Salient features of Swarnajayanti Gram Swarojgar Yojana (S.G.S.Y.)
S.G.S.Y. started in 1999, is a holistic Programme covering all aspects of self-employment
Social mobilization of rural B.P.L. & formation of their Self Help Groups (SHGs)
Capacity building and training for income generating activities
Subsidy for leveraging credit
Provision for infrastructure
Marketing support
Preferred allocation for SC/STs 50 %, women 40%, Minorities 15% and disable 3%
Emphasis on the cluster approach. For this Key activities identified for each block based
on resources, occupational skills of the people and availability of market.
It adopts project approach for each activity
Implemented by the D.R.D.A. through the Panchayat Samitees. The process of planning,
implementation and monitoring integrate the banks and other financial institutions, the
PRI , N.G.O.s etc. in the district.
Constraints in present Scheme
Uneven distribution of Self Help Groups (SHGs) across Jalgaon district
Of the total B.P.L. families only 27% family covered under SHGs
Of the SHGs formed only 45 % accessed credit
Insufficient quantum of credit
Absence of hand holding of SHGs, SHGs not sustainable
Uneven distribution of credit across district
Inadequate Capacity building of SHG members to undertake income generating activities
Weak institutional structure for capacity building & training
Weak forward linkages- design, branding, packaging ,marketing
Weak backward linkages – technology, knowledge, inputs
Shortage of professionals and dedicated staff in delivery system
Lack of mobilization and federation.

Self Help Group (SHG) formation
SHG is a Group of rural poor who have volunteered to organize themselves into a group of
eradication of poverty of the members.
Generally a self help group may consist 10 to 20 persons.
A group should devise a code of conduct.
The members should build their corpus through regular saving.
The group should be able to priorities the loan application.
The group should maintain simple basic record such as Minutes book, Attendance register,
loan ledger, etc.

Village Facilitators: (He will also works as a Secretary of Village Level Federation)

Development and strengthening of the group to involve into self-managed peoples
organization at grassroots level
The facilitator must identify as Affinity Groups
The facilitator must stay with the people to facilitate proper understanding and establish
rapport with them.

Required expenditure:
1. Honorarium of Facilitator :Rs.2500/- Per Month
2. Other charge applicable as per their performance for following items
Formation of SHG : Rs.300/- Per SHG
1st Gradation of SHG : Rs.500/- per SHG

Objective of Federation:
Mobilization of SHGs
Provide platform of SHGs for various activities
Provide the service facilities for maintaining SHGs records, audit etc.
To strengthen the capacity of SHGs through experience and information
To regularize the transaction between SHGs & banks and thus promote, encourage and motivate
them through monitoring
To provide financial services to groups viz. – insurance and also special services such as primary
education, Health etc.
To solve the problems/difficulty of the SHGs
To assess the needs of SHGs, particularly in relation trainings, raw materials , marketing etc.
To help for bank recovery, arranging bank recovery melavas
Act as catalyst between SHGs and Taluka, District federation
Act as a village /SHGs knowledge centre.
