Sunday, June 12, 2011 - STAR - Tel:- 804-4900 & 626-8822 VACANCY NOTICE SAN IGNACIO TOWN, Cayo, Tuesday, June 7, 2011: Five days after escaping from the courtroom in San Ignacio, Mark Burrowes, 20, was captured whilst “chilling out” in Dangriga Town. He saw the opportunity and bolted out of the courtroom to freedom on June 1 whilst awaiting trial on charges of robbery and aggravated assault with a machete committed on April 13, 2011. It took police almost 50 days to capture him on these charged and within one day of being captured on May 31, he was gone again, escaping from the courtroom on June 1. This time however, five days later, he was back inside the long arms of the law captured by alert policemen in Dangriga Town. Despite the APB (All Points Bulletin) issued by San Ignacio Police shortly after he escaped from the courtroom, Dangriga police informed that they actually became aware of Mark Burrowes’ escape by way of last week’s edition of the STAR Newspaper. It was around 10:00 am on Monday, June 6, when a team of SAN IGNACIO TOWN, Thursday, June 9, 2011: A male US national is today in police custody awaiting charges for being in possession of excess ammunition and a contraption suspected to be used for marijuana smoking. Armed with a warrant to search for drugs, at around 9:00 am on Wednesday, June 8, a team of policemen arrived at the Unitedville residence of Hilary Wade Delmar, 59, American, retired mechanic, to search his house for drugs. Delmar was home alone when the police arrived. During the search police came upon a single action, Baikah brand, 20 gauge The Accused Hilary Wade Delmar, 59 shotgun with serial number 08003771 along with fifty four 20 gauge cartridges. Upon request, Delmar promptly produced a valid license for the shotgun but upon close inspection it was determined that he was in violation of the legal limit of 50 rounds of ammunition as prescribed by the license. While the search yielded no drugs, police found, inside a bedroom, a glass contraption suspected to be used to smoke weed. Delmar was detained and transported to the San Ignacio Police station where is currently held as he awaits formal charges for the excess ammunition and suspected weed pipe. He is scheduled to appear in court on Friday, June 10 to answer to the two charges. The Salutatory Address was

delivered by Narwah Shuratfollowed by Remarks by theschool’s Principal, Mr. IsmaelRequena. The Valedictory Ad-dress was delivered by the topgraduate, Shashaye Mendoza. The program continued withthe introduction of the GuestSpeaker by graduate, SamanthaMcCord after which theGuest Speaker Alberto August,Publisher of the STAR Newspa-per was invited to address theClass of 2011 (the address, inits entirety, is published on page6). The Guest Speaker was theninvited to remain on stage forthe presentation of Diploma,Certificates and Awards. The customary ceremonialTorch of Learning was passed onby a group students from theClass of 2011 and receivedby some of the students thatwill be comprising next year’sgraduating Class of 2012. The program continuedwith the Vote of Thanksdelivered by Graduate, MinetteWhylie, niece of the ChiefExecutive Officer in the Minis-try of Defence and Immigration,CEO Allen Whylie, who wasalso in attendance. As the program was drawing toan end, the gathering ofparents, other relatives, invitedguests; faculty and staff weretreated to a wonderful renditionof the song “I Believe I Can”which was gracefully performedby the graduating Class of 2011. The program ended just like itbegan with the benedictionagain led by Deacon BarbaraRosado after which the activitymoved over to the AnglicanCathedral College where avariety of delilcious food andrefreshing drinks was served.

The actual preparation for thisexam should begin at Infantone I listened attentively to thecomments made by the diligentstudents interviewed by themedia, as they listed all theextra preparations they had to gothrough for this exam. Morningclasses, evening classes, Satur-day classes, Easter classes andprivate classes. Such commentsleft me astounded as I am tobelieve that we don’t havesufficient time in the day tocover the curriculum in order forstudents to perform well in thePSE. As an upper division viceprincipal I want my school andstudents to excel. But the notionthat all these extra classes and

work is needed, goes againstwhat we have been learning inthe Teacher Leadership Program(TLP). Many of the strategies thatwe have been using in thisleadership program are adaptedfrom Dr. Spencer Kagan, aninternationally acclaimedresearcher, presenter and authorof over 100 books, papers, andscientific journal articles, fromthe Kagan Institute (brain-basedresearch). Dr. Kagan wrote anarticle entitled, “Teach Less,Learn More.” It is all aboutteaching better, to engage alllearners and to prepare themfor life, rather than teachingmore, for tests and examina-tions; performance instead ofproductivity. This statement iscontrary to what the topachievers are saying abouttheir own preparation for thePSE. The reality of the matter is thatschools and teachers are graded/scaled, based on their PSEresults. The community at largedo not consider the area in

which the school is situated, thesocio-economic background ofthe children, the involvementof parents in their childrens’learning and the environment,just to mention a few. “Teach quality”, the articlefurther explains that morequality in terms of betterclassroom interaction, opportu-nities for expression , thelearning of life-long skills andthe building of character throughinnovative and effective teach-ing approaches and strategies.“Less quantity” in terms of rote-learning, repetitive tests, andfollowing prescribed answersand set formulae. I have read the draft of theQuality Child Friendly SchoolInitiative by the Ministry ofEducation and am proud of theministry for venturing into suchbold moves but would furtherapplaud them if they were toreconsider the way they admin-ister the achievement tests givenat Standard Three and StandardSix. If it had not been for the TLPat Santa Elena Primary School Iwould have been frustrated bythe results of our PSE scores,because I strive for excellence.Graciously I now understandthat it is not about making agrade but it is more aboutmoving children form one levelto a higher level. It is aboutteaching the learner and notabout rushing through the

curriculum. It is about teachingfor the test of life and not for thelife of tests. The program also advocatesthe use of technology in theclassroom, and at SEPS we aregrateful to the BNE Trustbecause through the use of fundsfor the program we were able topurchase a LCD Projector forthe school. Please note that this article isin no way intended to discreditwhat teachers have been doingand the time they have beenputting into preparing theirstudents for the PSE it is simplyto say that we cannot continueto use the same failed teachingmethods, otherwise we will getthe same results. It is time thatwe make a paradigm shift ineducation. I will also be boldenough in saying that the chil-dren that did well are those thathave support from their parents.Parents are you doing your part? The “Teach less Learn More”article in its entirety can befound on the internet. I would like to conclude bythanking Mr. Alberto Augustand his wife Mrs. Nyani Augustwho have always afforded us theopportunity to include ourarticles in their newspaper.We are conscious of the factthat articles like these hardlycontribute to the selling ofnewspapers but it proves thatthey are committed to educationand positivity.

When I wasfirst asked to be your guest speaker– my initial reaction was - Whatdo I say to a group of young,intelligent minds? The first logicalreaction was to prepare anacademic speech - I startedmaking the notes – I sat back –reviewed it – and eventuallydiscarded it – I came to theconclusion that you are justemerging from the academics andthat I would bore you with anotheracademic presentation – further-more, I also concluded that I mustaddress you from the heart andso I take this noble opportunity toaddress you in the context totoday’s reality. Class of 2011 – you are todayembarking on a new phase in youryoung lives – You are at that stagewhere you have successfully laid asolid ACC foundation. You mustnow build on that foundationbecause a foundation alone doesnot a complete structure make. Please allow me now to sharewith you my thoughts on your ACCFoundation. How can you use your A-C-CFoundation? – I encourage youto take the “A” and transform itinto ADVANCEMENT. PositiveADVANCEMENT – ADVANCE-MENT IN THE RIGHT DIREC-TION ALWAYS – ADVANCE-MENT IN EDUCATION. Ithas long been established thatEducation is the most reliablevehicle for positive and trueadvancement. You must acceptneither mediocrity nor find excusesto reach your highest potentials. Some of you here today comefrom nuclear families – some ofyou come from single parent homesand yet still there might someamong you who come from homeswith no parent at all. If you fallin the second or third category,your graduating today clearlydemonstrates that you have notused this condition as an excuseand, for this, I congratulate you. The reason why I included thethird category is because of mypersonal experience. My motherpassed away when I was 14, whenI just about to enter third form at

Sacred Heart College in SanIgnacio. By the time I graduatefrom High School, I was parentlessand in the care of a maternal uncle.While life was extremely difficultwithout the love and guidance of amother, I continued to press oneventually earning a scholarship topursue a Bachelor’s of ScienceDegree in Venezuela. Today however it’s not about me– Today, it’s all about YOU Class of 2011-This is your time.This is your moment - You are for-tunate to be in the present, where,realizing the importance of Educa-tion in the macro economic devel-opment of the nation, governmentis making education much moreaffordable. You are in an era wherealmost 25% of the national budgetis assigned to education. You are also in the present whereinstitutions like the Belize NaturalEnergy Trust is making a largeportion of its capital availableto credit unions countrywideexclusively for “easy access”student loans thereby providingthe unique opportunity for any ofyou to fund your own educationaladvancement. You must tap intothese available resources – youmust be motivated to advance andin so doing SUCCESS WILL, NODOUBT, BE YOUR FINALDESTINGATION. I further encourage you totransform the first “C” inyour ACC foundation into

CONSISTENCY. As you advanceeducat ionally, you mustconsistently seek excellence inall you do. You must be CONSIS-TENT in attending classes. Youmust be CONSISTENT inyour studies. You must beCONSISTENT in the high qualityof assignments you produce,always adding value to yourfinal product. You must beCONSISTENT in keeping the rightcompany as you steer clear fromthe ills of harmful drugs, crime,violence and lawlessness generally,which are all too prevalent in oursociety today. In rounding off your ACCfoundation; I implore you totransform the second “C” intoCOMMITMENT. Stay committedalways to your pursuit of HigherEducation. Many of you haveread job vacancy notices in thelocal newspapers and in so doing,you should have already come tothe realization that in today’sreality, a high school diploma isjust simply not enough to landyou a decent paying job. You willrealize that being in possessionof a high school diploma ishardly enough to successfullycreate your own employment.It is therefore imperative andincumbent upon you that youremain COMMITTED toeducational ADVANCEMENTand CONSISTENCY. now, to draw your attention to aclear example of ADVANCE-MENT – CONSISTENCY andCOMMITMENT – I am going todraw that example from amongyour very own ACC family. The example that stands out asclear as crystal is none other thanthat of your very own principal –Mr. Ismael Requena. Twenty sixyears ago in 1985, a young boy,from the southern village ofColombia in the Toledo District,fresh out of the Toledo CommunityCollege, came to Belize City inpursuit of Advancement in Educa-tion. He enrolled into the BelizeTechnical College and despite thecultural shock of relocating from alaid back village to the fastestmoving city in this country. Hequickly adjusted to the change. Hewas not distracted by the newurban lifestyle and it amenities.Not all – on the contrary, heremained CONSISTENT andCOMMITTED to ADVANCINGhis education. Today, twenty six years later, thatsame young boy who came toBelize City from the deep south,holds a Masters Degree inEducation from the University ofNorth Florida and sits at the topof this fine institution of learning. As you venture into thisnew stage of your young lives, Iencourage you to be motivated bythe example of your Principal andsurely SUCCESS WILL BEYOUR FINAL DESTINATION. Before concluding I would liketo draw your attention to one of themost recent realities. One of the frequent excuses forfailure we often hear is that I comefrom the south side of Belize Cityas if coming from the south side ofBelize City is a prerequisite forfailure. STATEMENT BY PARENT COMPANY TO DR. HENRY CANTONWe respond to the “Statement by the Management of Citrus Products of Belize Limited” that was published in last week’s newspapers.Firstly, where in the world does the “management” of a company use the resources of the company to call the majority owners of the company an“ostrich”? We know that the employees at CPBL, management included, must toe the Canton line or suffer the wrath of demotion, or worse, termination,and see the release as him now hiding behind management because he is intent on terminating 105 employees who work in the factory plus managementemployees as well. Our issue is not with the management and employees at CPBL - it is with Dr. Henry Canton who has all but destroyed our investment.Closing down of CCB Facility

The purpose of our release was to inform our members, CPBL employees, the government, industry stakeholders and the nation of the fallout ofDr. Canton’s failed policies at CPBL. We reiterate that this paper was not only sent to the Board of CPBL but was also sent to Government. Discussionswere held with the CWU and Pound Solids Authority before the Board or we should say the directors appointed by the majority shareholders were madeaware of such a “concept”. Furthermore we were made to understand that for some time now even before the end of the crop actions were being taken toget BFP ready to operate as the sole processing facility come the start of the next crop. Below is an excerpt of Dr. Canton’s ‘concept paper’ which speaksvolumes as to his intentions.

“Management notes that in maintaining primary processing operation at only the BFP Factory this would result in reduction of FactoryProduction Employees from the total of 278 employees to a total of 173 employees, a reduction in employment strength of 105 employees. Therewould be additional reduction in employees at the management and supervisory and other levels of the Administrative and Support sections ofCPBL if only one factory would be processing. The plant of choice would be the BFP Factory for the following reasons:

1. CCB’s processing capacity is limited at approximately 28k boxes per day and daily fruit deliveries for seventy five percent of the processing period exceed this figure.

2. CCB’s fruit processing capacity cannot be easily expanded as additional extraction and evaporation capacity cannot be increased without major capital investment.

3. BFP’s current processing capacity is approximately 43k boxes per day and this can easily be increased to 60k daily through the addition of six more extractors and the refurbishing of the 20k evaporator.

4. BFP’s solid waste stream can easily be transferred to the Feed Mill by the existing waste screw transfer whilst CCB’s waste has to be trucked from CCB to the Feed Mill, incurring transportation charges for the 2.5 mile journey from CCB to BFP.

5. Juice required both for the operation of the Top Juice Freeze Concentrate Plant and the production of Not From Concentrate Juice would be produced at BFP by the use of “Premium Juice Change Parts” for the JBT Extractors. Premium Juice would therefore be transferred directly from BFP, thus removing the cost of transferring juice by stainless steel tankers from the CCB Factory to the Top Juice Plant, located on the BFP Factory Compound, for the production of Freeze Concentrate.

6. BFP Factory has a one million gallon capacity Tank Farm which provides for the bulk storage of product while product in final packaging will continue to be sent to the CCB Cold Stores for storage prior to shipment to customers.

7. Stores, engineering and other factory support functions and employees would be relocated to the BFP Factory Compound and this would result in savings from the elimination of constant runs between the two factories.

8. Reduction in employee numbers will result in an additional cost saving from the reduced number of employees to be transported in buses hired by CPBL.”

Staff Signing Correspondence Under DuressDr Canton boasted that “To date, staff has refused to meet with the said Directors.” A copy of a letter, signed by what appeared to be representatives ofstaff, that was sent to the Office of the Prime Minister was sent to the Board. In the letter the staff called on certain directors of CPBL appointed by themajority shareholder to resign from the board because of conflict of interest. A meeting was held with one of the signatories to the letter in which aninvitation was extended that if the employees wanted to discuss their concerns with the five directors appointed by the majority shareholder the directorswere agreeable to meeting.

In any corporate setting it is not the business of employees who the owners of the company decide to appoint as directors. Furthermore when the employeesare saying that the presence of the CEO of CGA on the CPBL Board is a conflict of interest but do not draw the same conclusion for the presence of the CEOof Banks Holdings on the CPBL Board then at best the employees are being misled. Anyway, the fact that the employees have not taken up the invitationto meet to discuss their letter to the Board shows what we know - they can’t, less they risk the wrath of Henry Canton.

CPBL’s claim of a Cash Flow CrisisPlease make up your mind with this. In a recent Amandala article the PM is quoted as saying the company needs $10m; a source under the condition ofanonymity is quoted as saying the company is over the cash flow hump; BHL unilaterally told government CPBL does need the money but yet you aresaying the company is in a cash flow crisis. Our position was that CPBL should be able to manage through the situation without suspending processing andit seems we were correct. We do know that there is an impending crisis for the 105 factory employees plus management employees and their families whomay be affected.

No investment in grove productivityWe never said there was no investment in grove productivity. The proof is in the pudding. There was not enough investment in grove productivity andgrowers being consistently under paid resulted in growers not being able to afford investing in their own groves and plant expansion outpaced groveproductivity. The addition of the value added lines has changed the entire cost structure of the company and that is impacting its profitability despite strongprices over the past two years. We know there would have been some investment in groves as Dr. Canton’s private company is responsible for managingsome of the CPBL groves and CPBL has almost exclusively bought its nursery plant from ADS.

The impact of HLB on the industryWe note that his release did not touch the topic of HLB disease and how it is now impacting the industry. In his concept paper he made a passing referenceto the effect the disease is having on the productivity of the industry. He should come clean to the growers and explain how he and his private company, theBelize Citrus Mutual, have effectively lobbied Government for there, (to date), not to be a national response to HLB disease in the industry. Meanwhile theCGA continues to provide services to all growers who need help in combating the deadly but manageable disease. We applaud the growers in southernStann Creek who are currently working with our Citrus Research and Education Institute (CREI) to carryout coordinated sprays to control the Asian psyllidvector that spreads HLB.

The CGA and its members are not ostriches. If we were we would believe that the Investment Agreement was in the best interest of all growers. We wouldbelieve that all is well in the industry. We would believe that HLB cannot have a catastrophic effect on the industry. We would believe that all is well atCPBL despite over 105 employees being on the chopping block. We would believe that the feed mill and value added investments are profitable, and wewould believe that Dr. Canton will continue at CPBL to finish destroy our investment. However we are not ostriches and we know you are in your final daysat CPBL.

Since the President of theFootball Federation of Belize(FFB) Bertie Chimillio didnot make sure that his leaguemet the requirements of theNational Sports Council it isclear that he thinks he is abovethe laws of Belize. The Government of Belizewas elected by the citizens ofthe country and as such theyhave an obligation to carry outits function in the best interestof the people and country ofBelize. The FFB under the leadershipof Bertie Chimillio, has beenrunning football in Belize formany years now and they havenot improved the sport or havedeveloped any football team tomake Belize competitive in theinternational arena as the recordcan attest. Also, with the current scandalstaking place within the FIFAorganization, it is obvious thatsome of their officials who areincompetent were elected due topayoffs and bribes as opposedto their knowledge andprofessional expertise in thesport. This scandal will lead tomore information that we werenot aware of because manycountries in the world willbegin to investigate theFIFA representatives in theirhomelands. Allowing FFB to continuerunning football in Belize andexpecting better results iswishful thinking because of theirlong history of failure. Jack Warner the FIFAVice-President and MohammedBin Hammam, were recentlysuspended by the league’sdisciplinary committee onalleged inappropriate conductover a reported $40,000 USbribe to regional delegates tosecure votes on behalf of anaspiring President MohammedBin Hammam. If found guilty they could bebanned for life for any further

involvement with footballanywhere in the world. The Government of Belizecannot wait for FIFA todiscipline their officials beforethey plan for the improvementof football in the country. TheMinster of Sports can nowauthorize the Belize NationalFootball Association (B.N.F.A.)to form a committee to selectthe best players in the countryto attend a football trainingcamp. Selecting a National FootballTeam over the years have alwaysbeen unfair from my ownpersonal experience when I wasplaying football in Belize. Mostof the people who were chosenwere not picked because oftheir abilities and capabilities inplaying football. A majority ofthem were selected because offavoritism. With a selection committee,they will have the opportunityto select three of the bestplayers for each position andsend them to the Training Campto compete among themselvesfor those positions. However,they must bear in mind that some

of our country’s rated players areout of the country playing andthey must meet their contractualobligations. These playersshould be given the opportunityto participate in this process asBelizeans. I am not too sure about the newway in selecting the country’snational football team. I was toldthat over the years the countryused the team that won theNational Football tournamentwhich in this case will be theBelize Defense Force, as thecore team and then picked otherplayers from several teams tomake up the national selection.I am opposed to this method andprefer when three of the bestplayers countrywide for eachposition are chosen to competeagainst each other for thepositions on the team. Belize have six districtsand each have a President andcommittee members who arefamiliar with the players.Among themselves, they shouldbe able to formulate the rules andregulation as to who are the bestplayers for each position in theirdistricts. Then, they could also

consider having the fans vote forthe best player for each positionin the country to relievethemselves from this burden asis done in the United Statesfor some sports. The Government of Belize willhave to start soliciting funds forthis project and I am more thanconvinced that many diehardfootball fans, businesses, formerfootball players and others willbe glad to contribute towardsthis worthy cause. This is agolden opportunity for theMinister to demonstrate howserious he is. If he wait toolong, he will give the FFBthe opportunity to re-group,mobilize and re-gain control offootball and we will return backto the Doomsday of football inBelize. Belizeans have beenwaiting too long to see a caliberfootball team represent theircountry and this is the goldenopportunity they have. I am now calling on theMinister of Sports JohnSaldivar to use his power andact because this chaos andconfusion over football inBelize must come to and end ifwe are to have any future inthis sport.
