UN to boost Afghanistansecurity

WASHINGTON, 30 Oct—The UN Security Councilhas backed a call by UN Secretary General Ban Ki-moon for more protection for UN staff and facilitiesin Afghanistan. The move followed Wednesday’s at-tack by militants on a guesthouse in Kabul, in whichfive UN employees were killed.

Mr Ban said the mission in Afghanistan would con-tinue, but that UN staff were widely regarded as beinga soft target. The Taleban has vowed to disrupt nextweek’s presidential election run-off, which is beingoverseen by the UN. But the Security Council said theviolence should not be allowed to derail the vote.

Mr Ban said he would make an appeal for securityofficers on Friday to the 192-member General Assem-bly, which controls the budget.Speaking to reportersafter briefing the Security Council in New York, MrBan said he had appealed for more security personnelin Afghanistan to meet the “dramatically escalatedthreat to UN staff now widely considered to be a softtarget”.

“Increasingly, the UN is being targeted, in this caseprecisely because of our support for the Afghan elec-tions,” he added. Mr Ban said Afghanistan had be-come the most dangerous places on the planet for UNstaff. —Internet

Pakistan’s growing anti-US angerISLAMABAD, 30 Oct — Recently, while Pakistan’s

government may have been saying the things that theWhite House wants to hear, the country’s mediaand public have often been openly hostile towardsthe United States. US Secretary of State HillaryClinton’s charm offensive this week suggests that sherecognises that.

Town hall-style meetings with students in Lahoreand round-table debates with senior news broadcast-ers in Islamabad may be seen as steps in the rightdirection. But it is likely to take much more to turnaround Pakistani mistrust of American intentions.

“Americans want this country to face anarchy,” saysMunawar Hassan, the head of Pakistan’s largest reli-gious party, Jamaat-e-Islami. He has just finished giv-ing another press conference in his “Go America Go”tour. —Internet

Space chief calls for Marsmission with atomic shipEDINBURGH, 30 Oct—Russia should build a new nu-

clear-powered spaceship for prospective manned mis-sions to Mars and other planets, the nation’s space chiefsaid. Anatoly Perminov said the project is challeng-ing technologically, but could capitalise on the Sovietand Russian experience in the field.

He also said the preliminary design could be readyby 2012, and then it would take nine more years andcost 17 billion rubles (about £360 million) to buildthe ship.” The project is aimed at implementing large-scale space exploration programs, including a mannedmission to Mars, interplanetary travel, the creation andoperation of planetary outposts,” Mr Perminov said.

The proposal has the backing of president DmitryMedvedev who has urged the government to find themoney. The ambitious plans contrast with Russia’s slowprogress on building a replacement to its mainstayspacecraft – the Soyuz. Russia is using Soyuz boosterrockets and capsules, developed 40 years ago, to sendcrews to the International Space Station.—Internet

‘Mystery ship’ returns to MaltaVALLETTA , 30 Oct—A Maltese-flagged freighter that

mysteriously disappeared in the Atlantic over the sum-mer has returned to Malta, officials say. The ArcticSea was towed into harbour in the Maltese capital,Valletta, after maritime officials inspected the vesseland declared it radiation-free.

The ship disappeared on its way from Finland toAlgeria, and was eventually found off the Cape Verdeislands. It was at the centre of bizarre claims abouthijacking and weapons smuggling. The Maltese-flagged, Russian-crewed ship was purportedly attackedby pirates in Swedish waters in July.

A Russian warship located it off West Africa inAugust and arrested eight alleged hijackers. Theboldness of the hijacking and the elaborate effort torecapture it prompted speculation that the ship wascarrying missiles for Iran or Syria, but Russianofficials dismissed the claims. —Internet

Iraqi security officialsheld in blast aftermathBAGHDAD, 30 Oct—Iraq detained dozens of secu-

rity officials responsible for protecting the Baghdaddistrict where twin suicide bombings this week killed155 people, and authorities said on Thursday they aretrying to determine whether they were negligent oreven had a role in the attack.

The blasts in the heart of the capital infuriated Ira-qis, who question how the bombers could have driventheir deadly cargo undetected through the multiplecheckpoints that dot Baghdad. Prime Minister Nourial-Maliki’s government, facing a January election, hasbeen under intense pressure to restore a sense of secu-rity and show that the military and police are able totake over when Americans go home.

A military spokesman for the Iraqi capital, Maj GenQassim al-Moussawi, told The Associated Press that11 army officers and 50 security officials have beentaken into custody over Sunday’s bombings, whichtargeted the Justice Ministry and the Baghdad Provin-cial Administration.

The suspects were detained because they were re-sponsible for protecting the area where the bombingsoccurred, al-Moussawi said. He said the investigationwill determine whether they were simply negligent oractually helped the militants.

TOKYO, 30 Oct — Loss-making carrier Japan Air-lines (JAL) has confirmed it is to apply for financialassistance from a newly-formed state-backed turna-round agency. JAL said it had started negotiations withthe Enterprise Turnaround Initiative Corporation(ETIC).

ETIC has access to up to 1.6 trillion yen ($17.7bn;£10.8bn) of government guaranteed funds, but it re-mains to be seen how much JAL may be given.

JAL reported a loss of 99bn yen between April andJune. Thursday’s announcement comes a month afterthe airline first said it would need state aid.

Hit by falling passenger numbers and high oilprices, the firm has been in severe financial troublefor some time, and its debts are said to total $15bn.The airline recently announced plans to cut 6,800 jobsto save money. The ETIC has been given the power tobuy the debt of companies in trouble, and send in turna-round specialists to help them restructure their opera-tions.

LONDON, 30 Oct— Two Penn State Universityresearchers have carried out one of the first-ever analy-ses of the effects of global warming on endangeredprimates. This innovative work by Graduate StudentRuscena Wiederholt and Associate Professor of Biol-ogy Eric Post examined how El Niño warming affectedthe abundance of four New World monkeys overdecades.

Wiederholt and Post decided to concentrate on theway the oscillating weather patterns directly and indi-rectly influence plants and animals in the tropics. Untilthe research by Wiederholt and Post, this intricatenetwork of interacting factors had rarely been analyzedas a single system. “We know very little about howclimate change and global warming are affecting pri-

The scientists focused on the large-bodied mon-keys of South America, which are highly threatened.Choosing one species from each of the four genera ofAtelines, Wiederholt and Post examined abundancetrends and dynamics in populations of the muriqui(Brachyteles hypoxanthus, formerly B. arachnoides)of Brazil, the woolly monkey (Lagothrix lagotricha)in Colombia, Geoffroy’s spider monkey (Atelesgeoffroyi), which was studied on Barro ColoradoIsland in Panama, and the red howler monkey (Alouattaseniculus) in Venezuela.—Internet

Internet addresses setfor change

SEOUL , 30 Oct — The internet regulator has ap-proved plans to allow non-Latin-script web addresses,in a move that is set to transform the online world. The board of Icann voted at its annual meeting in Seoulto allow domain names in Arabic, Chinese and otherscripts.More than half of the 1.6 billion people whouse the internet speak languages with non-Latin scripts.

It is being described as the biggest change to theway the internet works since it was created 40 yearsago. The first Internationalised Domain Names (IDNs)could be in use next year.Plans for IDNs were firstapproved at a meeting in June 2008, but testing of thesystem has been going on for two years. The movepaves the way for the internet’s Domain Name Sys-tem (DNS) to be changed so it can recognize and trans-late non-Latin characters.

The DNS acts like a phonebook, turning easily un-derstood domain names into strings of computer-read-able numbers, known as Internet Protocol (IP) ad-dresses. —Internet
