STANDING RULES

The District Superintendent shall appoint all committees.

Thursday afternoon of our District Camp Meeting shall be devoted to the interest of Foreign Missions.

A Bible School service shall be conducted the last Sunday afternoon of our District Camp Meeting.

The first nine rows of seats and forward shall constitute the Conference bar.

PROCEEDINGS

First Day—Thursday, July 23, 1942—Afternoon Meeting

The twenty-ninth Annual Session of the Pennsylvania and New Jersey District Conference of the Pilgrim Holiness Church convened at 1:30 p. m., in the auditorium on the campus of the Allentown Bible Institute, Allentown, Pa.

The Conference was called to order by the District Superintendent, Rev. R. G. Flexon. The members of the Conference joined in singing, "The Com-forter has Come!" and "'Tis Burning in My Soul" led by Rev. W. E. Schalten-brand with Mrs. E. Liden Adams at the piano. The Conference was led in a season of prayer by Rev. Mrs. Bessie Hatcher and Rev. David Gorman. While still bowing before the Lord, the chorus, "Where He Leads Me" was sung with feeling. "Onward, Christian Soldiers!" was sung with the Conference standing.

The District Superintendent made brief remarks of appreciation for the privilege of meeting in the newly constructed, but yet unfinished auditorium, whereupon he introduced Rev. W. L. Surbrook, the General Superintendent, and asked him to preside over the Conference.

The General Superintendent spoke briefly with reference to the place provided for the meeting of the Conference. He read a Scripture from I Peter 5, basing his remarks upon the second verse. He admonished the Conference with special reference to ministerial responsibilities which he divided into three classes: Devotions, Doctrine, Duties. In brief he declared, "that to feed the flock of God, one must keep well-fed. You cannot impart to others spiritually what you do not yourself possess. One will not progress spiritually above the doctrines he believes. As Pilgrim ministers, we are out to preach salvation, heart purity, and holiness. In our teaching and preaching be sure you have Scripture for what you say." He admonished all ministers further, "Live your convictions, but preach the Word." He closed with the declaration that we need to take more time to indoctrinate our people.

The secretary called the roll of ministerial and lay delegates.

The Conference bar was fixed to include the first nine rows of seats across the auditorium.

By motion the time for meals was set for 7:00 a. m. breakfast; 12:00 noon dinner; 5:30 supper.

The hours for the meetings were set at 9:00-11:30 a. m.; 2:00-5:00 p. m.; 7:00-9:00 p:m.

The District Superintendent read his annual report. It was accepted by motion with gratitude and appreciation.

The District Statistician was instructed by motion to post his report in a conspicuous place for the benefit of all who wished to examine it. An offering was taken from the floor in appreciation for his services.

The following ministers were introduced to the Conference by the District Superintendent: Marlin Rain and Homer J. Ham, both received by transfer from God's Missionary Church; and George Puffenbarger, received by transfer from the Virginia District.

By motion the transfer for each of the ministers was ratified.

Rev, and Mrs. Russell W. Lutz, ordained ministers who labored in the Home Missionary Districts of the southwest for several years, were introduced to the Conference and received by motion as members of the District.

The District Superintendent reported the organization of two new churches, one at Elizabethville, Pa., and another at Bridgeton, N. J. Both were accepted by motion.

The Superintendent reported orally on Home Missionary projects and activities at Williamstown, White Deer, Frackville, Tamaqua, and Rome—all in Pennsylvania. He reported the acquisition of a complete lot of equipment, tent ,seats, wiring, organ, and other incidental equipment for Home Missionary use. His report was received by motion.

Mr. Claude J. McCallum and Rev. Harry Daniels were introduced to the Conference.

Edward Shemelia and James Flexon, local preachers now pastoring regu-larly organized churches, were by motion granted a seat within the Confer-ence bar.

The meeting was recessed by motion until 7:00 p. m.

The closing prayer was offered by the District Superintendent.

Evening Meeting

The evening meeting was called to order at 7:00 p. m. with a song service led by Rev. J. Artemas Byrd. "All for Jesus," "When We All Get to Heaven," and "Leaning on the Everlasting Arms" were sung in good spirit. Mrs. Robert F. Finch was at the piano.

Rev. H. E. Uhrig read a Scripture lesson from the second chapter of Titus. Rev. S. Lewis Adams led the Conference in prayer.

The Ways and Means Committee read Resolutions #1 and #2.

Resolution #1 was adopted by motion.

It was moved and seconded to adopt Resolution #2.

It was moved and seconded to substitute the following for Resolution #2. Motion carried.

"Since the Allentown Bible Institute is erecting an auditorium on the Campus,

RESOLVED, That this Conference recommend that the local churches pay the equivalent of a "Penny-a-Day per Member" through the local church treasurer to the District Treasurer toward the expense of this project."

The time was extended by motion until the business in hand be completed.

It was moved and seconded that the substitute motion be referred to the Committee for redrafting. Motion carried.

By motion the time was extended until 10:00 o'clock.

Ways and Means Resolution #3 was read.

The Auditing Committee reported the following books correct and accept-able: District Treasurer's, General Conference Sinking Fund, and Young People's District Treasurer.

The District Treasurer read his report. It was accepted by motion.

The District Treasurer reported on the General Conference Sinking Fund. The report was accepted by motion.

The District Treasurer reported the itemized disbursements from the Home Missionary Fund. This report was accepted by motion.

The Treasurer of the District Young People's Society reported. His report was accepted by motion.

It was moved and seconded to rescind Resolution #9, page 23, of the 1941 Minutes. Motion carried.

The Ways and Means Committee Resolution #3 was presented again. It was moved and seconded to adopt. The motion carried.

The Ham Brothers sang several songs in the Pennsylvania Dutch dialect to the delight of the Conference.

The meeting was adjourned by motion.

The closing prayer was offered by the District Secretary.

Second Day—Friday, July 24, 1942—Morning Meeting

The Conference was called to order by the chairman at 9:00 a. m.

Rev. J. Artemas Byrd led the Conference in singing, "Amazing Grace," "Sitting at the Feet of Jesus," and "Jesus Keep Me as I Go."

Prayer was offered by Rev. Thomas Ferguson.

The General Superintendent delivered a forceful message to the ministers. The message was on pastoral theology and the ethics of ministerial life.

The Secretary called the roll and received pledges for new subscriptions and renewals to the Pilgrim Holiness Advocate. The total number pledged for the current Conference year was 787.

The Ways and Means Committee reported Resolution #4 which had been referred to them in the previous meeting for redrafting. It was moved and seconded to adopt and the motion carried by unanimous vote.

Resolution #5 was presented and adopted by motion.

Resolution #6 was read and by motion it was adopted.

By motion the order of the day was set for the afternoon meeting as the election of officers following the report from the Examining Board.

By motion the Conference recessed until 2:00 p. m.

The closing prayer was offered by the District Superintendent.

Afternoon Meeting

The Conference convened at 2:00 p. m. Rev. Mrs. W. E. Schaltenbrand led the singing of "All the Way My Savior Leads Me" and "The Blood Will Never Lose Its Power." Rev. Raymond Simpson offered the prayer.

The Assistant Superintendent, Rev. Robert H. Heckart read a Scripture lesson from Colossians 3:1-17.

The Examining Board reported their recommendations which were ratified by the District Council as follows:

For Ordination: J. Arthur Depew, Leonard W. Leitzel, George W. Puffen-barger, J. L. Johnson, and William Welch.

For Renewal of District License: Mrs. Grant 11. Bertolet, Mrs. W. F. Bubb, Mrs. W. E. Schaltenbrand, William C. Bloom, Harold R. Crosser, James Heise, Oliver G. Holderi, J. H. Mease, Edwin S. Stetser, Paul E. Uhrig, J. E. Wolfe, and Catherine Palsgrove.

For District License, First Year: Edward J. Shemelia, James Flexon, Marlin Rain, Homer J. Ham, Verino G. Gattone, Harry J. Daniels, and Floyd F. Fehr.

For Renewal of Song Evangelist License: Ward F. Printz.

For Renewal of Deaconess License: Alice Spatz.

For Deaconess License, First Year: Mrs. Esther G. Hibshman.

The report was accepted by motion.

The orders of the day being election of officers, the District Superintendent appointed the tellers: J. Franklin Lint, Leonard W. Leitzel, J. Artemas Byrd, J. Arthur Depew, and Russell D. Gunsalus.

On the first ballot cast for the office of District Superintendent, Rev. R. G. Flexon was elected to succeed himself by 75 votes.

On the first ballot cast for Assistant Superintendent there was no election.

A motion carried to vote for one of the two persons receiving the highest

number of votes on the first ballot: Rev. Robert H. Heckart and Rev. H. E. Uhrig who received 42 and 29 votes respectively.

The second ballot cast resulted in the election of Rev. H. E. Uhrig to the office of Assistant District Superintendent with 49 votes.

On the first ballot cast for District Secretary, Rev. Harold D. Dieter was elected with 68 votes.

On the first ballot cast for District Treasurer, Rev. W. R. Fitch was elected to succeed himself with 72 votes.

It was moved and seconded that in the balloting for two ministerial advisory members of the District Council two names be placed on the ballot.

The first ballot cast for ministerial members to the District Council showed no election.

A motion prevailed to vote for two from the four names receiving the highest number of votes as ministerial members to the District Council: Robert H. Heckart 46, Frank H. Schweitzer 25, Walter F. Bubb 41, II. A. Saneholtz 16.

The second ballot resulted in the election of Rev. Robert H. Heckart with 70 votes and Walter F. Bubb with 57.

On the first ballot cast for a laymember on the District Council, Irvin Crissinger was elected receiving 72 votes.

On the first ballot cast to fill the vacancy on the Examining Board, Frank H. Schweitzer was elected to succeed himself receiving 57 votes.

The first ballot was cast to fill the vacancy on the District Trustee Board reelecting M. E. Kleppinger with 78 votes for a term of seven years.

The secretary called' the roll of churches to determine the number of Con-ference minutes needed in each church.

A motion prevailed to set the price of the minutes at 25c each, the District Council being instructed also by this motion to set the number of copies to be printed.

The District Superintendent appointed the committees for the ensuing year as follows:

Resolutions: C. F. Kresge, Raymond Hoffman, C. Jay Reiff, J. A. Ganga-ware, and Irvin Kratzer; Ways and Means: R. W. Ives, Raymond Simpson, William Munson, J. Franklin Lint, and E. Liden Adams; Auditing: W. E. Schaltenbrand, William Welch, and E. E. Hostetter; Equalization of Carfare: Alexander Passmore, G. Frederick Bertolet, Leonard W. Leitzel; Publicity: Robert H. Heckart; Reception: Russell D. Gunsalus, Robert F. Finch; Editing: Harold D. Dieter; Statistician: J. Artemas Byrd.

A motion to discontinue the equalization of carfare for Conference mem-bers was tabled.

The Conference adjourned by motion until 7:00 p. m.

The closing prayer was offered by Rev. H. E. Uhrig, the newly elected Assistant District Superintendent.

Evening Meeting

The Conference was called to order with a spirited song service with Rev. R. W. Ives leading the singing of "The Lily of the Valley" and "In the New Jerusalem." Prayer was offered by Rev. Frank H. Schweitzer after which the hymn, "There is a Fountain" was sung.

By motion the roll call was dispensed with.

Motion prevailed authorizing the District Council to approve the minutes of the Conference.

At this point an Ordination Service was conducted for a class of five candidates: William Welch, J. L. Johnson, Leonard W. Leitzel, J. Arthur Depew, and George W. Puffenbarger.

The service opened with the song, "A Charge To Keep I Have." Rev. Robert H. Heckart led in prayer after which the District Secretary read from Titus 2:1-11. Rev. H. E. Uhrig read II Timothy 4:1-8. The District Super-intendent read I Timothy 5:1-13. The General Superintendent, Rev. W. L. Surbrook spoke with fervor on the important duties of the office of a minister. He spoke of its prerogatives and its responsibilities admonishing the candi-dates to lives of holiness, humility and faithfulness to the cause and to God.

The General Superintendent administered The Charge to the candidates individually upon which he presented them with the credentials of the office of ordination in the church.

It was moved and seconded that we hold our District Camp Meeting on the Allentown Bible Institute campus and that the Annual District Conference follow the camp meeting in 1943. The District Council was authorized to set the time for the same. Motion carried.

The date for the camp meeting is July 9-18. District Conference, July 19-20.

By motion the Council was authorized by the Conference to make a special appeal to the churches any time during the Conference year to meet deficits which might develop in the District Expense Fund.

A motion prevailed authorizing the District Council to provide stationery for the Executive Officials of the District.

Resolution Committee presented Resolution #1.

It was adopted by a rising vote of appreciation.

Resolution #2 was adopted by a motion and a rising vote of appreciation.

The appointment by the Council of the members of the Home Missionary Committee was ratified: Raymond Hoffman, C. F. Kresge, and Alexander Passmore.

The District Council was authorized to take care of any business which may have been overlooked by the Conference.

A report of the District Council and the Zone Leaders for the various zones in the District was accepted: Rev. Robert H. Heckart, Executive Secretary of the Young People; J. Franklin Lint, New Jersey; G. Frederick Bertolet, Eastern; Leonard W. Leitzel, Central; and J. A. Byrd, Western. J. A. Byrd also appointed District Treasurer of the Young People.

The Conference joined in singing, "Blest Be the Tie That Binds."

Meeting adjourned by motion.

Prayer was offered by the District Treasurer, W. R. Fitch.

The minutes for July 24 morning, afternoon and evening meetings were read and approved by the District Council in a meeting held 10:00 p. m. the same day.

DISTRICT SUPERINTENDENT'S REPORT

To the District Conference of the Pennsylvania and New Jersey District of the Pilgrim Holiness Church, greetings!

We are no doubt living in the most momentous days in the history of our world. During the past year our own country has entered a war which will bring about national and international changes that will no doubt revise our way of living. The church has been and will be affected by it in many ways. Many of our young men will be called to the colors. Our people employed in defense work will be greatly hindered in their spiritual activities. There will possibly be more empty pews in our churches, and smaller numbers of people will have to carry the responsibility and keep up the spiritual life. Before the world conflict ends there may be darker days for the church but we cannot lessen our efforts but must occupy until He comes. He has promised us final victory for He has declared He will build His church and the gates of hell shall not prevail against it.

I believe the past year has been one of the best in every way for this District since I have been connected with it. The spiritual advancement has been very gratifying. I believe our people generally have deepened in God. A spirit of unity exists such as I have not seen before. Financially we have gone beyond anything in the history of the District. Numerically we could wish for greater advancement; however, as a District we are holding strictly to the standards of the church as set forth by its founders and endeavor to keep our church membership rolls clean of inactive and undesirable members.

During the past year I have preached 310 times, held seven revival meet-ings, eleven week-end conventions of from three to five days in length, ten missionary conventions in which altogether we had fifty services, dedicated four church buildings, visited our mission fields of Mexico, written an article a month for the Advocate and an article a month for the American Holiness Journal. the home missionary work of the District, given time to general church work such as attending General Board Meetings, Executive Council Meetings, Foreign Missionary Committee Meetings, Bible School Board Meetings, and the General Conference. I have served on several committees of investigation and carried out the instructions of the District Council relative to many matters which the Council can tell you has taken much time this year. I have visited each church in the District twice during the year and a number of them several times, have annointed 25 for healing, ordained fifteen young people either to the ministry or as deaconesses, visited and prayed in 118 homes, have written about 1200 official letters and 400 post cards, traveled approximately 43,000 miles and have seen 1,326 souls seeking God.

For my labors I have received from all sources including gifts and dona-tions, $3,419.46, from the churches on my traveling expenses $656.20. I have paid out for traveling expenses $861.66.

GENERAL RESOLUTIONS

1. WHEREAS, Our General Superintendent, Rev. W. L. Surbrook has so ably presided over our District Conference, be it therefore,

RESOLVED, That we extend to him a rising vote of thanks for his pre- sence and wise counsel. No. 1, 1942.

2. WHEREAS, Our District Superintendent, Rev. R. G. Flexon has worked so faithfully during the past year in the work of the District, be it therefore,

RESOLVED, That we extend to him a hearty vote of thanks for his Un- tiring labors. No. 2, 1942.

3. RESOLVED, That we authorize the District Council to appoint a com-mittee of three who are not members of the District Council, if possible, to serve as a Home Missionary Committee. Said committee shall make reports to the District Council at their meetings and also to the Annual Conference. The committee shall cooperate with the District Council and the District Superintendent shall be the chairman. No. 1, 1939.

4. RESOLVED, That we elect one advisory member to the District Council from among the men in our laity, and that this person be elected from nominations made from the Conference floor of such men as may be deemed properly qualified for said advisory position. No. 4, 1939.

5. RESOLVED, That we require each licensed minister, unless excused by the Examining Board by virtue of a course or courses completed which meet the requirements of the Pilgrim Holiness Manual, to enroll at once with one of our Bible Schools for correspondence studies in the Licensed Minister's course. No. 3, 1937.

6. RESOLVED, That each church place a bulletin board in a suitable place with the name of the church and the name and address of the pastor.

No. 10, 1935.

7. WHEREAS, Some local congregations have failed to provide their pastors with salary on camp meeting Sundays; be it

RESOLVED, That we urge our people to bring their tithes to the local church treasurer during the Camp and Conference period and that he remun- erate the pastor accordingly. No. 2, 1935.

8. WHEREAS, We have our statistics published annually in the minutes; be it

RESOLVED, That the reading of the same be omitted in our Annual Conference, and that each minister be allowed not more than three minutes in which to give an oral report of the work in which he has been engaged.

9. RESOLVED, That each of our churches designate one day or evening of each month as "Donation Day" for the pastor; and be it

RESOLVED, That the delegates of our churches present this action to our local church boards. No. 11, 1933.

10. RESOLVED, That no church shall send the pastor's wife as a delegate to the Annual Conference if at all possible to send another member of the church. No. 14, 1933.

11. WHEREAS, There has been in the past, dissatisfaction between some churches because of receiving members in their churches who have been dis-missed from other Pilgrim Holiness Churches for breach of covenant; be it

RESOLVED, That no church board be allowed to receive such into the local church as a member or use same in their meetings, except they repent and adjust matters with the church or people they have wronged. No. 7, 1930.

2. RESOLVED, That each church bring an offering of not less than one dollar a day per person to the District Conference to provide entertainment for the pastor and delegate or delegates, and

RESOLVED, That each unstationed ordained and licensed minister and each ordained and licensed deaconess be required to pay one dollar per day for his or her entertainment while at the Conference. No. 2, 1942.

3. WHEREAS, The Allentown Bible Institute has erected such a beauti-ful and commodious building to be used by the Pennsylvania and New Jersey District for their camp meetings, and

WHEREAS, The school authorities have already submitted to the local churches of our District a plan asking them to raise the equivalent of one penny per member per day for tIe ensuing year, and

WHEREAS, We consider such a plan as workable, therefore, be it

RESOLVED, That we as a District Conference go on record as favoring such a plan pledging to it our wholehearted support and request that our churches make a special effort to do the same. No. 3, 1942.

4. RESOLVED, (1) That we require our ministers who are actively en-gaged to pay 50% of their tithe received from ministerial work through the local treasurer to the District Treasurer for the support of the District Superinten-dent, and

(2) That each pastor shall raise an offering upon the visit of the Super-intendent for his expenses and that the rent, telephone, postage and telegrams shall be paid from the District Treasury. No. 4, 1942.

5. WHEREAS, A general gift of $500.00 has been received by the District Council with which to establish a fund from which loans may be made to new and needy churches, be it

RESOLVED, That we create a fund to be known as the Church Building Loan Fund. The fund is to be held in trust by the District Council, and

That 5% of the total Home Missionary Offerings be appropriated by the District Treasurer to the increase of said Church Building Loan Fund.

Loans can be made from said fund by the Council to congregations en-deavoring to erect new church buildings, but only after a thorough investi-gation of the financial status of the congregation by the Council.

When a loan is granted, the congregation to which the loan is made shall give a note to the District Treasurer signed by the local trustees.

The principal shall be paid back in installments, with interest at 5% in advance, monthly, except that the minimum charge for interest shall not be

less than 50c per month. The amount of the monthly installments shall be determined by the District Council.

In the event that a congregation which has made a loan according to this plan, fails to meet its installments for a period of three months, its financial standing shall be investigated by the District Council. No. 5, 1942.

6. RESOLVED, That 7% of the total church receipts, excepting General Budget, money for indebtedness, Building Fund, Sunday School, Young People's Society Funds, and Special Funds raised for the departments covered by the District Budget, be paid monthly to the District Treasurer to be apportioned by him as follows: 50% Bible School, 20% Home Missions, and 30% District Expense. No. 5, 1941.

7. WHEREAS, The General Board has ruled that each church should raise a minimum of one dollar per member for General Budget and all Foreign Missionary money to be raised separately; be it

RESOLVED, That each local church divide its apportionment: one-third for General Budget and two-thirds for Foreign Missions. All money raised for general work above the apportionments may be designated as the local church desires. If for any reason a local church does not divide its apportion-ment according to above specifications the District Treasurer is hereby author- ized to divide the same. No. 4, 1937.

8. RESOLVED, (1) That the carfares be equalized on the basis of 11/2 (one and one-half) cents per mile, using road mileage; such mileage to be worked out by the Committee on Equalization using official American Automobile Association maps and information to determine shortest routes over paved main and connecting highways; and

(2) That the mileage thus determined shall be put on permanent record, such record to be used as a basis of equalization from year to year, and

(3) That the Committee from year to year shall determine the mileage of the new churches in the same manner and from the same sources of infor- mation. No. 5, 1935.

A TRIBUTE TO OUR FOREIGN MISSIONARIES

Those members of our District Conference who are faithfully laboring for God and souls in the dark heathen lands need our prayers and continued support.

With a global war raging and spreading into almost every country and every province makes foreign missionary work a doubly hazardous undertaking.

The Pennsylvania and New Jersey District Conference is justly proud to make special mention of those of her number who have braved the storm of a three-year war and stood by in far away places.

Rev. L. C. Hues in South America, Sister Hues just returned safely after a long term in active service. We were privileged to have her present in our Conference. Rev, and Mrs. R. R. Miller whose furlough is long overdue in South Africa. (Since the Conference Rev. L. C. Hiles has arrived safely in the States. Ed. Note.)

There in these dark places, far from home, they labor for the Master. Patiently they wait. We pray God's best upon them and ask for His protection for each of them in all of their labors.

When this terrible war shall have ceased we hope to see them again. In the meantime may God be their Buckler and their Shield.
