposed a political faultline with national repercussions, andpitted black against white and urbanagainst rural.

Hotels and restaurants pleadedwith employees that a Duke electionwould ruin tourism, and sports lead-ers wamed of losing major events.

Duke said the predictions of eco-nomic doom were scare tactics, andhe criticized the news media for

A study will soon be under way toplan for housing improvements inthe Sunnyside area in preparationfor applying for a state gant to payfor them.

Staunton will seek a VirginiaCommunity Development BlockGrant to pay for improvements inthe Sunnyside area and has receiveda $15,720 state planning grant to bet-ter prepare information as part ofthis application process. There is nolocal match required for ttre plan-ning grant.

City Council authorized signing ofthe contract for ttre planning gant atits meeting Thursday. Planninggants, according to Sharon E. An-gle, the city's director of Planning, are intended to ensure state CDBGfunds are spent more efficiently withpotential projects carefully plannedprior to investment of constructiondollars by the state.

The trend now, Ms. Angle ex-plained at an earlier council meeting,is to go through this process so locali-ties are immediately ready to beginthe projects if grant dollPrs areawarded.

The city applied for a CDBG inMarch for improvements in the Lo-cust Avenue area but it was deniedby the state.

The Locust Avenue grant wouldhave funded water and sewer im-provements but wasn't funded, ac-cording to Ms. Angle, due to tle lownumber of people in that neighbor-hood without any service. Twohouseholds in that area were identi-fied as compared with 85 homeswithout sewer service in an AugustaCounty's CDBG application and 61in one submitted by Bath County.Out of 68 applications filed with thestate, Staunton ranked 60th, eventhough the two households had noindoor flumbing and utilize pit priv-ies.
