Dear Members,
55th NSI Annual Conference at Madurai was a nice experience with good attendance. However, lesser participation in NSI annual conferences by Neurologists was a concern. Absence of Prof. M. Natarajan was very much felt.
Younger members of the society are encouraged to avail more and more of fellowships awarded by NSI. Henceforth, preference will be given to publish articles from India in our NSI journal "Neurology India". Every attempt is being made to update the membership list, kindly inform any change in address immediately to me.
All of us must contribute in whatever possible way to increase public awareness of neurological diseases sponsorship for this is welcome.

MESSAGE Dear Colleagues,
The Neurological Society of India has grown over the years & gained reputation internationally. I am grateful to you for giving me the opportunity to take the society forward for the next one year.
We know that neurological disorders are far more common than one believes. We also realize that inspite of Phenomenal developments and innovations in the field of neurosciences in the last few decades there are many things which we still do not understand about the functioning of the nervous system and we need to know much more about it.
Fortunately the Government has established the National Brain Research Center at Manesar, Gurgaon. I appeal to all the neuroscientists to take advantage of this facility maximally. All its facilities including Library are available to all the members of the Society. In the long run this would benefit our patients more effectively.
Inspite of Neurological disorders being far more common than other diseases, yet the public money spent for research on neurological disorders is far less than other fields of medicine. This short coming to my mind is due to the lack of public awareness, and I am sure it can be Improved, which could automatically put pressure on various funding agencies to provide more funds for research,
prevention & rehabilitation of our patients.
I request all the members of our society to work unitedly to improve public awareness of neurological disorders. In this regard I suggest following steps be initiated this year. We should regularly arrange a public lecture during our annual conference every year with wide publicity. I also further appeal to all other national societies pertaining to neurosciences to make it a regular feature to have a public lecture during their annual conferences with wide publicity & media coverage.
In addition all local, state & regional branches should celebrate days associated with neurological disorders throughout the country under the banner of Neurological Society of India by local branches & try for media coverage. Public lectures, exhibitions etc. should highlight neurological disorders including its prevalence, prevention & management.
There are: 1 World Parkinsonism Day 11th April2 World Stroke Day 24th June 3 World Alzheimer's Day 21st September4 World Trauma Day 16th October5 World Epilepsy Day 17th November To achieve this I suggests to all the Neuroclubs / Societies / Associations
/Chapters of the different cities / States / Regions to forward names & addresses of their office bearers to Secretary NSI so that they can be issued outlines for celebrating these activities locally under the joint banner of Neurological Society of India and local body.
I would welcome other suggestions from any member to achieve our goals and
objectives.

Dr. P.N. Tandon.
2. The Secretary's report was read out & accepted. Ten conferences/seminars/workshop were given financial assistance for organizing them. One neurosurgeon was given assistance for overseas trainings. Fourteen neurosurgeons were given financial assistance to attend national meetings, while thirteen were given financial assistance to attend international meetings abroad.
3. It was decided to stop in future the clause of giving audited reports by organizers of symposia/workshop/conferences receiving grants from our Trust. This was done due to poor response from those who were given financial grants by the Trust.
4. The work being done by the Trust was commended.
5. Special thank were expressed for Dr. V. P. Singh who has donated Rs. 3,34 lacs to our Trust from the savings after organizing the annual conference of ISPN & ISS FNS. If there is any future income tax liability on this amount the Trust has agreed to pay the same.
6. The meeting closed with a vote of thanks to the chair. Minutes of the Executive Committee Meeting held on 21-12-2006 at

1. The meeting was called to order by the President (Dr. Ganapathy)
2. Condolence for the sad demise of Dr. V. Balasubramaniam, Dr. A. D. Sehgal and Dr. A.D. Desai. The President (Dr. Ganapathy) requested the Secretary to send a formal note to all families on behalf of NSI conveying condolences as well as appreciation for services rendered.
3. Secretary's Report was read out by Prof. B.S. Sharma.
a. Minutes of Executive Committee meeting held in May 2006 at Madurai have been published in the newsletter of June 2006 issue.
b. Following actions have been taken.
i.) Space for permanent office of NSI has been acquired at Mata Chanan Devi Hospital. Currently the previous records, newsletters are being collected. Dr. Ganapathy requested Secretary to put this information on the website and in the next newsletter.
Prof. A.K. Banerji expressed apprehensions regarding terms and conditions of acquiring this office space. He was of the opinion that decision to give this space to NSI must be the resolution of the trust of Mata Chanan Devi Hospital not of an individual. Presently a single room had been given to NSI in the old building with provisions for free telephone, internet etc. for an initial period of 15 years when will be shifted later on in new building.
Dr. B.S. Sharma (Secretary) was asked to take legal opinion, and bring the matter
back to the EC in the mid term meeting at Agra in May 2007.
Dr. Ravi Ramamurthi informed that in VHS there was a large museum with all archives related to neurosurgery. This could come as a proposal later once the Mata Chanan Devi issue was settled.
ii.) Training in Neurosciences Dr. A.K. Banerji expressed concern over the dumping of the 5 year course and lack of uniformity in the present courses (some centre 2 yrs. & some 3 yrs.) He along with the entire Executive Committee were of the opinion that the 5 year course should be re-introduced and that there should a uniform 3 year course for both Neurology and Neurosurgery. No place should have a DM/Mch. programme unless emergency services were available. He felt that it was very crucial for Neurology and Neurosurgery to co-ordinate an internal meeting to draw up a curriculum. Prof. Mehta informed that a meeting had been held in this regard with MCI about 1 ½ yrs. ago but there was no reply from MCI till date. The Secretary was asked to follow up this matter with MCI. The President Dr. Ganapathy informed that he had discussion with Prof. Rajsekaran President of NBE who had agreed to discuss specific curriculum recommendations made by NSI. The Executive Committee appointed Secretary Prof. B.S. Sharma as the convenor for co-ordinating a meeting of selected senior people including allied specialties (1) to develop and design the curriculum in difference subjects in Neurosciences & (2) to draw up recommendations/criteria for recognition of training centres and trainers.
It was decided to have the meeting in Delhi on 13the December and get NBE and
MCI officials also for the meeting. The Executive Committee passed a resolution that the entire NSI wanted the 5/6 year course to be reintroduced which should be reiterated to NBE.
Dr. Ganapathy informed that NBE had started a supplementary exam in June for candidates who had failed in December. Dr. Bhagwati suggested that operative skills should be tested in exams but other Executive Committee members expressed reservations. It was decided that this matter may be discussed in the curriculum committee.
4. Treasurer's Report Dr. Ravi Ramamurthy informed that 75 lakhs was available in RBI bonds (8% interest). This year Rs. 6,13,000/- had been received as fees from life and associate members (till December 13, 2006). He expected that collection to be around 10 lakhs by end March, 2007. The main expenses was the WFNS contribution which had increased from 6 to 8 dollars / person. Total Rs. 2,66,000/- paid this year. The other expenses were travel expenses in mid-year Executive Meeting and pay to the Secretary (Rs. 3000/- PM) and accountant (Rs. 2000/- PM) of the Treasurer.
Dr. Ravi Ramamurthi informed that the original SBI account in Delhi was being handled by Dr. B.S. Sharma and Dr. V.S. Mehta, while the Chennai account was being handled by Dr. Ravi and Dr. Ganapathy. Dr. Bhagwati informed that Dr. Deopujari had sent the papers for Income Tax exemption. Dr. Ravi informed that he had computerized the whole system and requested that copy of every new membership should be sent to Secretary and Journal Editor of NSI.
The Treasurer's Report was Proposed by Prof. C. Velumurgendran and Seconded
by Dr. Kalyan Bhattacharya.
5. CME Report - Prof. Rajshekhar informed that the new formats in CME esp. Controversies in Neurology and Neurosurgery were very much appreciated. Feed back forms will be analyzed and subsequent changes made after receiving these inputs. Dr. Kalyan informed that due to some printing mistakes the CME book had been given for rebinding hence was not available during the conference. He would courier this book to each registered delegate by 10th - 15th January. He also informed that this year the printing charges had escalated since the no. of copies as well as no. of pages /volume had increased and also art paper had been used for 500 books.
The Treasurer had promised Rs. 220 per book for this year. It was decided by the EC that the Treasurer should pay the extra Rs. 37,000/- to Dr. Kalyan this time. But Dr. Ravi reminded that this should not be precedence. The EC fixed an amount of Rs. 250/- per CME book from next year as contribution from NSI. In no circumstance should the cost be > Rs. 250/-. If it exceeds Rs. 250/- then CME convenor should generate the funds. Prof. Rajshekhar suggested that publication of this CME book should be professionalized by giving to a good publisher. This will ensure uniformity and bring in professionalism.
The EC agreed and authorized Prof. Rajshekhar to entrust the CME book publication with a professional publisher with good track record. Copyright of publisher to be checked. Prof. Rajshekhar should make the proposal and being it to the mid year EC meeting for discussion and finalization.
6. Editor's Report - Dr. Atul Goel informed that Journal was being published on time. No. of articles had increased 3 times as compared to last year. Website hits > 2000/day. Online publication started before the article comes in print. Impact factor to be informed in mid term Executive Committee.
Submission to acceptance time 58.9 days (approximately 2 months). Increase of comments on published papers.
The Editor said that he needed more time to think about making the journal bimonthly. Regarding audited statement of accounts he informed that he has a deficit of Rs. 1,52,000/- The EC sanctioned the payment of this amount from NSI funds this time. The EC authorized the Treasurer to collect funds on behalf of the Journal editor. Subsequently the Treasurer would pay the required amount to the editor.
The EC agreed that the abstract of papers read in conferences should be published under the banner of Neurology India. The Editor was asked to come back with specific details when a final decision would be taken in mid term EC.
7. Orations for Agra Conference : Nomination committee nominated Prof. Mark Hallett, Dept of Neurology NIH for Tandon Oration.
Orator for Ramamurthy Oration be finalized soon.
The earlier resolution was re-iterated that only Rs. 30,000/- would be given by NSI for all orations. The local Organising Secretary would take care of local hospitality
and waive off registration of orators.
8. Symposia at Agra- The President reiterated that there would not be > 2 overseas speaker in any Neurology/Neurosurgery CME/Symposia.
For Neurosurgery - Prof. Atul Goel's suggestions of "management of cavernous sinus tumors" was accepted for Neurology - "Movement disorders" suggested by Dr. Kalyan Bhattacharya was approved.
9. Rules and names for travel fellowship. - EC authorized Treasurer to use his discretion within framework of rules to grant travel fellowship. NSI to be deleted from Travel fellowship rule of constitution.
10. Bid for NSI 2008 - Only one bid from Dr. Purohit of Hyderabad received EC extends date to 30th April 2007 for bidding for 2008 conference.
11. Electronic voting - The Secretary informed that only 25% members with email number. To pursue electronic voting 100% email ID acquired. Decision to start electronic voting only when 100% email IDs available.
12. Election Results -Dr. B. K. Mishra, Dr. Venkatraman, Dr. Ramesh Chandra were the contestants,

13. Asia - Australian Congress, 2011 - Neurological Society of India, Executive Committee endorsed / supported bid to AASNS from India, to be submitted before November, 2007.
Hence, all interested to host AASNS should submit their bid to Secretary, NSI by 30th April, 2007. Format for submitting bid to be published in newsletter. Final decision will be taken in mid term Executive Committee Meeting.
14. Reduction of CME fees - EC agreed for 1 day registration for CME to increase attendance - fixed at Rs. 1000/-.
15 Dr. A.K. Banerji and Dr. S.N. Bhagwati raised the matter of accepting undue favours like for Air tickets, accommodation and local transport from drug and equipment companies. This process of accepting undue favours has already been stopped by AAN & AANS in USA. Germany has initiated strict criminal proceedings against violators Executive Committee noted with concern the increasing dependence of individual members on company sponsorship. EC unanimously endorse that such practices should be stopped forthwith. Treasurer Dr. Ravi, Dr. Ganapathy and Dr. Rajshekhar were requested by Executive Committee to lay down guidelines and get back at the mid term Executive Committee meeting for discussion.
16. Counting of votes in General Body - Executive Committee discussed existing procedure is as per constitution and will continue.
17. Agra Conference Dates - Dates 14th - 17th December, 2007.
18. Next Executive Committee Meeting - 26th & 27th May, 2007.
19. Breakfast Session - Chairman of scientific committee to finalize the academic programme.
20. Dr. Deopujari's proposal "For the President and Secretary post the candidate must have served executive for at least one term was accepted in principle by the Executive Committee only for Secretary post but cannot be applied retrospectively. He was requested by the EC to submit his proposal in proper format for constitutional amendment.
21. Prof. V. Rajshekar was nominated as webmaster of NSI. Rs. 20,000/- to Rs. 25,000/- can be paid to computer professional with him for its maintenance.

Minutes of GBM to be held on 22nd December, Raja Mularyah Hall,
Madurai
President called the meeting to order. All the members and executives observed 2 minutes silence to express condolence on sad demise of Dr.
Balasubramaniam, Dr. A.D. Sehgal, Dr. A.D. Desai and M. Natrajan. Secretary's Report including proceeding of EC meeting held on 21st Dec. 2006 at
Akash Club in Madurai was read.
President requested Treasurer to present his report. Dr. Sahu asked the explanation about the miscellaneous income mentioned in the Report. Treasurer replied that it has come from the advertisement published in newsletter in favour of Sains University Malaysia.
Dr. Bhatoi proposed it and Dr. K. Bhattacharya Seconded. Dr. Kalairajan handed over a cheque of Rs. 7,05,400/- (registration fee + stall amount) to the Treasurer, NSI. In history of NSI, this was done for the first time for which organizing secretary was congratulated. President expressed that this should form a good precedence for the future.
President requested Dr. Rajshekhar to present CME Convenor's Report. It was pointed out that the CME book should also be available in CD. The report was proposed by Dr. Sarla Menon and seconded by Dr. Karam Chand Sharma.
President requested the Editor to present his report. Dr. B.K. Mishra suggested that abstracts should be published in Neurology India and Organising Secretary of the conference should send the abstracts to the Editor. Dr. K. Bhattacharya suggested that abstract publication should come out after the conference. The Editor's Report was proposed by Dr. K. Bhattacharya and Seconded by Dr. Ashish Pathak. Dr. B. S. Sharma suggested that articles from India should be given preference for publication in Neurology India. Editor assured that more articles from India will be published henceforth. Dr. Narayan Swami pointed out that the papers in neurology were of low standard.
Dr. Ramchandran suggested that a provision should be made to deposit ballot papers at conference venue also. Dr. Taoari felt that if a single member feels some doubt about the process it should be given weightage. Dr. B.K. Mishra suggested to have candidate is representative at the time of counting. Dr. K. Bhattacharya suggested that candidate himself should be present counting. Dr. Naidu suggested that election should be held at conference venue.
Dr. Kailairajan suggested that the time of GBM should be changed. And it may be incorporated in between the business sessions. Whereas, Dr. Taoari said that changing of time and incorporation of GBM between the sessions may spoil the academic sessions by spilling over.
Dr. Ramchandran expressed concern over less attendance by Neurologist in NSI conferences. He suggested that a joint meeting of NSI and IAN should be organized once in 2-3 years and symposium should be on the topics of common interest to neurosurgeons and neurologists. Dr. Thomas Joseph also suggested a joint conference of IAN and NSI every 2-3 years.
The NSI website should be updated and the NSI constitution should also be put on the website.

Positions Available The School of Medical Sciences, Universiti Sains Malaysia seeks a neurologist to join the Department of Neurosciences. He/she will work as an integral member of the existing interdisciplinary team. This position is a combination of clinical service, training and scholarly activity. The successful applicant will be expected to maintain an active research
profile, secure extramural funding, supervise master/doctoral students and contribute to undergraduate and post-graduate medical education.
QUALIFICATION/EXPERIENCE:
PROFESSOR:
Master's and Ph.D. with M.B.B.S/MD degree with at least 12 years of teaching experience in the field, especially at university level. Should also have demonstrated research experience and substantial publications in refereed journals at both national and international level.
ASSOCIATE PROFESSOR:
Master's and Ph.D. with M.B.B.S/MD degree with at least 7 years of teaching experience as a lecturer. Should also have demonstrated research experience and substantial publications in refereed journals at both national and international level.
LECTURER:
Master's and Ph.D. with M.B.B.S/MD degree with at least 3 years teaching and/or industrial experience.
BENEFITS:
Return passage for appointee and family (wife and three children below 18 years); excess baggage assistance, paid annual leave of 30 days, free medical benefits. A nontaxable gratuity at the rate of 17.5 percent of the last drawn salary for every month of service will be paid on completion of contract.

In addition to a large number of publications in local, regional, national and international journals (75 on Stereotaxic Surgery) monographs were brought out on Human Aggression, Psychosurgery and Reincarnation Major research projects included an ICMR study on Stereotaxic Surgery of Deep Nucleii of Brain in Cerebral Palsy., a P.L.480 project on "Research and demonstration project for the maximal rehabilitation of cerebral palsied children with special reference to Stereotaxic Surgery".
Prof VBS's Stereotaxic Amygdalotomy and Hypothalamotomy series is one of the largest in the world. Has been able to point out the nucleii for elimination for some of the specific disabilities in cerebral palsy like hypertonus and involuntary movements. He introduced Stereotaxic Cingulumotomy for Drug Addiction and Obsessive neurosis, and unilateral amygdalotomy and dentatothalamotomy for refractory infantile hemiplegia with athetosis, thus eliminating the need for hemispherectomy. He carried out depth studies of various nucleii of brain and their localization and worked out a model of behavioural brain with a heirarchial system.
The technical achievements of Prof VBS, highlighted above ,pale into insignificance when VBS the Man is considered. His stature made up for his height Erudite, his sense of humour was remarkable. Repartees were forthcoming in real time .A walking encyclopedia one wondered, how he could know so much about everything. Quiet, unassuming he shunned being in the limelight and went out of his way to avoid publicity. His speed during surgery belied the minute attention to details. His lectures on the behavioural brain was indeed a treat to listen to. His enthusiasm was infectious. Two of his students got a Ph.D in the use of stereotactic procedures in management of cerebral palsy. It is difficult for today's trainee to understand the conviction, commitment and passion that must have been necessary to dare to stimulate the hypothalamic nuclei 40 years ago in Chennai when there hardly any one doing this anywhere in the world.. As a teacher he was exemplary. "Flamboyant, ostentatious and flashy" were words which did not exist in his vocabulary. Soft spoken, cool, calm and composed Prof VBS would never ever raise his voice or get excited. Once when the vertebral artery was accidentally cut by the assistant he came, repaired it and went on as though nothing had ever happened. Not for him was the volley of expletives, associated with surgeons. " Vini, Vidi, Vici" could truly apply to him. He came, he saw, he conquered. People like Dr Balasubramaniam never die. They visit the planet earth He will forever live in the minds and hearts of thousands of patients, hundreds of doctors and staff of all the hospitals where he worked and scores of his students at the Institute of Neurology , in each of whom he has left an indelible mark. May his soul rest in peace.

The Neurological Society of India places on record its deep distress on hearing the news of the untimely demise of Prof. Ifthikar Ali Raja Hon President of the WFNS, Hon President of the AASNS and former President of the Pakistan Society of Neurosurgeons. Dr. Raja took a very active part in promoting neurosurgery in the region. He was a personal friend to many of us. He was always appreciative of the growth and development of neurosurgery in India. He was a staunch supporter of Indian neurosurgery. May his soul rest in peace.

Every attempt has been made to classify the papers in a methodical way. However, due to the considerable variation in the number of papers submitted in the different sub-sections, there may be instances of different sessions running for different periods. There could be an occasional paper which may not have been included in the main theme of the session. Delegates are requested to kindly understand the limitations in organizing the session particularly when there is such a wide skew in the papers submitted.
Paper Presentation will not be allowed if the delegate has not registered for the conference. Requests for change of timings and sessions will not be entertained. If for some unavoidable circumstances a delegate is unable to present a paper the Local Scientific Committee Coordinator must be informed in advance. Chairpersons are requested to ensure beforehand that all speakers are present and to strictly enforce the time schedule. If for some unavoidable circumstances a chairperson is unable to be present the Chairman Scientific Committee must be informed well in advance. The timing for each presentation will be as follows
